A recently signed law secures more dignified practices for women in Mississippi's prisons.Then, a university professor responds to recent statements by the Secretary of State regarding college students' voting proclivities and the education they receive.Plus, in our Book Club, A New York Times bestselling author explores what it means to be alive in “Life's Edge.”Segment 1:A new law will soon take effect that bans pregnant women who are incarcerated from being shackled and allows their newborn to be with them for 72 hours. The provisions are a part of the Dignity for Incarcerated Women Act. Republican Representative Nick Bain of Corinth, chairs the Judiciary B Committee and advocated for the legislation. He tells our Desare Frazier the new law is a reflection of Commissioner Burl Cain's effort to change attitudes within the prison system. More than 1,450 women are currently housed in Mississippi prisons according to the state department of corrections. Pauline Rogers with the RECH Foundation says the new law is a big step forward. She says when she was incarcerated more than 30 years ago, women had to rely on one another.Segment 2:This week, a group of university professors from Jackson State, Southern Miss, and Millsaps College published an op-ed in the Clarion Ledger. In it, they push back against comments made by Secretary of State Michael Watson that have circulated throughout local and national media since they were made in an interview with WLOX last month. But the threat of emerging variants in the U.S. has health officials expressing some caution. State Epidemiologist Dr. Paul Byers says transmission of those variants - especially the U.K. variant - in other states is starting to have an effect. Reports show the state's vaccination rates lagging behind the national average. State Health Officer Dr. Thomas Dobbs says there is a perception that Mississippi is struggling more than actually is. Segment 2:Voting is the cornerstone of the United States' representative democracy, and each individual state has incredible power to determine how its residents participate in the voting process. In the first installment of Your Vote, Your Voice, we examine the basic voting requirements in Mississippi. Secretary of State Michael Watson joins our Michael Guidry to examine the year-to-year elections in the Magnolia State, and the procedures for registering for and casting your vote.Segment 3:Mississippi is the poorest state in the nation with the lowest health outcomes. And the state is one of more than a dozen in the nation that has punted on expanding Medicaid through the Affordable Care Act - a move that would provide health coverage for Mississippi's working poor. Now, a coalition is forming to put the decision in the hands of the voters. Healthcare for Mississippi, a non-profit of around 15 advocacy groups - including the NAACP - has filed the preliminary paperwork to put Initiative 76 on the ballot. Corey Wiggins is Executive Director of the Mississippi Chapter of the NAACP. He tells our Desare Frazier advocates have lobbied lawmakers to expand Medicaid, but there isn't enough legislative support. So he wants to help give residents a voice in the matter. As the first coronavirus vaccines arrive in Mississippi, health officials detail plans for the initial shipments.Then, state officials and Republican leaders gather to formalize Mississippi's six electoral votes.Plus, on the heels of its legalization, a small group organizes a trade association for medical marijuana.Segment 1:Mississippi's first shipment of the COVID-19 vaccine has arrived and health workers are already receiving the first dose. During a live zoom press conference yesterday, State health officer Dr. Thomas Dobbs and several other health officials were some of the first in Mississippi to receive an injection of the Pfizer vaccine. Dobbs and State Epidemiologist Dr. Paul Byers say the vaccine is becoming available for the state's healthcare workers and long term care facilities as Mississippi is experiencing it's highest COVID-19 transmission rate.Dobbs also acknowledges the skepticism that surrounds the new vaccine. He says understands the caution and concern. During the Zoom conference he says he and other health leaders have faith in the vaccine, noting the research and development technology used to produce the vaccine has been going on for a decade.Segment 2:Mississippi voters turned out in record numbers in last month's General Election, and yesterday, the state's six electoral votes for President were formalized. State officials and Republican leaders cast the state's votes for Republican Donald Trump, who won 58 percent of the popular vote. Following the electoral vote, Secretary of State Michael Watson celebrated the record turnout and showed reverence for the process.During the event, Governor Tate Reeves defended the institution of the Electoral College, calling out those who seek to dismantle it. Reeves says the Electoral College ensures Mississippi's voters aren't disenfranchised. He also defended AG Lynn Fitch's decision to join Texas' lawsuit against four swing states.Segment 3:Within a year, Mississippi will have a medical marijuana program, and some residents are joining in an effort to form a trade association to help create, support, and guide the medical marijuana industry in the state. He says the measures are supported by science.Segment 2:As community spread of the coronavirus increases in Mississippi, the health department is working to encourage people to get the COVID-19 vaccine when it's available. State Health Officer Dr. Thomas Dobbs says the department of health is being flooded with calls about the soon-to-be available vaccines, and his office is working to educate the public as more information about the vaccine becomes available. Dobbs acknowledges there is some skepticism about the vaccine's safety, especially in communities of color. But, he believes there's more demand for a vaccine than most people realize. Nearly 72 percent of those who cast their ballots in Tuesday's elections said yes to the new design. Brenda McIntyre is co-owner of A Complete Flag Source in Jackson. She tells our Desare Frazier her store has been selling the design since the commission selected it.The new flag replaces the 1894 flag that had the confederate battle emblem. Legislators retired the old flag in June as the U.S. was dealing with issues of racial injustice. Lt. Despite mask mandates in place in 16 counties that require masks indoors while in public, both Governor Tate Reeves and Secretary Watson claim the requirement of a mask to vote restricts the electorates constitutional right. Secretary of State Michael Watson tells our Ashley Norwood his office is using the old Mississippi Trademart as a staging area in a plan to equip Mississippi counties with the protective gear they need for Election Day.This election will be final Congressional election with Mississippi's existing House districts - which are based on results gathered by the decennial census. Trump administration official Wilbur Ross attempted to end the Census 2020 count by today, but last week a federal judge ruled the Secretary of Commerce's office must continue counting until October 31st. John Greene is the Vice Chair of the Complete Count Committee in Mississippi. He shares how Mississippi has responded to the 2020 census.Segment 2:The Congressional Gold Medal, bestowed by the United States Congress is one of the highest civilian awards in the United States. Benjamin Saulsberry is the Museum Director of the Emmett Till Interpretive Center. Now the spillway is open for the third year in a row. We talk to Secretary of State Michael Watson.Plus, how a lack of resources creates challenges for online college classes.Segment 1:Governor Tate Reeves has issued a Declaration of Emergency following the severe weather that passed through the state on Easter Sunday. The declaration enables all state agencies to ramp up coordination of their emergency responses with the Mississippi Emergency Management Agency and enable them to fast-track coordination at all levels of government in Mississippi. Greg Michel is the Executive Director of MEMA. He tells MPB's Alexandra Watts the early damage assessments are extensive. MEMA's initial report confirms 11 weather-related deaths in 6 counties. An estimated 72,000 are without power and at least 100 people are currently displaced.The Governor has also issued a series of Executive Orders related to the state's COVID-19 response. He announced these new measures at a press conference on Friday. In total, the Governor has issued six new Executive Orders this month, beginning with the shelter-in-place order on April 1st. Segment 2:The Bonnet Carre spillway, which lies on the western edge of St. Charles Parish in Louisiana, was built, in part, as a response to the great 1927 flood that decimated the lower Mississippi. The 5.7 mile chain of locks, traditionally opened at a frequency of once every ten years, is now open for the third consecutive spring. As Secretary of State Michael Watson tells our Michael Guidry, it is causing geological and economic damage to the Mississippi Sound.Segment 3:Universities and Colleges in Mississippi have transitioned to online distance learning to continue educating students during the Coronavirus pandemic. But, for some, transitioning to online instruction has not been easy. After professors convert all their materials to online resources, some students still may not have access to it. Sade Turnipseed, Assistant Professor at Mississippi Valley State University, tells MPB's Kobee Vance half of her students don't have internet access.Andy Harper is an Instructional Assistant Professor at the University of Mississippi. He says the challenges for professors is figuring out how to transition their classes to an online platform. He also believes a healthy compromise is essential when determining how to issue grades. The legislature considers community college funding.Then, with the primaries approaching we hear from secretary of state Michael Watson regarding election security.And the latest Mason Dixon Mississippi poll breaks down how the two Democrat front runners match up against President Trump.Segment 1:Mississippi's 15 community and junior colleges are requesting $212 million from the legislature. That's 10 percent more than the current budget. Faculty at Mississippi community college say they haven't had a state-funded raise in 12 years. Marilyn Ford is with the state's faculty association for community and junior colleges. She tells MPB's Desare Frazier the current funding does not reflect the faculty workload. Democrat Gregory Holloway serves on the House Colleges and University committee. He says community colleges faculty salaries should reflect a midpoint between K-12 education and senior universities.Segment 2:Mississippi's primary elections are on March 10th. There are contested races for both parties in Mississippi's second and third congressional districts, and a packed Republican field in the Republican primary for Mississippi's fourth district. In the race for Senate, Republican Cindy Hyde Smith is uncontested, while three hopeful challengers are on the Democratic ballot. While the parties are responsible for primary elections, Secretary of State Michael Watson has been traveling throughout the state to help local officials prepare. He tells our Kobee Vance that aside from discussing protocol and procedures, his office is maintaining relationships with the FBI and DHS to ensure election security through the fall.Segment 3:The Democratic primary race for president is down to three active campaigns - Vice President Joe Biden, Vermont Senator Bernie Sanders, and Hawaii Congresswoman Tulsi Gabbard. Ahead of the March 10th voting day, Mason Dixon Polling and Strategy surveyed Mississippians' on potential general election match-ups between Republican incumbent Donald Trump, and the two front runners in the Democratic race. Brad Coker is with the Mason Dixon poll. He tells our Michael Guidry, no matter the outcome of the March 10th primary, the state is projected to remain firmly red. Severe weather is anticipated across the Magnolia State this weekend. We have the details about what to expect. Then, new state officers are sworn in, and the house passes its first bill of the session.And, the 2020 senate race is set. We hear from the candidates.Plus, more on prison reform.Segment 1:An outbreak of severe weather is expected Saturday morning as an intense line of severe thunderstorms moves through the area. We welcome the National Weather Service in Jackson to tell us more.Seven of Mississippi's eight statewide office holders have been officially sworn-in. Among them, Lynn Fitch, the first woman to serve as Attorney General. Secretary of State Michael Watson and Lt. Governor Delbert Hosemann were also among the seven Republicans beginning their terms in state office yesterday.The Mississippi House has voted to pay the full cost for this year's teacher pay raise. The $1,500-per-person raise was approved during the 2019 session. But, officials later discovered a bureaucratic error that resulted in too few teachers being counted as the state budget was written. The error meant that too little money was initially set aside for the budget year that started July 1. Rep. Richard Bennett from Harrison County led the floor debate. House Bill 1 will cover the shortfall of more than $18 million. The measure now moves to the Senate where it is expected to pass. Segment 2:When Mississippians head to to polls in November, they will see some familiar names on the ballot. Republican Cindy Hyde Smith will once again face Democrat challenger Mike Espy for a place in the U.S. Senate. Hyde Smith filed for re-election last week. During her filing ceremony, she touted the appointment of conservative judges among the list of accomplishments she is most proud of during her abbreviated term. When asked about impeachment, the Republican told MPB's Desare Frazier that fairness is what is needed most.Attorney Mike Espy filed his election papers this week. He tells our MPB's Kobee Vance that his campaign learned a lot from the last race and that his team is ready to narrow the gap.Segment 3:Mississippi's prison system is transferring 375 inmates to a private prison after recent eruptions of violence. The state corrections commissioner says the prison system doesn't have enough guards to safely keep the inmate in state custody. The state signed a contract with private prison operator CoreCivic of Nashville. The inmates are being shifted for at least 90 days from the Mississippi State Penitentiary at Parchman, where three people died and others were injured in violence last week. J.
