Akhir pekan lalu, kasus dugaan teror terhadap YF, seorang ASN di Kementerian Keuangan, menyita perhatian khalayak. YF diserempet dua pengendara motor berhelm full face, usai mengantar anaknya ke TK. Selang beberapa jam, ia kembali diserempet dua pengendara motor, lagi-lagi berhelm full face, hingga terjatuh.Teror ini terjadi usai opininya di media daring detik.com tayang, dengan judul "Jenderal di Jabatan Sipil: Di Mana Merit ASN?". Merasa terancam, YF disebut meminta tulisannya diturunkan atau di-take down.Kasus yang menimpa YF dipandang sebagai alarm kesekian dari ancaman kebebasan berpendapat. Ruang demokrasi dirasa kian menyempit, seiring menguatnya militerisme. Apalagi, kejadian YF berdekatan dengan polemik pengangkatan eks Tim Mawar Djaka Budi Utama sebagai Dirjen Bea Cukai Kementerian Keuangan. O Espaço da Mulher Brasileira (EMuB) foi oficialmente inaugurado em março deste ano, com o objetivo de acolher, apoiar e empoderar mulheres brasileiras que vivem em Portugal. A iniciativa, promovida pelo Ministério das Relações Exteriores do Brasil, já está presente em outras cidades como Roma, Londres e Miami, e agora chegou à capital portuguesa para responder de forma concreta às demandas da comunidade local. Luciana Quaresma, correspondente da RFI em Lisboa“O EMuB em Lisboa é um momento histórico para o consulado e para todas as brasileiras que vivem em Portugal. É a concretização de um compromisso com a proteção, orientação e o empoderamento das mulheres brasileiras em situação de vulnerabilidade”, afirmou o cônsul-geral do Brasil em Lisboa, Alessandro Candeas, em entrevista à RFI.Apoio em momentos de vulnerabilidadeO EMuB Lisboa foi pensado para funcionar como um ponto de acolhimento e atendimento especializado para mulheres que enfrentam situações delicadas, como violência doméstica, dificuldades de regularização documental, acesso à saúde ou justiça e insegurança econômica. O espaço oferece orientação jurídica e psicológica, além de ações educativas e de capacitação.“Queremos oferecer um atendimento humanizado, respeitoso e eficiente. O EMuB vem somar ao trabalho que já realizamos no setor de assistência consular, mas com um olhar ainda mais atento e dedicado às mulheres. É um avanço”, destacou Candeas.Desafios e parcerias para manter o atendimentoApesar da importância da iniciativa, o projeto enfrenta desafios estruturais. A escassez de recursos orçamentários tem impedido a contratação de novos profissionais. As atividades, por enquanto, são executadas pela própria equipe do setor de assistência do consulado. Para superar esse obstáculo, a instituição vem articulando parcerias com entidades e profissionais que atuam de forma voluntária.“Mesmo com restrições financeiras, temos conseguido oferecer serviços de qualidade, graças ao empenho da equipe e das parcerias que estamos construindo. É um esforço conjunto em prol de uma causa urgente”, ressaltou o cônsul.Ele também destacou a necessidade de informar a comunidade sobre os limites legais da atuação consular. “O consulado não pode substituir as autoridades locais, mas pode — e deve — orientar e apoiar. Esse é o papel do EMuB: mostrar os caminhos, facilitar o acesso e oferecer acolhimento.”A cônsul-adjunta do Brasil em Lisboa e coordenadora do EMuB, Nássara Thomé, reforça a importância de que mulheres em situação de risco saibam como agir. “É essencial que, diante de uma emergência, a mulher — seja brasileira, portuguesa ou de qualquer outra nacionalidade — acione imediatamente o número 112, o serviço de emergência em Portugal. As autoridades locais estão preparadas para prestar atendimento rápido e encaminhar a vítima aos serviços de proteção e acolhimento adequados.”Violência não é só física: reconhecer os sinais é essencialSegundo ela, o consulado está disponível para orientar e acolher. “Caso a mulher não saiba como proceder ou não possa comparecer, poderá enviar um e-mail. Nossa equipe vai criar um canal específico e retornar o contato por telefone, oferecendo apoio mesmo à distância. No entanto, em situações de risco iminente, o primeiro passo deve ser sempre acionar a polícia. O consulado pode orientar, mas quem garante a proteção imediata são as autoridades locais.”Nássara explicou que o órgão lida com uma variedade de casos envolvendo brasileiros em situação de vulnerabilidade, com atenção especial às mulheres vítimas de violência. “Temos um número significativo de brasileiras vivendo situações de vulnerabilidade, especialmente em contextos de violência doméstica. E é essencial lembrar que violência doméstica não se resume à agressão física”, afirmou.“Ela também se manifesta na forma psicológica, como quando a mulher é impedida de circular livremente, de acessar o próprio salário ou tem seus passos vigiados. Há muitas etapas antes de chegar à violência física.”Além do socorro: proteção de criançasNássara reforçou a importância de buscar ajuda o quanto antes: “É fundamental estar atenta aos sinais e não esperar que a situação se agrave. O consulado oferece tanto atendimento jurídico quanto psicológico, e, quando necessário, fazemos o encaminhamento para serviços locais especializados.”Ela esclareceu que o papel do consulado é de acolhimento e orientação inicial. “Nosso atendimento é pontual. Não conseguimos oferecer terapia contínua, mas podemos dar a primeira escuta e indicar os caminhos adequados para que a mulher receba o apoio de que precisa.”Leia tambémXenofobia aumenta em Portugal: casos visando brasileiros registraram alta de 20% em um anoAlém desses casos, o consulado também acompanha situações como hospitalizações, falecimentos e até detenções de brasileiros. “Infelizmente, com o crescimento da comunidade, aumentam também os casos de hospitalização e óbito, que impactam emocionalmente as famílias. Também há brasileiros — em menor número — detidos por crimes, e acompanhamos esses casos para garantir que seus direitos fundamentais estejam assegurados, inclusive o devido processo legal e o tratamento humano nas prisões.”Outro tema que tem gerado procura é a atuação da Comissão de Proteção de Crianças e Jovens (CPCJ). “Nos últimos tempos, aumentaram as dúvidas sobre como funciona a legislação portuguesa em relação à guarda e proteção de crianças. Apoiamos essas famílias com orientação jurídica para esclarecer os direitos e deveres dos pais perante o Estado português”, lembrou.PrevençãoA cônsul-adjunta destacou que o trabalho do consulado não se restringe à atuação emergencial: há também foco em prevenção. “Nosso objetivo é evitar que essas situações ocorram. Em junho, realizaremos uma ação sobre prevenção da violência contra a mulher, com foco em reconhecer os sinais desde os primeiros estágios.”Uma das ferramentas que será usada é o “Violentômetro”. “Vamos divulgar esse material com os nossos parceiros e aqui no consulado para conscientizar sobre as diversas formas de violência. Muitas mulheres estão em situação de violência e não se reconhecem como vítimas. E muitos homens também reproduzem comportamentos abusivos sem perceber”, afirmou."Violentômetro" e o papel dos homens no combate à violênciaNássara reforçou que o envolvimento dos homens é fundamental. “Queremos que eles participem das nossas ações, entendam que certos comportamentos não são naturais e que aprendam novas formas de se relacionar. É um trabalho de conscientização para todos, não apenas para as mulheres.”As iniciativas do consulado são abertas ao público. “Nossas palestras e lives são sempre abertas. Esperamos, inclusive, a participação dos homens, não só para que deixem de ser agentes da violência, mas para que saibam como ajudar mulheres próximas — uma amiga, uma irmã, uma vizinha — que possam estar em risco.”Ela explicou como o público pode acompanhar as ações. “Divulgamos tudo nas nossas redes sociais e na página oficial do consulado. Recomendamos que a comunidade nos acompanhe pelo Facebook, Instagram e consulte nosso chatbot para dúvidas rápidas. E, claro, estamos sempre disponíveis por e-mail para quem precisar de orientações mais específicas — especialmente nos casos ligados ao atendimento do EMuB.”O “Espaço da Mulher Brasileira em Lisboa” está sempre atento também às áreas de interesse da comunidade, buscando desenvolver ações e programas de orientação coletiva sobre temas sensíveis.“Exemplos são a 'live' realizada em abril sobre a atuação, em Portugal, das Comissões de Proteção de Crianças e Jovens (CPCJ); a palestra sobre 'Saúde Mental e Gênero', a ser realizada em 3 de junho; a cartilha que estamos desenvolvendo sobre prevenção e denúncia da violência contra a mulher (atualmente em preparação)”, explica Candeas.Em maio, o consulado-geral dará início a uma campanha de conscientização sobre violência contra a mulher, com distribuição de material didático e instalação de material visual.Empreendedorismo feminino será foco do segundo semestreO EMuB também planeja, para o segundo semestre, um seminário presencial sobre empreendedorismo feminino, voltado a mulheres que desejam iniciar ou expandir seus negócios em Portugal.Segundo Paula Bastos, advogada, voluntária e líder do Comitê Social do Grupo Mulheres do Brasil Lisboa, essa iniciativa do consulado demonstra um “compromisso genuíno em apoiar as mulheres migrantes, facilitando o acesso a recursos que atendem a necessidades específicas”.“O envolvimento, a proximidade do consulado com as vozes da comunidade nos fez sentir efetivamente representadas”, afirma Paula.Uma rede de 1 milhão de mulheresSegundo o Itamaraty, a criação do EMuB Lisboa pode ampliar o atendimento especializado de 850 mil para mais de 1 milhão de mulheres no exterior. A iniciativa foi saudada na declaração final da XIV Cúpula Brasil-Portugal, realizada em março, em Brasília.Em breve, será divulgada a agenda oficial de atividades, que deverá incluir encontros presenciais, atendimentos individuais, eventos virtuais e oficinas formativas. O EMuB Lisboa quer ser, acima de tudo, uma rede de apoio sólida e um espaço de desenvolvimento contínuo para as mulheres brasileiras em Portugal.“É um espaço de escuta, de fortalecimento e de transformação. Desde o início, o projeto tem contado com o apoio da Comissão para a Cidadania e a Igualdade de Género (CIG).  “A receptividade das instituições portuguesas tem sido exemplar. Encontramos abertura e sensibilidade para trabalharmos juntos em prol da comunidade brasileira. A presidente da CIG, doutora Sandra Ribeiro, participou inclusive de nossa cerimônia de lançamento. As autoridades carcerárias, responsáveis pelo Estabelecimento Prisional de Tires [que é o presídio feminino na jurisdição do Consulado-Geral em Lisboa], também têm mantido uma interlocução fluida e ágil com o EMuB, garantindo os direitos das brasileiras reclusas", disse Candeas."Os serviços sociais portugueses também se mostram bastante cooperativos nos casos envolvendo brasileiras, assim como os programas de repatriamento voluntário oferecidos pela Organização Internacional das Migrações (OIM) e pela Agência Europeia da Guarda de Fronteiras e Costeira (Frontex). É a concretização de um compromisso com a proteção, orientação e o empoderamento das mulheres brasileiras em situação de vulnerabilidade”, afirmou o cônsul-geral do Brasil em Lisboa, Alessandro Candeas, em entrevista à RFI.Apoio em momentos de vulnerabilidadeO EMuB Lisboa foi pensado para funcionar como um ponto de acolhimento e atendimento especializado para mulheres que enfrentam situações delicadas, como violência doméstica, dificuldades de regularização documental, acesso à saúde ou justiça e insegurança econômica. O espaço oferece orientação jurídica e psicológica, além de ações educativas e de capacitação.“Queremos oferecer um atendimento humanizado, respeitoso e eficiente. O EMuB vem somar ao trabalho que já realizamos no setor de assistência consular, mas com um olhar ainda mais atento e dedicado às mulheres. É um avanço”, destacou Candeas.Desafios e parcerias para manter o atendimentoApesar da importância da iniciativa, o projeto enfrenta desafios estruturais. A escassez de recursos orçamentários tem impedido a contratação de novos profissionais. As atividades, por enquanto, são executadas pela própria equipe do setor de assistência do consulado. Para superar esse obstáculo, a instituição vem articulando parcerias com entidades e profissionais que atuam de forma voluntária.“Mesmo com restrições financeiras, temos conseguido oferecer serviços de qualidade, graças ao empenho da equipe e das parcerias que estamos construindo. É um esforço conjunto em prol de uma causa urgente”, ressaltou o cônsul.Ele também destacou a necessidade de informar a comunidade sobre os limites legais da atuação consular. “O consulado não pode substituir as autoridades locais, mas pode — e deve — orientar e apoiar. Esse é o papel do EMuB: mostrar os caminhos, facilitar o acesso e oferecer acolhimento.”A cônsul-adjunta do Brasil em Lisboa e coordenadora do EMuB, Nássara Thomé, reforça a importância de que mulheres em situação de risco saibam como agir. “É essencial que, diante de uma emergência, a mulher — seja brasileira, portuguesa ou de qualquer outra nacionalidade — acione imediatamente o número 112, o serviço de emergência em Portugal. As autoridades locais estão preparadas para prestar atendimento rápido e encaminhar a vítima aos serviços de proteção e acolhimento adequados.”Violência não é só física: reconhecer os sinais é essencialSegundo ela, o consulado está disponível para orientar e acolher. “Caso a mulher não saiba como proceder ou não possa comparecer, poderá enviar um e-mail. Nossa equipe vai criar um canal específico e retornar o contato por telefone, oferecendo apoio mesmo à distância. No entanto, em situações de risco iminente, o primeiro passo deve ser sempre acionar a polícia. O consulado pode orientar, mas quem garante a proteção imediata são as autoridades locais.”Nássara explicou que o órgão lida com uma variedade de casos envolvendo brasileiros em situação de vulnerabilidade, com atenção especial às mulheres vítimas de violência. “Temos um número significativo de brasileiras vivendo situações de vulnerabilidade, especialmente em contextos de violência doméstica. E é essencial lembrar que violência doméstica não se resume à agressão física”, afirmou.“Ela também se manifesta na forma psicológica, como quando a mulher é impedida de circular livremente, de acessar o próprio salário ou tem seus passos vigiados. Há muitas etapas antes de chegar à violência física.”Além do socorro: proteção de criançasNássara reforçou a importância de buscar ajuda o quanto antes: “É fundamental estar atenta aos sinais e não esperar que a situação se agrave. O consulado oferece tanto atendimento jurídico quanto psicológico, e, quando necessário, fazemos o encaminhamento para serviços locais especializados.”Ela esclareceu que o papel do consulado é de acolhimento e orientação inicial. “Nosso atendimento é pontual. Não conseguimos oferecer terapia contínua, mas podemos dar a primeira escuta e indicar os caminhos adequados para que a mulher receba o apoio de que precisa.”Leia tambémXenofobia aumenta em Portugal: casos visando brasileiros registraram alta de 20% em um anoAlém desses casos, o consulado também acompanha situações como hospitalizações, falecimentos e até detenções de brasileiros. “Infelizmente, com o crescimento da comunidade, aumentam também os casos de hospitalização e óbito, que impactam emocionalmente as famílias. Também há brasileiros — em menor número — detidos por crimes, e acompanhamos esses casos para garantir que seus direitos fundamentais estejam assegurados, inclusive o devido processo legal e o tratamento humano nas prisões.”Outro tema que tem gerado procura é a atuação da Comissão de Proteção de Crianças e Jovens (CPCJ). “Nos últimos tempos, aumentaram as dúvidas sobre como funciona a legislação portuguesa em relação à guarda e proteção de crianças. Apoiamos essas famílias com orientação jurídica para esclarecer os direitos e deveres dos pais perante o Estado português”, lembrou.PrevençãoA cônsul-adjunta destacou que o trabalho do consulado não se restringe à atuação emergencial: há também foco em prevenção. “Nosso objetivo é evitar que essas situações ocorram. Em junho, realizaremos uma ação sobre prevenção da violência contra a mulher, com foco em reconhecer os sinais desde os primeiros estágios.”Uma das ferramentas que será usada é o “Violentômetro”. “Vamos divulgar esse material com os nossos parceiros e aqui no consulado para conscientizar sobre as diversas formas de violência. Muitas mulheres estão em situação de violência e não se reconhecem como vítimas. E muitos homens também reproduzem comportamentos abusivos sem perceber”, afirmou."Violentômetro" e o papel dos homens no combate à violênciaNássara reforçou que o envolvimento dos homens é fundamental. “Queremos que eles participem das nossas ações, entendam que certos comportamentos não são naturais e que aprendam novas formas de se relacionar. É um trabalho de conscientização para todos, não apenas para as mulheres.”As iniciativas do consulado são abertas ao público. “Nossas palestras e lives são sempre abertas. Esperamos, inclusive, a participação dos homens, não só para que deixem de ser agentes da violência, mas para que saibam como ajudar mulheres próximas — uma amiga, uma irmã, uma vizinha — que possam estar em risco.”Ela explicou como o público pode acompanhar as ações. “Divulgamos tudo nas nossas redes sociais e na página oficial do consulado. Recomendamos que a comunidade nos acompanhe pelo Facebook, Instagram e consulte nosso chatbot para dúvidas rápidas. E, claro, estamos sempre disponíveis por e-mail para quem precisar de orientações mais específicas — especialmente nos casos ligados ao atendimento do EMuB.”O “Espaço da Mulher Brasileira em Lisboa” está sempre atento também às áreas de interesse da comunidade, buscando desenvolver ações e programas de orientação coletiva sobre temas sensíveis.“Exemplos são a 'live' realizada em abril sobre a atuação, em Portugal, das Comissões de Proteção de Crianças e Jovens (CPCJ); a palestra sobre 'Saúde Mental e Gênero', a ser realizada em 3 de junho; a cartilha que estamos desenvolvendo sobre prevenção e denúncia da violência contra a mulher (atualmente em preparação)”, explica Candeas.Em maio, o consulado-geral dará início a uma campanha de conscientização sobre violência contra a mulher, com distribuição de material didático e instalação de material visual.Empreendedorismo feminino será foco do segundo semestreO EMuB também planeja, para o segundo semestre, um seminário presencial sobre empreendedorismo feminino, voltado a mulheres que desejam iniciar ou expandir seus negócios em Portugal.Segundo Paula Bastos, advogada, voluntária e líder do Comitê Social do Grupo Mulheres do Brasil Lisboa, essa iniciativa do consulado demonstra um “compromisso genuíno em apoiar as mulheres migrantes, facilitando o acesso a recursos que atendem a necessidades específicas”.“O envolvimento, a proximidade do consulado com as vozes da comunidade nos fez sentir efetivamente representadas”, afirma Paula.Uma rede de 1 milhão de mulheresSegundo o Itamaraty, a criação do EMuB Lisboa pode ampliar o atendimento especializado de 850 mil para mais de 1 milhão de mulheres no exterior. Di UGM, pelakunya berstatus Guru Besar Fakultas Farmasi, Edy Meiyanto. Korbannya 15 mahasiswi S1 hingga S3 yang terjadi pada kurun 2023-2024. Selain dipecat sebagai dosen, status ASN yang disandangnya terancam dicopot.Sedangkan di Unpad, pelakunya Priguna Anugrah Pratama, mahasiswa Program Pendidikan Dokter Spesialis (PPDS) Fakultas Kedokteran. Ia memperkosa anggota keluarga pasien saat bertugas di Rumah Sakit Hasan Sadikin. Selain diputus studinya, Priguna kini menjadi tahanan Polda Jawa Barat. In Scotland the system is called ASN, Additional Support Needs; In Wales it's ALN, Additional Learning Needs; In Northern Ireland it is known as the SEN register, that is the Special Educational Needs Register. The programme is about children and young people who need extra support to learn, and the mothers trying to access it for them. The children may be autistic, have ADHD, or be a wheelchair user. Some may have learning disabilities, or be blind, deaf, or dyslexic. They all have a legal right to an education just like any other child. Woman's Hour had an overwhelming response from the mothers of these children to say that the system is beyond broken. That has led to a crisis in their, and their children's lives.
