Ian Cameron, the Chairperson of Parliament's Portfolio Committee on Police, has been the target of a virulent attack by The Police and Prisons Civil Rights Union (POPCRU) for labelling as “thugs” Deputy President Paul Mashatile's VIP Protection officers who were involved in a “brutal” assault on “innocent” civilians next to the N1 in Johannesburg in 2023 - but were acquitted following an internal disciplinary hearing - despite video evidence. “In a parliamentary context, as part of my constitutional duty to do oversight, I'm not going to allow any union to make me look or seem or feel like just being a rubber stamp that needs to simply approve anything they say or do. There's something very wrong with the process that was followed here and it's critical for us to dissect it.” As for the mysterious deaths of four police officers whose bodies were found in the Hennops River recently, Cameron says: “I do find it suspicious, and it's not to cast doubt on any part of an investigation or anything like that, but it is an extraordinary kind of event….So it would be very interesting to understand more of the depth and context as to what exactly those members were involved with.” Cameron also gives an update on the biggest issues his committee is currently grappling with, including the proposed regulatory amendments of PSiRA that “in essence mean that in a very arbitrary way, a security company can lose its function overnight”.

De Beer slams the attacks on Public Works Minister Dean MacPherson from Deputy President Paul Mashatile, ActionSA and the Economic Freedom Fighters (EFF). “I think he's taking away too many people's fat chow.” De Beer gives a peep into succession “battles” in both the DA and African National Congress (ANC) where word has it that there is “a female under the guiding light of Cyril Ramaphosa, whom he favours”. As for The Hawks raid on the office of DA Deputy Federal Chair JP Smith and another MMC, De Beer says there is “a clear GNU strategy attack…now filtering down to local government level”. De Beer warns that while the GNU is weakening, former President Jacob Zuma's MKP is growing stronger. “MK is sitting and they are waiting for the right moment.” Lastly, he describes the fierce fighting in the eastern DRC in which at least eight SANDF soldiers have been killed.

Deputy President Paul Mashatile has assured that by the end of the current administration's term, all priority legislation will have gone through parliamentary processes and passed constitutional master to become laws, after the President has approved the Bills. Mashatile, in his capacity as Leader of Government Business in Parliament, said he welcomed the significant progress government is making in the enactment of key legislation. "The significance of the legislative programme is that it is a linear and revolving responsibility to both enact legislation and fine-tune existing laws," he explained. The Public Administration Management Amendment Bill, the Public Service Amendment Bill, the Statistics Amendment Bill, the General Intelligence Laws Amendment Bill and the Electoral Matters Amendment Bill have been finalised. The public service Bills have been referred to the National Council of Provinces for consideration, while the other Bills have been referred to specific parliamentary portfolio committees for processing. By the end of February, a total of 16 Bills had been sent to the President for assent. "This represents significant progress which we welcome. It takes us another step closer in the fulfilment of the mandate of the sixth democratic administration," he said.

The Democratic Alliance (DA) on Monday formally laid criminal charges against Deputy President Paul Mashatile, after allegations of corruption, spanning almost two decades, were levelled against him. It has been reported that Mashatile's son-in-law Nceba Nonkwelo purchased a R28.9-million home in Constantia, Cape Town, last year through one of his companies, Bilcosat. Between March and May 2023, Nonkwelo, through his business entities, funded the purchase of properties allegedly for Mashatile's benefit, worth R65.9-million. DA leader John Steenhuisen said the integrity of the South African government was laughable when the country's second in command had such a large cloud of dire corruption allegations hanging over his head. "President [Cyril] Ramaphosa can no longer bury his head in the sand and hope it will somehow blow over. There now exists more than sufficient evidence to suggest that Paul Mashatile is, and has been, involved in egregious corruption during his tenure of various executive positions over the past two decades, and it is now time for him to face the consequences," said Steenhuisen. He said as South Africa approached a "'hinge of history' election later this year", citizens could not allow the African National Congress (ANC) government to deflect from the fact that most State failure and every service collapse could be directly traced to State capture and severe corruption that had become endemic under the ANC. Steenhuisen said the DA had also submitted a formal complaint against Mashatile to Parliament's Joint Committee on Ethics and Members' Interests for a breach of the Members' Code of Conduct, for failure to disclose registrable interests, or for wilfully or grossly negligently providing the Registrar with incorrect or misleading details. "Mashatile also faces allegations for having misled Parliament by failing to properly declare his use of various properties, including a R37-million Waterfall house in Gauteng. In addition to this, Mashatile also breached the Code of Conduct by failing to act in all respects in a manner that is consistent with the integrity of their office or the government," he said. Given that the appointment of the Deputy President was made solely at the discretion of the President, last week the DA submitted a dossier of allegations levelled against Mashatile to the Union Buildings for the attention of Ramaphosa. The DA gave Ramaphosa a week to act against Mashatile, urging him to use the 2024 State of the Nation Address (SoNA) to declare the removal of Mashatile from his executive, and to submit him for a full Special Investigating Unit investigation. However, Steenhuisen said it came as no surprise that Ramaphosa had done nothing to act against the "corrupt cadres within his government" and within his own party. Steenhuisen pointed out that had Ramaphosa instituted lifestyle audits for his Cabinet ministers, as promised in his first SoNA, all allegations levelled against Mashatile would have come to light for the requisite action to be taken. FURTHER INVESTIGATIONS Meanwhile, Steenhuisen said the work of journalists should not be ignored, explaining that in addition to laying criminal charges against Mashatile the DA was seeking an appointment with the Hawks, which were already involved in an investigation with other several matters related to Mashatile. The DA will seek to supplement the Hawks' case with matters outlined in the charge sheet. "We believe that it is in the interest of South Africa for President Cyril Ramaphosa to break his silence about his deputy. He cannot continue to act as if nothing is wrong and everything is all right. This is a huge scandal that is enveloping the Presidency. You cannot stand before the nation at the State of the Nation Address and talk about combating corruption and getting at the bottom of graft and eliminating State capture in the country, when the very person occupying the office across from you at the Union Buildings has himself got t...

The Democratic Alliance (DA) noted that should President Cyril Ramaphosa fail to announce the removal of Deputy President Paul Mashatile from his Cabinet in his State of the Nation Address (SoNA), it will use collated information to lay criminal charges against Mashatile. The DA, on Friday, handed over a dossier with an accompanying letter detailing damning allegations of corruption levelled against Mashatile, to Ramaphosa's office at the Union Buildings. DA leader John Steenhuisen said that South Africa cannot be presided over by a Deputy President against whom corruption allegations are "piling up by the day". Steenhuisen noted that over the past few months, a series of explosive exposés had been published by numerous investigative journalists outlining the extent to which Mashatile is allegedly engaged in a web of corruption and State capture spanning almost two decades - behaviour that Steenhuisen says has become commonplace under the African National Congress (ANC). "These would constitute clear violations of the Prevention and Combatting of Corrupt Activities Act, the Public Finance Management Act, and the Executive Members' Ethics Act. With this dossier now in hand, President Ramaphosa can no longer claim ignorance that his 'Number Two' is heading a State capture scheme the likes of which was last seen under Jacob Zuma," he said. Steenhuisen noted that the DA would also file an Executive Members' Ethics Act complaint against Mashatile for his violation of the Executive Ethics Code. He said that in all of the party's submissions to law enforcement, it would highlight the fact that Ramaphosa was now personally in possession of the dossier against Mashatile, and that his failure to act potentially implicated him in the corruption racket. "This set of actions represents but the start of what will be a sustained campaign to hold both Ramaphosa and Mashatile accountable. The DA will continue to fight this corruption using every channel at our disposal," Steenhuisen added. He said had Ramaphosa carried out the lifestyle audits of his executive, as promised in his first SoNA at the beginning of his term, all of these alleged corrupt dealings would have come to light. Steenhuisen alleges that five years later, the South African national executive is still comprised of numerous Ministers facing severe allegations of corruption. "Yet another broken promise from a bystander President for which there have been no consequences," the DA leader said, Meanwhile, Steenhuisen highlighted that South Africa plummeted to its lowest-ever ranking on the global Corruption Perceptions Index, confirming that corruption was even worse under Ramaphosa than it was under Zuma. He said it was "precisely Ramaphosa's paralysis" regarding the illegal actions of his Cabinet members and ANC cadres that continued to hollow out South Africa's public service and chip away at investor and public confidence in government. "If a fish rots from the head down, then President Ramaphosa clearly sees it fit to preside over a corrupt government with a rotten Deputy. South Africans have learnt from painful experience that Ramaphosa lacks the courage to do the right thing. That is why the DA will now step up to lead by intensifying our campaign for Mashatile to be held accountable via other avenues," he said.

The FW de Klerk Foundation wants government to take "immediate and effective" steps to carry out its responsibility in terms of Section 165(4) of the Constitution to protect the country's judges and magistrates. The foundation stated that ensuring the safety of the country's judges and magistrates was "imperative". "Failure to protect them will have a direct and detrimental impact on South Africa as a whole as the rule of law deteriorates and more instances of mob justice and abuse of State power take hold," it said. The foundation pointed out that the rule of law was one of the Constitution's founding values. "It depends on a judicial authority that is subject only to the Constitution, which it must apply impartially and without fear, favour or prejudice. To achieve this, the State is required by Section 165(4) of the Constitution to "protect the courts" and to ensure their independence, impartiality, dignity, accessibility and effectiveness," it added. The foundation said it was disturbing to learn, from a recent survey of the Democratic Governance and Rights Unit at the University of Cape Town, that one-third of magistrates were threatened or harmed in 2021/22, with some reporting they had experienced such threats multiple times. The foundation explained that the country depended on a secure and respected judiciary for the protection of basic individual rights - the most significant of which were enshrined as justiciable rights in the Bill of Rights - saying without it, things would very quickly fall apart. "People take the law into their own hands - as they did in Ekurhuleni, where four technicians responding to an electricity outage were tragically murdered by an angry mob who mistook them for cable thieves," the foundation said. It noted that without the rule of law and a strong and independent judiciary, State officials "think they can abuse their power with impunity as they did in July 2023", when members of Deputy President Paul Mashatile's security detail brutally assaulted members of the public. The foundation explained that it was gratifying that the victims had now gone to a civil court to enforce their rights and claim damages from their assailants. The criminal prosecution of the security detail members for assault has been rescheduled for May, the foundation said, reiterating that this shows, once again, how important a strong and secure judiciary was in the protection of rights.

Deputy President Paul Mashatile has called on both the public and private sectors to unite against the scourge of corruption. Mashatile also signed the anti-corruption pledge, vowing never to take or pay bribes and to treat public resources respectfully. He also signed the pledge to commemorate International Anti-corruption Day on Saturday 9 December as another promise to act with integrity in all his dealings. This is despite reports that he had the regular use of a property owned by businessman Edwin Sodi. Sodi currently faces charges of benefitting from state capture. The Zondo Commission found that the National Prosecuting Authority should consider charging him for his role in the asbestos scandal in the Free State. Mashatile told dignitaries, including heads of Chapter 9 institutions, at the 2023 International Anti-corruption Commemoration on Friday that corruption was a scourge that continues to affect every corner of the world. "It's imperative for the public sector and private sector to unite in their dedication to good governance which is founded on transparency and accountability," Mashatile told the audience at Unisa's ZK Matthews Hall in Pretoria. He said corruption was based on selfishness and a lack of concern for the majority. Mashatile said: It is on this basis that we should be vigilant in how we address corruption, especially in the public sector. It is a persistent problem that inhibits development, fairness, and equality in our society. He also lit a candle alongside Whistleblower House executive director Cynthia Stimpel, remembering slain whistleblowers as well as those still in hiding. Stimpel said the war on corruption was far from over, adding that whistleblowers, most of whom were in hiding, were tired of excuses. "I hope this light shines bright enough for the National Prosecuting Authority to see. We are getting tired of excuses in court," she said. Stimpel read out the names of whistleblowers who are in hiding, including Athol Williams and Thabiso Zulu. She also cautioned political parties from using public funds for campaigning. "I hope this candle can burn bright enough for our government to have the courage to prevent the looting," she said.

Business committed to building SA, Ramaphosa says after Ntshavheni's accusation More than a week after Minister in the Presidency Khumbudzo Ntshavheni accused the private sector of engineering the state's collapse, President Cyril Ramaphosa said business' current partnership with government illustrates how committed they are to the country. Ramaphosa and business issued a joint statement on Wednesday after Cabinet met with business leaders as part of their initiative to deal with the country's energy, transport, and logistics, as well as crime and corruption problems. "Since we began, we have made significant progress in establishing structures and ways of working, mobilising resources and driving implementation of key actions. We see this partnership as evidence of the business community's commitment to building our country and overcoming the challenges that we face," Ramaphosa said in a statement. At a post-Cabinet briefing last week, Ntshavheni was asked about a long-standing probe into rand manipulation that involves 28 banks. She said that "the performance of the economy has been manipulated by [the] private sector, [which] has no interest in the development of this country", adding that the private sector continued to "engineer and do machinations to ensure the government collapses". Business Unity SA said it hoped Ntshavheni would reconsider her comments and it would "raise it with government through the partnership".BUSA president and Discovery CEO Adrian Gore said in Wednesday's joint statement that there had been some movement on collaboration structures with government. Some of the highlighted successes include over 1 000MW of power generation capacity, establishing the Rail Infrastructure Manager for Transnet - which opens the doors to third-party train operators, and establishing a digital and financial Forensic Analysis Centre. "Despite these initial successes… the pace of delivery across the initiative seems to be plateauing, mainly as a result of delays in regulatory and other approvals, as well as slippage on the implementation of strategic plans, and the alignment of these to workable funding solutions," Gore said. Healthcare professionals also voiced their concerns over the NCOP's refusal to amend the bill, which has moved almost entirely unchanged through the parliamentary process since 2019. Business organisations are particularly concerned about Section 33 of the Bill, which deals with the phasing-in of the NHI and the phasing out of private medical aid insurance. It states that "once the NHI is fully implemented as determined by the Minister of Health, medical schemes may only offer complementary cover to services not reimbursable by the fund". Section 33 is certain to be challenged on constitutional grounds, due to the limitation it would impose on the right to health. Trade union Solidarity has already indicated that it will challenge this. The Bill aims to establish universal healthcare for all South Africans by abolishing the "two-tier" system, in which the bulk of healthcare spending is made in the private sector for the benefit of a few, while the mass of the population is relegated to the "under-funded" public sector. The Bill will establish a single NHI Fund, managed by the state, to buy healthcare services from the public and private sectors. Services will be free to the public at the point of delivery. Once a service becomes available under the NHI, medical schemes will no longer be allowed to cover it, implying the ultimate phasing out of private medical insurance. Proceedings in the NCOP started at 14:00, but the vote on the Bill is expected later in the afternoon.

A Gauteng Partnership Fund (GPF) investigation has found that the loans it granted to Deputy President Paul Mashatile's son-in-law Nceba Nonkwelo's company were possibly reckless and not in the GPF's best interest. At a press conference on Monday, Human Settlements MEC Lebogang Maile, flanked by GPF CEO Lindiwe Kwele, presented the report following an investigation by Gildenhuys Malatji Incorporated (GMI). The investigation sought to determine the circumstances around the loans totalling R24.9-million to Nonkwelo's company, Nonkwelo Investments, between 2013 and 2017. The loans were for the construction of student accommodation in Highlands, Johannesburg, that was never done. Shortly after News24 published these revelations in July, Maile ordered the GPF board to launch the investigation and report back to him within 30 days. It has been three months since that deadline passed. The investigation found that, following a change in the scope of the project from affordable housing to student accommodation, which was legally "uncertain", any approval of funding would be irregular and "not in the best interest of the GPF". "Unless there is a reason for this, it would otherwise have been an arbitrary and possibly a reckless decision. By stepping in and approving a senior funding loan to Nonkwelo Investments, investigators expressed a view that this caused GPF to continue to assume an even greater risk," it said. It further found that the project "was not viable". The GPF entered into a settlement agreement with Nonkwelo Investments, the nature of which was not disclosed. "Nonkwelo Investments failed to make a single payment at the end of the moratorium period, as such was in material breach of the second loan agreement," the report concluded. According to Maile, "We have taken full cognisance of the findings in the investigation report, including the financial and legal implication, as well as the institutional integrity of the GPF as as important entity of the Gauteng Department of Human Settlements. "Whilst the findings are clear about the governance pitfalls, we are however of the view that the recommendations are not conclusive. Accordingly, we have asked the board to institute a process of reviewing them with an intention of strengthening the areas of weakness."

At yesterday's closing of the two-day National Dialogue on Coalition Governments at the University of the Western Cape, Deputy President Paul Mashatile called on the country to draw lessons from others and its own experiences on coalition governments. Mashatile gave examples of successful government coalitions when the  African National Congress (ANC) worked with the National Party at the national level and the IFP in KwaZulu-Natal at the dawn of democracy. Meanwhile, the Democratic Alliance (DA) has accused the ANC of trying to hijack the dialogue, DA chief whip, Siviwe Gwarube says it became apparent during discussions that the government was already working on its own coalition legislation. Deputy President Paul Mashatile says the government is still trying to persuade Russian President Vladimir Putin not to attend the next month's Brics summit. As a signatory to the Rome Statute of the International Criminal Court, which has issued a warrant for his arrest, South Africa is obliged to arrest Putin, should he come to SA. But this is an unthinkable proposition for the government, as the government invited him. "It's a big dilemma for us. Of course, we cannot arrest him. It's almost like you invite your friend to your house, and then arrest them. That's why for us, his not coming is the best solution. "The Russians are not happy, though. They want him to come," he said in an interview in Johannesburg on Friday. Mashatile was tasked with dealing with the dilemma by President Cyril Ramaphosa, and proposed three options, none of which have been accepted by all the Brics partners. These included relocating the summit to China, Putin not attending but sending his foreign minister in his place, and holding a virtual summit. "So, we are in a situation where the summit will probably be here, and the Russians want Putin to come. So, we've now decided to leave this matter with the president who is talking to Putin. The president is going to the Russia-Africa summit later this month, so they will continue to talk. We want to show him the challenges that we face because we are part of the Rome Statute and we can't wiggle out of this," Mashatile said. Minister of International Relations and Cooperation Naledi Pandor confirmed last week that the Brrics summit will be held in South Africa. Mashatile said that no decision had been taken to uninvite Putin, and the strategy remained one of persuasion until Ramaphosa met him in Russia at the end of July. Uninviting him was tricky as Russia had been an original member of Brics while SA joined later, he said. South Africa's bonds and currency were hit hard after the claim by US ambassador to SA Reuben Brigety that South Africa had sold arms to Russia, which were loaded onto the now famous Lady R, which had docked in Simonstown. Mashatile says he is keenly aware of the financial consequences for South Africa should Putin arrive and not be arrested.

Deputy President Paul Mashatile's spokesperson's assertion he must live in a R37-million mansion owned by an enterprise run by his son-in-law and son is "simply ludicrous", says Rise Mzansi. Following the second instalment of News24's investigation into Mashatile's lavish lifestyle, Rise Mzansi will now amend its initial complaint to the Public Protector. On Wednesday, News24 revealed Mashatile was staying in a R37-million house in an exclusive Waterfall estate in Midrand, Johannesburg. The house is registered on a 99-year lease to Legacy Properties. According to company records, the directors of Legacy are Mashatile's son, Thabiso, and his son-in-law, Nceba Nonkwelo. Nonkwelo Investments received at least four loans from the Gauteng Partnership Fund (GPF), totalling at least R30-million, between 2013 and 2017 - overlapping with Mashatile's second stint as human settlements MEC. According to Nonkwelo, the loans were to develop a property in Highlands, Johannesburg, for student accommodation which, News24 has learned, was to be named Hunter Heights. Construction, however, has not been completed, with no discernible construction having taken place on the property. On Wednesday afternoon, Gauteng Human Settlements and Infrastructure MEC Lebogang Maile ordered the GPF's board of directors to undertake an urgent investigation into whether the fund offered excessive loans, spanning more than a decade, to Nonkwelo Investments. Mashatile's spokesperson, Vukani Mde, and the deputy president's son, Thabiso, said Mashatile had to move to the house because of threats by a former girlfriend in March 2023, shortly after he married another woman. But Rise Mzansi is not buying this. "The deputy president's spokesperson cites security concerns as the primary reason for Mashatile to occupying his official state residence. Tebogo Moalusi, the party's spokesperson, said, "This is simply illogical and ludicrous given the permanent security around state residences and the deputy president himself." In the investigation's first instalment, News24 reported Mashatile lived a life of luxury in expensive homes, owned by businesspeople who benefitted from state contracts. One of his largest benefactors is Edwin Sodi, the politically connected businessperson currently on trial on charges of corruption and fraud linked to a R255-million Free State asbestos eradication tender, together with former Free State premier Ace Magashule, who was recently expelled from the African National Congress. After that report, the Democratic Alliance (DA) and Rise Mzansi laid complaints with the Public Protector. On Wednesday, the DA's Solly Malatsi said the party would request the Public Protector to extend the scope of her investigation to include these latest allegations. On Thursday, Rise Mzansi announced the same. "In order to assist the work of the Public Protector and the assigned senior investigator, Rise Mzansi will submit the latest revelations to add to the docket as part of the ongoing investigation by the Chapter 9 body," said Moalusi. "The Union Buildings are occupied by a president and a deputy president who are compromised and focused on fighting their own political battles and allegations of unethical and criminal conduct, rather than building a capable state and the country we all deserve."

More than half a billion rand is paid out to victims of this kind of misbehaviour, and there is no plan to ensure police adhere to rules, says crime expert Gareth Newham. Newham adds that accountability systems in the police are incredibly weak and deteriorating year on year, costing large amounts from the police budget to compensate for police misconduct. He says there is no clear plan presented in parliament or elsewhere to demonstrate how top police leadership will address this. A video of Deputy President Paul Mashatile's armed protectors surfaced on Monday showing the VIP security detail assaulting helpless civilians in broad daylight on a public road. “Criminals are able to buy their way into the police,” says Newham as he traces back to the root of the crisis. The president is the only person who can ensure the police leadership crisis is resolved, he adds.  The incident angered some people on online public platforms. Newham says the public should not just be happy with action taken against these specific officials, whose behaviour is part of the culture in VIP protection services, but there needs to be stronger action. “Top management of VIP services do nothing to stop the behaviour.” Newham is head of the Justice and Violence Prevention Programme at the Institute for Security Studies.

Deputy President Paul Mashatile on Tuesday condemned acts of violence by his security detail and appealed to South Africans to allow law enforcement to complete its investigation. This follows a viral video that showed unarmed civilians being assaulted by what looks like members of the South African Police Service (Saps) VIP Protection Unit, on a Johannesburg highway. The video has angered many South Africans who are calling for the security detail involved to be brought to book. In a statement, Mashatile said he has full confidence in the Saps under the leadership of Police Minister Bheki Cele and the command of National Police Commissioner General Fanie Masemola. “Members of the Saps are meant to uphold and protect the fundamental rights of every person and exercise the powers conferred upon them in a responsible and controlled manner,” he said. He added that he abhors unnecessary force, particularly against unarmed civilians and revealed that Masemola had promised there would be an investigation into the matter. Meanwhile, the Independent Investigative Directorate (Ipid) national spokesperson Robbie Raburabu has said that it is investigating the allegations of assault against members of Protection Security Services in the Saps. Ipid has also contacted family members of the victims to lay a charge. Raburabu says they have also contacted management of the Saps who are cooperating with the IPID investigation.
