The Chinese Communist Party isn't a normal political party. When it makes an agreement with another country, it doesn't actually intend to stick to that agreement. For example, China promised the US it wouldn't militarize islands in the South China Sea. A few years later, the US military reported that China had done just that. Good news is easier to notice if you consider the alternatives. On Monday, the Biden offered “unwavering” support of Brazil president Luiz Inácio Lula da Silva in the aftermath of an right-wing coup. It's easier to imagine earlier presidents, not just Republicans like Donald Trump but also Democrats like Bill Clinton and Barack Obama, taking a very different stand when a socialist government in Latin America is facing a right-wing attempt at regime change.In a recent article in The New Republic, Matthew Duss and Stephen Wertheim note that the rising progressive movement in the Democratic Party has usefully pushed Biden to partially move beyond the failed policies of the past. This can be seen especially in the withdrawal from Afghanistan and the retreat from drone warfare. Sea-Jin Chang is a Lim Kim San Chair Professor of Business Administration, National University of Singapore and also a Techno-SK Chair Professor at Korea Advanced Institute of Science and Technology (joint appointment). He received his BA and MA in economics from Seoul National University, and Ph.D. in strategic management from the Wharton School, University of Pennsylvania. He was previously a faculty member at the Stern School, New York University and Korea University, and also had visiting appointments at Stanford, INSEAD, London Business School, and Hitotsubashi University. Professor Chang is primarily interested in the management of diversified multinational firms. His current research focuses on understanding the process of creating operating synergies among diversified lines of business and building a strong local organization after foreign entry. His other research interests include organizational learning, corporate growth through joint ventures and acquisitions, foreign direct investment and comparative management studies of Japan, Korea, and China. His book, Sony vs. Samsung: The Inside Story of the Electronics' Giants Battle for Global Supremacy (Wiley, 2008) compares and contrasts these two firms' global strategy. His other books include The Rise and Fall of Chaebols: Financial Crisis and Transformation of Korean Business Groups (Cambridge, 2003) and Business Groups in East Asia: Crisis, Restructuring and New Growth (Oxford, 2006), and Multinationals in China: Entry Strategies, Competition, and Performance (Oxford, 2013). He previously served as an Area Editor of the Journal of International Business Studies, and an Associate Editor of the Strategic Management Journal. It was sent by King Phillip of Spain who ruled half the world to crush Elizabeth Tudor the woman who ruled half an Island but would end in defeat and disaster for the Spanish. The background to this conflict was the growing Anglo-Spanish rivalry that had sprung up ever since the discovery of the New World and the English desire to obtain a slice of the huge wealth, power and influence that could be gained there. The reformation also played its part in pitting protestant England against Spain's Catholics. In the first of two programmes to remember the Armada Dan is joined by Alexander Samson who is a Reader in Early Modern Studies at University College London and has a special interest in Spanish history. Alexander and Dan discuss how this rivalry between England and Spain developed, how the two countries have a centuries-old trading connection, and why the Spanish Armada was far from the only armada! For most of its history, the United States avoided making political and military commitments that would entangle it in European-style power politics. Then, suddenly, it conceived a new role for itself as the world's armed superpower—and never looked back. In Tomorrow, the World, Stephen Wertheim traces America's transformation to the crucible of World War II, especially in the months prior to the attack on Pearl Harbor. As the Nazis conquered France, the architects of the nation's new foreign policy came to believe that the United States ought to achieve primacy in international affairs forevermore. Scholars have struggled to explain the decision to pursue global supremacy. Some deny that American elites made a willing choice, casting the United States as a reluctant power that sloughed off “isolationism” only after all potential competitors lay in ruins. Others contend that the United States had always coveted global dominance and realized its ambition at the first opportunity. Both views are wrong. As late as 1940, the small coterie of officials and experts who composed the U.S. foreign policy class either wanted British preeminence in global affairs to continue or hoped that no power would dominate. The war, however, swept away their assumptions, leading them to conclude that the United States should extend its form of law and order across the globe and back it at gunpoint. Wertheim argues that no one favored “isolationism”—a term introduced by advocates of armed supremacy in order to turn their own cause into the definition of a new “internationalism.” We now live, Wertheim warns, in the world that these men created. A sophisticated and impassioned narrative that questions the wisdom of U.S. supremacy, Tomorrow, the World reveals the intellectual path that brought us to today's global entanglements and endless wars. He is also a research scholar at the Saltzman Institute of War and Peace Studies at Columbia University. His terrific new book is called Tomorrow the World: The Birth of U.S. Global Supremacy.
On this episode we discuss the legal theory of the origins of American empire. Stephen Wertheim, Deputy Director of Research and Policy at the Quincy Institute for Responsible Statecraft, and Afroditi Giovanopoulou, PhD Candidate at Columbia University, join us to discuss their recent works on this subject and debate the role law played in U.S. efforts to reshape the postwar global order. Wertheim's book, Tomorrow the World: The Birth of U.S. Global Supremacy, discusses intellectual developments during the crucial period before and during World War II when the U.S. decided to “extend its form of law and order to the globe and back it at gunpoint.” Rather than a dispute between internationalists and isolationists, Wertheim argues the period was marked by differences among those committed to an America playing a role in global affairs and a quick but radical shift toward American armed supremacy. Giovanopoulou's article, “Pragmatic Legalism: Revisiting America's Order After World War II,” argues that neither adherence to a norms-based international order nor realist dismissal of that project defined wartime and postwar efforts. Instead, the intellectual influence of legal realists and New Dealers led to a view of law as a tool rather than as a constraint, in reaction to the legal sensibilities of prewar foreign policy makers, who promoted the codification of international norms and the judicial resolution of international disputes.
