It is almost end of the financial year 2021-2022, with just three months left before investors can take investment decisions to finalise their tax-saving plans for the financial year. Equity linked saving schemes (ELSS) are among the instruments that are eligible for tax deduction under section 80c. This is an important section as one can claim upto Rs 1.5 lakh deduction under this section. While there are several other options under 80c such as Public Provident Fund (PPF), National Saving Certification (NSC), bank tax-saving deposits and life insurance, ELSS has also grown into a popular instrument. The mutual fund industry also wants Ministry of Finance to allow a debt-linked saving scheme (DLSS), so that mutual funds can come up with similar products on the debt side as well. But for now, it is only the ELSS funds where mutual funds offer tax-saving feature to investors. As an equity mutual fund scheme, ELSS can not only help individuals to bring down their tax liability, but also create wealth over the longer term. Of course, it would finally depend upon the scheme's performance and the overall performance of equity markets during your holding period. ELSS funds come with three-year lock-in period. After the lock-in period is over, investors can fully or partially withdraw their investments or even stay invested if they wish to. Remember, any capital gains from your ELSS investments will still be liable for long-term capital gains of 10 percent, if the gains are more than Rs 1 lakh. You get tax relief in ELSS as you can claim deduction for the investments that you make in such funds during the financial year. As it is an equity-linked product, ELSS can go through periods of sharp volatility and investment returns can see sharp fluctuations. So, how should you go about selecting an ELSS fund that suits your risk-profile, as well as return expectations, and what should you do if the scheme returns turn out to be below-par even par after a three-year lock-in? In today's episode of Simply Save Podcast, Moneycontrol's Jash Kriplani talks with Rushabh Desai, founder of Rupee with Rushabh Investment Services, on what you should keep in mind when investing in an ELSS fund.
An Equity Linked Savings Scheme or ELSS is a type of equity diversified fund which invests a majority of its assets in equity shares of companies. What is ELSS? A tax-saving investment deductible under Section 80C of the Income Tax Act So, the next obvious question is: How does an ELSS fund work? Well, the fund manager maintains a well-diversified portfolio by allocating resources across sectors, market capitalisation and industries. The Net Asset Value, or the intrinsic value of one unit of the fund, fluctuates with ups and downs of the underlying benchmark and overall economic factors. The investment mechanism of ELSS is such that fund return tends to get affected by the overall movement in the equity markets. The objective is to keep the portfolio returns in line with expectations, and not to let it be affected by extreme price movements in one of the industry segments. However, the fund attempts to generate enough returns which results in capital appreciation and tax benefits over the long term. Now let's talk about the key features. ELSS fund: Key features Tax deduction of up to Rs 1,50,000 a year Lock-in period of three years No provisions of premature exit Unlike other funds, ELSS comes with a lock-in period of 3 years from the date of investment. It means that if you initiate a Systematic Investment Plan or SIP in an ELSS fund today, it will not be available for redemption before 3 years from now. You may exit, redeem or reinvest your units of ELSS funds only after the expiry of the 3-year period. Just like any other equity fund, ELSS funds are available in both dividend and growth options. ELSS fund: Tax implication LTCG up to Rs 1 lakh is tax-free LTCG over and above Rs 1 lakh is taxable at 10% Investment up to Rs 1.5 lakh can be claimed as a deduction From a tax standpoint, up to Rs 1 lakh of long-term capital gains (LTCG) from an ELSS scheme is tax-free. LTCG over and above Rs 1 lakh is taxable at the rate of 10%. Under Section 80C of the Income Tax Act, your investment up to Rs 1.5 lakh can be claimed as a deduction from your gross total income in a financial year. Now, let's talk about the risk factors. ELSS fund: Risk factors Suitable for investors who have a relatively high risk-taking capacity As ELSS predominantly invests in equities, in addition to other asset classes, these are suitable for investors with a relatively high risk-taking capacity. However, when compared with small/mid-cap funds, ELSS funds are safer because the volatility is much lower vis-a-vis the former. As these funds carry higher risk than debt funds, their return-generating potential is also higher than pure debt funds and balanced funds. Now, here's how you can choose a top-performing ELSS. How to choose a top-performing ELSS Shortlist funds which have a relatively long fund history of, say, 5 years Ensure that the fund's returns are the result of the fund manager's expertise You may choose fund performance which matches your investment horizon Ensure that the fund's philosophy is in line with your financial goals Scrutinise the fund's expense ratio and check whether it justifies the fund's alpha However, at the end of the day, you need to remember that fund returns are not guaranteed. ELSS funds are a smart way to save a lot on your tax outgo. But you need to bear in mind that the returns are not guaranteed. Consult your financial advisor before investing. Watch Video

Some time last year in the summer, I turned on CNN, as I typically do to bring myself up to speed with the news. I was horrified at the video before me; it was showing an apartment building ablaze in London. According to reports, 79 people perished in that fire and more than 600 residents were impacted by this fire that quickly spread through the 24-story apartment building. I immediately began thinking, could this happen here. Not only did this incident impact me, it also impacted Florida Governor Rick Scott’s decision to veto Committee Substitute for Committee Substitute for House Bill 653. In his letter to the Secretary of State dated June 26, 2017 Governor Scott wrote, “[w]hile I am particularly sensitive to regulations that increase the cost of living, the recent London high-rise fire, which tragically took at least 79 lives, illustrates the importance of life safety protections.” What was Govern Scott referring to? HB 653 would have allowed high-rise buildings from opting out of the Engineered Life Safety System (commonly referred to as ELSS) with a two-thirds vote from the membership. In vetoing this bill, high-rise buildings have until December 31, 2019 to provide full sprinkler system protection throughout the building. A high-rise building, defined as a building greater than 75 feet in height, can “Opt-Out” of this requirement with a majority vote from the Board of Directors. However, associations that “Opt-Out” are required to implement an ELSS. To get more information on this requirement and to understand an ELSS better, I reached out to Robin Collier from Sprinklermatic Fire Protection Systems, Inc. According to Robin, the ELSS is a report that provides an analysis of the building’s life safety components. It is prepared by a qualified engineer and essentially is a score-card that grades your building’s life safety features depending on the types of life safety systems the building currently has in place. The engineer will then make recommendations to bring the building up to code, which includes fire sprinklers throughout the common areas as well as one sprinkler head through the front door of each unit. High-rises are also going to be required to have integrated smoke detection and alarm system; as well as a system of approved compartmentation to prevent a fire from spreading. It is crucial that an association understand the recommendations being made by the engineer. This is because as soon as an association signs off on this report, they have to meet its requirement. Because this report looks at the various life safety components, several contractors will be working in your building at the same time. Robin recommends that the association retain the engineer to not only provide the ELSS report but also to serve as the conductor through this process. It is important to also discuss how these contractors are going to get paid and what is their exit strategy. Ideally the engineer should conduct the inspection of the work performed to ensure that the work was done in compliance with the plans and the contract. Naturally, it is important that associations also involve their attorney to understand the agreements that they are entering into and help them navigate through the process. Board of Directors should take the time to get to know their engineer and contractors. Robin recommends that associations have the vendors do a presentation to inform the Board of the work to be performed and estimated time frame from beginning to end.
