Bekanntlich ist Südkorea das Land mit dem höchsten Anteil an tertiärer Ausbildung unter allen OECD-Ländern, mit Stand 2023 besuchen oder besuchten ca. 76% der Bevölkerung eine Hochschule. Dieser Anteil ist etwa doppelt so hoch wie in Deutschland und liegt fast 20 Prozentpunkte über dem OECD-Durchschnitt. So herrscht hierzulande eine harte Konkurrenz um die besten Studienplätze, was dadurch noch verschärft wird, dass die Universitäten seit jeher in einem unverrückbaren Hierarchieverhältnis zueinander stehen. Die drei Top-Unis sind, wie jeder schon im Kindergarten weiß, Seoul-Nationaluni, Yonsei- und Korea-Universität. Dazu gesellt sich seit einigen Jahren das Korea Advanced Institute of Science and Technology (KAIST), und auch die altehrwürdige, von Samsung stark unterstützte Sungkyunkwan-Uni wird oft mit dazugezählt. Wer hier einen Studienplatz bekommt, hat beste Aussichten auf eine erfolgreiche Karriere, denn die Eliten waren praktisch alle dort und kümmern sich um ihre Alumni. Andersrum: Wer an einer drittklassigen Uni in der Provinz landet, studiert oft für die Arbeitslosigkeit. Nicht selten trifft man Taxifahrer und Verkäuferinnen mit Hochschulabschluss. Jetzt, Anfang März, hat grad das neue Schul- und Studienjahr angefangen, und so ist dies unser heutiges Thema.

Dr. Lee has contributed to the development of Telecom/ICT technology and services in areas as diverse as, Next-Generation Networks (NGN), IPTV, cloud computing, Fixed networks/Machine Learning (ML) for 5G, application of emerging technology (Quantum, Blockchain, AI, and ML) into Telecoms/ICTs. He launched initiatives for inclusion such as AI4Good, the Financial Inclusion Global Initiative (FIGI), and the Road Safety initiative. He started his professional life in 1986 as a researcher at Korea Telecom. After 17 years he took up a role at his country's Electronic and Telecommunications Research Institute (ETRI), where he stayed for the next eight years. Today I speak with Hyunah Keum, Seulgi Lee, Hyeonbin Park, & Joelle Champalet about the pandemic in Korea Joëlle Champalet is a doctoral student at the Graduate School of Science and Technology Policy, in Korea Advanced Institute of Science and Technology. She is interested in the intertwined relationship between technology and territories, everyday practices and smart cities. During her master's thesis and the pandemic, she focused on the transformation of everyday practices of inhabitants by smart systems in South Korea. Hyunah Keum is a doctoral student at the Graduate School of Science and Technology Policy, in Korea Advanced Institute of Science and Technology. She is interested in the materiality, socioeconomic, and environmental impacts of various wastes. She wrote her master's thesis about plastic wastes during COVID-19 in South Korea, to investigate different practices to regulate or promote the use of plastic from the perspective of slow disaster. She wants to expand her research fields into revealing unequal relationships around waste, and its impacts on different beings, not just humans but also non-humans.  Seulgi Lee studied chemistry in her undergraduate and became a master's course student in STP KAIST starting from last year. She is interested in the dynamics between disaster and victims' identity, especially from a feminist perspective. Hyeonbin Park is a doctoral student in the Graduate School of Science and Technology Policy at KAIST. He got his Master's degree in theoretical cosmology, but social and environmental disasters have attracted him, so he moved down to the Earth to pay more attention to human and nonhuman lives in the world. His research interests cover broadly Disaster studies, and Environmental humanities & social sciences. He would like investigate how disaster shapes the world and to develop a way of living together with various humans and nonhumans.

A veces es difícil reproducir código. Es necesario conseguir que los modelos o códigos puedan ser reproducibles por otras personas. - En la universidad solemos aprender los patrones de ingeniería de software, github, etc. Pero ML es un poco diferente y aunque todo eso también se aplica, hacen falta mas cosas. Por ejemplo, los datasets también tienen versiones pero pueden ocupar mucho espacio. ¿Qué es el Questión Answering (QA) en ML? QA es la tarea de dar una respuesta en texto a una pregunta en texto. Ej. es uno de los módulos de Siri, el asistente de Iphone. Cuando le preguntamos algo a Siri el móvil tiene que convertir nuestra voz en texto. Luego entenderlo y buscar información para responder nuestra pregunta (ir a Wikipedia, por ejemplo) y generar una respuesta corta. Tipos de algoritmos involucrados en el QA: - Antes de 2016 se empleaban sistemas basados en reglas como if/else. - En los últimos años ha evolucionado el campo gracias a las redes neuronales y, sobre todo, BERT ha pertmitido un crecimiento exponencial desde 2018. ¿Qué es MetaQA? - Es un modelo que distribuye y modera las preguntas recibidas entre un conjunto de modelos expertos en diferentes áreas como matemáticas, películas, etc. Así se crea un modelo efectivo sin la necesidad de crear un súper modelo que ocupe más recursos computacionales.

Today I welcome Hana Kim and June-Yi Lee to discuss their work on climate change adaptation and the Intergovernmental Panel on Climate Change in the COVID Era. Hana Kim is an assistant professor of School of Humanities & Social Sciences at Korea Advanced Institute of Science & Technology, Republic of Korea. She received a Ph.D. in Energy and Environmental Policy from University of Delaware, United States. Her research interests are equity issues related to energy and climate change policies, energy transition, and non-state stakeholders' responses to climate changes. Currently, she is working on several research projects related to sustainability issues in urban areas as well.  June-Yi Lee is Associate Professor of Research Center for Climate Sciences, Pusan National University; and Associate Project Leader of Institute for Basic Science Center for Climate Physics. She holds a Ph.D. Atmospheric Sciences, Seoul National University, Seoul, Korea. Earth system predictability including not only physical variables but also biogeochemical cycle on intraseasonal-interannual-to-interdecadal time scales. She is a Core Writing Team member, IPCC 6th Assessment Synthesis Report.

Today is a researchers' roundtable day on #COVIDCalls, and I welcome KAIST graduate students Hyon Soo Jeong and Hyunah Keum to talk about their new research on COVID. Hyunah Keum is a master's candidate at the Graduate School of Science and Technology Policy, in Korea Advanced Institute of Science and Technology. She recently finished her master's thesis titled “Making Waste Acceptable and Invisible: The COVID-19 Pandemic and Material Politics of Plastic Waste in South Korea,” where she argues that plastic waste has not just increased in Korea during COVID-19 pandemic, a time when the government both allowed discard of disposable plastics and invisibilized the infrastructure to treat those wastes. She wants to expand her area of research into revealing unequal relationships around waste, and its impacts on different beings, humans and non-humans.  Hyon Soo Jeong is a master's candidate at the Graduate School of Science and Technology Policy in KAIST. She is interested in data sharing during COVID-19, and her internship experience at United Nations Development Programme (UNDP) Seoul Policy Center inspired her to study public-private partnerships driven by Information and Communication Technology. Her Master's thesis is titled “A study of coproduction for information sharing during COVID-19: focusing on the case of citizen-developed map services in South Korea,” and her study focuses on how Korean civil society's action of information sharing driven by open government data influenced COVID-19 policy in South Korea.

Authorities said the upcoming two-week period will serve as a stepping stone towards the transition into the so-called "with COVID-19" system of gradually normalizing socioeconomic activities early next month. (Bryce Olk) In-Depth News Analysis (Weekly Economy Review): The International Monetary Fund (IMF) announced this week that they are maintaining their growth outlook for South Korea this year at 4.3%, but the overall global outlook has been revised down from 6% to 5.9%, citing concerns over supply chain disruptions. The Bank of Korea also gave similar warnings to a National Assembly committee on Friday, saying the supply chain issues could last longer than expected. The BOK also hinted this week that an additional rate hike could come as early as November. Sea-Jin Chang is a Lim Kim San Chair Professor of Business Administration, National University of Singapore and also a Techno-SK Chair Professor at Korea Advanced Institute of Science and Technology (joint appointment). He received his BA and MA in economics from Seoul National University, and Ph.D. in strategic management from the Wharton School, University of Pennsylvania. He was previously a faculty member at the Stern School, New York University and Korea University, and also had visiting appointments at Stanford, INSEAD, London Business School, and Hitotsubashi University. Professor Chang is primarily interested in the management of diversified multinational firms. His current research focuses on understanding the process of creating operating synergies among diversified lines of business and building a strong local organization after foreign entry. His research and teaching focuses on the intersections between literature and medicine and the longer histories of disability and pathology. Lau is currently working on a book manuscript entitled “Insecure Immunity: Inoculation and Anti-Vaccination, 1720-1898”, which explores the British cultural history of immunity and vaccination in the eighteenth and nineteenth centuries. Alongside his scholarship, Lau frequently writes for venues of public scholarship like Synapsis: A Journal of Health Humanities, Public Books, and The Los Angeles Review of Books. His poetry has appeared in Barren Magazine, Wordgathering, Glass, The New Engagement and in two chapbooks.

The Indianapolis Motor Speedway has been the home to many of motorsports' greatest drivers and races. In less than two years, the renowned racetrack will host another iconic racing event — without drivers. The speedway (IMS) and Energy Systems Network (ESN) recently announced a two-year, $1 million prize competition that will culminate in a head-to-head, high-speed autonomous vehicle race Oct. 23, 2021, around the Speedway's famed 2.5-mile oval. The Indianapolis Motor Speedway will host an autonomous car race in 2021. Matt Peak, director of mobility at Energy Systems Network, is our guest on this episode of The Weekly Driver Podcast. Peak talks with co-hosts Bruce Aldrich and James Raia about the pending event, The Indy Autonomous Challenge. The competition will be among universities to create software that enables self-driving Indy Lights race cars to compete in a head-to-head race on the IMS track. The development of the software can help speed the commercialization of fully autonomous vehicles and enhance existing advanced driver-assistance systems (ADAS) in people-driven cars. These technologies help drivers remain in control and avoid accidents by prompting awareness and improving accuracy. "What we're asking universities to do is hard," said Peak. "Our hope is that by bringing together and offering up to participating teams the world's premier automotive proving ground, performance chassis manufacturer, engineering research center and simulation platform, as well as nearly $1.5 million in total cash awards, universities will see the Challenge as not just throwing down the gauntlet but also extending the helping hand to accelerate innovation and the arrival of new technologies." The Challenge consists of five rounds. Teams submit a short white paper during the first round, and in the second round, teams must demonstrate vehicular automation by sharing a short video of an existing vehicle or by participating in Purdue University's self-driving go-kart competition at IMS. Five universities registered for the competition upon its opening this morning: Korea Advanced Institute of Science & Technology (KAIST), Texas A&M Transportation Institute (TTI), University of Florida, University of Illinois and the University of Virginia. Registration is open for accredited, tax-exempt colleges and universities (including foreign institutions of higher education) through Feb. 28, 2020. Need a quick breath check before your big meeting…or your big date? Well, scientists from South Korea may be able to help. They've engineered a portable device that detects even the tiniest trace of hydrogen sulfide…the stuff that smells like rotten eggs that is one of the primary offenders in oral obnoxiousness. Their work appears in the journal Analytical Chemistry. [Jun-Hwe Cha, et al, Sub-Parts-per-Million Hydrogen Sulfide Colorimetric Sensor: Lead Acetate Anchored Nanofibers toward Halitosis Diagnosis]Bad breath, a.k.a. halitosis, can be more than a social inconvenience. A skunky mouth also may point to some serious underlying medical or dental issues. “Early diagnosis is very significant to prolong your healthy life.”Jun-Hwe Cha of the Korea Advanced Institute of Science and Technology. He says that most of the instruments used for diagnostics are found in clinics or hospitals…which may be tough to get to. And the electronic sensors that are currently used to sniff out various gases require a power source and precise calibration…not easy when you're out and about.“So, we came up with a strategy to develop colorimetric gas sensors, which change its color when detecting biomarker gases.”Think of it as a litmus test for your exhalation. To build their sensor, the researchers took lead acetate…a chemical used in some hair dye products that turns brown when exposed to hydrogen sulfide. And they embedded it in a three-dimensional nanofiber web…so the dye would spread out across a large surface area. That distribution gives the sensor the sensitivity it needs to detect trace amounts of H2S.To test the device, the researchers puffed it with different concentrations of hydrogen sulfide gas. And they found that as little as 400 parts per billion of H2S produced a color change that could be seen by the naked eye. Which is about a fifth as much H2S as you'd need to have stank breath. They even used the device with real human outgassing. The researchers had volunteers blow into a bag. And they spiked these exhalates with 1000 parts per billion H2S. Again, the bad-breathylizer worked like a charm.“This sensor showed high potential for simple halitosis diagnosis with your breath anytime anywhere in a very short time.”The team is now working on similar diagnostic sensors for other vaporous effluvium. Previously, CNN had only flown only over unpopulated areas. The newsgathering duties are performed with a small Fotokite Pro tethered quadcopter. Earlier this month CNN announced its Aerial Imagery and Reporting (CNN AIR) unit with two full-time UAS operators. In a first, FAA allows PrecisionHawk to fly drones where pilots can't see them The Federal Aviation Administration has also given PrecisionHawk an exemption to fly in the U.S. beyond visual line of sight (BVLOS). The exemption came on August 29, when Part 107 became effective. PrecisionHawk Executive VP Thomas Haun said, “In agriculture, now that we have an exemption to fly beyond the visual line of sight, we can fly an entire farm, not just one field, efficiently.” The FAA issued 76 waivers on that day, most of them applying to night flying.
