Between 2006 and 2013, China's government poured enormous resources into its shipbuilding industry through various subsidies—from providing free coastal land to offering financing assistance for ship buyers. But estimating the true scale and impact of these policies is challenging, as governments are often opaque about their industrial support programs. In a paper in the Journal of Economic Perspectives, authors Panle Jia Barwick, Myrto Kalouptsidi, and Nahim Bin Zahur developed new methods for overcoming these measurement challenges and quantifying China's support for its shipbuilding industry.  Their research reveals which types of industrial policies work best, when they should be implemented, and why countries might pursue them even when the direct economic returns are low. These insights are particularly relevant today, as countries around the world are increasingly embracing industrial policies to support strategic sectors. Barwick and Kalouptsidi recently spoke with Tyler Smith about how they measured China's shipbuilding subsidies, why entry subsidies are particularly inefficient, and the importance of timing industrial support with market cycles

The Launceston suburb of Waverley might be best known for its woolen mill, but it can also lay claim to a Collingwood premiership star. Doug Barwick was recruited to Fitzroy after winning a best and fairest with East Launceston in 1983. A powerfully built player with a prodigious kick, Barwick's switch to Collingwood in 1988 proved life changing. He kicked the match-sealing goal in Collingwood's drought breaking premiership in 1990 and also vice captained Tasmania to a famous State of Origin win over Victoria.

Winemaker Dan Barwick with Melissa Galliani. Winemaker Dan Barwick is back on California Wine Country with Steve Jaxon and Dan Berger. Dan is the winemaker at Trecini Winery. He has been on CWC before, the most recent was this other episode recorded on Aug. 25, 2023. Our regular co-host Dan Berger is on vacation this week. Right away Steve Jaxon is loving Dan Barwick's Sauvignon Blanc. It's made with all Sonoma County fruit, mostly Russian River. It has rich flavors of apricot and mango. "Easy to drink," says Dan. Trecini has been bottling wine for 25 years. Dan took several courses at UC Davis and at Santa Rosa Junior College in winemaking including courses from Rich Thomas. He was at the forefront of changing viticulture in Sonoma County in ways which improved the quality of Sonoma County wines. He taught that you had to be in the vineyard to get to understand the vines. This helps him make decisions about pruning and harvesting. Sauvignon Blanc Dan says that Sauvignon Blanc is his favorite wine to make. He can make blends with fruit from different vineyards, to assemble the flavors he wants. It's hard to believe that such a good wine sells for $15. In addition to Sauvignon Blanc, Trecini also makes Chardonnay, Russian River Pinot Noir and Merlot, too. The wine and food and the whole scene was incredibly beautiful. Dan suggests everyone put Croatia on the bucket list. It is on the coast so there is a lot of seafood. Americans love coffee, but the coffee in American cups has changed a lot over the years. Three waves of coffee consumer culture washed over the twentieth-century United States: the mass commodity wave, the differentiation wave, and the aficionado's wave. With each wave came changes to the way Americas bought, prepared, and consumed coffee. Present throughout the decades, however, has been the Chemex coffeemaker designed in the 1930s by chemist and industrial designer Peter Schlumbohm. Uncovering the story of the Chemex coffeemaker is Clark Barwick, cultural historian and teaching professor of business communication at Indiana University. Using the Schlumbohm collection of scrapbooks and papers held in the Hagley Library, Barwick discovered how a desire for a cleaner cup of coffee, and a knack for marketing and promotion, led Schlumbohm to create and share the Chemex with the world. More than eighty years later, the device is still a beloved standard piece of equipment among coffee lovers everywhere. Julianna Barwick is a Los Angeles based composer, vocalist, and producer who makes deep, reflective compositions rooted in the human voice. Over the years she has made six critically acclaimed records as well as contributed her sound to the world of film scoring. Her self-released debut “Sanguine” came out in 2007, followed by "Florine" in 2009, and “The Magic Place” in 2011. In 2013, she released "Nepenthe," an album which marked Barwick's first steps into collaborating, working with producer and film composer Alex Somers in Reykjavík, Iceland. Her 2020 release "Healing Is A Miracle," features notable artists Jónsi (Sigur Rós), and earned Pitchfork's coveted 'Best New Music'. In todays episode Juliana talks with Stephen Roach about her experience growing up in Louisiana, singing in choirs and the development of her experimental soundscapes.
