South Africa allowed Zimbabwe to be run into the ground, says Mmusi Maimane on the Sunday Times Politics Weekly, blaming the government for the influx of Zimbabweans into SA. “If it wasn't for the ANC's policy on the government of national unity when [late former president of Zimbabwe Robert] Mugabe had lost elections we wouldn't have this influx of Zimbabweans,” says Maimane as he is quizzed by Sunday Times deputy editor Mike Siluma. Zimbabwean citizens fled to SA because of economic turmoil and political violence, among other reasons, in 2007. SA had been a mediator in that country's political conflict. According to census figures there were just more than a million Zimbabweans in SA in 2022. The topic of undocumented migrants is dominating the political agenda in the run-up to the May 29 elections. Maimane proposes borders be secured and foreigners be legalised. He believes he can document foreigners in two years. Maimane has criteria for foreigners wanting to become citizens: learn SA's laws, speak South African languages and don't set up your own community in SA. That's just the tip of the wide-ranging conversation with Maimane in this instalment of the podcast. Maimane talks about a grand coalition of opposition parties; parties he can work with; solutions to crime, saying localised policing, metro police and private police should be merged; and the controversial National Health Insurance which he says is populist and timed for the election. Despite surveys and polls indicating that the ANC's support in the coming elections could drop to below 50%, Prof Theo Venter, a political analyst at the University of Johannesburg expects President Cyril Ramaphosa to be back in Parliament to deliver the second SONA after the election. In a post-SONA interview with Biznews, Venter detailed the ANC's potential voter base, including 30% of the rural vote, 10-12% of urban voters and he expects that a permanent Basic Income Grant could add another 5% to the ANC's tally, bringing it close to the 50% threshold to stay in power. He described President Ramaphosa's claims of ANC successes over the past 30 years as unconvincing and expressed scepticism that more than 10% of stolen state capture funds will be recovered. Amid stage 6 loadshedding over the weekend, Venter dismissed Ramaphosa's assurances of an end to the worst of loadshedding as political campaign rhetoric. Venter also commented on Ramaphosa ‘looking for a pen' to sign the National Health Insurance legislation, suggesting that the President might be reluctant to sign the bill. The one positive aspect of the speech, he said, is that the ANC clarified it is going for green energy and a just energy initiative focusing on Mpumalanga, which is ironically a model that was very actively pushed by former Eskom CEO, André de Ruyter.

Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened down 15-points this morning from yesterday's close, at 17,156 on turnover of $2.5-billion N-T. The market continued its winning ways on Thursday, but buying was weaker and the gains were muted compared with earlier this week. Investors were closely watching the outcome (結果) of the meeting between U-S President Joe Biden and China's leader Xi Jin-ping for guidance throughout much of the day's session. Cabinet Approves NT$1.34 billion for Infrastructure Data Encryption The Cabinet has approved a proposal to spend 1.34-billion N-T for the cryptographic splitting of cloud-stored data from 18 key infrastructure management systems. According to the Ministry of Digital Affairs, establishing a cryptographic splitting mechanism (機制) will ensure key infrastructure management systems can continue functioning during disasters. The ministry says cryptographic splitting of data is part of a multiyear plan to transfer data to cloud-based storage. The first stage of the program is to transfer data from 29 infrastructure systems to a public cloud between 2021 and 2025, while the second stage will see the establishment of a cryptographic splitting mechanism between 2024 to 2027. The Ministry of Digital Affairs says data covered by the proposal includes the National Health Insurance management system, the vehicle management system, and the entry and exit management system. Israel Claims Tunnels Found Under Gaza Hospital Israel says it has found a tunnel shaft (隧道) and weapons in the Al-Shifa hospital, as its forces continue to search Gaza's main hospital. Syria Amnesty for Criminals Syrian President Bashar Assad's office and state media are reporting that Assad has issued a decree granting amnesty and reducing sentences for several categories of crime committed prior to Thursday. No reason was given for the amnesty but it came on the anniversary of the 1970 coup that brought Assad's father and predecessor (前任者) to power. Assad has issued similar amnesties since the country's deadly conflict that has killed half a million people began in March 2011. The decree granted a complete pardon for misdemeanor convictions and people serving prison sentences who have reached the age of 70, or those who have incurable diseases. Reparation Fund for Slavery to be Established Delegates at a reparations summit in Ghana have agreed to establish a Global Reparation Fund to push for overdue compensation for millions of Africans enslaved centuries ago during the trans-Atlantic slave trade. The agreement announced Thursday adds to the growing demands for reparations after about 12 million Africans were forcefully taken by European nations from the 16th to the 19th century and enslaved (被奴役的). Delegates to the conference in Accra did not say how such a reparation fund would operate. South Africans owe much to the efforts of its flotilla of activist non-profit organisations. Especially those like Solidarity's Research Unit, which invests great effort in challenging seemingly endless irrational legislative proposals from the ANC- as it is doing once again after the ruinous National Health Insurance bill passed through Parliament last week. In this powerful assessment, the unit's head Dr Connie Mulder puts the ANC's unaffordable, irrational and un-implementable proposal to the sword, sharing some of the arguments that Solidarity will make in court. The true mystery is why the ANC persists with ideas that are certain to be blocked in the courts, which remain the primary power in any Constitutional Democracy.
