Em São Tomé e Príncipe, João Pedro Cravid foi afastado da chefia do Estado-Maior do Exército, numa decisão tomada, esta segunda-feira, em conselho superior de defesa nacional, que esteve reunido no Palácio do Povo, sob a presidência de Carlos Vilanova, que é também Comandante Supremo das Forças Armadas. Numa análise em entrevista à RFI, Abílio Neto, analista político são-tomense, considera que João Pedro Cravid é a primeira vítima colateral do processo de 25 de Novembro de 2022, que resultou na morte de quatro civis no quartel das Forças Armadas. RFI: Considera que falamos de uma primeira vítima colateral do caso de 25 de Novembro de 2022? Abílio Neto: [Eu diria que sim]. O Chefe de Estado Maior demitido foi nomeado pelo seu perfil para tentar, de alguma forma, dar sentido a tudo o que aconteceu no quartel, a partir do dia 22 de novembro de 2022. Ele não foi posto naquela posição para resolver aquele problema. Ele foi posto para dar sentido àquele problema. O que é dar sentido? Dar sentido é fundamentalmente, em primeiro lugar, tornar possível resolver juridicamente e judicialmente aquela situação, o que nós ainda não conseguimos fazer tudo no país. Só conseguimos fazer uma metade do processo. Falta a outra metade, que é a parte militar e a parte, digamos que mais dura do processo, a parte que implica as quatro mortes, as agressões, a tortura e etc. Tudo dentro do quartel e feito por militares, como é sabido, militares que necessariamente tem que ser julgados. A segunda parte era a parte de apaziguar, de alguma forma, a relação entre os militares e o poder político, também pelo perfil tranquilo, sereno, de João Pedro Cravid. Não consigo perceber porque é que nesta altura terá acontecido essa demissão. Quer dizer, consigo perceber, de acordo com, digamos, uma agenda muito de redes sociais, muito de plateia, mas que não pode ser uma agenda de decisões, de pessoas que têm que decidir responsavelmente sobre questões de Estado, sobre questões de soberania, sobre questões que têm que ver com assuntos muito delicados na gestão de questões que são questões de Estado. É evidente que aconteceu um roubo de uma parte do processo físico, que estava no Estado-Maior do Exército, mas não podemos ter essa ideia e pensar necessariamente e pensar em consequência e em reacção, que o Chefe de Estado Maior das Forças Armadas deve ser responsabilizado por um assunto que é claramente, também ele, um assunto de cariz fundamentalmente jurídico e judicial, que foi efectivamente um furto de um processo. RFI: Falou aqui de uma parte importante, do desaparecimento de peças do dossier. No seu ponto de vista, este desaparecimento pode significar a impossibilidade de julgar este caso? Abílio Neto: Não creio, suponho eu, e conhecendo bem os procuradores são-tomenses, que é provavelmente do sector da justiça e, não só, na nossa administração pública, se calhar os que melhor alimentam a ideia das boas práticas, quase de certeza absoluta, diria eu, não tendo a confirmação, que terão uma cópia física do processo. E terão também, isso é óbvio e evidente, uma cópia digitalizada do processo porque toda a gestão documental da Procuradoria tem sido feita com base já na digitalização de peças processuais. Portanto, eu diria que a situação tornar-se-ia grave se efectivamente não houvesse essa espécie de backup de documentos. RFI: Isto acontece numa altura em que decorrem no país tramitação para a realização do julgamento das pessoas envolvidas no acontecimento de 25 de Novembro, sobretudo dos militares envolvidos, mas ainda persistem discussões sobre se este caso será analisado no Tribunal Cívil ou no Tribunal Militar. Aquilo que lhe pergunto é se, na sua opinião, o Tribunal Militar terá condições para julgar este caso? Qual é a sua opinião? Abílio Neto: Não tem condições e eu sou muito frontal relativamente a esse assunto. Eu sou daqueles que defende que o caso deveria ter sido julgado em tribunais civis exactamente porque são muito mais capazes de o fazer. E também porque o nosso tribunal Militar nem sequer existia, nem sequer existe. Existia no papel. Existia formalmente, mas não existia objectivamente. Estar agora forçar a criação de um tribunal militar com características, diria eu, um pouco frágeis para ter capacidade de resolver uma situação tão complexa como essa situação é, logo dever-se-ia ter tido o cuidado especial, dentro do sistema judicial e judiciário, de manter o processo dentro dos tribunais civis e não sair daí. A opção, parece-me a mim que foi essa, muito por via da pressão dos próprios militares. Isto também é especulativo que estou a dizer, mas dá para perceber que se tivesse sido assim e estamos agora nesta posição de ser quase que impossível julgar em tribunais comuns, até porque já se esgotaram os recursos para o Supremo e para o Tribunal Constitucional e terá mesmo que ser a opção do Tribunal Militar a funcionar, se quisermos (e esta é a minha opinião), fazer um frete a alguns sectores das Forças Armadas e eu acho que não se deve fazer um frete numa situação dessas, logo ponderaria que existisse uma reflexão nacional relativamente forte, no sentido de se ir, por via da possibilidade de se criar um tribunal Ad Hoc para o efeito. Muita gente é contra essa ideia. RFI: Na sua óptica, seria a melhor opção? Abílio Neto: Eu não gosto de tribunais Ad Hoc. Também confesso isso, mas eu acho que é a única forma mais justa hoje de se poder resolver a situação porque se for o Tribunal militar a julgar, ficará sempre na ideia ou no consciente de muitos são-tomenses, que se teria feito um favor a pessoas que não mereciam favor nenhum e que deveriam ser julgadas com toda a força da lei e naturalmente tendo todas as garantias de um julgamento justo, mas também que não fosse um julgamento light para lavar consciências e para também lavar a imagem de umas forças Armadas que precisam efetivamente de lidar com uma realidade e de se conformar com o Estado de Direito, conforme ele é, e conforme as próprias Forças Armadas de São Tomé e Príncipe vinham fazendo ao longo da sua história, salvo algumas excepções momentâneas, mas que sempre conduziu os oficiais e os quadros militares àquilo que a Constituição pede e exige deles. Eu penso que temos que começar já a olhar para o futuro. E quando eu digo olhar para o futuro é tentar de alguma forma, precaver e antecipar o que podem ser ocorrências do mesmo tipo. Não com a mesma gravidade, mas até com gravidades diminutas, mas tentar antecipar já a ideia de um tribunal militar objectivamente útil, bem pensado e bem feito. Daí a proposta sobre a qual eu tenho trabalhado com alguns colegas são-tomenses, a ideia de ter o Tribunal Militar como uma secção do Supremo Tribunal de Justiça. Como não há muitos casos, nem muitos processos sobre os militares, também não há muitos processos sobre o Supremo Tribunal de Justiça. Portanto, não haveria uma carga de imensos processos sobre o Supremo Tribunal e que ele não pudesse julgar a partir daí. Mas é realmente criar essa secção do Supremo Tribunal de Justiça e resolver de uma vez por todas, a questão da realização e da objectificação do Tribunal Militar. RFI: Acha que este caso continua a ser uma sombra sobre este governo da ADI, com um Conselho Nacional marcado para dentro de pouco mais de uma semana e o hipotético regresso de Patrice Trovoada que estava no poder precisamente na altura do caso? Abílio Neto: Essa questão é a questão fácil de resolver, na minha perspectiva. Hoje está a falar-se muito das legitimidades e das legitimações. O que está aqui em causa é o facto de tudo ter acontecido naquele governo com maioria absoluta e um governo (esse é que o drama da política são-tomense em muitos momentos da nossa história) repare-se que o governo tinha apenas 20 dias de governação, com um programa muito ambicioso, com muitos quadros jovens, muito capazes, e, de repente, acontece essa tragédia logo no início da governação. É evidente que o governo fica marcado por essa tragédia, mas a verdade, e é essa que é a complexidade, dos Estados de direito, é que o governo não pode julgar a separação de poderes. O que o governo pode fazer é influenciar o máximo possível o poder judicial, no sentido de resolver aquela questão. Eu acho que a melhor conclusão é pensar realmente no futuro e pensar que uma nova legitimidade do poder em São Tomé e Príncipe pode resolver muita coisa. E nós temos um ano porque não creio mesmo que se consiga julgar o processo com dignidade num ano, mas a verdade é que num ano, nós temos as duas eleições democráticas mais importantes do país, as legislativas e as presidenciais. Renovando o quadro político, eu julgo que se dará uma oportunidade ao país para sair dessa espécie de psicopatia colectiva em que estamos. Sair dessa dor tremenda que o país vive e é uma dor palpável, que é a dor de ter visto, quase que ao vivo, para nossa tristeza, aquela situação horrorosa, daquelas mortes. Não podemos continuar a querer ter um país bom enquanto não resolvermos essa situação.

I can tell you it was like sitting with a long, lost neighbor when sitting with Kelly E. Carter. And in fact, we were neighbors of sorts back in the day. It wasn't until I was searching for images to create the icons for this podcast did I realize I was in the presence of true maverick royalty. There's something about Kelly—her energy, her wit, and just her knack for storytelling—that gets you thinking about the wine industry in ways that feel both nostalgic and freshly invigorating. It's the kind of layered journey you don't hear about every day. You talk to some folks, they've been in wine their whole lives. With Kelly, it's travel, sports, culture—all converging in the glass. We got into the nitty-gritty of wine and travel writing and how AI could never replace the boots-on-the-ground experience. I had to laugh—when Kelly plugged Napa into chatbots, she got recommendations for wineries that are closed for renovations. "You have to know the latest," she said, reminding me that the best wine stories are always written with real shoe leather, not just code. Her insights into Napa Valley tourism were equally compelling. As the founder of Napa Valley Noir, Kelly's passion lies in creating experiences rich in narrative, not just pouring cabs for folks who made it big in tech and want a taste of the valley lifestyle. She's all about partnerships with wineries that have soul, stories, and a genuine connection to their craft—whether it's a historic vineyard run by women or an impromptu meeting with Thomas Keller that leaves guests starstruck. Frankly, I couldn't agree more. The stories make the bottle—and the memories. That's what keeps this business alive, even as the market shifts. Kelly also talked about the recent surge in African American visitors to Napa, thanks in part to celebrity influence (LeBron, Kobe, you name it), and her drive to ensure these visitors experience the full magic Napa has to offer, not just what's on the surface. She's honest—her intake forms ask straight-up about comfort level on bottle prices. She knows how to match guests with the right wineries, sometimes calling in a favor for an extra pour or a charcuterie board, because that's how relationships form and deepen in this business. There's a lesson in Kelly's methods: whether it's a group of corporate execs, first-timers, or veteran collectors, she makes sure the experience is tailored and memorable. Maybe it's the aftermath of her own battles—her candor about beating a rare cancer got me thinking about perspective, gratitude, and the importance of living fully, whether it's raising a glass or hiking through a vineyard. Members of Parliament's Ad Hoc committe established to look into wide-ranging allegations of criminal infiltration, corruption and political interference in the criminal justice system THIS WEEK grilled Police Commissioner Fannie Masemola and KwaZulu-Natal police boss Nhlanhla Mkhwanazi. The committee is focusing on Nhlanhla Mkhwanazi's explosive allegations, including political and criminal interference in the SAPS and related corruption; the disbandment of the Political Killings Task Team; and allegations against MPs. The objective is largely to assess the failure of oversight and the need for policy or legal reform. In contrast to the ongoing Madlanga Commission, each MP is accorded ample time to pose questions to the witnesses. While some have welcomed the intense nature of the grilling by some parliamentarians others have registered reservations and have questioned the style of cross examining which has tended to highlight the political nature of Parliament's ad hoc committee. The Chief of staff to Police Minister Senzo Mchunu, Cedrick Nkabinde has accused National Commissioner Fannie Masemola and KZN's Lt-Gen Nhlanhla Mkhwanazi of orchestrating raids to intimidate him. Nkabinde says devices were seized from him and Mchunu ahead of their respective appearances before the Madlanga Commission and Parliament's Ad Hoc committee probing corruption and political interference within SAPS. Yesterday, police also raided the Centurion home of suspended Deputy Commissioner Lt-General Shadrack Sibiya, seizing devices over alleged docket tampering. KwaZulu-Natal Police Commissioner Lt-General Nhlanhla Mkhwanazi has told Parliament's Ad Hoc committee probing national security concerns that he believes corruption within South Africa's police service, SAPS has deepened over the past decade. Testifying before the Committee for a second day, Mkhwanazi alleged an unethical relationship between suspended Police Minister Senzo Mchunu and North West businessman Brown Mogotsi. Mkhwanazi's claims form part of broader allegations of criminal infiltration, corruption and political meddling in the criminal justice system probed by the parliamentary Committee established after his July revelations. Washington's Ad Hoc Navy and the Formation of the Commander-in-Chief's Guard Author: Patrick O'Donnell Book Title: The Indispensables: The Diverse Soldier Mariners Who Shaped the Country, Formed the Navy, and Rowed Washington across the Delaware Upon George Washington's arrival in July 1775, the Continental Army suffered a critical shortage of black powder, forcing Washington to seek urgent supply solutions. He developed a unique trust with the Marbleheaders, whose nautical expertise he relied upon. Washington bypassed Congress to create his own Navy—a fleet of "cruisers" (including the Leeand the Warren) manned by Marblehead sailors, essentially perfect marines. Their primary goal was to intercept British transports laden with ordnance and powder. Captain John Manley, a Marbleheader, achieved a critical success, capturing one of the war's richest prizes—a ship filled with supplies that included a massive mortar used later at Dorchester Heights. Washington's Navy operated primarily out of Beverly, Massachusetts, a heavily defended, difficult-to-navigate, protected port. Additionally, Washington formed the Commander-in-Chief's Guard, or Lifeguard, which was an early precursor to the Secret Service, tasked with protecting the general and his papers. This handpicked volunteer unit was placed under the command of Marbleheader Caleb Gibbs.

The National Assembly has just held a debate followed a draft resolution submitted by EFF leader Julius Malema calling for the establishment of an Ad Hoc committee to investigate the continued presence of apartheid-era statues and memorials in public spaces. Political parties that took part in the debate expressed mixed views. While some supported the establishment of such a committee others said it would be a fruitless and wasteful expenditure. In his latest interview with Chris Steyn, Ian Cameron, the Chair of Parliament's Portfolio Committee on Police, slams former Police Minister Senzo Mchunu for setting the Hawks on a satirist. “..it's just absolutely ridiculous, ludicrous to say the least - and that they would fly down a team from Johannesburg to come and waste time when there's actual real crime to fight. So proper North Korean-style operation…” Cameron calls 40 gunmen taking control of a municipal council in Northwest a “municipal coup d'etat". He says it begs the question whether we could expect “more on a provincial and even a national level” and says “this is exactly one of the reasons we should fight against the disarming of lawfully armed citizens”. Commenting on delays in the launch of the Ad Hoc committee that has to hear the Mkhwanazi allegations of Police Capture, Cameron says it is “extremely frustrating process…we continued to see the delays move forward. We just kept on hearing more excuses for things not happening. And now we're already more than a month in since when we could have started work in the beginning of August, and we still haven't finalised the programme”. Meanwhile, he laments the “bloodbath” on the Cape Flats. “…in the top 30 stations in the Western Cape, over the last month of August, we saw over 300 people being murdered. The impression is given that the police are doing what they can, but to be honest with you, they're not. They don't have the capacity even if they wanted to.”

In der aktuellen Podcast-Folge hatte ich erneut das Vergnügen, mit Sebastian Fleischhacker zu sprechen – CEO von eButcher Consulting und mittlerweile zum dritten Mal bei uns zu Gast. Er kennt die Ladeinfrastruktur wie kaum ein anderer und berät mit seinem Unternehmen Ladesäulenbetreiber in ganz Europa. Dabei geht es nicht nur um Strategie, sondern auch um konkrete Lösungen – insbesondere rund um das Thema Pricing. Sebastian hat gleich zu Beginn klargemacht, worauf es beim erfolgreichen Betrieb von Ladeinfrastruktur ankommt: „Einmal Location, zweitens Awareness und drittens Pricing.“ Besonders der dritte Punkt war unser Schwerpunkt – mit einem Blick auf Deutschland und die Herausforderungen beim sogenannten Ad-hoc-Pricing. Was viele als festen Preis an der Säule kennen, sieht er als verpasste Chance: „Das Problem ist, die Kilowattstunde kostet nicht jede Stunde gleich.“ Er arbeitet mit einem Kunden zusammen, der in Kürze ein dynamisches, algorithmisch gesteuertes Ad-hoc-Pricing-Modell in Deutschland einführt. Das Ziel: Preisvorteile für Nutzer:innen sichtbar machen und gleichzeitig die Marge für Betreiber verbessern. Die dafür eingesetzte Plattform bietet nicht nur Flexibilität, sondern ermöglicht auch CPOs, ihre Pricing-Teams mit neuen Tools auszustatten. Sebastian dazu: „Viele haben in der Theorie schon gerechnet – aber ihre Systeme erlauben es nicht, das umzusetzen.“ Das Thema Transparenz kam ebenfalls auf den Tisch. Die Idee: Preise dynamisch gestalten, aber so, dass sie für E-Auto-Fahrende nachvollziehbar bleiben. Dazu braucht es eine gute Kommunikation – und bestenfalls einfache Nutzerführung. „Ich habe gestern nachgezählt: Ich habe 48 Ladeapps – aber ich arbeite auch in der Branche. Für normale Nutzer:innen ist das keine Lösung.“ Das Ziel sei also ein intelligentes, vernetztes System – nicht noch eine weitere App. Neben dem Pricing war auch die Standortwahl ein zentrales Thema. Wer als Betreiber Ladeorte ohne Datenanalyse auswählt, riskiert hohe Kosten und geringe Auslastung. Sebastian nutzt für seine Kund:innen eine Location-Intelligence-Plattform, die in wenigen Minuten mehr als 40 Datenquellen analysiert und präzise Vorhersagen trifft – inklusive der Entwicklungsmöglichkeiten vor Ort, etwa für den späteren Einsatz von E-Trucks. „Diese Weiterentwicklung einer Location – das kann eine Person alleine nicht.“ Schließlich ging es noch um das Thema Wahrnehmung. Ladesäulen müssen nicht nur sichtbar sein, sondern auch Mehrwert bieten. Ob gute Gastronomie, Spielmöglichkeiten für Kinder oder einfach ein sauberer, sicherer Ort – die Ladezeit sollte sinnvoll genutzt werden können. „Ein E-Auto-Fahrer denkt an seine Zeit. Wenn er in der Zeit den richtigen Service bekommt, macht das Betreiben einer Ladesäule nochmal viel mehr Spaß.“ Ein Gespräch voller Einblicke, das deutlich macht: Ladeinfrastruktur ist mehr als nur Technik. Welcome to another DD Quackcast! We were going to discuss Ad Hoc rationalisations and also “what happens AFTER you take over the world” but both topics were waaaay too trumpish and we didn't feel like getting negative and ranty about that fellow's foolishness so we thought we'd talk anime instead! But what is anime? At its simplest it's just cartoons like any other but they happen to be from Japan. There's more to it though, most anime has a articular look to it: reasonably realistically drawn worlds and reasonably realistic figures but they all tend to have slightly oversized heads, huge expressive eyes, tiny noses and mouths, and very stylised hair and reactions. That's not always the case but it's pretty typical. But these days “anime” is also made in Korea, China, France, the USA and more, it's become a style rather than a country of origin thing. What differentiates it from Western animation? Mainly that the the figures were more realistically drawn, with more realistic and detailed backgrounds, while the typical Western style was much more stylised, flat, and simplified. These differences do not denote higher quality or a lack of quality, it's just about what's being prioritised: In Western animation all that flatness and stylisation meant that facial expressions could be enhanced, animation could have more more frames and everything could look smoother and more dynamic. For anime that mean you could have much better drawn, more realistic looking figures (always with 5 fingers!), as well as things like shading, reflection, and shadows, along with much more detailed worlds that they exist in. The trade-off was less frames, jerkier animation and many simplified scenes where they repeat movements, pan and zoom over still backgrounds to fake movement, and even replace backgrounds with things like lines to indicate movement. The upshot of this was that the more realistic style in most anime can have more appeal to adults, while the much more abstract style favoured by Western animation is always seen as a bit childish so it's been harder to maintain the adult animation industry in the west and it's not anywhere near as diverse. But the real difference is that the animation industry in Japan is massive because of the culture of producing manga which gives animation a constant pipeline of massively varied and interesting material, and the insatiable appetite of the public for new series. And because so much is constantly being produced it means the diversity of story style and genre is incredible and there is something for EVERYONE, of all ages groups, rather than the mainly violence and or sex focussed adult stuff, Simpsons clones, or kid focussed stuff in the West. It's a big, fully mature industry, while the western animation industry just isn't- it's much smaller and the older teen and adult part of it is immature so that diversity of style and genre is weak and very inconsistent. David's just booked his 120 mile walk across Dartmoor and Exmoor, so there's plenty for him to discuss. But first he wants to know why Joe isn't swimming anymore and things get a little tense. Then Joe has to help Petra with her car, so David outlines his walking route for us while he waits for Joe to return.
