El Senado aprobó ayer por unanimidad el proyecto para articular políticas en primera infancia, infancia y adolescencia impulsado por la diputada del Frente Amplio, Cristina Lustemberg. Ahora la iniciativa debe volver a la Cámara de Representantes ya que fue modificada en la cámara alta. El proyecto se trató en esta instancia con carácter de “grave y urgente”, con la intención de que completar su trámite parlamentario antes del 15 de este mes, cuando el Poder Legislativo entra en receso como ocurre en todos los años de elecciones nacionales. El oficialismo introdujo modificaciones al artículo 20 del texto original que derogaba las “disposiciones legales que directa o indirectamente se opongan a las estipuladas” en esta iniciativa. En el nuevo artículo se estableció que el proyecto “no podrá interpretarse como derogatorio del referido Programa de Atención Integral a la Primera Infancia ni del Fondo Infancia, debiendo armonizarse ambas legislaciones en su aplicación”. El objetivo de este ajuste era preservar estos dos programas que empezaron en esta administración. El proyecto crea varios mecanismos para coordinar, planificar y hacer seguimiento a la inversión en primera infancia, infancia y adolescencia. Durante el debate, la senadora frenteamplista Sandra Lazo explicó los objetivos del proyecto. Laso sostuvo que las acciones y programas existentes hoy se “superponen y tienen un alcance limitado” y que el reordenamiento de diseño que plantea el texto “trata de poder llegar a quienes hoy no estamos llegando”. La vicepresidenta Beatriz Argimón, que participó del debate, pidió no “partidizar” temas como el de la primera infancia. Además, destacó que en la Rendición de Cuentas de 2021 se aprobó una partida de 50 millones de dólares para la primera infancia. Argimón remarcó que el Estado viene coordinando políticas en primera infancia pero “los cambios institucionales demoran”. “Institucionalmente es indispensable pensar que se precisa una coordinación. Pero“decir que con esto se van a terminar muchas cosas es no saber lo que implica el funcionamiento del Estado en lo macro”.
