În continuare încearcă să avanseze în regiunile Lugansk, Doneţk, Zaporojie, poate Herson şi o fac punînd presiune prin Harkov şi Sumî, cele două regiuni din nordul Ucrainei. Şi ruşii încearcă foarte mult să detaşeze personal militar, tehnică, muniţie spre Pokrovsk – o localitate foarte importantă, nu doar din punct de vedere strategic. Depois de uma longa conversa telefónica, esta terça-feira, 18 de Março, o Presidente norte-americano, Donald Trump, anunciou um entendimento com o homólogo russo, Vladimir Putin, para um cessar-fogo parcial na Ucrânia. Trata-se de uma trégua de 30 dias que suspende ataques contra recintos energéticos e se os europeus deixarem de armar a Ucrânia. Putin e Trump concordaram em iniciar "imediatamente" negociações, que terão lugar no Médio Oriente, sobre uma possível trégua gradual na guerra. Todavia, no terreno, os combates continuam, pouco depois do fim do telefone entre os dois estadistas, ouviram-se explosões em Kiev. Recherche des disparus, maintien des liens familiaux… Ces missions traditionnelles du Comité international de la Croix Rouge (CICR), le cœur de son mandat issu des Conventions de Genève, ont depuis le lancement de ses opérations en mars 2022 sur le conflit en Ukraine une ampleur inédite pour l'organisation. Le CICR a ouvert pour la première fois les portes de son siège moscovite à un média. De notre correspondante à Moscou, À proximité de trois gares, le siège du CICR à Moscou voit désormais arriver des familles entières ayant passé la nuit dans un train. Parfois dès 7 heures, elles attendent l'ouverture des locaux de l'organisation. Ces familles se rendent dans la capitale russe à la recherche d'informations sur leurs proches disparus. L'essentiel du travail des salariés du CICR se passe pourtant entre des murs où règne un silence épais, concentré, à peine troublé, régulièrement, par les appels. Au bout de la ligne, casque sur la tête derrière leur ordinateur, deux opératrices sont dédiées au travail en première instance, dont Marina, 24 ans, (son prénom, comme celui des autres salariées répondant aux appels, a été changé à sa demande). Elle explique :« Tous les premiers appels passent par moi et ma collègue. Nous recevons quotidiennement entre 50 et parfois jusqu'à 130 appels chacune. La durée dépend du type de question que se pose une personne. Parfois, vous pouvez résoudre une question en une minute, et parfois, vous devez y passer 15 minutes. Nous recevons toutes sortes d'appels. La plupart du temps, ce sont des personnes très polies et respectueuses dans leur communication. Bien sûr, elles sont très souvent dans un état psychologique très difficile car elles sont déjà allées dans de nombreux endroits, parce qu'elles n'ont pas pu obtenir de réponses à leurs questions depuis très longtemps, et parce qu'elles ne savent toujours pas où se trouve leur proche. »Parfois, les familles ont un doute sur qui a pu prendre contact avec elles, explique aussi Marina : « Il y a des familles qui reçoivent des appels d'arnaqueurs et elles sont très inquiètes parce qu'on leur dit, par exemple, que leur proche est en captivité et en danger, et on demande à la famille d'envoyer urgemment de l'argent à quelqu'un. » Quelle que soit la situation évoquée, ces appels charrient leurs lots d'émotions. « Principalement de la frustration, parce que les gens ne savent rien, détaille Marina. Ils sont donc très fatigués, extrêmement traumatisés. Il y a des moments où ils se mettent très en colère, et c'est normal. Nous comprenons pourquoi cela se produit. » Au CICR, le personnel soutient de multiples façons les familles de disparus Avec l'accord des familles et la garantie d'une confidentialité totale, Marina et sa collègue établissent ensuite tous les premiers éléments concrets pour établir une demande de recherche : photos, tatouages… Ce sont d'autres collègues, ensuite, qui prennent le relais, et gardent le lien. « Il y a plusieurs possibilités, détaille Elena. La première est lorsque nous recevons des informations dans notre système selon lesquelles une personne est confirmée comme prisonnier de guerre par les autorités ukrainiennes : dans ce cas, nous appelons le numéro de téléphone de contact que le demandeur nous a laissé, et l'informons que son proche est prisonnier de guerre. La deuxième option est lorsque nous recevons de courts messages verbaux ou des messages Croix-Rouge d'un prisonnier de guerre pour ses proches : dans ce cas, le prisonnier de guerre laisse les coordonnées des proches à qui il souhaite transmettre un court message. Bien sûr, les réactions varient, des larmes aux cris de joie au téléphone. » Annoncer une bonne nouvelle, par exemple qu'on a retrouvé la trace d'un soldat capturé, reste rare, mais dans ces cas-là, le sentiment d'être utile est particulièrement fort. Il y a aussi les paroles des familles. Maria se souvient, avec une émotion discrète : « Une fois, on m'a envoyé une capture d'écran d'un groupe qui s'appelle ''Parents de personnes disparues pendant le conflit'', qui s'échange des informations sur les réseaux sociaux. Quelqu'un a conseillé de contacter la Croix-Rouge internationale en disant qu'on y expliquait bien les choses. Dans des moments comme ça, on se sent fier de ce qu'on fait dans l'organisation. » Reste que bien souvent, avec l'installation du conflit, dit Maria, les problèmes s'accumulent. « Certains vivent dans la région de Belgorod, à la frontière, ils sont donc aussi dans une zone de conflit. Donc, en plus du fait qu'ils ont perdu trace de leurs proches, ce qui est déjà une tragédie, ils ont beaucoup d'autres problèmes et ils se sentent souvent seuls, abandonnés. Quand nous n'avons pas appelé depuis un moment, des familles nous contactent en utilisant notre e-mail ou notre numéro d'assistance téléphonique gratuit pour savoir s'il y a des nouvelles ou non, car elles sont inquiètes, explique Maria. Dans un tel cas, bien sûr, nous répondons rapidement, et clarifions toutes les informations nécessaires. Malheureusement, en raison du grand nombre de dossiers que nous avons, il n'est pas toujours possible d'être en contact avec chacun. Mais nous comprenons que notre tâche principale est de fournir toutes sortes de soutien, y compris un soutien psychologique. Parfois, il est important pour une personne de juste pouvoir parler. » En plein affrontement, la tâche du CICR est titanesque, d'autant que la longueur de la ligne de front et la violence des combats sont aussi des obstacles majeurs pour récupérer les blessés, ramener les morts et mener les identifications. 36 000 dossiers de recherche sont encore ouverts Les derniers chiffres de l'organisation, au bout de plus de deux ans et demi de conflit, donnent, eux, le vertige. Pour des raisons évidentes de confidentialité et de neutralité – c'est d'ailleurs dans son mandat –, l'organisation donne des chiffres globaux d'actions menées, et non pas pays par pays. Fin septembre 2024, le CICR avait décompté environ 230 000 appels, courriels ou visites de familles à la recherche de disparus. 10 000 familles sont informées du sort ou de la localisation de leur proche. On compte 36 000 dossiers de recherche de disparus ouverts. « Le cas typique, ce sont les familles de soldats et de civils qui ont perdu le contact avec leur proche, dit Pamela Ongoma, responsable de la protection des liens familiaux à la délégation régionale du CICR à Moscou. Parfois, nous avons aussi des cas de familles qui savent par d'autres soldats que leur proche a été fait prisonnier. Ils prennent contact avec nous pour l'ouverture d'une demande de recherche, pour que nous puissions l'inclure dans nos bases, parce qu'ils savent que nos activités sont disséminées, et que cela peut leur permettre de recevoir des nouvelles. » C'est une disposition du droit international humanitaire : les parents de disparus ont le « droit de savoir ». Pour mener à bien cette tâche, le dispositif du CICR est le plus massif depuis la Seconde Guerre mondiale : 50 sociétés de la Croix-Rouge et du Croissant-Rouge sont mises à contribution, ainsi que 27 délégations du comité international. Les demandes peuvent en effet être déposées par des familles qui se sont réfugiées loin du conflit. Au cœur de cette machine, une structure a été créée spécialement : le « bureau de l'Agence centrale de recherches pour le conflit armé international entre la Fédération de Russie et l'Ukraine ». Il est installé à Genève, avec des antennes à Kiev et à Moscou. L'ampleur et la durée du conflit exigent de plus en plus d'effectifs, explique Pamela Ongoma : « En 2022, l'équipe qui s'occupait du suivi des familles était encore d'une taille réduite. Elle a graduellement augmenté. Nous avons fait beaucoup de recrutements et désormais multiplié les effectifs par quatre par rapport au début ; nous sommes aujourd'hui 38 dédiés à la protection des liens familiaux. Et nous avons aussi d'autres départements, qui sont, par exemple, en charge de délivrer les messages des familles. Je pense qu'au vu de la charge de travail, nous allons continuer à recruter. » Selon les Conventions de Genève, les échanges de prisonniers, eux, ne sont pas une obligation des parties. Dans ce conflit, ils sont négociés sans le CICR, directement entre Kiev et Moscou. À l'abri des regards.

Everyone knows that for now, there is a ‘soft appeasement' in place, meaning that western weapons cannot be used against airbases and launch sites that continue to rain death upon Ukrainian people. The 107th Arsenal of the Main Missile and Artillery Directorate of Russian armed forces was hit by drones. This may be the biggest blow to a Russian ammunition depot during the entire course of the war and resulted in an explosion that was visible from space. The fire engulfed the entire territory of the arsenal. The warehouses could store up to 30,000 tons of various ammunition – which does not mean that it was stocked to capacity when hit. We just don't know how much stuff was onsite at the time. But munitions it could have contained, include 122 mm rocket munitions for Grad and 82 mm mortar shells. Missiles for S-300 and S-400, and for Iskanders could have been stored at the arsenal. A stock of North Korean KN 23 may also have been stored at this site. Ils sont quelques centaines de civils russes à combattre parmi des milliers d'Ukrainiens sur la ligne de front, parfois depuis des années, parfois depuis quelques mois, ayant décidé de se battre auprès des Ukrainiens contre Moscou. Au sein du bataillon sibérien (Sibir), crée en 2023, on retrouve des anti-impérialistes de tous horizons, des Russes slaves et issus des groupes ethniques de l'est du pays. Peu soutenus, voire ignorés par l'opposition russe en Occident, ils sont pourtant les seuls à se ranger clairement du côté de Kyiv dans ce qui est pour eux une guerre contre tout un système d'oppression dont ils sont issus et qu'ils entendent combattre. De notre correspondante en Ukraine,Certains reviennent de Belgorod, où ils ont participé aux premières incursions en territoire russe au mois de mars dernier, d'autres de la péninsule de Kinburn dans le sud de l'Ukraine, où avec d'autres soldats, ils ont participé à des offensives cet été… Mais ces soldats, qui se battent du côté ukrainien, ont la particularité d'être des citoyens de la Fédération de Russie, contre laquelle ils guerroient. Ils font partie du bataillon sibérien (Sibir) et bien que leurs horizons soient divers, ils partagent la conviction qu'il leur fallait prendre les armes contre leur propre pays.« Nous ne sommes encore que quelques-uns, mais nous avons fait notre choix, clame haut et fort Walther, une cinquantaine d'années, qui a rejoint le bataillon à l'automne 2023. Le bataillon sibérien et d'autres unités militaires composées de citoyens de la Fédération de Russie ont choisi leurs armes. Et j'exhorte tous ceux qui détestent le régime de Poutine à apporter leur aide et à y participer. »Blessé lors de la bataille d'Avdiivka, Walther déplore la trop grande complaisance de l'occident envers Moscou dès l'invasion de la Géorgie : « Si, en 2008, tous les politiques européens avaient agi de manière uni et avaient introduit au moins un dixième des sanctions contre la Russie introduites après le 24 février, je pense que ni 2014 ni 2022 n'auraient eu lieu. Le rat aurait été arrêté au tout début de son voyage. Malheureusement, l'histoire de la Seconde Guerre mondiale hitlérienne s'est répétée », se désole-t-il.Maloy, une vingtaine d'années, fait partie des jeunes recrues du bataillon. Il est originaire de la République de Bachkirie et a déjà participé à plusieurs opérations, dont les incursions de Belgorod aux côtés de deux autres formations de soldats russes en Ukraine. C'était en mars dernier, bien avant l'opération de Kursk. « L'opération s'est avérée beaucoup plus compliquée que prévu initialement, mais elle a réussi : car les pertes russes ont été assez importantes : la brigade adverse qui se trouvait dans notre direction a perdu environ la moitié de ses officiers. »Ce soutien de quelques Russes à la défense ukrainienne est loin d'être anodin : pour bien des recrues du bataillon sibérien, il appuie leurs propres aspirations d'indépendance, celles des minorités de la Fédération de Russie, comme les Bachkirs, mais les Bouriates ou encore les Yakoutes.« Le seul pays qui peut nous aider à libérer notre république est l'Ukraine »Aux côtés de Walther et Maloy, on retrouve Kypchak, lui aussi Bashkir. Âgé d'une quarantaine d'années, il a quitté la Russie et sa profession libérale au moment de l'invasion à grande échelle – pour lui, soutenir le combat des Ukrainiens signifie aussi appuyer la libération de son propre peuple. « L'une de mes motivations pour venir ici et aider l'Ukraine à résister à l'agression russe est précisément la compréhension que nous ne pouvons combattre le régime qu'en soutenant d'autres peuples, affirme-t-il. Autrement dit, l'exemple de la Tchétchénie montre qu'une seule république n'est pas capable de combattre Moscou. Aujourd'hui, la situation est telle que, peut-être, le seul pays qui peut nous aider à libérer notre république est l'Ukraine. Finalement, notre objectif est assez égoïste : en aidant l'Ukraine, nous espérons qu'à l'avenir, avec le soutien de pays pour ainsi dire civilisés, nous pourrons libérer nos républiques. »Tous les mois, de nouvelles recrues arrivent en Ukraine – une vingtaine environ – après un long processus de recrutement, les Russes jugés aptes et dignes de confiance embarquent pour une formation aux techniques de combat. « On voit les jeunes communiquer avec leurs frères d'armes plus âgés, ceux-ci leur disent ce qu'est la guerre, que c'est moche, que ça fait peur, que la mort fait peur, confie Batya, un vétéran ukrainien parmi leurs formateurs. Mais leur motivation ne baisse pas, ils veulent se battre, s'entraîner de manière tout à fait consciente, se préparer. La génération précédente leur dit à quoi faire attention, et nous, nous leur donnons des compétences tactiques ».Chaque mois, le bataillon sibérien s'étoffe – pour Walther c'est aussi une question d'honneur pour ceux des Russes qui se disent opposés au régime du Kremlin : « Il existe une expression : "le collier d'un esclave est toujours plus léger que l'armure d'un guerrier". Mais même si je meurs, je saurai que je n'ai pas vécu cette vie en vain. Je mourrai pour une juste cause. Vous avez une chance de devenir humain et de vous regarder dans le miroir sans honte. Retour sur les bancs de l'école pour les écoliers et les étudiants russes, ce lundi 2 septembre. Cette année encore, deux ans et demi après la guerre lancée par le président Vladimir Poutine, le système scolaire marche au pas. Les écoles inaugurent cette année un nouveau cours : celui des « Fondamentaux de la sécurité et de la défense de la patrie », qui enseigne entre autres aux élèves de 11 à 17 ans le maniement des armes. Et cela après la mise en place des « Conversations sur l'important » dès septembre 2022, soit des leçons hebdomadaires sur le patriotisme. Les voix critiques, notamment à l'université, sont chaque jour moins tolérées. De notre envoyée spéciale dans la région de Belgorod,Professeur et ex-soldat, taille haute et regard clair, Maxim Pyanikine incarne jusque dans son parcours personnel le modèle de « bon citoyen » que la Russie de Vladimir Poutine donne à sa jeunesse. Il était sous contrat avec l'armée quand la guerre a commencé, mais il est revenu dès sa fin à l'automne 2022 dans ses classes du village de Pyatniskoe dans la région de Belgorod. Fires are reported at two power plants and oil refinery in Moscow region, with 158 Ukrainian drones targeting multiple regions, including Moscow, Tver, Voronezh, Tula, Kaluga, Bryansk, Belgorod, Lipetsk, and Kursk, according to officials and residents. The attacks follow Russia's concerted attempts to degrade and destroy energy infrastructure in Ukraine, to make cities unliveable and create misery for its citizens. The scale of the strike suggests a significant advancement in Ukraine's drone capabilities. 158 was the number of drones reported by the Russian Ministry of Defence, so the true number of drones may be even higher. 2024-08-30 | Ukraine's offensive in the Kursk region seems to have triggered a meltdown among Russia's propagandists and the talking heads on state TV. Despite the usual exhortations to violence, and denigrations of Ukraine, their ire this week seems to have turned on their own leaders, in the wake of Ukraine's success in grabbing and holding Russian territory in Kursk Oblast and now Belgorod and Bryansk. ---------- Phrases which are only usually heard by the most ‘extreme' liberal opposition commentators such as Michael Naki, are being screamed at viewers of the main Russian state TV networks. And some of the stuff they are saying is wild. The kind of stuff that usually causes bankers to fall out of windows in Moscow, or their private jets to experience mechanical trouble, as Prigozhin discovered. They are saying that the SVO (Special Military Operation) has run out of strength, that Russian victory is not guaranteed at all and most shocking of all, that Russia's military and civil leaders have lost control of everything, and the territories lost by Russia to Ukraine may not be returning to the motherland anytime soon. Some have even expressed grudging praise for Ukraine's military prowess. Now, before we dive into the detail, I must emphasize what a seismic shock this has been for the propagandists, and we must assume, by extension, the Russian leadership. It's a mark of how seriously Putin takes the incursions, that he has tried to avoid all mention of them. At the same time, he has taken the militarily catastrophic decision to appoint the FSB to lead the counter operation. In this episode, I'll share some speeches by the panicking propagandists, which are indicative of the chaos, and their extraordinary statements. We must note of course that they are not critical of the idea of the war and would rapidly embrace any minor victory. In a historical irony the name 'Kursk' bookends failure at the start of his time in office, and may signal it's end in catastrophic failure. Is Kursk Putin's avenging nemesis? ---------- Kursk - a gamble for victory “A surprise attack, conceived with cunning, prepared with duplicity and executed with ruthlessness, provides international history with its most melodramatic moments.” So explains Sir Lawrence Freedman in his superlative books ‘Command' and ‘Strategy'. And Ukraine has demonstrated its command of surprise and the potential battlefield impact through its lightning advance through Russia's Kursk oblast. The power of shock in warfare is to overwhelm an adversary when they are at their weakest or when they least expect it. The irony here, is that Russian hubris, and its culture of systemic lying throughout the military and political hierarchy mean they are less likely to imagine the unexpected and prepare for it. Add to this the fact Russia does not see Ukraine as sovereign, and constantly denies its agency, which means they underestimate the Ukrainian capacity for innovation and surprise time and again, to their detriment. This time assumptive and arrogant thinking may lead to total defeat. ‘Between countries at war, there is no border, there is only the front,' states the Ukrainian military researcher Mykola Bielieskov. Russians have forgotten that, but the Ukrainians did not. The incursions into Kursk and now Belgorod, have achieved stunning initial success and are looking more and more like a full offensive.
