A Center for Immigration Studies report and companion podcast episode, “Can U.S. Farm Workers be Replaced by Machines? Mechanizing Fruit and Vegetable Production,” provide historical context as well as analysis of current challenges and prospects for farm labor and mechanization. Both the report and the discussion explain the options available to replace U.S. farm workers - machines, H-2A guestworkers, and imports.The report outlines how rising labor costs have historically driven the adoption of mechanization in agriculture. It traces the evolution of farm mechanization, from the end of the Bracero program in the 1960s to the present day, highlighting pivotal moments such as the enactment of the Immigration and Control Act of 1986 (IRCA). IRCA supporters promised that legalized farm workers would demand higher wages, and that farm employers would have to raise wages and improve working conditions to retain legalized workers or hire H-2A guestworkers. But this did not happen, partly due to massive fraud.Philip Martin, professor emeritus of Agricultural and Resource Economics at the University of California at Davis and author of the report, discusses how once legalized the workers left the fields for other employment and were replaced by new illegal workers. Since the passing of IRCA, which legalized more than one million illegal farm workers, the debate over the pay and work conditions of those in the fields and the role of mechanization has persisted.Martin emphasizes the pivotal role of government policies in impacting the growth of mechanization through labor-saving research, the cost of farm workers, and imports. The Farm Workforce Modernization Act (FWMA), approved by the U.S. House in March 2021 and re-introduced in July 2023, is the most recent legislation debated and repeats the IRCA bargain – legalization of illegal farmworkers for easier access to H-2A guestworkers.There is a race between labor-saving machines and migrant H-2A workers playing out amidst rising imports. Higher labor costs accelerate investments in machines to replace workers and spur government and private efforts to develop new farming systems, biological and engineering breakthroughs, and supply chain adjustments to accelerate labor-saving mechanization.Martin stresses, “Research, migration, and trade policies will help to determine whether workers or machines pick U.S. apples and oranges in 2030.”In his closing commentary, Mark Krikorian, the Center's executive director and podcast host, highlights President Biden's false claim that he does not have the authority to control the border and action from Congress is required. Three-time Grammy nominee, Telly Award-winning producer, songwriter and composer Marvin “Toneworld” Hemmings Jr., is no stranger to Orlando. In fact, he grew up here. His love for music came at a very young age. His journey started with family. “I got my start in church,” Toneworld said on the set of Riff On This. “My grandmother and grandfather had a church and I grew up there. They would let me beat on the drums until it started sounding good.” He added that he then went on to play the piano and guitar. Eventually, he researched producing and found his niche. The Evans High School grad continued to pursue his passion for music experimenting with producing. Toneworld also started playing gigs with his good friend Philip Martin. “He (Martin) was like, ‘Let's make a record,'” Toneworld said. “I was all in. I was like, ‘Let's do it, but I don't have the gear.'” That's when his friend suggested they go buy it. In fact, Toneworld said Philip bought the computer and the gear in exchange for payment to make the record. The duo found out quickly the process wasn't easy. “I was literally doing everything wrong, but it taught me. That was my school.,” Toneworld said. “I had to troubleshoot everything I had done wrong and I learned a lot along the way”. After the album was complete, Martin was L.A.-bound, determined to play the music they had created to record executives. “He called me and was like, ‘Bro, we got the deal!' And I was like, ‘What?'” Toneworld said. “My first record got a deal, they were a start-up label, but they were connected to Sony or something like that.” He was only 18 years old at the time. “It was one of those things where we were just like, ‘Let's try it' and it turned into something,” Toneworld said. Toneworld and Martin have done ten records together over the years. Now, the multi-platinum record producer has had the privilege of working with a variety of artists like Justin Bieber, Kirk Franklin, Jessie J, William McDowell and Brandy among others. Toneworld even produced seasons three and four of the TV series Empire and also worked on the show STAR. In 2021, Toneworld produced the hit “There She Go” for Justin Bieber's multi-platinum record, Justice Triple Chucks Deluxe, which received eight Grammy nominations, including Album of the Year and Best Pop Vocal Album. Just last year he was called to produce the score for the box office hit “I Wanna Dance With Somebody.” The movie celebrates the life and music of one of the greatest R&B pop vocalists of all time, Whitney Houston. If you want to start a heated debate, pretty much anywhere in the Western world today, just bring up the topic of immigration. While there are plenty of policy issues that drive partisanship today, few are as sticky as the immigration issue. From the arguments of protecting the border and rule of law, to the need to protect immigrant rights and the dynamism that comes with welcoming legal immigrant, there are plenty of ideas, issues, and challenges to work on and argue about. In today's episode, we talk with Dr. James Hollifield, Professor and Director of the Tower Center for Public Policy and International Affairs at Southern Methodist University, about why the United States and the European Union have grappled with immigration for so long. The challenge stems from what he identifies as the "Liberal Paradox", where states need to define borders, citizenship, and rule of law, with the need to respect human rights, uphold values, and welcome new labor. Join us as we take a look at the history of immigration in the U.S. and what these countries can do to solve this issue. James F. Hollifield is the Ora Nixon Arnold Fellow in International Political Economy, Professor in the Department of Political Science, and Director of the Tower Center at SMU in Dallas, Texas, as well as a member of the New York Council on Foreign Relations and a Global Fellow at the Woodrow Wilson International Center in Washington, DC.Hollifield has served as an Advisor to various governments in North and South America, Europe, East Asia and the Middle East and Africa, as well as the United Nations, the World Bank, the Inter-American Development Bank (IDB), the OECD, the ILO, the IOM, the EU, and other international organizations. He currently chairs working groups at the World Bank and the IDB and serves on the International Advisory Board of the National Center for Competence in Research (NCCR for Migration and Mobility) of the Swiss National Science Foundation. But does solving the murder really close the case, especially for Poirot's conscience? It's been said that murder mysteries satisfy our need to feel that there is justice in the world and a moral order, which is expressed in the character of Agatha Christie's genius detective Hercule Poirot. In episode 16 we talk about three film/tv movie adaptations and themes of Agatha Christie's 1934 novel MURDER ON THE ORIENT EXPRESS: The 1974 film, directed by Sidney Lumet, as a story of revenge and vigilante justice. The 2010 film (for the Poirot television series directed by Philip Martin), a story of a murder perpetrated by persons who feel that the rule of law and even God have failed to deliver justice. Kenneth Branagh's 2017 film where Hercule Poirot describes the crime of murder as an act carried out by “wounded souls,” and concludes that the scales of justice cannot always be evenly weighed. On March 13, filmmaker and journalist Brent Renaud was shot and killed while working on a project about refugees fleeing the war in Ukraine. He was the first American journalist to die in the conflict. Brent Renaud, who often worked alongside his brother Craig Renaud, grew up in Little Rock. The Renaud Brothers were the recipients of numerous awards for their work, which focused on shedding light on disenfranchised populations in the United States and around the world. The documentary film community in Arkansas and across the United States is mourning the loss of Brent Renaud who was known for his generosity, humility and unflinching desire to portray difficult subjects via an authentic and compassionate lens. On this episode of Capitol & Scott, Arkansas Democrat-Gazette critic and columnist Philip Martin joins Amman Abbasi, an award-winning Pakistani American director, editor and composer from Little Rock who worked on several film projects with the Renaud brothers, to share Brent’s impact on the documentary film industry in Arkansas and beyond.
