It is not just the history of slavery and colonization, culture of racial discrimination, structural Adjustment, debt and size and history that have affected Caribbean development and growth, but also the culture of corruption, inherited either from neo-capitalism or human nature or the result of those who are always in lack and dependency. Today's lecture at the Jamaica Theological Seminary in Caribbean Thought week 9, focuses on the Cost of Corruption. The topic is important as since recently there has been a recent rise in financial and white-collar crimes not just in Jamaica but int he world. What is corruption? "We define corruption as the abuse of entrusted power for private gain. To end corruption, we must first understand it. That's why we look at what causes corruption and what works against it. To end corruption, we advocate for power to be held accountable. Everywhere," (Transparency International Website, https://www.transparency.org/en/). The 2022 Corruption Perceptions Index (CPI) shows that most countries are failing to stop corruption. The CPI ranks 180 countries and territories around the world by their perceived levels of public sector corruption, scoring on a scale of 0 (highly corrupt) to 100 (very clean), (Ibid). What is Jamaica's CPI compared to other Caribbean Countries? JAMAICA Score 44/100 Rank 69/180 Score change 0 since 2021. Caribbean nations with the Best CPI/Rank: 65 - Barbados 29 and 64 -Bahamas 30. Caribbean Nations with the worse CPI/Rank: 171 - Hait 17, 166 - Dominica Rep. 20, 85 - Suriname 40, and 85 - Guyana 40, 77 - Trinidad and Tobago 42, and Jamaica. Recently, Janie McEwan submitted a Letter to the Gleaner, which was "Letter of the Day on January 18, 2023, defining White-Collar Crimes, from a sociological perspective, as a product of the societal and cultural norms that shape the behavior of individuals and organizations. Jamaica, like many developing countries, has a culture of corruption that is deeply ingrained in its society. Three students, Tyrese Harrison, Sanshia Hayles and Sasha-Gaye Robinson in a group submitted a brief essay on Corruption in Jamaica by reviewing the film "Cost of Corruption'' a 2011 documentary film by the National Integrity Agency (NIA) Hosted by Executive Producer, Prof. Trevor Monroe. We may blame Jamaica's stagnation on the Neoliberal Regime of the Washington Consensus, but Trevor Monroe agrees but also places blame on the Corrupt Politicians and leaders. In fact, The Jamaica Gleaner reported a story on "Crooked Politicians on UK Radar," reporting that the former UK Ambassador to Jamaica had found widespread levels of corruption within Jamaica within the Government. “The politicians are more interested in getting in and or staying in power, than they are in delivering on the promises that Jamaicans need”, (The cost of corruption, 2012). The documentary Cost of Corruption is one that highlights corruption at its highest in society. I understand from the students in my Caribbean Thought Class at the Jamaica Theological Seminary that twelve million dollars was stolen from Usain Bolt's account in a Jamaican Financial Institution; a case of the White-Collar Crimes. (Usain Bolt is the Jamaican-sprinting sensation who is a two-time world record holder at 100m and 200m distances/UsainBolt.com) A student from the class asked if the white-collar crimes occurring in Jamaica a result of colonization since we are studying Caribbean history, past present and exploring opportunities for the future. Therefore, as a class we reflected on this challenge in Jamaica and many Caribbean Countries in light of the broader issue colonization and the challenge of the Caribbean since decolonization and the presence of neoliberal globalization promoting neo-capitalistic attitudes of greed, nepotism and corruption. Below is a brief outline of the discussions which is part of a wider lecture on Conceptualizing the Caribbean Towards Developing a Caribbean Thought Academic Journal. REFLECTIONS AND RESPONSE TO A QUESTION FROM A STUDENT IN CARIBBEAN THOUGHT ON CURRENT BEHAVIOR AND COLONIAL PAST: Is the “White-Collar Crimes” [1] occurring in Jamaica where the rich are having their monies in banks stolen as a result of colonization? Many wealthy Jamaicans have seen hundreds of thousands of dollars leave their bank accounts, Usain Bolt lost $10, 000,000.00. Law Enforcement on the island is investigating but no one has been held responsible. This may seem to stem from a culture of corruption [2]. Yet, a student raised the issue in Caribbean Thought Class and asked, “does the behavior stem from Colonization?” Colonization meaning, the periods in the world's history where Europe and the created privileged White Race engineered and successfully completed a systematic take-over, domination and control of the parts of the world and peoples – in Africa and the Americas. This involved what Fanon had called the depersonalization of the colonized (systematically controlled) man and woman so as to project all things within a European or Anglo-Saxon white supremacist milieu. The question is provocative and provides for a deeper reflection within academic thought that considers human nature, practices and the ultimate. The concept of an open and equal internet for everyone, known as network (or net) neutrality, has been a topic of longstanding debate. But recently, it has been reported that South Korea and the European Union, in particular, are on the verge of striking down net neutrality, which is likely to cause other countries to revisit their stance on the issue. Former telecoms/ICT regulator, Embert Charles, and tech expert, Trevor Forrest, discuss whether Caribbean countries should adopt a similar stance to that which seems to be emerging in other jurisdictions. Devora Kestel is a senior global mental health policy expert with more than twenty-five years of international experience in Europe, the Caribbean and Latin America working on implementing and advising governments on national policies related to mental health systems. In 2000 she joined the WHO as a Mental Health Officer in post-war Kosovo and later served as WHO Representative in Albania. In both countries, she worked closely with the Ministries of Health to help establish comprehensive community-based mental health systems. In 2007 she joined the Pan American Health Organization (PAHO/WHO) where she first worked as the Mental Health Advisor for the Caribbean Countries, and then at the headquarters in Washington DC, providing technical cooperation in the mental health field to the entire region of the Americas. In 2015 she became the Unit Chief for Mental Health and Substance Abuse and since 2019 has been serving as WHO's Director of Mental Health and Substance Abuse. She speaks to us about outdated views of mental health issues and mental health reforms, her transition from clinical practice to public policy, strategies and tools to advocate for increased government investment in mental health, fighting against the stigmas associated with both mental health and substance abuse, the building back better approach, the bureaucratic challenges of working in UN agencies, country level vs regional level work, the presence of corporate lobbying in the sector, the importance of having a more inclusive global representation in initiatives, mental health as the shadow pandemic behind the coronavirus pandemic and much more. She joins us from Geneva, Switzerland.
