For the last 12 days world leaders have convened in Dubai for COP28, the critically important UN climate summit. Important progress has been achieved on some issues, but negotiations have been more difficult in other areas, including on finalizing the Global Stocktake and determining whether it will include language about the need to “phase out” fossil fuels. As COP28 winds to a close this week, we spoke to Manuel Pulgar-Vidal, WWF International's Global Lead for Climate and Energy. In addition to spearheading WWF's global climate work, Manuel also previously served as the president of COP20 back in 2014. In this interview Manuel talks about what it takes to put on a successful climate summit (2:30), what COP28 has achieved so far (6:45), and the state of play on the negotiations heading into the closing days (11:45). Long before Elon Musk's takeover drew accusations of increased disinformation on the platform, there was already a rapid growth of climate scepticism and denial on Twitter, according to research by The IRIS Academic Research Group.Their analysis studied climate discourse during the annual UN Climate Change Conferences (COPs), and found that criticism of climate action had grown from 1% of influential accounts during COP20 in 2014, to 16% of accounts during COP26. Bertie spoke to two of the researchers, Professor Andrea Baronchelli and Dr. Max Falkenberg, to discuss this trend, and what might be driving it. Algunos impactos del hombre sobre el clima ya son irreversibles. Con esta escalofriante constatación, el Panel Intergubernamental sobre Cambio Climático (IPCC) alerta en su último informe publicado el lunes sobre la acelerada degradación del planeta. El calentamiento global es más grave y más rápido de lo que se creía. Respecto a la era preindustrial, la temperatura del planeta aumentará 1,5º C en 2030, es decir diez años antes de lo previsto. Según el informe del IPCC, publicado este lunes 9 de agosto y basado en estudios de más de 230 científicos, ya no cabe ninguna duda que el responsable es el ser humano. “Han sido la principal causa del calentamiento y de la acidificación de los océanos desde los años 70”, afirma Panmao Zhai, climatólogo chino. Además, “es la principal causa de los cambios en las zonas glaciares del planeta, la criósfera, llevando a un retroceso glaciar desde los años 90", agrega el experto del IPCC. En América latina, las consecuencias naturales del cambio climático tienen de inmediato un reflejo en las actividades económicas. El dehielo de los Andes "tiene consecuencias en la pérdida de los stocks de agua porque los glaciares son fuentes de abastecimiento para el consumo humano y la agricultura", ejemplifica Manuel Pulgar Vidal, director de programa Clima en la ONG ambientalista WWF. Además, "los países de la costa pacífico sur dependen fuertemente de actividades pesqueras de especies de corrientes frías. Cualquier alteración de la temperatura superficial del mar, tiene de inmediato una consecuencia económica", detalla Pulgar Vidal, en entrevista con RFI. Algunos de estos impactos son irreversibles por cientos o miles de años. Con el deshielo, el nivel del mar ya aumentó unos 20 cm en el último siglo. Los expertos dan por sentado que el nivel seguirá aumentando y la subida será de al menos 40 cm de aquí a 2100. Esto causará inundaciones costeras más frecuentes y graves en las zonas bajas. Cinco escenarios posibles El polo norte es de una de las regiones donde el cambio climático es y seguirá siendo más visible. Los científicos anticipan que el Ártico “estará virtualmente libre de hielo marino en septiembre al menos una vez de aquí a 2050". Los expertos del IPCC anticipan 5 escenarios posibles en materia climática. El más optimista implicaría que el mundo alcance la neutralidad en emisiones de carbono para 2050, limitando a +1,5°C el aumento de la temperatura global. En el peor de los casos, si se agrava el modelo de rivalidad económica y la explotación de combustibles, la temperatura podría aumentar 4,4°C grados. Manuel Pulgar Vidal, quien también presidió la COP20 sobre el Clima, y fue ministro de Medio Ambiente de Perú considera que las ambiciones políticas son, aún, insuficientes. "Sin embargo, sí vemos que hay un nuevo impulso político sobre el cual hay que seguir insistiendo: hace muy poco hubo una reunión del G7 que planteó un plan de acción ambicioso. Lamentablemente el G20 fue un poco más modesto en sus ambiciones". "El retroceso glaciar va a continuar durante al menos varias décadas. Pero podríamos atenuar o detener estos cambios si reducimos emisiones”, matizó la climatóloga Valérie Masson Delmote. “Sabemos que el CO² proviene, en buena parte de la combustión de combustibles fósiles". El planeta ya ha alcanzado un aumento de 1,1ºC con consecuencias impactantes. Lo hemos visto en los incendios forestales que arrasan el oeste de Estados Unidos, Grecia o Turquía, y en los diluvios que inundaron Alemania o China. En Canadá los termómetros rozaron los 50°C.

No obstante, actualmente muchos recien egresados o no de Derecho y abogados en ejercicio al momento de patrocinar adecuadamente una empresa, desconocen aspectos como por ejemplo ¿Por qué debo cumplir las normativas ambientales? ¿Cuáles son las etapas del proceso ambiental? ¿Cómo debo prepararme ante una Fiscalizacion Ambiental? ¿Cómo saber que tipo de norma debo hacer cumplir en im empresa? ¿Cómo saber que responsabilidades debo cumplir? Od 20 lat toczą się światowe negocjacje o ochronie środowiska naturalnego i klimatu pod wodzą Organizacji Narodów Zjednoczonych. Ale dopiero polskie przewodnictwo Konferencji Stron Ramowej Konwencji Narodów Zjednoczonych ds. Zmian Klimatu (COP), które rozpoczęło się przed rokiem w Warszawie na szczycie COP19 i zakończyło się wraz z rozpoczęciem COP20 w Limie, doprowadziło do przełomu. Zamiast narzucać państwom, jaki mają wnieść wkład w globalne działania na rzecz klimatu, przyjęto założenie, by same one określały swoje zobowiązania, najlepsze ze względu na interes ogólny i interes własny. Wrażenie na świecie zrobiły też determinacja w tym zakresie państw UE. Przywódcy europejscy uzgodnili na październikowym szczycie w Brukseli, że UE ograniczy emisje CO2 o co najmniej 40 proc. do 2030 r. względem roku 1990. Wkrótce potem USA i Chiny złożyły swoje deklaracje dotyczące emisji CO2. „Jestem pewien, że w grudniu 2015 r. podpiszemy w Paryżu globalne porozumienie klimatyczne” – twierdzi Marcin Korolec.

We speak with Brian Tokar, author of the newly-revised “Toward Climate Justice: Perspectives on the Climate Crisis and Social Change” about new organizing and a new framework that are pushing for real solutions to the climate crisis.
