Interrogée au Parlement, la Première ministre adjointe et ministre de l'Égalité des genres et du Bien-être de la famille, Arianne Navarre-Marie, a mis en avant plusieurs dispositifs destinés aux adolescentes enceintes et aux jeunes mères, notamment le Drop-In Centre de Port-Louis, géré par la Mauritius Family Planning and Welfare Association (MFPWA). Malgré ces initiatives, les chiffres restent préoccupants : 263 grossesses chez des adolescentes ont été recensées l'année dernière et, entre janvier et avril de cette année, 74 grossesses ont déjà été enregistrées parmi les jeunes victimes d'abus signalés. “Two people per parking space” is one of those default fire engineering inputs that we are very used to place into a model without really thinking much of it. But it is one of those defaults that show a huge richness once you dig deeper. Are all parking spaces taken? Are people in their cars? What are they doing? How long have they been there concurrently... We take that simple rule and pull on the thread until it turns into a full conversation about evidence, uncertainty, and what “credible maximum” should mean when you are designing for real-world risk.Dr Mike Spearpoint from the OFR joins me to explain how occupant load values end up in codes, why they are so hard to interpret, and why “maximum possible” can push designs into unrealistic corners. Then we get practical: we build a static, risk-based method for car park occupant load using distributions for car park utilisation and people per vehicle, run it through Monte Carlo simulation, and talk about selecting percentiles like the 95th or 99th for design. If you work with evacuation analysis, performance-based fire engineering, or fire safety assessment, this is the kind of reasoning you can reuse anywhere.In his consideration, Mike reaches something he calls the dynamic model: people are only briefly “in the car park” as they park, unload, walk to the destination, and leave. Because published data on “around-the-car” activity time is scarce, Mike measures it directly using public CCTV observations and turns it into a usable distribution. Why did he do this? The first two years of the 1970s seems to have been a slow period for UFO reports in the U.S. if the 1970 and 1971 UFO Chronology hosted on the National Investigations Committee on Aerial Phenomena website is any indication, with the 1970 chronology consisting of 5 pages, and the 1971 consisting of 8 pages. As a comparison, the 1966 chronology page count is 35 and the 1967 count is a massive 85. This might have been expected after the release of the Condon Report and the termination of Blue Book. There is a comment to this effect in the 1971 chronology: “An apparent lull in sighting reports may be the result of the closing of Project Blue Book and the media coverage of this for several years, and may not reflect the actual situation.” By 1973, things would pick up in the U.S. in a big way (35 pages in that chronology) with high-strangeness cases dominating the headlines. However, there seems to have been a head start on this in other parts of the world and the Aerial Phenomena Research Organization had people in place to investigate and report. Read more →Support the Show & Stay Connected!
