This week, I was pleased to welcome back to the studio Dana S. Lateulere, Regulatory Consultant with B&C and its consulting affiliate, The Acta Group (Acta®), and James V. Aidala, Senior Government Affairs Consultant at B&C and Vice President, Policy and Government Affairs, at Acta, to discuss the U.S. Environmental Protection Agency's (EPA) significant role in combating pathogens like those spreading the highly virulent Ebola virus and Hantavirus. Both Dana and Jim have extensive expertise in how EPA deploys its authority under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to protect the public's health from these and other deadly pathogens. For decades, one of the biggest challenges of sending humans to Mars hasn't just been getting there, it's getting back. Under current mission plans, astronauts could spend nearly three years completing a round trip to the Red Planet. The journey to Mars alone typically takes seven to ten months, and crews then have to wait for Earth and Mars to align again before returning home. But now, an accidental discovery published in the journal Acta astronautica and inspired by asteroid trajectories suggests that future Mars missions might one day take less than a year-round trip. The idea came from a scientist who was studying near-Earth asteroids - specifically how scientists estimate their trajectories when first discovered. One asteroid caught his attention: 2001 CA21. Early calculations suggested the asteroid followed an unusual orbital path that crossed both Earth's and Mars' orbital regions. Later observations refined the asteroid's true trajectory, and the original estimates were essentially discarded. But the scientist noticed something fascinating hidden inside those early calculations. The geometry of the asteroid's path hinted at an ultra-fast route between Earth and Mars. Mars is much farther from the sun than Earth, and the planets are constantly moving around the sun at different speeds. To save fuel, spacecraft usually travel along carefully timed transfer orbits that take advantage of planetary alignment. These efficient routes are slower but practical. The problem is timing. Earth and Mars only line up properly for these fuel-efficient missions roughly every 26 months. Missing the return window means astronauts could be stranded waiting for another alignment. Using the new asteroid-inspired geometry, the researchers calculated that an extremely fast route to Mars could theoretically take as little as 34 days. The spacecraft would need to travel at around 32.5 kilometres per second which is far beyond the capabilities of current rockets. Also, arriving at Mars would be even more challenging. The spacecraft would hit the Martian system traveling so fast that current landing technologies couldn't safely slow it down. So while the 34-day mission is mathematically possible, it remains impractical with today's technology. Rather than focusing on the impossible extreme case, the researchers explored whether similar geometric paths could work during future Mars alignments using technology that may exist in the near future. And one opportunity stood out: the 2031 Mars opposition. According to the calculations, astronauts could potentially complete a round trip to Mars in about 153 days (roughly five months), or a lower-energy version lasting around 226 days (about 7.5 months) That's still dramatically shorter than the multi-year missions currently envisioned. The proposed mission profile would involve: A 33-day trip to Mars About one month on the Martian surface A 90-day return journey to Earth NASA's NASA probe New Horizons became the fastest spacecraft ever launched from Earth when it left for Pluto at around 16.26 kilometres per second. Future rockets like SpaceX Starship or Blue Origin New Glenn may eventually push those limits even further. One of the most fascinating parts of this story is that the discovery wasn't the result of a grand Mars mission plan. It came from a scientist noticing something unusual in old asteroid calculations that everyone else had moved past. Breakthroughs don't always emerge from people searching directly for answers. ACTA's Veronica Bryant welcomes David Rohrbacher, Provost and Vice President of Academic Affairs and Professor of Classics at the New College of Florida. NCF made headlines after they skyrocketed from an "F" grade to a "B+" rating in ACTA's What Will They Learn? Project (WWTL), becoming this year's "most improved school." WWTL assigns letter grades based on the rigor of the core curriculum at over 1,100 American colleges and universities. This improvement was thanks to a total overhaul of their general education program in 2024. Professor Rohrbacher discusses how that change came about and the innovative academic reforms that engage NCF students in substantive, serious coursework.

Mr. Corn served as CIA chief of station for four different Eurasian and Middle Eastern countries. He now teaches graduate-level courses in International Affairs and Security Studies at the Institute of World Politics. In addition to his teaching work, Mr. Corn provides strategic advising and consulting, acts as a visiting fellow at George Mason University's law school's National Security Institute, and serves as an expert contributor to the Cipher Brief. Mr. Corn compellingly argues that language learning is essential, both for an intelligence career and for national security.

De las orillas baleares a la Ciudad Sagrada de Quilmes, un trayecto por la historia, el arte y la gastronomía de dos destinos con alma propia. El programa El Placer de Viajar, conducido por Carmelo Jordá y Kelu Robles, propone en este episodio un recorrido fascinante que une las orillas del Mediterráneo con el corazón histórico de Argentina. El viaje comienza en Palma de Mallorca, una ciudad que destaca por su privilegiada ubicación al sur de la isla, lo que le otorga un clima mucho más benévolo que el de otras zonas como la sierra de Tramontana. Los presentadores subrayan el carácter dual de la capital balear: un entorno que mantiene un aire provinciano y acogedor pero que, al mismo tiempo, respira una atmósfera cosmopolita, alimentada por residentes y visitantes de toda Europa. El epicentro monumental de Palma es, sin duda, su catedral, conocida popularmente como La Seu. Este templo de puro estilo gótico es único por su proximidad al mar y su imponente silueta, reforzada por unos contrafuertes que le otorgan un aspecto casi amurallado. El casco antiguo, por su parte, ofrece un laberinto de calles estrechas, galerías de arte y patios señoriales. Es un entorno ideal para el arte del paseo, culminando en el Paseo del Borne, el lugar predilecto para ver y ser visto en la ciudad, rodeado de tiendas de lujo y un ambiente que recuerda a las grandes capitales europeas bajo el sol mediterráneo. En el plano gastronómico, Mallorca es indisociable de sus forns o panaderías tradicionales. La estrella absoluta es la ensaimada, un dulce cuyo nombre deriva del saïm o manteca de cerdo, ingrediente fundamental que le otorga su sabor característico. Los presentadores recomiendan encarecidamente visitar lugares emblemáticos como Ca'n Joan de s'Aigo, donde la combinación de este dulce con chocolate caliente y helado de fresa natural constituye una experiencia sensorial obligatoria para cualquier viajero que desee conocer la verdadera esencia de la isla.Tucumán, la primera argentina Cambiando de continente, el programa se traslada a la provincia de Tucumán, en el norte de Argentina. Este destino cobra especial relevancia por el aniversario del Congreso de Tucumán, donde se firmó el Acta de Independencia en 1816. Kelu Robles describe a Tucumán como una provincia de diversidad asombrosa, situada a unos 1.300 kilómetros de Buenos Aires. Es la provincia más pequeña del país, pero encierra desde selvas subtropicales, las llamadas yungas, hasta paisajes áridos y desérticos que anuncian la cercanía de los Andes, ofreciendo un contraste geográfico fascinante. La capital, San Miguel de Tucumán, es un lugar donde la vida cotidiana se eleva a través del bullicio de sus calles y la calidez de su gente. Robles destaca el Parque 9 de Julio, un inmenso espacio verde que alberga un museo sobre la industria azucarera, motor económico histórico de la región. También es de visita obligada la Casa de la Independencia, edificio colonial donde se gestó la libertad del país. La figura de Mercedes Sosa, natural de la provincia, sobrevuela el relato como símbolo cultural de una tierra con una fuerte identidad propia. Hacia el interior de la provincia, el viaje se adentra en los Valles Calchaquíes y Tafí del Valle. Aquí, el viajero puede experimentar la soledad de las rutas andinas y la desconexión total. Una de las tradiciones más arraigadas es la celebración de la Pachamama o Madre Tierra cada 1 de agosto, una ceremonia de agradecimiento que refleja el profundo respeto por la naturaleza. En estas altitudes, el uso de la hoja de coca para combatir el mal de altura es habitual, integrándose en la cultura local de forma natural. Otro punto de gran interés arqueológico es la Ciudad Sagrada de Quilmes, las ruinas de un asentamiento aborigen que resistió con valor las incursiones externas. La historia de este pueblo es recordada con cierta melancolía, pues tras su derrota fueron obligados a caminar hasta Buenos Aires. En cuanto a la mesa, Tucumán ofrece delicias como la carne de llama, las empanadas locales y el locro, un guiso de maíz contundente y lleno de sabor que reconforta al viajero en las zonas más frías del norte argentino. Finalmente, el episodio cierra con una recomendación hotelera en España: La Casería de la Mar, cerca de Comillas, en Cantabria. Se trata de una antigua vaquería del siglo XIX rehabilitada con un gusto exquisito por el Grupo Mentidero. Con solo ocho habitaciones, este hotel boutique ofrece un refugio de paz y exclusividad. Jordá alaba detalles como la calidad de las toallas y la comodidad de las camas, subrayando que el verdadero lujo reside en la atención a los pequeños detalles y en la capacidad de ofrecer un entorno de descanso absoluto frente al mar Cantábrico.

Dans ce nouvel épisode du Son des Territoires, Victor Delage, fondateur et directeur général de l'Institut Terram, reçoit Esther Crauser-Delbourg, économiste de l'eau, et Jean-Paul Bordes, agronome, coauteurs de l'étude « Réutilisation des eaux usées traitées en agriculture : un projet territorial de résilience hydrique ». Ensemble, ils interrogent de manière concrète la capacité des territoires à faire face aux tensions croissantes sur la ressource en eau. Comment sécuriser l'accès à l'eau sans accentuer la pression sur les milieux naturels ? Entre dérèglement climatique, variabilité accrue des précipitations et besoins agricoles persistants, la question s'impose désormais partout en France. Dans ce contexte, la réutilisation des eaux usées traitées – ou REUT – apparaît comme une piste de plus en plus crédible. Ils proposent une lecture claire et nuancée des potentialités de la REUT, en France comme à l'international. Loin d'être une simple solution technique, cette approche conduit à repenser l'eau comme une ressource locale, maîtrisée et intégrée dans des projets collectifs. Elle ouvre des perspectives concrètes pour sécuriser certaines productions agricoles, réduire la pression sur les ressources naturelles et renforcer la résilience des territoires les plus exposés. Car derrière cette démarche se trouvent des conditions de réussite bien identifiées : gouvernance locale, modèle économique, qualité de l'eau et acceptabilité sociale. Autant de leviers qui doivent être pensés conjointement pour faire de la REUT un véritable outil d'adaptation. Esther Crauser-Delbourg est économiste de l'eau, docteure en économie de l'École polytechnique et dirigeante de Water Wiser, un cabinet de référence spécialisé dans l'analyse des risques opérationnels et stratégiques liés à l'eau pour les entreprises. Las asociaciones de víctimas de la dana se muestran prudentes ante la posibilidad que el expresident valenciano, Carlos Mazón, de poder ser juzgado por su gestión de los hechos. La presidenta de la Asociación Víctimas Mortales de la Dana 29-O, Rosa Álvarez, explica que la noticia "ha sido inesperada" pero sí que prefieren que en este caso el Tribunal Superior de Justicia se quedase solo la causa sobre Mazón, por ser aforado, y no la causa completa. Sobre está condición de aforda, Álvarez lamenta que el PP no le obligue a renunciar al acta: "Son contudentes con otros casos como la presunta agresión sexual cometida por el DAO y aquí, que está todo tan claro, que a esperar". Las víctimas también han podido hablar ante Les Corts, un hecho que ha defendido Álvarez como una victoria de las asociaciones: "no es una invitación, las dos asociaciones mayoritarias doblegamos la voluntad de PP y Vox". Lamenta también que haya asociaciones 'fake' que esten expandiendo bulos sobre la dana o agitadores que solo buscan "notoriedad" y "desprestigiar".Escuchar audio

La revolución de 1688, más conocida como revolución gloriosa, supuso el triunfo definitivo del parlamentarismo en Inglaterra. Trajo también el fin de la casa Estuardo, aunque en este caso con algunos años de retraso. Este acontecimiento no fue algo ni repentino, ni aislado, sino la culminación de un proceso que había dado comienzo casi un siglo antes. Durante ese tiempo proliferaron las tensiones entre la Corona y el parlamento, unas tensiones que dejaron un reguero de guerras civiles y la ejecución de Carlos I en 1649. El detonante final se produjo durante el reinado de Jacobo II, que ascendió al trono en 1685. Su abierto catolicismo y su uso de la "facultad de dispensa" para ignorar al parlamento despertaron el temor a que implantase en Inglaterra una monarquía absoluta similar a la de Luis XIV en Francia. La desconfianza se transformó en crisis en 1688 por dos hechos: el juicio a siete obispos anglicanos que se opusieron al rey y, especialmente, el nacimiento de un heredero varón que sería criado como católico. Esto eliminaba la esperanza de una sucesión protestante a través de su hija María. Ante la amenaza de que se revirtiese la reforma anglicana, un grupo de parlamentarios que se dieron en llamar a sí mismos los "Siete Inmortales" invitaron a Guillermo de Orange, estatúder de los Países Bajos y esposo de María, a intervenir militarmente para proteger las libertades inglesas. Guillermo organizó una gran expedición financiada por el banquero sefardí Francisco Lopes Suasso. En noviembre de 1688 desembarcó en Torbay con más de 15.000 hombres. La resistencia de Jacobo II se vino abajo rápidamente debido a las deserciones en su ejército y su propio colapso personal. Tras arrojar el Sello Real al Támesis y huir a Francia, el Parlamento declaró el trono vacante por una abdicación tácita. La estabilidad del nuevo régimen se reforzó con el Acta de Establecimiento de 1701, que excluía a perpetuidad a los católicos del trono. Esto permitió que, tras la muerte sin herederos de la reina Ana en 1714, la corona pasara de los Estuardo a la Casa de Hannover en la persona de Jorge I. Aunque Jacobo II intentó recuperar el trono con apoyo francés, su derrota en la batalla del Boyne en Irlanda selló su destino. A diferencia de la Revolución Francesa, la Gloriosa fue un cambio de régimen relativamente incruento y conservador en sus formas, ya que no pretendía alumbrar un mundo nuevo, sino preservar las leyes tradicionales. (15 de septiembre: Aniversario del Acta de Independencia Centroamericana) Era el 14 de septiembre de 1821, víspera del día en que se había convocado a una reunión en el Palacio de Gobierno de Guatemala entre autoridades de las provincias y representantes de la universidad, de la Iglesia y de las autoridades civiles a fin de decidir si Centroamérica habría de separarse de España. Uno de ellos, que apoyaba decididamente las aspiraciones independentistas, era el guatemalteco Pedro Molina. Esa víspera, su esposa, María Dolores Bedoya, mostrando lo solidaria que era con él en sus convicciones políticas, visitó los barrios más habitados de la ciudad, invitó a su vez al pueblo a una reunión frente al palacio con el propósito de llenar la plaza en apoyo a la independencia, y se encargó de que hubiera música y fuegos artificiales para festejar la esperada proclama. Durante la histórica reunión del día siguiente, mientras los cincuenta y seis miembros de la junta presentaban sus argumentos a favor y en contra de la declaración de independencia, Bedoya arengaba al pueblo en la plaza. Pero al comenzar a repetirse los argumentos para retrasar la proclama de independencia, comenzaron también a oírse en el recinto explosiones de pólvora, cohetes y música. Fue tal la algarabía que los opositores a la independencia creyeron que había estallado la revolución y se apresuraron a proclamarla.1 En el prólogo del acta misma de independencia redactada por José Cecilio del Valle consta que llegaron al acuerdo «congregados todos en el mismo salón; leídos los oficios expresados; discutido y meditado detenidamente el asunto, y oído el clamor de “¡Viva la independencia!” que repetía lleno de entusiasmo el pueblo que se veía reunido en las calles, plaza, patio, corredores y antesala de este palacio...»2 Por eso algunos historiadores sostienen que la agitación del pueblo de parte de María Dolores Bedoya contribuyó a que se proclamara la independencia centroamericana. Y por eso en algunas ciudades centroamericanas en la víspera del 15 de septiembre los niños celebran un desfile con faroles iluminados.3 Entre otras cosas, en el acta «se acordó... que siendo la Independencia del Gobierno Español la voluntad general del pueblo..., el Señor Jefe Político la mande publicar para prevenir las consecuencias, que serían temibles en el caso de que la proclamase de hecho el mismo pueblo.... (Día de la Proclama de Independencia del Perú) Tan pronto como ocupó Lima, el General en Jefe del Ejército Libertador del Perú, don José de San Martín, reunió a Cabildo Abierto. Los notables de la ciudad allí presentes suscribieron el Acta de la Independencia del Perú que, en resumen, decía: «En la Ciudad de los Reyes, el quince de julio de mil ochocientos veintiuno... Todos los señores concurrentes, por sí y satisfechos de la opinión de los habitantes de la capital, dijeron: Que la voluntad general está decidida por la independencia del Perú de la dominación española y de cualquiera otra extranjera....» Trece días después, el 28 de julio de 1821, convocado el pueblo peruano [aquí] en la Plaza Mayor de Lima, que desde aquel entonces se conoce también como la Plaza de Armas, don José de San Martín pronunció las siguientes palabras con las que proclamó la independencia del Perú: «El Perú es, desde este momento, libre e independiente por la voluntad general de los pueblos y por la justicia de su causa, que Dios defiende. ¡Viva la patria! ¡Viva la libertad! ¡Viva la independencia!» El 6 de agosto, un patriota argentino que llegó al grado de brigadier, amigo y paisano de San Martín, reseñó los acontecimientos de ese histórico día. En una carta a su esposa Pilar Spano, don Tomás Guido escribió: «El 28 del mes anterior se juró en esta capital la Independencia del Perú. No he visto en América un concurso ni más lucido ni más numeroso. Las aclamaciones eran un eco continuado de todo el pueblo.... Yo fui uno de los que pasearon ese día el estandarte del Perú independiente.... Jamás podría premio alguno ser más lisonjero para mí, que ver enarbolado el estandarte de la libertad en el centro de la ciudad más importante de esta parte de América, cumpliendo el objeto de nuestros trabajos en la campaña....» Según el historiador peruano Jorge Basadre, el objetivo de la campaña por la independencia al que se refiere Guido se resume en las palabras simbólicas de San Martín, palabras que marcan un hito histórico, pues anuncian el principio de «la voluntad de los pueblos».1 San Martín, el libertador que luchó por nuestra libertad física temporal, tenía toda la razón: los pueblos, en general, quieren ser libres. Y Dios defiende la justicia de esa causa porque nos creó con libre albedrío. Pero eso quiere decir que podemos optar por rechazar la independencia del dominio del pecado que ganó para nosotros su Hijo Jesucristo, el Libertador que luchó por nuestra libertad espiritual eterna. Suiza es seguramente el país más peculiar de Europa. En su interior se hablan cuatro idiomas muy distintos y carece de lengua franca, por lo que los suizos no necesariamente se entienden entre ellos. Carece de salida al mar y debe su existencia a su geografía montañosa y a su posición como tierra de paso. Los Alpes no solo han moldeado su historia, sino que también fomentaron desde tiempos antiguos una fuerte autonomía local en sus valles y la necesidad de alianzas para controlar algunas rutas comerciales de gran importancia como la de San Gotardo. Esta particularidad geográfica sentó las bases de la Confederación Helvética, una entidad política única formada por un alianzas entre comunidades rurales y urbanas para defender sus costumbres y resistir a los invasores aprovechando la protección natural de las montañas. La Confederación Helvética comenzó a formarse con el Pacto Federal de 1291, un acuerdo entre los valles de Uri, Schwyz y Unterwalden para resistir el dominio de los Habsburgo tras la muerte de Rodolfo I. Este pacto, documentado en la Carta Federal, priorizaba la ayuda mutua manteniendo la autonomía de cada comunidad. A partir de ahí la identidad suiza fue fortaleciéndose con relatos míticos como el Juramento de Rütli y la leyenda de Guillermo Tell, que simbolizan la resistencia a la tiranía y la independencia de las gentes de la montaña. Durante los siglos XIV y XV, la Confederación se consolidó con victorias militares contra los Habsburgo, como las batallas de Morgarten, Sempach y Näfels, que afianzaron su autonomía. La incorporación de cantones como Lucerna en 1332, Zúrich en 1351 y Berna en 1353 expandió la Confederación, integrando nuevas regiones, pero siempre con una estructura muy flexible. La Guerra de Suabia en 1499 marcó la independencia de facto del Sacro Imperio Romano, una independencia que llegaría de iure en 1648 con el Tratado de Westfalia. La Reforma Protestante vino apadrinada por Ulrico Zuinglio en Zúrich y Juan Calvino en Ginebra. Dividió la Confederación entre cantones protestantes y católicos, lo que provocó guerras religiosas como las de Kappel. Las tensiones religiosas persistieron hasta las Guerras de Villmergen ya en el siglo XVII, que terminaron con un equilibrio entre ambas confesiones. Lo que evitó la confederación fue enredarse en la Guerra de los Treinta Años. No pudo, sin embargo, impedir la invasión napoleónica en 1798 y la imposición de la República Helvética, un estado centralizado que fracasó estrepitosamente a causa de una rebelión. Napoleón restauró el federalismo con el Acta de Mediación en 1803 con el que se crearon nuevos cantones. El Congreso de Viena en 1815 respetó la independencia suiza a cambio de la neutralidad. En el siglo XIX, las tensiones entre liberales urbanos y conservadores rurales culminaron en la Guerra del Sonderbund en 1847, que llevó de cabeza a la Constitución de 1848. Fue esa constitución la que dio origen a la Suiza actual, un estado confederal moderno muy descentralizado. La neutralidad suiza, probada en las guerras mundiales, fortaleció su papel como gran mediador y como sede de organizaciones internacionales. La democracia directa, con referendos e iniciativas populares, ha garantizado la cohesión en un país multilingüe y muy diverso. Suiza hoy uno de los países más ricos y libres del mundo, un caso de éxito gracias a su capacidad para equilibrar autonomía, unidad y neutralidad. (Aniversario de la Declaratoria de Independencia Absoluta Centroamericana) Luego de la abdicación de Agustín de Iturbide en México, volvieron a reunirse en el palacio de la capital de Guatemala los miembros de la Asamblea Nacional Constituyente centroamericana, es decir, los representantes de los pueblos que ocupaban el territorio que hoy abarcan Guatemala, El Salvador, Honduras, Nicaragua y Costa Rica. Después de examinar el Acta de Independencia que firmaron allí mismo el 15 de septiembre de 1821 junto con los demás documentos afines posteriores, firmaron una nueva «Declaratoria de Independencia Absoluta y Definitiva» el primero de julio de 1823 en la que ponían de manifiesto lo siguiente: «Tomando en consideración: »Que la independencia del Gobierno Español ha sido y es necesaria en las circunstancias de aquella Nación y las de toda la América: que era y es justa en sí misma y esencialmente conforme a los derechos sagrados de la naturaleza.... »Que la experiencia de más de trescientos años manifestó a la América que su felicidad era del todo incompatible con la nulidad a que la reducía la triste condición de colonia de una pequeña parte de Europa. »Que la arbitrariedad con que fue gobernada por la Nación Española, y la conducta que ésta observó constantemente desde la conquista, excitaron en los pueblos el más ardiente deseo de recobrar sus derechos usurpados. »Que, a impulsos de tan justos sentimientos, todas las Provincias de América sacudieron el yugo que las oprimió por espacio de tres siglos: que las que pueblan el antiguo Reino de Guatemala proclamaron gloriosamente su independencia en los últimos meses del año de 1821; y que la resolución de conservarla y sostenerla es el voto general y uniforme de todos sus habitantes.... »Nosotros, por tanto,... declaramos solemnemente: »Que las expresadas Provincias, representadas en esta Asamblea, son libres e independientes de la antigua España, de México y de cualquiera otra potencia, así del Antiguo como del Nuevo Mundo; y que no son ni deben ser el patrimonio de persona ni de familia alguna. »[Que] en consecuencia, son y forman Nación Soberana, con derechos y aptitudes de ejercer y celebrar cuantos actos, contratos y funciones ejercen y celebran los otros pueblos libres de la tierra. »Que... se llamarán por ahora, sin prejuicio de lo que se resuelva en la Constitución que ha de formarse, “PROVINCIAS UNIDAS DEL CENTRO DE AMÉRICA”.» »Y mandamos que esta declaratoria... se comunique a las Provincias de León, Granada, Costa Rica y Chiapas; [como]... también a los Gobiernos de España, México y de todos los demás Estados independientes de ambas Américas.»1 Ahora a los habitantes de esas cinco naciones centroamericanas solamente les queda seguir el consejo de San Pablo, quien reconoció que Dios, que los creó con libre albedrío, siempre quiso que fueran libres. «Ustedes han sido llamados a ser libres; pero no se valgan de esa libertad para dar rienda suelta a sus pasiones —advirtió el sufrido apóstol—. Más bien sírvanse unos a otros con amor.
