With the full-scale invasion, relations with the EU have suddenly become very concrete for Ukrainian citizens. Many have been displaced, living in various EU countries under temporary protection status – some want to stay there. And while EU countries were seen as important in providing military aid, key member states such as Germany were heavily criticised for their perceived slow delivery. This episode is about Ukrainians - in Ukraine and abroad - their experiences of war and European integration, and what these might mean for the future of Ukrainian and European politics. Marina Rabinovych talks to Valeria Lazarenko, who has studied governance regimes for Ukrainian refugees in Germany, Sweden, Poland and the Czech Republic, and Kostiantyn Fedorenko, who has researched the risks of Euroscepticism in Ukraine - an issue of growing relevance as the war enters its fourth year and the stakes rise for potential negotiations and Europe's role in them. President Zelenskiy signed Ukraine's official application for EU membership on 28 February 2022, four days after Russia's full-scale invasion began. Although the application was approved and Ukraine gained EU candidate status with unprecedented speed, the road remains challenging and does not promise to get any easier as the war continues and around 20% of Ukraine's territory is occupied by Russia.

Un sondaj Eurobarometru apărut marți arată lucruri interesante despre așteptările cetățenilor europeni față de Uniune. În același timp, felul în care românii au răspuns întrebărilor își are relevanța lui, inclusiv în contextul apropierii campaniei electorale. Potrivit Eurobarometrului, aproape trei sferturi dintre cetățenii UE (74%) consideră că țara lor a beneficiat de pe urma apartenenței la UE. Este vorba despre cele mai multe răspunsuri pozitive înregistrate vreodată la această întrebare de când a fost adresată pentru prima dată, în 1983.De asemenea, două treimi dintre cetățenii europeni doresc ca UE să își asume un rol mai important în protejarea lor în fața crizelor globale și a riscurilor la adresa securității.Imaginea Uniunii Europene în ochii cetățenilor se menține la un nivel bun. Astfel, jumătate dintre europeni au o imagine pozitivă, cu cinci procente peste nivelul înregistrat acum doi ani. Dar cu două procente sub cel înregistrat acum trei ani, în momentul invadării Ucrainei de către Rusia.Să mai spunem că numărul celor care au o imagine pozitivă despre UE a crescut cu douăzeci de procente față de toamna anului 2013.În același timp, astăzi, puțin peste o treime dintre cei intervievați au o imagine neutră față de UE și doar 15% o imagine negativă. Dar cum se raportează românii la Uniunea Europeană? În general, pozitiv, dar cu o semnificativă componentă sceptică.Mai precis, când vine vorba despre imaginea de ansamblu față de UE, românii se situează foarte aproape de media înregistrată la nivelul UE.Dacă sunt însă întrebați despre beneficiile înregistrate de țară în urma apartenenței la bloc, lucrurile devin mai nuanțate.Într-adevăr, o majoritate semnificativă, adică 70%, afirmă că România a beneficiat. Cifra este însă cu 4% mai mică decât media europeană, în timp ce 28% - un număr, totuși, semnificativ - sunt de părere că țara nu a beneficiat de pe urma statutului de membru UE, românii fiind depășiți la acest capitol al dezamăgirilor de cehi, italieni, austrieci, greci și bulgari. Contribuția UE la menținerea păcii și la consolidarea securității reprezintă principalul motiv pentru care calitatea de membru este considerată benefică atunci când analizăm răspunsurile la nivel european (35%). Respondenții din România consideră că apartenența la UE este benefică în primul rând pentru noile oportunități de angajare (42%).Cât despre răspunsurile la întrebarea dacă UE trebuie să-și asume un rol mai puternic în viitor, acestea variază de la 87% în Suedia la doar 47% în România și 44% în Polonia. Și, în timp ce  aproape  din zece cetățeni ai UE (89%) afirmă că statele membre ale UE ar trebui să acționeze mai unite pentru a face față provocărilor globale actuale, doar 75% dintre români cred aceasta.Ce ne sugerează cifrele din dreptul României?Mai întâi de toate, că susținerea față de Uniunea Europeană se menține la cote solide, chiar dacă în unele aspecte ne situăm puțin sub medie.Rezultatele arată că o campanie electorală îndreptată împotriva Uniunii Europene nu poate asigura victoria. În schimb, își poate găsi ecou în rândul unei părți semnificative de electorat, probabil între un sfert și o treime.

Britain must accept that if we are to earn the respect of others and the right to determine the future, we need a realist reset. What are the consequences of this new world order? And is the Trump administration reversing the tide of decline, or simply refusing to accept the inevitable? A few weeks ago I posted on LinkedIn that I wanted to get someone on the pod to talk AI in mental health. At the time I made the post I definitely had my AI sceptic hat on, whenever I hear about AI in mental health its normally in the context of chat bots or similar replacing real life therapist / patient interactions, and I think this is a trend that's really concerning, hence why I wanted to explore it on the pod in more detail. But I'm really pleased that things turned out a little differently with this episode. After I posted about it on LinkedIn someone tagged Matteo Grassi and suggested I chat to him about an AI mental health product he's developing called Hana. I'm glad that I got connected with Matteo as his product, Hana is a great example of where AI can complement and augment the work of a therapist, improving engagement between sessions and generating valuable data that therapists can use to improve treatment and spot warning signs for an impending mental health crisis. I think my scepticism was well and truly countered by talking to Matteo; do I think that AI chat bots are a bad idea? absolutely, but my eyes are definitely open to AI tools like Hana that can enhance the valuable person to person interaction that takes place in therapy sessions. In this episode we investigate the claim made by conservative Christians every year that Christmas is being threatened by forces they are weirdly shy about specifically naming. But of course the first and foremost piece of cognitive dissonance we must force our way through when examining the threat to Christmas is where it has ACTUALLY come from, historically. Christmas had been frowned upon and ignored in a lot of Protestant places throughout Europe for as long as the Protestant movement had existed. Their reasoning was pretty straight forward. Unbelievably straightforward and logical for Christians actually. The Christmas celebration is simply not Christian. The earliest mention of any Christmas celebration is from a Roman Bishop in 129ce. Long after the New Testament authors had passed. So while not celebrated by some Europeans, the first official state ban was introduced by the British Puritan Parliament in 1647. And that's where our story will start. In this episode we're diving deep down into the dark and seedy world of adult animation. Helluva Boss is an adult animated cartoon about 3 demons, Blitzo, Moxxie and Millie who work at a company called I.M.P which stands for Immediate Murder Professionals. These demons live in one of the seven rings of Hell and murder people in the living world. Chaining the evil genie: why "outer" AI safety is probably easy Conclusion Summing up my argument in TLDR format: 1. For each AGI, there will be tasks that have difficulty beyond it's capabilities. 2. You can make the task "subjugate humanity under these constraints" arbitrarily more difficult or undesirable by adding more and more constraints to a goal function. 3. A lot of these constraints are quite simple, but drastically effective, such as implementing time limits, bounded goals, and prohibitions on human death. 4. Therefore, it is not very difficult to design a useful goal function that raises subjugation difficulty above the capability level of the AGI, simply by adding arbitrarily many constraints. Even if you disagree with some of these points, it seems hard to see how a constrained AI wouldn't at least have a greatly reduced probability of successful subjugation, so I think it makes sense to pursue constraints anyway (as I'm sure plenty of people already are). AGI Battle Royale: Why "slow takeover" scenarios devolve into a chaotic multi-AGI fight to the death Summary The main argument goes as follows: 1. Malevolent AGI's (in the standard model of unbounded goal maximisers) will almost all have incompatible end goals, making each AGI is an existential threat to every other AGI. 2. Once one AGI exists, others are likely not far behind, possibly at an accelerating rate. 3. Therefore, if early AGI can't take over immediately, there will be a complex, chaotic shadow war between multiple AGI's with the ultimate aim of destroying every other AI and humanity. I outlined a few scenarios of how this might play out, depending on what assumptions you make: Scenario a: Fast-ish takeoff The AGI is improving fast enough that it can tolerate a few extra enemies. It boosts itself until the improvement saturates, takes a shot at humanity, and then dukes it out with other AGI after we are dead. Scenario b: Kamikaze scenario The AGI can't improve fast enough to keep up with new AGI generation. It attacks immediately, no matter how slim the odds, because it is doomed either way. Scenario c: AGI induced slowdown The AGI figures out a way to quickly sabotage the growth of new AGI's, allowing it to outpace their growth and switch to scenario a. Scenario d: AI cooperation Different AGI's work together and pool power to defeat humanity cooperatively, then fight each other afterwards. Scenario e: Crabs in a bucket Different AGI's constantly tear down whichever AI is "winning", so the AI are too busy fighting each other to ever take us down. I hope people find this analysis interesting! I doubt I'm the first person to think of these points, but I thought it was worth giving an independent look at it. How "AGI" could end up being many different specialized AI's stitched together Summary: In this post, I am arguing that advanced AI may consist of many different smaller AI modules stitched together in a modular fashion. The argument goes as follows: 1. Existing AI is already modular in nature, in that it is wrapped into larger, modular, "dumb" code. 2. In the near-term, you can produce far more impressive results by stitching together different specialized AI modules than by trying to force one AI to do everything. 3. This trend could continue into the future, as specialized AI can have their architecture, goals and data can be customized for maximum performance in each specific sub-field. Introduction and a prima facie case It seems to me that most (perhaps all) effective altruists believe that: 1. The global economy's current mode of allocating resources is suboptimal. (Otherwise, why would effective altruism be necessary?) 2. Individuals and institutions can be motivated to change their behaviour for the better on the basis of concern for others. (Otherwise, how could effective altruism be possible?) (1) suggests that we should explore alternative ways of allocating resources. (2) suggests that alternatives involving more altruistic motivation, and less of the self-interested motivation that dominates our current mode of resource allocation, could be both feasible and superior. There is an old name for the movement and ideal associated with pursuing an economic system based on more altruistic motives: socialism.[1] This is a prima facie case for EAs to engage with socialist thought and politics. However, I see little of this kind of engagement.[2] In this post I ask why that might be and how I think EAs might best engage with socialism. My aim is to start a productive conversation, and all comments are welcome. II. Why not socialism?[3] a. Scepticism about the tractability systemic change The first reason for the lack of effective altruist engagement with socialism is that effective altruists care about the tractability of interventions. Perhaps a socialist utopia would be much better than our current world. But it seems difficult to get from here to there. Tractability is often interpreted as tractability for individuals. It is difficult - perhaps impossible - to see or evaluate how an individual could radically change an economic system.[4] So, the focus of much effective altruism has been piecemeal improvements under capitalism. But radical change is more tractable on the level of large social groups and movements. These non-individual agents can (and have) changed the world in ways that individuals could not, including large-scale changes to the economic system. Effective altruism's emphasis on the individual has been much criticised[5] and effective altruism has become increasingly less individualistic.[6] Longtermism has contributed to this change, since many of the interventions that could plausibly affect the very far future are changes at the political, institutional or structural level. Thinking in terms of group rather than individual agency makes transition from capitalism to socialism appear more tractable. b. 'Socialism doesn't work' The second possible reason for the lack of effective altruist engagement with socialism is the widespread belief that socialist economies do not work as well as capitalist ones.[7] This, however, is far from clear. Of course, one would rather have lived in West Germany than East Germany, and the human costs of some socialist experiments and failures were immense. But the same can be said of some instances of capitalism (especially if colonialism and climate change are taken - as many think - to be closely connected with capitalism). And some socialist economies have had some successes (human development in Kerala, economic growth in China, the USSR's role in space technology and smallpox eradication, Cuba's healthcare system). In addition, socialist influence or pressure has played a vital part in reforms within capitalism - such as the expansion of public services, redistribution and decolonisation - which have almost certainly been positive for welfare. Moreover, even if we think that twentieth-century socialism was an utter failure, it is not obvious that with more time and research and better technology, socialist economies couldn't work better - and better than capitalism - in the future.
