In episode 79 the Investing in Impact podcast, I speak with Ed Marcum, the Managing Partner of the Working Capital Fund, on the innovations creating a more transparent and responsible global supply chain. With over 20 years of experience in human rights and venture capital investing, Ed has worked across the for-profit, nonprofit, and public policy sectors.Previously, he spent more than a decade at Humanity United, guiding initiatives to address forced labor in corporate supply chains. He holds a bachelor's degree from the University of California, Berkeley, and an MBA/MA from The Wharton School and the Lauder Institute at the University of Pennsylvania.About the Working Capital FundThe Working Capital Fund is on a mission to improve the lives of marginalized workers, catalyzing economic justice by investing in innovative solutions that address the deep-seated challenges of global supply chains.Global supply chains are enormous, involving millions of workers across thousands of businesses. On average, a Fortune 500 company works with over 10,000 suppliers, producing the goods that consumers rely on daily. However, these supply chains are often associated with some of the most pressing challenges humanity faces, including forced labor, unfair wages, and environmental degradation.Annually, over $354 billion worth of goods are at risk of being tainted by forced labor, with more than 17 million workers trapped in modern slavery conditions. These challenges are often hidden deep within supply chains, making them difficult to detect and resolve. Moreover, supply chains are a primary contributor to greenhouse gas emissions, exacerbating the climate crisis. How the Working Capital Fund Works to Create ImpactThe Working Capital Fund focuses on investing in technologies and solutions that address the injustices inherent in global supply chains.Through its strategic investments, it aims to create a positive impact on workers and the environment. Key areas of focus include:1. AI-Enabled Transparency ToolsOne of the biggest challenges in addressing supply chain issues is the lack of transparency. Corporations often do not have visibility into the practices of their suppliers, making it difficult to identify labor violations or environmental concerns.By investing in AI-enabled transparency tools, the Working Capital Fund is empowering companies to map their entire supply chains and assess risks in real time. These tools offer a clear view of potential human rights abuses or environmental risks, helping businesses make more informed decisions about their suppliers.2. Worker-Voice SolutionsEmpowering workers is a critical part of creating a fair and just supply chain. The Working Capital Fund invests in worker-voice solutions that give laborers the tools they need to hold their employers accountable. These solutions allow workers to anonymously report unsafe working conditions, wage theft, or other violations, providing valuable feedback to companies and regulators. With this data, stakeholders can take action to improve labor conditions and ensure that workers' rights are respected.3. Financial Technology for Fair PayEnsuring fair wages for workers is another priority for the Working Capital Fund.By investing in financial technologies, the Fund is helping to create systems that ensure workers are paid promptly and fairly. These technologies also help gather sustainability data on upstream suppliers, providing insights into whether they are adhering to ethical labor practices. With this information, companies can work towards ensuring that their entire supply chain is both economically and socially responsible.

This week we take an in-depth look at USAID's localization report. While in certain countries the agency has already significantly surpassed its localization target, in others it is struggling to get close to it. We discuss why that might be and contemplate how USAID can get closer to channeling 25% of its eligible dollars to local levels by 2025. On the topic of USAID, we also dive into the findings of an investigation by the USAID Office of Inspector General that show the agency did not consistently use the proper mechanisms to oversee awards to the United Nations, the World Bank, and other multilateral agencies. We also explore how Humanity United is working to refine its approach to participatory grantmaking by aiming to provide money in a way that is more aligned with the priorities of grassroots organizations. To discuss these stories, and others, Devex President and Editor-in-Chief Raj Kumar sits down with David Ainsworth and Elissa Miolene for the latest episode of our weekly podcast series. In this episode, we explore Ed Marcum's unique journey from Santa Cruz to leading the charge against labor exploitation as the Managing Director of Working Capital Fund.Marcum's career choices were heavily influenced by his parents' commitment to social activism. After studying political science at UC Berkeley, Marcum had a brief but impactful tennis career, instilling in him lessons of resilience and hard work.Following his tennis stint, Marcum recognized the need to integrate business skills into mission-driven work. Pursuing an MBA at Wharton broadened his skill set, opening the door to impact investing. This transition began at the Omidyar Network, working for Pierre & Pam Omidyar and focusing on human rights issues.Within Humanity United, Marcum spearheaded efforts against labor exploitation in multinational companies' supply chains. Identifying technological innovations to tackle supply chain issues, Marcum laid the groundwork for the Working Capital Fund. Initially incubated within Humanity United, the fund became an independent entity in 2020, marking a pivotal moment in its evolution. They invest in startups offering scalable solutions to enhance supply chain accountability, promoting a more equitable and sustainable global supply chain ecosystem. Marcum highlights a significant change in recent years – the global push for supply chain transparency. Are global efforts to end exploitation making progress, or are countries and campaigners failing in their fight? Three experts weigh in. More than 40 million people around the world today are thought to be enslaved, a shadow economy of coerced labour, sexual exploitation and rights abuses estimated to be generating $150bn in illegal profits a year.In recent years, there's been a surge in legislative efforts to combat slavery, alongside a rise in philanthropy-funded initiatives lobbying for change. But are we making progress? Are the new campaigns, funds and stricter laws helping to shrink the scale of global exploitation? And if not, what more needs to be done?In this episode of the Impact Room, we explore these questions – and more – with three expert guests.Joel Quirk is a professor of political studies at the University of Witwatersrand in South Africa, where his research focuses on slavery, human mobility and human rights. Joel also serves as rapporteur to the UNESCO Slave Route Project. Nick Grono is CEO of the Freedom Fund, the first private collaborative fund to target the abolition of modern slavery. Founded in 2013 by investment group Legatum, along with partners Walk Free and Humanity United, the Freedom Fund invests in frontline organisations in three continents, helping to eradicate exploitation and advocate for change.Anannya Bhattacharjee is a leading Indian labour organiser with a long career in advocating for workers' rights. She is the international coordinator of the Asia Floor Wage Alliance, which campaigns to pay a living wage to garment workers in Asian countries and to secure their right to organise. The Impact Room is brought to you by Philanthropy Age and Maysa Jalbout. Companies don't know what is going on in their supply chains on human rights and forced labour and social audits have proved to be inadequate. The Worker Engagement Supported by Technology (West) Principles are a set of guidelines for technology-driven efforts to engage workers in global supply chains. Technology has the capacity to scale worker engagement and data collection, and to help business better understanding migration patterns. The eight principles fall into four distinct stages: design, engage, analyse and utilise data. They aim to maximize the impact of technology-driven efforts to engage workers in global supply chains and ensure they can work with dignity and free from abuse. Initiated by a group of technology providers, the principles seek to engage stakeholders at all levels of global supply chains – including workers, worker organizations, the private sector, and governments – to collectively develop a roadmap to operationalise their use.

You know, the first answer, of course, is we encourage people to call whoever their individual two senators happen to be in whatever state they are. And there is work to do in all in all states. But as a national campaign, of course, we have to hone in on certain targets, especially now that we're getting into the final stretch. You know, the House has already voted. Their primary focus in recent weeks has been on preventing Congress from repealing the Patient Protection and Affordable Care Act, and cutting $800 billion from Medicaid — which they could do as early as next week. We talk with Gonzalo about what TASH members can do to protect these essential rights of people with disabilities. Musical introduction Complete transcript forthcoming Donald Taylor: The American Health Care Act is really close to having the votes to pass in the Senate. So I think the idea is to look at specific [influenceable] Senators. Which Senators, and in which states, are the most important Congresspeople for citizens to try to influence? Gonzalo Martínez de Vedia: Yeah, so there’s two answers to that. You know, the first answer, of course, is we encourage people to call whoever their individual two senators happen to be in whatever state they are. And there is work to do in all in all states. But as a national campaign, of course, we have to hone in on certain targets, especially now that we’re getting into the final stretch. You know, the House has already voted. Forced labor continues to be a serious issue in global supply chains today and it's extremely tough to root out. The problem exists worldwide, in developed and developing nations alike. Estimates of the number of people engaged in forced labor today range from 21 million to 35 million. Illicit traffickers are profiting from the practice to the tune of some $150bn. So how can this blight on the global economy be erased? In this first of two podcasts on the issue, we speak with Kilian Moote, project director of KnowTheChain at Humanity United. He describes three new reports being released over the summer of 2016, covering the presence of forced labor in information and communications technology, food and beverage, and apparel and footwear. The reports' authors polled global companies in an effort to divine best practices and policies for eliminating forced labor and human slavery worldwide. Moote reveals where the biggest risks lie, and talks about the challenge of identifying the presence of forced labor in global, multi-tier supply chains. When it comes to eliminating the practice, he says, ''We're at the end of the beginning.''
