Jacques Cartier led his third and last expedition to the St.-Lawrence river valley in 1541. A new headquarters was established a few miles upstream from the Amerindian village of Stadacona, near the present site of Quebec City. This time Cartier was to be followed by Jean Francois de la Rocque, sieur de Roberval, with a party of colonists. After a wait which lasted through the following winter, Cartier set sail for home, only to meet Roberval's party in three tall ships in the harbor of what is now St. John's, Newfoundland. Diamonds of Canada, mined by Jacques Cartier's men at the mouth of Rivière du Cap-Rouge proved to be worthless quartz. Cartier's "treasure" is remembered in the name of Québec's Cape Diamond or Cap aux Diamants and also in the French proverb "Faux comme un diamant du Canada", "As false as Canadian diamonds." The respondent, Pekuakamiulnuatsh Takuhikan, is a band council within the meaning of the Indian Act, R.S.C. 1985, c. I-5. It represents the Pekuakamiulnuatsh Innu First Nation, whose community is located in Mashteuiatsh on the western shore of Lac Saint-Jean near Roberval. Under tripartite agreements signed over the years with the Government of Canada and the Government of Quebec since 1996, the respondent is responsible for policing in the community of Mashteuiatsh. The tripartite agreements resulted from the adoption by the Government of Canada in 1991 of the First Nations Policing Policy and the First Nations Policing Program, which allowed it and the provinces, territories and First Nations to negotiate tripartite funding agreements in order to establish professional police services responsive to the needs and culture of each Indigenous community. The respondent brought an action against the Government of Canada, represented by the intervener, the Attorney General of Canada, and the Government of Quebec, represented by the appellant, the Attorney General of Quebec, claiming [translation] “reimbursement of the accumulated deficits of Public Security in the community of Mashteuiatsh for the services provided under the agreements on policing in the community of Mashteuiatsh in force for the period of April 1, 2013, to the present date”. It seems that the governments continued renewing the tripartite agreements without increasing the money allotted, despite the fact that the respondent had to pay significant amounts retroactively to the members of its police force as a result of an arbitration award, related to the renewal of the collective agreement, that ordered catch-up wage increases for the period of 2009 to 2014. In support of its application, the respondent alleged that the Government of Quebec and the Government of Canada had breached their obligations to negotiate in good faith, to act with honour and to fulfill their fiduciary duties toward it with respect to the funding of its police force. Jacques Cartier led his third and last expedition to the St.-Lawrence river valley in 1541. A new headquarters was established a few miles upstream from the Amerindian village of Stadacona, near the present site of Quebec City. This time Cartier was to be followed by Jean Francois de la Rocque, sieur de Roberval, with a party of colonists. After a wait which lasted through the following winter, Cartier set sail for home, only to meet Roberval's party in three tall ships in the harbor of what is now St. John's, Newfoundland. Diamonds of Canada, mined by Jacques Cartier's men at the mouth of Rivière du Cap-Rouge proved to be worthless quartz. Cartier's "treasure" is remembered in the name of Québec's Cape Diamond or Cap aux Diamants and also in the French proverb "Faux comme un diamant du Canada", "As false as Canadian diamonds." Viajamos de nuevo al frío norte del continente para seguir los pasos de aquellas primeras potencias que financiaron viajes de expedición para establecer sus reclamos sobre las nuevas tierras: Portugal, Inglaterra y Francia. Ignorando las bulas alejandrinas, los monarcas de Europa Occidental se preguntaban “qué clausula del testamento de Adán les excluía de aquel reparto”. Aunque numerosos navegantes arribaron a otras latitudes, incluyendo las del enorme Brasil, muchos de los esfuerzos se concentraron el hallar el teórico “Paso del Noroeste”, que a través de latitudes boreales debía llevar a los marinos a la auténtica Asia por una ruta mucho más corta. Jannick Brassard est une coureuse sur route avide de défis caritatifs. Xavier Aubut est un ultramarathonien qui cherche toujours défis plus grands que natures. Ces deux athlètes sont maîtres dans l'art de repousser leur limite et ils l'ont fait à plusieurs reprises pendant les courses CRYO qui ont lieu depuis 2018 sur le Lac Saint-Jean en plein coeur de l'hiver. Le défi est immense : une traversée hivernale à la course de 33 kilomètres entre St-Gédéon et Roberval. Face aux éléments et au froid glacial, les athlètes se lancent à l'assaut d'un défi hors norme, donc l'objectif premier est d'amasser des fonds pour la Fondation Sur la pointe des pieds. Au-delà de l'accomplissement physique, Jannick et Xavier me racontent les rencontres humaines et le sentiment de communauté unique que procure cette course. Et tant qu'à jaser de course hivernale, ils me partagent leurs meilleurs trucs et astuces, eux qui totalisent ensemble 5 participations à l'événement. Roberval Emison da Conceição nasceu em Recife e virou atacante por acaso. Tendo passado por outras posições ao longo da adolescência, num jogo despretensioso acabou se destacando no ataque e chamou a atenção tanto de Sport quanto do Santa Cruz. Por uma questão de paixão familiar, o caminho foi o Santinha e em muito pouco tempo o jovem que trabalhava e jogava por lazer agora estava na base de um time de massa. Mais impressionante ainda foi chegar no time principal com Givanildo e fazer parte do acesso a Série A de 2005. Quando um novo treinador chegou ao clube, muitas mudanças aconteceram e subitamente o espaço conquistado sumiu. Ficando meio ano sem jogar, Roberval acabou buscando uma chance no interior do Estado, até que um convite para ir jogar na Argentina foi rapidamente aprovado. Treze anos depois, Roberval é hoje um atleta muito bem adaptado à cidade de San Juan. Tendo passado bons anos com o San Martín (pegando até acesso a elite argentina) e com o Juventud Alianza (time cujo sogro é presidente!), o atacante pernambucano também chegou a passar uma proveitosa temporada no Audax Italiano, do Chile. Com família na Argentina e escolinha de futebol para meninas, Roberval já sonha com os próximos passos fora dos campos, capacitando-se como treinador pela AFA. #robervalconceicao #juventudalianza #sanmartinsanjuan
