The Federal Government says it had recovered over N120bn from the proceeds of crime following the implementation of the Proceeds of Crime (Recovery and Management) Act, 2022. It says the fund would be deployed for the construction of major highways, adding that the administration's fight against corruption was very much on track. The Minister of Information and Culture, Lai Mohammed, disclosed this at the 8th edition of the ‘PMB Administration Scorecard Series (2015-2023)', where the Minister of Environment made a presentation on achievements by the environment ministry.
The country's Ministry of Foreign Affairs and Regional Integration says Ghana is not aware of any threat targeted at its nationals living in Nigeria's Federal Capital Territory in Abuja. The Ghanaian ministry also disowned a security update advising against non-essential trips to Abuja. The United States and the United Kingdom had in October warned of possible terror attacks in Abuja, especially at government buildings, places of worship, schools and other centers where large crowds gather. Both countries also commenced the evacuation of their citizens from the Nigerian political capital. Nigerian Minister of Information and Culture, Lai Mohammed however dismissed the terror alerts, saying the government won't be stampeded and that Nigeria is safer than in May 2015 when President Muhammadu Buhari came into office.

The Federal Executive Council has approved the sum of N17.4 billion for the provision of broadband infrastructure for micro, small and medium enterprises as well as tertiary and higher learning institutions across the six geo-political zones. This will come in the form of a supply of IT communications equipment and furniture for communication centers in the nation's six geo-political zones by the Ministry of Communications and Digital Economy. The Minister of Information and Culture, Lai Mohammed added that N660.422 million was also approved for the procurement of operational vehicles for the Federal Road Safety Corps.
The Federal government approved N29.083bn for projects in the Ministry of Works and Housing and Mines and Steel Development. The Minister of Information and Culture, Lai Mohammed says N27.23bn and N1.85bn were approved to rehabilitate the 30km Idoani-Otuo Road and construct a 27km retaining wall for the Ebonyi Salt Lakes, respectively. He explained that the 27km retaining wall would contain the loss of raw salt from the salt lakes in Ebonyi State, saving at least $88m spent yearly on salt importation. Minister of Mines and Steel Development, Olamilekan Adegbite, says it would be funded directly by the Presidency adding that the project would not only save the country millions of dollars in foreign exchange but also bridge the local salt demand gap.
The Minister of Information, Lai Mohammed asked Google to block terrorist organisations from YouTube. The Minister says Google must look into how to tackle the use of private and unlisted YouTube channels and YouTube live streams by proscribed groups and terrorist organizations. Mohammed noted that Google is a platform of choice for IPOB, a proscribed terrorist group, and implored the tech giant to deny IPOB the use of its platform for its acts of violence and destabilization. He says Nigerians are among the most vibrant social media users in the world, with over 100 million Internet users in the country, and internet platforms.
Minister of Information and Culture, Lai Mohammed, says the BBC and Daily Trust will face consequences for glorifying terrorism in their reporting. Mr Mohammed says the BBC and Daily Trust have recently published documentaries containing interviews with bandit warlords adding that such reporting gives legitimacy to terrorism. He says the Nigerian Broadcasting Commission are also aware of these incidents and are looking at which part of the broadcasting codes have been violated by both the BBC and the Daily Trust.

A Nigerian lawyer, human rights advocate, Pelumi Olajengbesi, says there is nothing to rejoice over on the lifting on suspension placed on micro-blogging site Twitter by the Federal Government.According to the lawyer, Twitter is beyond a social media platform but a money-making avenue for Nigerian youths who eke a living through content creating and sharing on the platform.“Local digital communications firms and ingenuous Nigerian youths earn a living from the use of Twitter to post communications on behalf of their clients. Others who may not afford physical stores also rely on Twitter to give visibility to their products and services.“But hundreds of youths lost this means of livelihood to the unjustifiable suspension of Twitter by the Federal Government in the last seven months,” Olajengbesi said in a statement on Thursday just as the administration of President Muhammadu Buhari announced that it has lifted suspension on Twitter.Recall that the Buhari government suspended Twitter operations in Nigeria on June 4, 2021, after the micro-blogging platform deleted a controversial civil war post by the President. Minister of Information and Culture, Lai Mohammed, had “persistent use of the platform for activities that are capable of undermining Nigeria's corporate existence”.According to the NetBlocks Cost of Shutdown Tool, Nigeria's economy lost N104.02m ($250,600) every hour to the ban on Twitter as of December 2021. That is over N500bn lost within seven months whilst the suspension lasted.Olajengbesi, who is the Managing Partner of Law Corridor in Abuja, therefore said, “The Federal Government should pay Nigerian youths and business owners who lost means of livelihood due to the seven-month suspension of Twitter in the country.“The wastage is needless and the decision of the government is totally counterproductive. With Nigeria's unemployment rate almost hitting 40 per cent, a government who cannot provide jobs for millions of employable youths yet cut off their means of livelihood is far from working in the interest of the citizens.“The Buhari government must learn how to live with Nigerians and not adopt punitive measures as a tool of vengeance to inflict pain on Nigerians and violate the fundamental human rights of citizens.”

He also described the report circulating online as fake.His comments come a week after the judicial panel probing allegations of police brutality in Lagos State submitted its findings to Governor Babajide Sanwo-Olu.One of the reports was on claims of police brutality while the other was on the shooting in the Lekki area of Lagos State on October 20, 2020, said to have killed and injured several protesters. The minister emphatically, said: “We reject the notion that our soldiers and policemen massacred innocent Nigerians at the Lekki Tollgate”.He also demanded relatives of the victims to come forward with evidence, saying that “any parent who is afraid to testify about the death of his or her child is not worthy to be called a parent".Below is the full text of his speech.TEXT OF THE PRESS CONFERENCE ADDRESSED BY THE HON. MINISTER OFINFORMATION AND CULTURE, ALHAJI LAI MOHAMMED, IN ABUJA ON TUESDAY NOV. 23RD 2021 ON THE REPORT OF THE LAGOS STATE JUDICIAL PANEL OF INQUIRY AND RESTITUTION TO INVESTIGATE CASES OF POLICE BRUTALITY AND THE INCIDENT OF OCT. 20TH 2020 AT LEKKI TOLL GATEGood morning gentlemen,2. It's no longer news that the Lagos State Judicial Panel of Inquiry that investigated cases of police brutality as well as the incident of Oct. 20th, 2020, at Lekki Toll Gate in Lagos has submitted its report. The submission happened whileI was out of the country on national assignment. Unlike many commentators and analysts, we took our time to read and digest the report, and we are now well placed to respond.3. Without mincing words, let me say that never in the history of any Judicial Panel in this country has its report been riddled with so many errors, inconsistencies, discrepancies, speculations, innuendoes, omissions and conclusions that are not supported by evidence. What is circulating in public space is simply a rehash of the unverified fake news that has been playing on social media since the incident of Oct.20th 2020. It is simply incredible that a Judicial Panel set up to investigate an incident has submitted a report laden with allegations, the same allegations it was set up to investigate in the first instance. Instead of sitting for all of one year, the panel could have just compiled social media ‘tales by the moonlight' on the incident and submitted, saving taxpayers' funds and everyone's time. That report is nothing but the triumph of fake news and the intimidation of a silent majority by a vociferous lynch mob.4. Gentlemen, we have read some critical analysis of the report by a courageous few. One commentator, a lawyer, said it raised more questions than answers. Another commentator, a journalist, called it a ‘disgraceful report by a disgraceful panel', saying it reported allegations instead of investigating the allegations. Yet another wondered how a Judicial Panel could use the words ‘massacre in context' and equate such to a massacre. All these and many more have raised valid questions on that report. We salute their courage and refusal to be cowed by the rampaging lynch mob that has been screaming blue murder since the report was released.5. We do not intend to bore you by rehashing details of the discrepancies, innuendoes, inconsistencies and errors in that report. They are already in the public space. Let us, however, point out some key highlights of such discrepancies, errors, omissions, etc.i) – The report threw away the testimony of ballistic experts who testified before it. The experts said, inter alia, in their testimony:”The Team finds that from the medical data examined, including thetimeline of arrival at medical facility and the nature of the injuriessustained by the Victims, who were taken to the 5 medical facilities,that no military grade live ammunition (high-velocity) was fired atthe protesters at Lekki Tollgate on 20th October 2020, within thetimeframe of reference (18.30- 20.34hrs). That the GSW (Gun ShotWounds) injuries (4 in number between 19:05 and 19:45 hrs), which wereexamined by the Team, can be safely identified as being discharged byeither low velocity caliber and/or artisanal/12-gauge firearms(artisanal firearms are locally-fabricated weapons). What is howevercertain is that had the military personnel deliberately fired militarygrade live ammunition directly at the protesters; there would havebeen significantly more fatalities and catastrophic injuriesrecorded. This was clearly not the case.''i) – The same panel that said it deemed as credible the evidence of the Forensic Pathologist, Prof. John Obafunwa, that only three of the bodies on which post mortem were conducted were from Lekki and only one had gunshot injury went on to contradict itself by saying nine persons died of gunshot wounds at Lekki!iii) – The man whose evidence (that he counted 11 bodies in a military van where he was left for dead before he escaped) was found to be crucial by the panel never testified in person. Rather, the video of his ‘testimony' was played by someone else. It did not occur to the panel to query the veracity of the testimony of a man who said he was shot and presumed dead but still had time to count dead bodies inside a supposedly dark van at night!iv) – The panel said trucks with brushes underneath were brought to the Lekki Toll Gate in the morning of Oct. 21 2020 to clean up bloodstains and other evidence, but still found bullet casings at the same site when it visited on Oct. 30th 2020. It said soldiers picked up bullet casings from Lekki Toll Gate on the night of Oct. 20th 2020, yet claimed that policemen came to the same spot to pick the same bullet casings on Oct. 21st 2020!v) – The panel was silent on the family members of those reportedly killed, merely insinuating they were afraid to testify. Even goats have owners who will look for them if they do not return home, not to talk of human beings. Where are the family members of those who were reportedly killed at Lekki Toll Gate? If the panel is recommending compensation for the families, what are their identities and addresses? Who will receive the compensations when no family members have shown up to date?vi) – How did a man who reported seeing the lifeless body of his brother himself ended up being on the list of the panel's deceased persons?vii) – How can a Judicial Panel convince anyone that the names of some casualties of the Lekki Toll Gate incident listed as numbers 3 (Jide), 42 (Tola) and 43 (Wisdom) are not fictitious names.viii) – Why did the Judicial Panel feel compelled to concoct a ”massacre in context” as a euphemism for ”massacre”? A massacre is a massacre. What is ”massacre in context?”x) – The report never mentioned cases of police personnel who were brutally murdered or the massive destruction of police stations, vehicles, e.t c during the Endsars protest. Does this mean that the panel didn't consider policemen and women as human beings?x) – The report didn't make any recommendation on the innocent people whose businesses were attacked and destroyed during the protest in Lagos. I think it was too busy looking for evidence to support its conclusion of ‘massacre in context'.6. It is clear, from the ongoing, that the report of the panel in circulation cannot be relied upon because its authenticity is in doubt. Besides, the Lagos State Government, being the convening authority, has yet to release any official report to the public.Neither has the panel done so. The cowardly leakage of an unsigned report to the public is not enough. Assuming the report in circulation bears any iota of genuineness, it is basic knowledge that the report of such a panel is of no force until the convening authority issues a White Paper and Gazette on it. It is therefore too premature for any person or entity to seek to castigate the Federal Government and its agencies or officials based on such an unofficial and unvalidated report.7. CNN AND OTHERSThe CNN has been celebrating the leaked report of the Lagos State Judicial Panel of Inquiry. In its rush to claim vindication, CNN apparently didn't even read the report before rolling out the drums in celebration. By that action, CNN has celebrated prematurely and has now committed a double faux pas: First, by relying on unverified social media stories and videos to carry out an investigation of the Oct. 20th 2020 incident at Lekki, where it did not have a correspondent on ground.CNN goofed in its report on the findings of the panel, which fell below the main standards of journalism. Secondly, CNN rushed to the air to celebrate an unsigned and unverified report that is riddled with inconsistencies, errors, discrepancies, innuendoes. That's double faux pas by a news organization that is eager and willing to compromise standards just to claim vindication.8. Sadly, a section of the Nigerian media has also joined the lynch mob. Honestly, in an attempt to vilify government at all costs, they have done themselves a great disservice. How can any news organization worth its salt write an Editorial validating this kind of report? Are they not seeing what others, including journalists and lawyers, are seeing? In a shocking twist, a Nigerian newspaper chose to hail what it calls ‘'detailed investigative report'' by CNN, even when the news channel did not even cover the incident of Oct. 20th 2020! It's a classic case of cutting your nose to spite your face.9 CONCLUSIONSi) – Gentlemen, there is absolutely nothing in the report that is circulating to make us change our stand that there was no massacre at Lekki on Oct. 20th 2020. The Federal Government has said it will lift its ban on Twitter, in a matter of days. Minister of information and culture, Lai Mohammed announced this on Wednesday after the Federal Executive Council meeting chaired by the Vice President, Professor Yemi Osinbajo.Mr. Mohammed disclosed that the status of the conversation with the microblogging site has reached an amicable stage, with agreements reached in all areas except three. The remaining three unresolved areas, according to him, are simply a matter of ‘when and not ‘if' there would be an implementation of conditions discussed.One of the pending issues according to the minister is in relation to the condition that Twitter establishes a legal presence in Nigeria, registered as a Nigerian company with an office address and an employee to serve as a country representative in the country. The Federal Government suspended Twitter's operations in June after the social media platform deleted a tweet by President Muhammadu Buhari for breaching the site's rules.
The Federal Government has approved the extension of the deadline for the National Identification Number - SIM data verification to October 31.They said the decision to extend the deadline was made following a request by stakeholders to accommodate registration in hard-to-reach remote areas, foreigners and diplomatic missions, diaspora and address low enrolments in schools and hospitals, as evidenced by enrolment statistics.It also followed a review of the progress of the exercise which indicated significant progress hence the need to consolidate the gains of the enrolment and NIN-SIM verification process across the country.They added that there are over 5,500 enrolment systems within and outside the country and this would significantly ease the NIN enrolment process and subsequent linkage of NIN to SIM.Socio-Economic Rights Group Sues President Over Gag Order On Reporting Of Terrorist AttacksThe Socio-Economic Rights and AccountabilityProject and the Centre for Journalism Innovation and Development have filed a lawsuit against President Muhammadu Buhari and the Minister of Information and Culture, Mr Lai Mohammed, over the order to stop journalists and broadcast stations from reporting details of terrorist attacks and victims.They are also seeking an order to compel and direct the NBC and Mr Lai Muhammed to withdraw the directive asking journalists and broadcast stations to stop reporting details on terrorist attacks and victims, as the directive is unlawful and inconsistent with the Nigerian Constitution of 1999 and the country's international human rights obligations.Nigerians Spent N2.07tn on Petrol in 12 MonthsThe Nigerian National Petroleum Corporation has revealed that it sold a total of N2.106 trillion of refined products to Nigerians between February 2020 and February 2021, with petrol taking a huge chunk of N2.070 trillion of the entire sales.The corporation also disclosed that in terms of quantity, 17.215 billion litres of fuel, accounting for 99.37 of total refined products were imported during the period under review.The NNPC noted that N188.15 billion was made on the sale of white products in the month of February 2021, lower than N190.72 billion sales recorded in January 2021.The NNPC stated that 1.414 billion litres of white products were sold and distributed, compared with 1.436.40 billion litres in the month of January 2021.The national oil company says this comprised 1.414 billion litres of petrol and 0.17 billion litres of diesel, consumed by Nigerians during the period.Okonjo-Iweala Decries Low Rate of COVID-19 Vaccination in NigeriaDirector-General of the World Trade Organisation, Dr Ngozi Okonjo-Iweala, has lamented the low rate of COVID-19 vaccination in Nigeria and Africa, in general. Okonjo-Iweala says to fill the wide immunisation gap, WTO was ramping up vaccines' production, with a target of 11 billion doses by the end of this year, way beyond the present output level of 3.8 billion.Okonjo-Iweala says the production of the vaccine volume had been increasing, with the figure in June growing by 1.1 billion, representing a 45 per cent increase from May production.She however says most doses end up in the developed countries and the vaccine inequity continues and vaccines producers need to change the story.Tunisian President Suspends ParliamentTunisian President Kais Saied announced the suspension of the country's parliament and the dismissal of Prime Minister Hichem Mechichi following a day of protests against the ruling party.He says the constitution does not allow for the dissolution of parliament, but it does allow for its work to be suspended citing Article 80 which permits such a measure in case of imminent danger.Saved says he would take over executive power with the help of a government headed by a new chief appointed by the president himself.He also said that the immunity would be lifted for parliamentary deputies.South Africa Eases Covid RestrictionsSouth Africa has eased some Covid restrictions after President Cyril Ramaphosa said the country had largely passed the peak of its third wave of the pandemic.A night-time curfew and mandatory face mask-wearing remain in force, but Mr Ramaphosa is lifting the weekday ban on alcohol sales and is allowing people to move between provinces.Schools will also be allowed to reopen on Monday.Mr Ramaphosa says overall infections were down 20% from the previous week, though the figures are still rising in three provinces.Ethiopian Region Calls For Citizen MobilizationThe president of Ethiopia's Amhara region has called on all residents holding arms to mobilise against rebels from neighbouring Tigray.He says from Monday all people of age who are armed either at a governmental or private level will be mobilised for a survival campaign.The call to arms from Mr Agegnehu follows a similar statement on Friday by the leader of Ethiopia's Afar region, leading to fears that the eight-month-long conflict in Tigray could spread.A spokesman for Tigrayan rebels has vowed they will liberate every square inch of Tigray, which includes disputed areas that have been occupied by Amhara forces since the beginning of the war.Tanzania Receives 1m Covid VaccinesTanzania has received more than one million doses of the Johnson and Johnson coronavirus vaccine.The single-dose vaccine will be offered free of charge in all government hospitals.The country will also offer the jab to those planning to travel abroad - at a cost.The semi-autonomous Tanzanian islands of Zanzibar began a vaccination campaign about two weeks ago using China's Sinovac vaccine.No data has been shared on how many people have so far been vaccinated there. It is also unclear how many doses the authorities received from the Chinese government.

The Federal Government is concerned about Nigeria’s security challenges and doing all it can to restore peace in every part of the country.Lai Mohammed, the Minister of Information and Culture, called on the Nigerian Institute of Public Relations as a stakeholder on national issues, to speak out against those fanning the embers of disunity and discord in Nigeria.Mohammed welcomed the NIPR’s offer to make available its platform for a national engagement on national unity, peace and security, saying it falls into the template of the town hall meetings on topical issues which have been institutionalised by the Federal Government.

This is according to the Minister of Information and Culture, Lai Mohammed, who said this on Tuesday during a press conference in Lagos.He also proclaimed the attention of President Muhammadu Buhari's administration in tackling the menace of insurgency, banditry and other security threats across the country. “The Honourable Attorney-General of the Federation and Minister of Justice has announced that the Federal Government is set to prosecute 400 suspects arrested for allegedly funding terrorism,” he said.“This is unprecedented and its a testament to the government's determination to decisively tackle terrorism and other violent crimes.” The Minister also appealed to Nigerians to support security agencies, who face the added task of having to watch their backs while working to protect others. Mohammed also described attacks on security formations as a declaration of war against the country, condemning the assault on security operatives.He added, “While the government continues with these efforts to restore peace and security continues, I want to appeal to all of us to play our part in lowering the palpable tension in the polity as a result of the security challenges. The first step is to tone down the rhetoric.
The Minister of Information and Culture, Lai Mohammed has rejected the calls for secession, saying that more effort is needed to break Nigeria than to fix it.The Minister says the nation’s strength lies in its diversity and the agitation for political restructuring is okay.He says Nigerians would need more energy to break Nigeria than to fix it. As a matter of fact, the strength of Nigeria is its diversity. So everybody agreed that secession is not an option.”He also backed several calls for the creation of state police and called on the National Assembly and the States House of Assemblies to collaborate to enable it to happen.

Here, every member is expected to be an AP, meaning you have right to speak out anytime a member is in violation of our written law. But do members care? No. If they did, they would not be silent each time they see a member treating any aspect of our laws with impunity. As said severally, if spiritual feature that carries a title with your byline attached, there is no problem. But when you are forwarding unbylined religious tracts others may find offensive, then we have problems. People who truly believe in constitution as sacrosanct document would speak out to tell you STOP. When you keep violating and nothing happens, that means we have lost control. It means a member is acting superior than the rest of the honorable members of the assembly. The Minister of Information, Lai Mohammed says Twitter chose Ghana as the headquarters for its African operations, due to the unpatriotism of Nigerians. Mr Mohammed says the tech giants chose Accra over Nigeria because the nation’s West African neighbours are champions of democracy and abide by the rule of law.He says the reasons cited by Twitter for citing the headquarters in Accra, Ghana is that Accra is a champion of democracy and there is rule of law in the country, among other reasons. He says this is what happens when the country is de-market.He further blamed the media for championing the course of devaluing Nigeria by fervently putting out negative reports and painting the country as hell on earth.

The Federal Government warned those planning a fresh protest at Lekki Toll Gate to shelve their plans as violent protests will not be tolerated.The Minister of Information, Lai Mohammed, who gave the warning while addressing journalists in Abuja, says every Nigerian has the freedom to protest but violence in the name of protests will not be condoned.Mohammed says based on Intelligence there are high chances that the protest which is planned to take place on February 13, 2021, at the Lekki Toll Gate will be hijacked by hoodlums.He also noted that the government is watching the roles being played by social media platforms on the planned protest and that security agencies have been placed on red alert to stop the violence.
The Minister of Information and Culture in Nigeria has disclosed that bandits and criminal fundamentalists are more willing to listen to religious leaders as mediators than the government.El Hadji Lai Mohammed said on Friday that renowned Islamic Scholar, Sheikh Abubakar Mahmoud Gumi was in order when he met ,earlier in the week, with a group of fighting men in Zamfara State .He said “It is not unusual for a respected cleric to have the confidence of (approaching) outlaws or bandits,” the minister said on Friday during TVC's ‘This Morning' show.He added: “As a matter of fact, they are probably ready to listen to him more than they are ready to listen to the government. They are probably ready to believe him more.“So, it is not unusual for him to act as a bridge between government and the outlaws in an attempt to find solution.Gumi had visited camps of the bandits in the forests of Zamfara State to dialogue with them.His words: “Let there be peace; you all have a legitimate concern and grievances, and I believe that since the Niger Delta armed militants were integrated by the Federal Government and are even in the business of pipelines protection, the Federal Government should immediately look into how something like that will be done to the Fulani to provide them with reasonable means of livelihood including jobs, working capitals, entrepreneurship training, building clinic and schooling,” Sheikh Gumi had told the bandits during the visits.Gumi said that from what he had seen and heard from the gunmen they appeared to him as insurgents more than bandits.The outspoken cleric later visited Governor Bello Matawalle to brief him on his mission.
Since 2015, Nigerians have been hearing from the government that Boko Haram has “technically” been defeated.
