Why Was "A New Year's Resolution" Pulled From the Hallmark Schedule - A New Year's Resolution was to air originally on December 28, 2019 as part of that year's Countdown to Christmas. However, on December 16, 2019 a tweet from @HotlineHallmark revealed that the movie had been pulled from the schedule.  A few articles I found didn't have many details as why the movie was pulled. Coincidence or not, but the movie's producer Kevin Duda also had another movie pulled from the Hallmark schedule earlier that year.  A recent conversation with some peers in the industry mentioned that this movie was pulled because Bill Abbott - the head of Hallmark at the time - simply didn't like the movie. If you haven't guessed already, we're talking FEEDERS 2: SLAY BELLS (1998), the completely inane sequel to the Blockbuster-approved direct-to-video “hit” FEEDERS (1996). This might be the worst thing we've ever watched on the show (don't listen to Matt's opinion, he's crazy), so you better appreciate the pain we went through for this one. Bài viết đăng trên tạp chí Nghiên Cứu Quốc Tế - Tập 51, số 1/2020.NATO cần « chuẩn bị trước khả năng xung đột vũ trang dấy lên ở Bắc Cực (…) Đáng lo ngại trước sức cạnh tranh và tiến trình quân sự hóa càng lúc càng mạnh trong khu vực, đặc biệt là từ phía Nga và Trung Quốc ». Chủ tịch Ủy Ban Quân Sự Liên Minh Bắc Đại Tây Dương, đô đốc Rob Bauer đã đưa ra lời cảnh báo này nhân hội nghị Hội Đồng Bắc Cực 19-21/10/2023 tại Iceland.Trước mắt, từ 2015 và nhất là từ 2018, Bắc Cực đã trở thành một ưu tiên của Trung Quốc trong chiến lược mở rộng ảnh hưởng toàn cầu vì « lợi ích kinh tế, an ninh, quân sự và địa chính trị ».Hai năm sau khi thông báo khai sinh kế hoạch kết nối Hoa Lục với năm châu trong khuôn khổ chương trình Một Vành Đai, Một Con Đường BRI, hay còn được gọi là Con Đường Tơ Lụa Mới Thế Kỷ 21, Bắc Kinh đã định hình luôn cả một BRI Digital mà Bắc Cực là một « mắt xích trọng yếu ». Tham vọng kết nối nước đông dân nhất địa cầu với toàn thế giới trong thời đại công nghệ số đã được chính thức hóa khi Trung Quốc công bố « Sách Trắng về Bắc Cực » năm 2018.Một vùng đất còn « trinh nguyên », một cơ hội bằng vàngCó rất nhiều lý do để Trung Quốc quan tâm đến Bắc Cực.Vì những khó khăn cả về kỹ thuật lẫn tài chính, Mỹ và Canada đã để lỡ nhiều cơ hội đầu tư vào hệ thống cáp quang dưới lòng biển, xuyên Bắc Băng Dương. Nga đã nhiều lần huy động các nước trong vùng như Phần Lan để cùng phát triển mạng internet qua các đường dây cáp vùi dưới đại dương, nhưng rồi các đối tác lệ thuộc vào nhà nước Nga « kẹt tiền vốn đầu tư ».Đây là thời cơ để Trung Quốc thúc đẩy nhiều dự án trong vùng Bắc Cực, đứng đầu là kế hoạch « xa lộ digital 100 % made in China » Arctic Connect.Giáo sư Michael Delaunay, thuộc đại học Versailles Saint-Quentin-en-Yvelines, nhấn mạnh : Trung Quốc bắt đầu xuất hiện trong lĩnh vực công nghệ cáp quang, nhưng thị trường đang bị ba tập đoàn của Pháp, Mỹ và Nhật Bản là ASN, TESubCom và NEC thống lĩnh. Bắc Cực là cơ hội để một chi nhánh của Hoa Vi là HMN vươn lên.Điểm thứ nhì, khác với điều mà đại chúng lầm tưởng, cột sống của mạng internet trên thế giới ngày này không phải là các hệ thống vệ tinh, mà chính là « mạng nhện cáp quang dưới lòng biển » và đó là những « cơ sở hạ tầng mang tính sống còn » đối với an ninh, kinh tế của một quốc gia. Bắc Cực hiện nay là nơi mà hệ thống « mạng nhện dưới lòng biển này còn thưa thớt » và chỉ cần « kết nối được khu vực này » với các mạng hiện có ở Đại Tây Dương hay Thái Bình Dương là đủ để « kiểm soát những trục xa lộ có tới 70 % dân số địa cầu sử dụng ».Nhược điểm của Trung Quốc là không có lý do chính đáng để chen chân vào Bắc Cực, nhưng Bắc Kinh lợi dụng sự lơ là của Mỹ và Canada với công nghệ cáp quang dưới lòng Bắc Băng Dương, đồng thời khai thác mối bang giao càng lúc càng hữu hảo với Matxcơva, vào lúc mà các dự án của Nga mất cả hai mươi năm vẫn không cất cánh.    Michael Delaunay : « Hiện tại có hai chiến lược khác hẳn nhau : Mỹ thì chủ yếu trông cậy vào các mạng vệ tinh, đặc biệt là để cung cấp thông tin cho quân đội trong khu vực này và nhất là trong nhiệm vụ giám sát các hoạt động ở Bắc Cực. Trái lại, về phía Nga, họ cũng sử dụng vệ tinh, nhưng từ lâu nay Matxcơva chủ trương phát triển mạng cáp quang xuyên Bắc Băng Dương. Một trong những chương trình gần đây nhất của Nga hoàn toàn do nhà nước tài trợ, mang tên Polar Express, đã bị đóng băng từ khi Matxcơva khởi động chiến tranh Ukraina. Liên Bang Nga không che giấu rằng mạng cáp quang này không chỉ phục vụ mục tiêu phát triển kinh tế ở Bắc Cực, mà còn nhằm phục vụ các quyền lợi chiến lược của nước Nga và nhất là để các căn cứ quân sự của Nga ở khu vực phía Bắc này dễ dàng liên lạc với nhau ». Xa lộ thông tin, công cụ do thám Trong bài tham luận năm 2020 về tham vọng « công nghệ kỹ thuật số » của Trung Quốc tại Bắc Cực, giáo sư Michael Delaunay đã nhắc lại Edward Snowden 10 năm trước đây từng tiết lộ Cơ Quan An Ninh Quốc Gia Hoa Kỳ NSA do thám ngay cả các nước đồng minh bằng cách « len lỏi » vào đường dây cáp dưới lòng biển. Chính ưu thế đó của Washington đã khiến Trung Quốc muốn noi gương Mỹ, áp đặt các chuẩn mực và luật chơi của họ trong thế giới công nghệ số.Năm 2015, truyền thông quốc tế liên tục phát hiện các hoạt động « mờ ám » của tàu Nga gần các hệ thống cáp quang của phương Tây. Điều này càng làm lộ rõ tầm mức quan trọng và tính chiến lược của các hệ thống liên lạc thông tin dưới lòng biển.Michael Delaunay : « Cho đến cách đây hai năm, ít mấy ai quan tâm đến hệ thống cáp quang. Đa số vẫn nghĩ rằng mạng internet hoạt động là nhờ qua vệ tinh. Bây giờ thì khác và chúng ta ý thức được tầm mức quan trọng của hệ thống cáp dưới lòng biển. Từ  khoảng năm 2015 nhiều quốc gia, trong đó có Nga và Trung Quốc, đã quan tâm đến hệ thống cáp quang, đến tất cả hạ tầng cơ sở cần thiết và mọi người nhận thấy rất dễ phá hoại các đường dây cáp đó. Tuy nhiên, nguy cơ lớn nhất hiện nay là cáp quang có thể bị cắt đứt do các hoạt động đánh bắt xa bờ và công nghiệp khai thác kim loại hiếm ở đại dương. Đây là những mối đe dọa hàng đầu. Ngoài ra, bản thân những ống cáp càng lúc càng được trang bị những bộ phận thông minh để phát hiện tàu thuyền, tàu ngầm lai vãng gần đó. Như vậy cáp quang trở thành một công cụ để giám sát và chính chức năng mới này được giới quân sự quan tâm, nhất là ở những khu vực có nhiều tàu ngầm sử dụng năng lượng hạt nhân của Nga, Anh, Pháp và Mỹ qua lại ».Vậy làm thế nào để bảo vệ « mạng nhện dưới nước » thiết yếu cho hệ thống internet của thế giới đó ? Michael Delaunay : « Làm thế nào bảo vệ hệ thống cáp quang là câu hỏi đáng giá hàng tỷ euro ! Các trang thiết bị thông tin dưới lòng biển rất đắt tiền, khâu bảo trì cũng rất tốn kém. Khi bị hư hại, do cố ý hay vô tình, để sửa chữa hư hại, người ta phải điều tàu ra hiện trường và mỗi lần như vậy là tốn hàng triệu euro. Chúng ta có nhiều cách để bảo vệ các đường dây cáp : một là tăng cường các phương tiện tuần tra, nghĩa là huy động nhiều tàu giám sát hơn, hay dùng drone biển, dùng các phương tiện giám sát qua vệ tinh. Giải pháp thứ nhì có thể là chia sẻ thông tin, hay một số quốc gia có cùng lợi ích thay phiên nhau tuần tra gần những tuyến đường huyết mạch. Một giải pháp khác là sử dụng công nghệ thông minh, trang bị các bộ cảm biến cho các đường dây cáp để sớm phát hiện những mỗi nguy hiểm có thể tới gần và đây cũng là một hình thức răn đe tránh khỏi những hành vi thù nghịch ».Ngần ấy những yếu tố thúc đẩy Trung Quốc nhanh chóng mở rộng dự án Con Đường Tơ Lụa Mới sang lĩnh vực digital trên bộ, trên biển. Trong kế hoạch này, Bắc Kinh biết là phải ưu tiên hướng tới cực bắc của trái đất và trong bài toán đó, Trung Quốc « đã có được những điểm tựa quý giá » : Michael Delaunay : « Trung Quốc từ lâu nay đã rất quan tâm đến Bắc Cực và đã công bố Sách Trắng Về Chính Sách Bắc Cực. Trong tài liệu này, Bắc Kinh tự nhận là một "quốc gia láng giềng" với cực Bắc của Trái đất. Trung Quốc đầy tham vọng với khu vực này, nhưng cho tới nay mới chỉ hiện diện trong khuôn khổ các chương trình khảo sát khoa học. Thực ra Trung Quốc dòm ngó đến tài nguyên thiên nhiên ở Bắc Cực vùng thuộc chủ quyền của Nga và cũng muốn khai thác các tuyến đường giao thương qua ngả này. Trong lĩnh vực công nghệ cáp quang, Trung Quốc muốn hiện diện trong dự án của Nga (thực ra ban đầu đây là một dự án hợp tác giữa Nga với Phần Lan, nhưng đó là chuyện trước khi xảy ra chiến tranh Ukraina). Matxcơva mời Bắc Kinh tham gia vào dự án xây dựng hệ thống cáp quang ở Bắc Cực. Trung Quốc sẵn sàng tài trợ cho dự án này nhưng với điều kiện là phải được quyền áp đặt công ty đặc trách về dự án và  phải sử dụng công nghệ của Trung Quốc. Đây được coi là vế digital của chương trình Con Đường Tơ Lụa. Nga đã mở cánh cổng Bắc Cực cho Trung Quốc và một trong những dự án quan trọng nhất liên quan đến kế hoạch thiết lập mạng cáp quang dưới lòng đại dương. Chính là nhờ Nga mà Trung Quốc đã dễ dàng có được chỗ đứng trong Hội Đồng Bắc Cực, tăng cường hiện diện tại khu vực này. Bắc Kinh rất năng động trong vùng, đặc biệt là trong các hoạt động nghiên cứu khoa học và các dự án phát triển kinh tế ». Thực ra Nga không phải là bên duy nhất mở cổng cho Trung Quốc bắt rễ vào Bắc Cực. Canada và một số nước Bắc Âu như Phần Lan, Na Uy cũng đã dễ dàng mời Bắc Kinh tham gia vào các công trình đầu tư. Thế nhưng tiếng nói của Matxcơva có trọng lượng hơn cả để Trung Quốc trở thành quan sát viên Hội Đồng Bắc Cực và được quyền điều tàu khảo sát đến khu vực.Dự án Arctic Connect nằm trong khuôn khổ Con Đường Tơ Lụa Digital, một sáng kiến hoàn toàn thuộc về Trung Quốc và đang được xem là một trong những kế hoạch có « cơ sở khá vững chắc » nhất.Nếu như trong tương lai hệ thống cáp quang Kết Nối Bắc Cực hoàn tất, cầm chắc Trung Quốc là « chủ nhân của mạng internet toàn cầu », thỏa mãn tham vọng « mở rộng ảnh hưởng của Bắc Kinh đến tận Bắc Cực ». Nhưng hơn thế nữa, Arctic Connect sẽ là « nền tảng quan trọng trong tiến trình xây dựng hệ thống internet độc lập với Hoa Kỳ, độc lập với các công nghệ của phương Tây ».

Together, they review the results of a new survey: the mental health of young professionals, a partnership between MCI, HMN, the American Association of Colleges and Universities (AAC&U) and the National Association of Colleges and Employers (NACE). Although prominent researchers like Dr. Lipson have spent years investigating the mental health of college students, much less is known about what happens to these young people after they leave campus. From their survey findings, Dana and Dr. Lipson discuss what leaders in both the workplace and university setting can take away to help support the wellbeing of this population. The survey was conducted by Morning Consult.

Simon Shares Day 160 of lockdown. Northam (JSE code: NHM) results had two comments that caught my attention. They are aggressively buying back their Zambezi pref shares (JSE code: ZPLP). The second was that the amount of rhodium used in a single catalytic converter was 0.3g in 2015 and will be 0.45g in 2025. A 50% increase that supports the price increase. Hammerson (JSE code: HMN) have consolidated their shares 5:1 ahead of a massive rights issue which either you follow or exit because if you don't follow you'll be diluted out of existence. We're now able to travel between provinces, visit friends and family, go out for dinner and even back to the office. Leisure is back, but is it investable yet? So who are the first winners as we ease out of hard lockdown? On the one hand, pent up demand is real. I was at a bush lodge over the weekend and it was full and trying to find somewhere for the September long weekend is proving tricky. So people are out spending. Reports from restaurants in late August are they were packed but then I was at dinner on a wet and cold Tuesday evening and things were quiet. So the current surge is likely very much just pent up demand and money saved. But what's important is how long this pent up demand lasts and what's real? Easy wins are the prepared food space, quick service and sit down dining. But we're off a very low base and I think we'll start seeing discounting as the initial surge dies out and increased costs in terms of PPE and social distancing reducing capacity. Hotels are harder, especially those that cater to conferences and business travel. Personally, the idea of a hotel still doesn't sit easily with me. Whereas an Airbnb is something I am happy to do. Banks are cheap and the three reported so far all expressed cautious confidence about the second half. But I am less certain, payment holidays will start expiring and the broader economy is hurting. That said asset managers and stockbrokers are going to report record results. My preferred is Coronation* (JSE code: CML), Purple* (JSE code: PPE) and Sygnia (JSE code: SYG). Miners are certainly in a sweet spot. Pan African Resources* (JSE code: PAN) trading update for the year ending June 2020 had average R15.67 exchange rate and the average gold price was US$1,574. So lots more upside in the current period if the levels hold where they are now. Food retail should be doing fine with lower LSM the easy winner as people shop down. Food producers are under pressure with increased PPE costs and maize price increases hurting margins in those sectors in which maize is an input. Homebuilders, we're seeing massive demand in lower-priced units under R1.5million in large part due to low rates and to a smaller degree in work-from-home. Balwin (JSE code: BWN) is well placed but it a long road home even as they sit with solid land banks and low debt. Infrastructure spending is all the rage globally and here we have one clear stand out - Afrimat (JSE code: AFT). DIY gets real interesting and Cashbuiild (JSE code: CSB) noted in their results that "group revenue for the six weeks after year-end has increased by 22% on the comparable six week period.". We've seen this in the US with Home Depot and Lowes both having knock out results. Pharma, preferred over hospital groups but I do think likely the later has seen the worst of bed nights and should start seeing that increase. Property, no thanks. * I hold ungeared positions.
