Wyden, Eshoo introduce $5bn online child abuse bill Senator Ron Wyden and California Representative Anna Eshoo introduced a bill on Wednesday to stop the alarming spread of child sexual abuse material online. The Invest in Child Safety Act aims to invest $5bn to quadruple the number of FBI investigators focused on online child abuse  and exploitation (from 30 to 120) and expand the capacity of state and local governments to investigate and prosecute the offenders and counsel the victims of online child abuse. The money would also help fund the National Center for Missing and Exploited Children, create a White House oversight office, and require tech companies to keep evidence of online abuse for at least 6 months instead of 3. This new effort comes amidst a broader effort by lawmakers to limit Section 230 of the Communications Decency Act which indemnifies tech companies for hosting content posted by third parties. California AG Becerra sues Uber and Lyft for misclassifying workers Invoking California Assembly Bill 5, which requires companies to treat workers as employees if they control how workers perform tasks of if the work is routine, California Attorney General Xavier Becerra and a coalition of city officials sued Uber and Lyft for misclassifying its workers as independent contractors. The bill took effect on January 1 but so far the companies have pushed back on compliance. The New York Times reports that Uber has even gone as far as saying they’re not required to pay their drivers as employees because technology is its core business, not ridesharing. The lawsuit also claims the companies’ noncompliance is harming other businesses who have begun implementing the law. Amazon VP resigns as company fires protesting workers Calling Amazon “chickenshit”, Tim Bray, a prominent Senior Engineer and VP at Amazon resigned “in dismay” in an open letter on his blog after the company fired employee organizers protesting the company’s treatment of warehouse workers during the COVID-19 pandemic. The workers went on strike, along with workers from Target, FedEx, Whole Foods, and Instacart, to protest their employers’ weak efforts to protect them from the virus. At Amazon specifically, at least 75 employees across half the company’s 110 warehouses, have fallen ill. Uber lays off 14 percent of workforce Uber announced plans to lay off some 14% of its workforce, or 3,700 employees, as demand for ridesharing has dropped during the coronavirus pandemic. Most of the layoffs will come from the CommOps and Recruiting teams. An internal memo suggested that more layoffs may be looming to as much as 20% of the current workforce, according to The Information. Airbnb has also announced plans to lay off approximately 25 percent of its workforce, or about 1,900 employees. Tumblr to remove posts that violate its hate speech policy Tumblr, founded in 2007, announced just the other day that it will remove all posts that violate its hate speech policy. Better late than never. “Researchers” at a Pennsylvania university claim to have solved the bias in AI problem Twitter dragged some so-called researchers at Harrisburg University in Pennsylvania after the university posted a link claiming they’d discovered a facial recognition method capable of detecting criminality with “80% accuracy and no racial bias”. One of researchers is a former NYPD police officer. The University pulled down the link. The paper will still be released but it’s doubtful to withstand scrutiny since many say 80% accuracy isn’t high enough for the technology to be considered bias-free.

Today, we remember Congressman Elijah E. Cummings, who died yesterday in Baltimore at the age of 68. From his early career as a lawyer known for his quiet diligence and generous mentoring, to his rise to the top ranks of the U.S. Congress, we reflect today on the legacy of a political giant. After 14 years as a Democratic delegate in the Maryland General Assembly, where he led the Legislative Black Caucus, the Baltimore native was elected to the U.S. House of Representatives in a 1996 special election to serve Maryland’s 7th district, encompassing Baltimore City and parts of Baltimore and Howard counties. When Democrats regained the majority in the House in the 2018 Congressional elections, Elijah Cummings assumed the chairmanship of the powerful Committee on Oversight and Government Reform, where he was a diligent watchdog of the Trump Administration and a leader in the House Impeachment inquiry. Joining Tom to share their thoughts about Elijah Cummings' life and work are Baltimore City Mayor Jack Young, civil rights icon and Congressman John Lewis (D.,Ga 5th), Representative Dutch Ruppersberger (D., Md 7th), and former Baltimore City Health Commissioner Dr. Leana Wen, as well as Mr. Cummings’ former law partner, Edward Smith, and veteran WBAL-TV reporter Jayne Miller.A wake and funeral for Elijah Cummings were announced today. The Baltimore Sun reported that they will take place next Friday, October 25, at The New Palmist Baptist Church, the same church where Mr. Cummings worshipped for nearly 40 years. The wake will begin at 8am, followed by a funeral at 10am. Bishop Walter S. Thomas, Sr., the church's pastor, will deliver the eulogy in the 4,000-seat sanctuary.

US Vice President Mike Pence announced Thursday that after hours of negotiations with Turkish officials, Turkey has agreed to suspend its incursion into northern Syria. Ankara will suspend military operations for 120 hours while Kurdish YPG forces withdraw from the proposed Turkish “safe zone” in the northeast. Pence said that after the Kurdish forces withdraw, Turkey will completely halt all operations.Congressman Elijah E. Cummings (D-MD), who gained national attention for his principled stands on politically charged issues in the House of Representatives, his calming effect on the anti-police uprising in Baltimore and his forceful opposition to the presidency of Donald Trump, died October 17 at a hospice center in Baltimore. He was 68. Congressman Cummings was principled, dedicated, focused and consistent.UK Prime Minister Boris Johnson's hopes of leading Britain out of the EU on October 31 are hanging in the balance Thursday, even after he secured a Brexit deal in Brussels. His deal still faces the threat that it could be killed in the House of Commons within 48 hours. The Democratic Unionist Party said it would oppose the deal, as relations between the Northern Ireland party and Johnson remain fractious. This falls into the category of when is a deal not a deal?General Motors negotiators and the United Auto Workers (UAW) union have reached a tentative deal to end a 31-day strike by nearly 50,000 workers. The proposed agreement needs the approval of both union leadership and the rank-and-file union members at GM before it can take effect. Over the weekend, US President Donald Trump called Baltimore, Maryland, “a disgusting, rat and rodent-infested mess.” He blamed it on Rep. Elijah E. Cummings (D-MD), who is black and is the congressional representative for the city's district, and claimed on Sunday that the lawmaker himself is “racist.” He went on to Tweet, "Why is so much money sent to the Elijah Cummings' district when it is considered the worst run and most dangerous anywhere in the United States? No human being would want to live there. Where is all this money going? How much is stolen? Investigate this corrupt mess immediately!" I need some help with all of this. I think responding to these tweets is nothing but a distraction, and every minute that we spend discussing these ignorant, racist rants is a minute that we are not discussing what really matters: wealth disparity, Trump's inability to bring manufacturing jobs back to the Midwest, health care, the war in Yemen and more. Follow Trump down this rat hole at your peril.The US Federal Reserve this week will most likely cut interest rates for the first time since 2008, when the economy was mired in a deep recession, as the central bank tries to keep a record economic expansion from petering out. Is a rate cut at this moment in the cycle sending a signal? Is the current economy as good as it is going to get?By the time the CIA delivered Khalid Shaikh Mohammed to the military prison at Guantánamo Bay, Cuba, in 2006, it had already extracted confessions from him through interrogations that included waterboarding, rectal abuse, sleep deprivation and other forms of torture. But none of what Mohammed said during his three and a half years in secret CIA prisons could be used in the military commission trial he would face on charges that he was the architect of the September 11, 2001, terrorist attacks. So within months of his arrival at Guantánamo Bay, the Bush administration had FBI agents question him and other al-Qaeda suspects to obtain fresh, ostensibly lawful confessions. Prosecutors called the new interrogators “clean teams.” Now defense lawyers in the September 11 case — which has been stuck in pretrial hearings since 2012 and will not go to trial before next year — are stepping up their arguments that those teams were not so clean after all.Trump announced on Twitter Sunday that he will nominate Rep. John Ratcliffe (R-TX) to replace Dan Coats as director of National Intelligence, confirming Axios' earlier reporting that Ratcliffe was favored for the job.
