OFAC doubled the base penalty of $525,000 explicitly to promote future compliance by similarly situated companies, signaling strong disapproval of “middleman” structures. The case also involved unpaid invoices that became an impermissible extension of credit to a sanctioned entity, highlighting the need for rigorous contract and payment-term review beyond basic sanctions screening and for dedicated sanctions expertise. On Friday morning, customers of Sberbank — Russia's biggest bank — began reporting failures in payments, transfers, app access, QR-code transactions, and even ATM withdrawals. Other major lenders, including VTB and T-Bank, were also hit by outage reports. Shops and petrol stations switched to cash-only. Moscow metro turnstiles opened for free because payment systems failed. Even a zoo in Belgorod told visitors to bring cash. In a metropolitan area of roughly 22 million people, that is not a glitch. That is a stress test of the everyday state.The official line was narrow and evasive. Russia's National Payment Card System — the NSPK, the backbone behind the fast-payments network — said there had been a “technical failure at one of the banks” and insisted people's funds were safe. Sberbank later said the problem had been resolved, without saying what caused it. At the time of reporting, there was no public proof of a cyberattack, and no official evidence of a systemic bank run or immediate insolvency event. O julgamento de dois cidadãos russos - o consultor político Igor Ratchin e o tradutor Lakshtanov - foi adiado para 14 de Abril. Eles foram detidos em Agosto do ano passado, durante a manifestação dos taxistas em Angola, e são acusados de incitar protestos antigovernamentais, conduzir uma campanha de desinformação e tentar interferir nas eleições presidenciais do próximo ano. O presidente da Associação Justiça, Paz e Democracia de Angola, Serra Bango, alerta que o processo ocorre num momento particularmente sensível, após os tumultos de Julho, sublinhando que “é preciso que a acusação apresente provas concretas e não meras especulações”. Que acusações são feitas aos dois cidadãos russos? Estes dois cidadãos russos estariam a praticar actos que poderiam ser considerados como actos de subversão. Ou seja, dizia-se que pretendiam criar uma associação cultural para influenciar cidadãos. Iam recrutando jornalistas, e essa associação cultural funcionaria como uma “figura aparente” que encobria as reais intenções dos cidadãos russos. O consultor político Igor Ratchin e o tradutor Lakshtanov são acusados de terrorismo, espionagem e tráfico de influência... Exactamente. Portanto, a leitura que se faz, a ligação que se estabelece, é semelhante ao que se passou no Níger e no Burkina Faso. Esta é a leitura que o Governo fez e é a informação que pretendeu passar. Os advogados de acusação dizem que os russos agiram em nome da “África Politology”, uma rede obscura de agentes e oficiais dos serviços de informação em África, originária do extinto grupo Wagner, cujo fundador, Yevgeny Prigojine, morreu em 2023, num acidente de viação. No entanto, a defesa russa afirma não ter qualquer ligação à “África”, nem ao grupo Wagner, nem estar a agir em nome do Estado russo. Até que ponto estas alegações de ligação à “África Politology” e ao grupo Wagner têm fundamento? Provavelmente, isso será discutido em sede própria. A acusação deverá apresentar elementos de prova sobre estes factos, mas terão de ser provas irrefutáveis, concretas, claras e precisas, não meras especulações. Para além dos russos, há também dois angolanos a serem julgados. Trata-se do jornalista da TPA, Amor Carlos Tomé, e do activista político Francisco Oliveira. Quais são as acusações que são feitas aos dois angolanos? As acusações indicam que estavam ligados e facilitavam os contactos. Eram como que a “ponta de lança” dos russos. Mas está claro que é preciso situarmo-nos para sabermos em que fase e em que momento surge este processo. Isto surge na sequência dos acontecimentos que ocorreram nos dias 28, 29 e 30 de Julho. As manifestações dos taxistas… A paralisação dos taxistas e os tumultos que ocorreram no ano passado. A presença desses cidadãos russos criou um quadro de opinião favorável à opinião pública internacional e fez passar a ideia de que, de facto, aqueles cidadãos russos tinham essa pretensão. E que aquele movimento estaria ligado a essa pretensão da “África Politology”. Portanto, o contexto é este. E isto fez com que se desviasse a atenção do real problema para esta situação dos russos. O Presidente angolano, João Lourenço, tem-se aproximado do Ocidente. Já não se reúne com o homólogo russo, Vladimir Putin, desde 2019. A empresa mineira russa de diamantes e o banco VTB foram obrigados a abandonar Angola devido às sanções internacionais impostas com a guerra na Ucrânia.Há aqui uma preocupação da Rússia com o rumo que Angola está a tomar sob o governo de João Lourenço? O Governo angolano foi apanhado neste vendaval de disputas entre as duas grandes potências [EUA e Rússia] e procurou colocar-se do lado aparentemente mais forte, do ponto de vista económico, para evitar outros males. Como vimos, a administração americana usou o seu poder económico para condicionar todos aqueles que não se identificassem com as suas pretensões, quer na Europa, no Oriente ou em África. E o Presidente João Lourenço, de acordo com as suas pretensões, resolveu posicionar-se mais do lado americano do que do russo, com quem Angola tem uma relação de quase 50 anos, sobretudo no domínio da defesa e segurança. A Rússia tem, até agora, capacitado a dimensão político-militar de defesa e segurança do Estado angolano e de outros Estados em África. O Governo angolano quer fazer uma inflexão, da Rússia para os Estados Unidos da América. E isto, claro, faz com que a questão dos russos possa funcionar como uma forma de mostrar ao Ocidente que Angola está atenta e que não quer seguir o caminho do Burkina Faso, do Níger ou do Mali. E, portanto, que é um parceiro sério, responsável e confiável. Entre 2024 e 2025, os arguidos terão pago 24 mil dólares a jornalistas e especialistas como parte de uma alegada operação de influência para minar a confiança nos parceiros ocidentais, incluindo críticas ao corredor do Lobito e rumores sobre a guerra na Ucrânia. Isto prova uma tentativa de desacreditar a política externa de João Lourenço? Pode parecer que sim. Mas desacreditar a política externa não passa apenas por esses factos. Deverão existir outros. De qualquer forma, o Estado angolano deverá apresentar provas concretas. E, perante essas provas, as partes envolvidas poderão esgrimir os seus argumentos e nós, enquanto sociedade civil, poderemos perceber o que realmente se passa e de que lado está a verdade. As autoridades acusam os russos de contactos com membros do MPLA e da UNITA, nomeadamente Higino Carneiro e Adalberto Costa Júnior. A UNITA nega as alegações e alerta para o risco de utilização política da justiça. Há esse risco? Os cidadãos mencionados, quer do MPLA quer da UNITA, são vistos como figuras com ambições políticas. No caso do MPLA, alguns poderão querer concorrer à liderança do partido, o que torna estas acusações particularmente sensíveis. Isso pode servir para os fragilizar internamente e limitar as suas ambições. No caso da UNITA, pode também criar a percepção de que o seu líder está associado a tentativas de subversão. O julgamento foi adiado para 14 de Abril, e a defesa diz que não há matéria jurídica, que a acusação assenta em mera especulação. Acha que é disso que se trata? Vamos esperar que a acusação traga elementos substanciais, factíveis e contundentes, para que não se diga que estamos perante meras especulações. Por outro lado, estes processos também podem desviar a atenção dos cidadãos de problemas internos, fazendo com que, por momentos, deixem de exigir respostas do Estado. Existem muitas situações às quais o Governo angolano não consegue dar resposta e, nessas alturas, um processo como este pode ajudar a desanuviar e a desviar atenções. É conhecida a máquina de propaganda da Rússia. Numa altura em que João Lourenço se aproxima do Ocidente, poderá haver esta preocupação por parte da Rússia? É provável que sim. Tal como outros países, como a França ou os Estados Unidos, também se preocupam com mudanças de direcção em África. Ainda assim, estas disputas não podem levar à instrumentalização do sistema judicial. É preciso deixar a justiça angolana trabalhar? Sim, de forma independente e imparcial. É legítimo que o Estado se preocupe com a sua estabilidade e integridade. Mas não é legítimo criar factos que não estejam comprovados. Vamos esperar pelo desenrolar do processo.

Desde las guerras napoleónicas el tamaño de Rusia ha sido su mayor fortaleza estratégica. Pero ahora, con un tipo de guerra un tanto novedosa, Ucrania ha transformado esta ventaja en una debilidad mediante una campaña de bombardeos de largo alcance que explota la incapacidad rusa de proteger la totalidad de sus cielos. Desde el inicio de la guerra Ucrania ha atacado refinerías, pero esa campaña ha ido a más con el tiempo, especialmente en el último mes, cuando se han producido más de diez ataques contra el sistema de refino y distribución de petróleo. Esto no lo están consiguiendo con aviación convencional, sino con drones de desarrollo propio que pueden atacar en profundidad y disponen de software avanzado y gran poder destructivo. Según el gobierno ucraniano el 40% de este tipo de operaciones se han dirigido este año a refinerías, mientras que el resto ha apuntado a infraestructuras de almacenamiento y bombeo. Los ataques con drones han reducido hasta un 20% la capacidad de refino rusa. Eso equivale a más de un millón de barriles diarios. Para el esfuerzo de guerra la gasolina y, sobre todo, el gasóleo son fundamentales ya que los camiones de transporte y varios modelos de tanque tienen motores diesel. En las refinerías, las unidades de craqueo, difíciles de reemplazar con las sanciones occidentales, han sufrido daños importantes. Esa es la causa que hay detrás de la escasez de combustible, las largas colas en las estaciones de servicio y el incremento del 55% en el precio mayorista de la gasolina que se ha registrado desde principios de año. El Gobierno se ha visto obligado incluso a suspender temporalmente las exportaciones de gasolina. Si el ejército ucraniano mantiene este ritmo de ataques la capacidad del Kremlin para financiar las operaciones de guerra podría verse comprometida. El éxito ucraniano se debe en buena medida a un dron kamikaze, el FP-1, desarrollado íntegramente en Ucrania y operativo desde el mes de mayo. Tiene un alcance de 1.600 kilómetros, una ojiva que puede cargar hasta 120 kilos y un coste de 55.000 dólares por unidad, es decir, tres veces y media menos que el Shahed iraní que emplean los rusos. Con una producción de 100 unidades diarias, el FP-1 representa más de la mitad de los ataques que realiza Ucrania gracias a su alcance y a la precisión que posee en entornos de guerra electrónica. A los problemas en las refinerías se suman a otros muchos que arrastra la economía rusa desde hace meses. Este año la actividad económica no relacionada con la defensa ha entrado en recesión. El PIB ha crecido sólo un 0,1% en el segundo trimestre tras una caída del 0,6% en el primero. Las ventas de automóviles han caído un 30% en el primer semestre, y el índice de compras industrial está en su punto más bajo desde el comienzo de la guerra. En el sector financiero, VTB, el segundo banco más grande del país, ha informado de un aumento del 32% en los impagos de préstamos y una caída del 49% en ingresos por intereses. El sector inmobiliario tiene también problemas y 13 de las 78 mayores empresas de Rusia no pueden pagar sus deudas. Algunas sanciones, como el arancel del 25% de EEUU a India por comprar petróleo ruso, amenazan directamente los ingresos del Kremlin, cuyo presupuesto es muy dependiente de la exportación de hidrocarburos. Ciertas nacionalizaciones de activos, como una muy sonada del aeropuerto moscovita de de Domodedovo en junio, revelan que están empezando a tomar medidas desesperadas para financiar el déficit.
