Val and Faith are in the studio again after having been blown there on their respective bikes by the blustery spring winds. After sharing our bike moments we take a look at some news including plans in Perth to introduce more streets with 30kph speed limits after increases of 300% in cycling participation was counted on streets with the lower limit. The volume of cars in residential streets was also lowered. Moreland Council and VicRoads are currently working to trial 30kph streets at the moment while Yarra ran a trial not too long ago. The Northern Trails Strategy 2022 builds on the 2016 strategy and is currently open for consultation. As a collaborative project between Moreland, Darebin, Banyule, Hume, Whittlesea, and Nillumbik Councils, Northern Trails 2022 aims to ensure integration of planning, advocacy and development efforts, while making recommendations for trail infrastructure, management, marketing and improvement projects. You can find detailed information about the project here as well as a survey to get your feedback in prioritising projects from a ten project short list. Make sure you have your say in getting some of these unfunded cross-council projects to the next stage!

In PlanningxChange episode 92 we interview Phil Priest, Group Manager City Development at the Moreland City Council. The following is an extract from the VPELA Journal Revue of October 2021 describing Phil's career and his recent awarding of the Paul Jerome Award for contributions to the public sector. “When planners think of Moreland Council, they think of Phil Priest. Phil has been a mainstay in planning in the inner city for decades, providing exemplarily service to the public sector and leading Moreland's successful transition from a dying industrial heartland to a beacon for inner city urban renewal. Phil earn't his stripes at City of Melbourne, before joining Moreland in 2003 as the Manager of Urban Development. For the next 17 years, he had a variety of managerial and planning roles, including Group Manager City Development, where he led multi disciplinary teams of over 70 professionals with responsibilities for town planning, building and environmental health. After a brief stint at DELWP as the Director of Developer Approvals and Design, Phil has returned to his old stomping ground at Moreland Council as Acting Director City Futures. But Phil's contribution to planning and the public sector goes beyond titles. He is very approachable, facilitative and reasonable, always finding a sensible balance between local community pressures to limit development and pursuing urban consolidation inMoreland's activity centre's and transit corridors. As the manufacturing industry dwindled in the 80's and 90's, Phil oversaw a seismic shift in Moreland's industrial precincts that has seen them embrace change and become exemplars for inner city urban renewal. During his time, Moreland has earned a reputation as a pioneer and leader in Local Government planning circles. He has led many planning initiatives including the Moreland Apartment Design Code prior to the introduction of BADS, the introduction of the ESD Policy in the Moreland Planning Scheme and more recently initiatives to reduce emissions. He has championed planning leadership at Moreland through proactive, forward looking initiatives such as VicSmart for 2 lot subdivisions. These are consistent with Phil's unwavering commitment to process improvement and driving efficiencies. Phil directed the implementation of a digital planning system at Moreland, well before others. This proved fortuitous when Covid hit, with Moreland well prepared for the mad scramble away from paper. A quick look at the Moreland website today shows a leading Council who understands their community's needs and the responsibilities of an effective planning system. Phil is particularly supportive to planners entering the industry and provides an excellent working environment where staff are encouraged to succeed. His sensible approach and ‘can do' attitude has earn't him a solid reputation amongst planners and the wider industry.” PlanningxChnage is proud to be a member of the Urban Broadcast Collective. Val and Faith are joined online for another pre-recorded Yarra BUG Radio Show. Our guests this morning are Helen Kratzmann of Pedestrian Safety for Nicholson Street Coburg and Catherine Hall from the Coburg High School Active Transport Committee. Nicholson Street Coburg is a known danger spot for pedestrians and cyclists and the Victorian Department of Transport (who are responsible for the road) have consistently failed to address safety issues in the area as they have been raised by residents. The problems extend all the way to the intersection of Nicholson Street with Bell St and onto Elizabeth Street where pedestrians and cyclists, including many of the almost 1200 students attending Coburg High School, are forced to use inadequate spaces not designed for the safe movement of people on foot and bicycles. In the past five days alone SEVEN motor vehicles have crashed with most ending up on the footpath or running into pedestrian infrastructure. There is no safe direct alternative route for riders in this area, particularly for those whose destination is on Nicholson Street. We touch on the petition organised for Safe Access Over Bell Street Bridge for everyone and the responses to date from local MPs Tim Read and Lizzie Blandthorne, Moreland Council and TheMinister for Road Safety Ben Carroll. To get involved: - sign the petition for safety improvements on the Bell Street bridge - join Pedestrians Safety for Nicholson Street Coburg-join Safe Access over Bell Street Bridge for everyone

Val and Faith are back producing the program remotely from two different suburbs. This week's program is a patchwork of cycling and we kick off as usual with a reading from Val and our bike moments. Val is enjoying bike moments in his local park while Faith's rides through the Wombat forest have been marred by news of mining exploration there. If you enjoy the serenity then consider this petition to stop the mining. We take a quick look at local news including the Covid19 response from Moreland Council last week approving $2.4 million of pedestrian and cycling projects. This week Faith managed to catch up with Anthony Aisenberg of CrowdSpot about the BikeSpot 2020 project. Now that the 2020 data collection project has finished Anthony takes us through some of the key findings and why data on perceptions of safety amongst cyclists is so useful. You can take a look at the final project report here or check out the interactive map here. We finish up with a literary interlude from Val.

Weekly round up of news on the left by the team and an interview as below.Interview with Gary Murray, an Aboriginal activist, regarding the Ballerrt Mooroop site in Glenroy MONEY remains the major sticking point in the transfer of the site of the former Ballerrt Mooroop college to Moreland Council. Both the State Government and the council have indicated a preference for the land to be preserved for community use and not sold for private development but an agreement seems far from imminent. The state-owned 2.4ha parcel of land was a school until closed in 2012. If a state department deems land surplus it then offers it to other state departments, before making it available to federal and local governments, with the price based on the Valuer-General Victoria’s valuation.GATHERING SAVE the BALLERRT MOOROOP SITE The Ballerrt Mooroop site is in danger of being sold off to private developers. If this happens we would lose a site of significance for Aboriginal people. There is a campaign to save the Ballerrt Mooroop site for a Gathering Place and a First Nations Community Hub. There is also a Spirit Tree and Ceremonial Ground on the site.
