Lawyers with Pivot Legal Society and the BC Civil Liberties Association have filed complaints against the Vancouver Police Department for excessive use of force, and for targeting and surveilling pro-Palestinian protestors. The complaints relate to a pro-Palestine protest on May 31 at CN Rails and the VPD use of drones and cell phone cameras at other protests. We speak with Meghan McDermott, staff counsel with the BC Civil Liberties Association.

Involuntary treatment is currently allowed under B.C.'s Mental Health if a doctor deems it necessary for a person's health and safety, as well as the safety of others. However, Premier David Eby is proposing to expand the system to cover people who overdose. Last week, Pivot Legal Society released a position paper responding to this move and calling for the elimination of involuntary treatment. Tyson Singh Kelsall is a social worker in the Downtown Eastside and PhD Student at SFU's Faculty of Health Sciences.
Nicole Chan was a police officer employed by the Vancouver Police Department. She was 30 years old when she died by suicide in 2019. At the time of her death she had been on leave, awaiting the conclusion of an investigation into her complaint about fellow officers. Meenakshi Mannoe of Pivot Legal Society says the coroner's inquest into Chan's death puts a spotlight on the VPD, emergency psychiatric services in the city and the inadequate services available to survivors of sexualized violence and abuse in BC.
Starting January 31, the province of BC decriminalized the personal possession of certain types and amounts of drugs. But the policy does not cover some commonly used controlled substances and the amounts permitted are too small to have an impact, according to advocates and drug users. Pivot Legal and VANDU have collaborated on a Know Your Rights card to help people figure out if they are protected by the policy. I speak with Caitlin Shane, staff lawyer at Pivot Legal Society.
City of Vancouver staff to start removing tents along East Hastings Street. Those living in tents and other makeshift structures on Vancouver's Hastings Street have been warned they'll have to move on, starting today. Guest: Anna Cooper - Staff Lawyer, Pivot Legal Society

For the third installment of the Voices of the Street podcast, we have a candid and heartful conversation between host Yvonne Mark and Megaphone writer Dennis Gates in response to his piece “Without Prejudice,” published in the 2021 Voices of the Street anthology. In his piece, Dennis writes about his experiences of anti-Indigenous discrimination and injustice within the court system and the deep-felt impact of incarceration on his life. Yvonne and Dennis reflect on both their experiences with the criminal justice system, finding strength through writing, and the importance of sharing stories like theirs. This episode was curated and hosted by poet, storyteller and Megaphone vendor, Yvonne Mark, an avid writer and advocate for ending stigma around substance use. For four Megaphone storytellers, poetry and prose from last year's special literary edition are a starting point for exploring the themes that moved them — in a whole new form: audio storytelling. Featuring interviews with writers and personal reflections on how their lived experiences merge with the themes of the text, this podcast series illuminates Voices of the Street in a new way. The Voices of the Street podcast is a six-part series for Below the Radar, curated and hosted by participants of Megaphone's Speakers Bureau. Her parents had moved the family there so Yvonne wouldn't have to go to residential school. She came to Vancouver when she was 16. In addition to her volunteer work at Carnegie Community Centre, Yvonne is a Megaphone vendor and member of Megaphone's Speakers Bureau, working to end stigma around substance use. She has taken part in Megaphone's Community Journalism 101 writing workshop, held in partnership with SFU's Vancity Office of Community Engagement, and is an outspoken advocate for the Downtown Eastside. Dennis Gates (Haida), at 60 years old, has lived in the Downtown Eastside for 25 years. He says he is proud to still be learning new things about himself. As a participant in Megaphone's recent writing workshops for people with lived experience of incarceration — offered through a partnership with the UBC Transformative Health and Justice Research Cluster — Dennis was able to explore and express himself for the first time since being released from a federal institution in 1996, about what it was like to go to prison.

Today, on The Pulse, host James Mainguy talks to Ingrid Mendez, Executive Director of Watari Counselling & Support Services Society. They discuss BC's new COVID proof-of-vaccine passport and the vulnerable people who may not be able to get one, as outlined in Pivot Legal Society's ‘Joint Response to BC's Public Health Order Regarding “Proof of Vaccination”,' which was co-signed by Mendez and Watari.

Later this month the city of Vancouver will submit its application to Health Canada for permission to decriminalize simple possession of illicit drugs. The application defined a threshold limit for possession without consulting with drug users. They say this limit is far too low. Caitlin Shane is a staff lawyer with the Pivot Legal Society, working on drug policy. She spoke with James Mainguy last week.

A new program recently introduced by the Vancouver Police Department authorizes officers to remove people if they have allegedly violated the provincial Trespass Act. The VPD’s Trespass Prevention Program allows them to do this even if there wasn’t a call to 911. We talk with Meenakshi Mannoe, criminalization and policing campaigner at Pivot Legal Society.
BC’s Attorney General and Minister of Housing David Eby joins Am Johal for this episode of Below the Radar, discussing policy solutions to BC’s housing crisis — from protecting tenants’ rights and serving those who are under-housed to curbing speculation and quashing renovictions, to addressing issues of supply and an aging rental stock. David also looks back on getting his start as a lawyer and housing advocate in Vancouver’s urban core decades ago. He provides insights into his time in office so far, and the different policies he has gone, and continues to go to bat for. He speaks to the effects of COVID-19 on Vancouver’s housing availability and real estate market, and gives a brief update on the public enquiry into money laundering in BC. Sometimes love is where you least expect to find it, like in a children's book store, or on the internet, or in New York in autumn, or in the photo of your dead gal pal you keep dutifully in the locket around your neck, or in the inherited wealth of the man gleefully destroying your livelihood, or in the satisfaction you feel at being able to recall an author's name more quickly than a minimum wage employee. Taking the show on the road, and setting up at the offices of the Attorney General of British Columbia, Bert is joined on the hot mic by Minister David Eby. An NDP MLA, he was re-elected to the legislature in 2017, following a more than noteworthy defeat in 2013 of then Premier Christy Clark by a margin of 785 votes, in the riding of Vanouver-Point Grey - a riding previously held by fellow Liberal Premier Gordon Campbell. Eby previously worked with the Pivot Legal Society, in the downtown eastside, which he then followed as the executive director of the British Columbia Civil Liberties Association, through 2012, before being elected into provincial politics. As the Attorney General of British Columbia, he recently worked to overhaul ICBC, an action that had been long-time necessary, but which has been met by a lukewarm reception from younger drivers, who have seen an increase in their yearly rates. He also oversaw the on-budget $57.1 million construction of a new centralized distribution center for liquor and cannabis. With the addition of the latter through national legalization, Bert speaks to the Attorney General about the challenges the province has faced with implementing a safe and efficient roll out of both licensed retailers and product to British Columbians, while also acknowledging the significant work that still needs to be done, on both fronts.License to Chill with Bert Hick is recorded live at Studio 710, in downtown Vancouver, and produced by JadeMaple. Hey guys, Barbara here. I make a pretty weak Oscar Wilde reference in this one and I just wanna get out ahead of it and say I'm sorry. It's not offensive or anything, it's just not funny, even in a "Hah, I read that book!" kind of way. Which you might say is worse than being offensive. I don't know why you'd say that but you might. Anyway, thanks for reading. Have a good lunch. Follow us on Twitter, maybe: @IForgotPodcast If you have money that you want to give us, why? The deadline is only a few hours away for those camped out in Vancouver's Oppenheimer Park to pack up and leave. City staff is helping many to make the move into shelters or SRO's and it's not easy going in this wet weather. If some are still in the park when the 6 pm deadline comes and goes, City councillor Pete Fry has told Global News an assessment will be made at the end of the day or tomorrow - but police won't be immediately moving in.
