En 2024, la Banque mondiale achèvera une nouvelle levée pour son fonds IDA, principalement destiné à l'Afrique. L'un de ses vice-présidents reconnaît que certains États pourraient baisser leurs contributions, alors que les crises se multiplient. Le sujet sera sur la table des assemblées de printemps les 15 et 16 avril.  RFI : Alors que se profile la 21ème reconstitution du fonds IDA (International development association), quel bilan peut-on faire du programme qui s'achève ?  Aki Nishio : Nous sommes encore au milieu de la seconde année, il faudra attendre la mise en œuvre de tous les projets pour avoir une idée des résultats concrets. Mais en termes de financements, nous avons de belles réussites. Sur les 93 milliards de dollars récoltés, 75 % sont allés en Afrique : lutte contre le changement climatique, développement des énergies renouvelables, insécurité alimentaire... Les pays bénéficiaires sont très demandeurs, ils sortent d'une période inédite. La pandémie, les conflits à travers le monde... Autant d'évènements qui les ont fragilisés encore plus. Justement, face à la demande croissante, le président de la Banque mondiale a parlé d'une « expansion » de l'IDA. Qu'est-ce que cela veut dire concrètement ?  Cela veut avant tout dire que nous voulons accroître les financements. Il n'y a pas d'objectif chiffré à proprement parler, mais la demande est énorme. Avec les crises successives qu'ils ont traversées, les pays bénéficiaires ont besoin de plus d'argent.  Pour l'IDA20, nous avions récolté 93 milliards de dollars, soit 105 milliards ajustés pour l'inflation. C'est une bonne référence pour la suite.  Avec la guerre en Ukraine qui continue, la crise au Moyen-Orient et les élections américaines qui approchent, craignez-vous une baisse des financements cette année ?  C'est un vrai risque. Plusieurs pays nous ont dit qu'il leur serait difficile de contribuer. Il est encore très tôt pour savoir si les financements seront en baisse. Dans le même temps, nous cherchons des alternatives. Solliciter d'autres donateurs, par exemple, qui n'avaient jamais contribué jusque-là. Je pense par exemple à certains pays du Golfe. La bonne nouvelle, c'est que le nombre de pays donateurs ne fait qu'augmenter, nous sommes aujourd'hui à 59. Certains d'entre eux étaient bénéficiaires jusqu'à présent, et ils reviennent en tant que donateurs. C'est un beau message de solidarité internationale : ils rendent un peu de ce que les autres leur ont donné.  En décembre dernier, en marge d'un déplacement en Tanzanie, le président de la Banque mondiale évoquait un « ralentissement de la lutte contre la pauvreté en Afrique ». Est-ce un constat que vous partagez ?  L'Afrique était sur une très bonne trajectoire. Dans la plupart des pays bénéficiaires, le taux de pauvreté était même en déclin. Mais la crise du Covid-19 a tout changé. Dans plusieurs pays, la pauvreté a augmenté. Ce n'est évidemment pas le résultat que nous espérions, même si je pense que l'IDA a permis d'affronter cette tempête. Nous avons aidé les pays africains avec des projets de protection sociale afin d'amortir les destructions d'emplois et en investissant dans l'éducation à distance. L'heure est maintenant aux projets post-Covid. Je pense aux transports, avec le développement de corridors pour les pays enclavés. L'une de nos priorités, c'est aussi d'accompagner la révolution numérique, un domaine dans lequel l'Afrique a pris du retard.  Après les coups d'État successifs au Mali, au Burkina Faso et au Niger, comment la Banque mondiale travaille-t-elle au Sahel ?  J'ai été très déçu par les événements récents au Niger. Un mois avant le coup d'État, j'avais rencontré le président Bazoum, l'un des champions de l'IDA sur le continent. Nous comptions sur lui pour transmettre le message à d'autres chefs d'État. Depuis, il est toujours en résidence surveillée. Dans ces pays, la situation est très préoccupante et il n'y a pas vraiment de bonne solution. C'est l'une des questions centrales pour l'IDA21 : comment continuer à travailler dans des pays en conflit ? Il faut davantage se concentrer sur la prévention, sur les subventions pour sortir les États de situations difficiles. Nous avons déjà un cadre pour cela, mais il faut qu'il soit plus flexible et plus efficace.  L'assistance budgétaire aux pays en transition fait-elle partie de la solution ? Est-ce envisageable ?  Pour cela, il faut un programme de réformes suffisamment solide. C'est sur cette base que nous fournissons un appui budgétaire. Il faut donc être sélectifs, et choisir les situations dans lesquelles notre aide sera utile. Nous continuerons à le faire en Afrique subsaharienne. En ce qui concerne le Mali, le Burkina Faso et le Niger, il faut vérifier d'où viendraient les éventuelles réformes. Mais dans d'autres pays classés « fragiles », nous apportons un appui budgétaire, dès lors que les gouvernements sont engagés dans les réformes.  Le 15 avril 2024, cela fera un an jour pour jour que le Soudan est en guerre. La Banque mondiale est-elle toujours présente sur place ?  Nous n'avons plus d'employés sur place. Le directeur des opérations pour le Soudan travaille d'Addis Abeba au Kenya, et fera des aller et retours à Khartoum. Ce qui se passe est évidemment très triste. D'autant plus que le Soudan était sur une trajectoire très prometteuse. Dans l'immédiat, je ne sais pas ce que peut faire la Banque mondiale sur place. Mais nous sommes au fait de la situation, et sommes prêts à reprendre nos activités dès que cela sera possible. Le plus tôt sera le mieux. Haïti fait face à une crise sans précédent. Quel rôle peut jouer la Banque mondiale ? Cela fait plusieurs décennies que nous sommes actifs sur place, nous avons toujours un représentant à Port-au-Prince. Les récents évènements changent la donne. Nous sommes arrivés à un point où il devient difficile de continuer nos activités. Nous sommes inquiets pour la sécurité de nos employés sur place, cela a fait l'objet de nombreuses discussions. Mais la Banque mondiale est habituée à travailler dans ce genre d'environnement.  Le 2 avril dernier, la Banque mondiale dévoilait un rapport sur l'étendue des destructions dans la bande de Gaza. Les dommages causés aux infrastructures sont estimés à 18,5 milliards de dollars, soit 97 % du PIB combiné de la Cisjordanie et de la bande de Gaza. A-t-on déjà connu un tel niveau de destruction ?  C'est difficile à évaluer. Les destructions sur place sont immenses et nous demandons à la communauté internationale de se mobiliser pour aider Gaza. Le statut légal unique de ce territoire nous empêche de leur fournir directement de l'aide, puisqu'ils ne sont pas membres de la Banque mondiale. Il faut donc trouver d'autres alternatives. Mais les dégâts sur place sont bien trop importants par rapport à l'aide que nous avons fourni jusqu'à présent. Les pays donateurs doivent être au rendez-vous. Depuis plusieurs années maintenant, certains pays européens ont réduit leurs financements à Gaza. Nous ne pouvons pas occulter la réalité. Cette situation requiert toute notre attention.

Rickshaw comes from a Japanese word that means “human-powered vehicle.” The vehicle was first used in 19th-century Japan and then in other Asian countries to transport passengers.Rickshaw 源自日语,意思是“人力车辆”。 该车辆首先在 19 世纪的日本使用,然后在其他亚洲国家用于运送乘客。Rickshaw pullers are traditionally male. Through social media, some Japanese women are drawn to the profession. Abstract: Radial neuronal migration is a key neurodevelopmental event for proper cortical laminar organization. Newly born neurons migrate in a complex three-dimensional environment generated by the extracellular matrix (ECM), secreted factors, and neighboring cells. However, the molecular mechanisms by which the ECM controls radial migration remain largely unknown. We herein identified neurocan (NCAN), a risk factor for neuropsychiatric disorders, as a major chondroitin sulfate proteoglycan produced by developing cortical neurons. NCAN binds to both radial glial cell-derived tenascin-C (TNC) and hyaluronan (HA), a large linear polysaccharide, forming a ternary complex of NCAN, TNC, and HA. Developing cortical neurons make contact with the ternary complex during migration. The enzymatic or genetic disruption of the ternary complex impairs radial migration by suppressing the multipolar-to-bipolar transition. Furthermore, TNC in the ternary complex promotes neuronal morphological maturation. The present results provide evidence for the cooperative role of neuron- and radial glial cell-derived ECM molecules in cortical development. Copy rights belong to original authors. A conversation with Philip Greenwood on Shoji Nishio, a first generation student of the founder of aikido and one of the great proponents of innovation in the art.  Philip Greenwood Sensei (6th dan) started aikido in the mid-1970's at Pasadena Aikikai and later served there as an instructor throughout the 1990's. Presently he is a student of Koji Yoshida Sensei, one of Nishio Sensei's appointed successors.
