Dr. Carolyn Kousky & Dr. Billy Fleming are my guests on Episode 115 of Inside Ideas with Marc Buckley. Carolyn is Executive Director at the Wharton Risk Management and Decision Processes Center at the University of Pennsylvania, where she also directs the Policy Incubator. Carolyn research examines multiple aspects of disaster insurance markets, disaster finance, climate risk management, and policy approaches for increasing resilience. She has published numerous articles, reports, and book chapters on the economics and policy of climate risk and disaster insurance markets, and is routinely cited in media outlets including NPR, The New York Times, and The Financial Times, among many others. She is the recipient of the 2013 Tartufari International Prize from the Accademia Nazionale dei Lincei. She is the vice-chair of the California Climate Insurance Working Group, a university fellow at Resources for the Future, a non-resident scholar at the Insurance Information Institute, and a member of the Roundtable on Risk and Resilience of Extreme Events at the National Academies of Sciences, Engineering, and Medicine. She has a BS in Earth Systems from Stanford University and a PhD in Public Policy from Harvard University. Billy Fleming is the Wilks Family Director of the Ian L. McHarg Center in the Weitzman School of Design, a senior fellow with Data for Progress, and co-director of the "climate + community project." His fellowship with Data for Progress has focused on the built environment impacts of climate change, and resulted most prominently in the publication of low-carbon public housing policy briefs tied to the “Green New Deal for Public Housing Act” introduced in 2019. In his role at the McHarg Center, Billy is co-editor of the forthcoming book An Adaptation Blueprint (Island Press, 2020), co-editor and co-curator of the book and now internationally-traveling exhibit Design With Nature Now (Lincoln, 2019), and author of the forthcoming Drowning America: The Nature and Politics of Adaptation (Penn Press, expected 2021). In 2016, following the election of Donald Trump, two former Capitol Hill staffers created a Google Doc, mostly for their family and friends, that outlined ways to oppose the Trump agenda. They called it the Indivisible Guide. Not too long after that Google Doc went viral, the Indivisible movement was born. The document was a how-to manual for getting the attention of legislators, and organizing effectively. Thousands of local, grassroots indivisible chapters formed across the country, including one here in Baltimore. Just as the Tea Party had transformed politics, years earlier, Indivisible activists sought to make themselves an unavoidable presence in the lives of Congressional Republicans and Democrats alike. The two staffers who wrote the Indivisible Guide, Ezra Levin and Leah Greenberg, have written a book called We Are Indivisible: A Blueprint for Democracy After Trump. Leah Greenberg and Ezra Levin join me from the studios of NPR in Washington, DC.

Currently, he directs an environmental research center at University of Pennsylvania. Originally from Arkansas and the former student government president at the University of Arkansas, Fayetteville, Fleming worked in the White House Domestic Policy Council during President Barack Obama’s first term.

Show Notes In this episode, we focused on organizing for immigrant rights in D.C. and the fight to keep the District a sanctuary city. First, we sat down with Celina Marquez, a third year law student at George Washington University studying immigration law and helping DMV residents navigate the complexities of the immigration system at the GW Immigration Legal Clinic. Our second interview featured Yasemin Zahara and Paola Perez, two community organizers from Many Languages, One Voice, a Mt. Pleasant based grassroots organization working to build power in D.C.’s immigrant community. Sandwiched between the interviews, we heard “Cathedral” by Flavor Wasters. Indivisible is the biggest of these groups, with more than 5,000 local groups, at least two in every Congressional district. Jeremy Haile explains—he’s one of the authors of the Indivisible Guide. For our first show, we discussed political parties and how they impact our political system from the ground up. Our first interview is with Dave Kaib, a researcher at American University and the organizer of DC Jacobin and related activities in the district. Our second interview is with Kip Malinosky, a middle school civics teacher who also works as the chair of the Arlington Democrats.
