In this episode, recorded mid-2024, we speak with Ted Rutland about the evolution of policing from the mid-20th century's professional model to the counterinsurgency urbanism that emerged in the 1970s and 80s in Canada. Rutland discusses how community policing, initially intended to bring police closer to communities through multicultural training and social services, became a strategy to win over parts of the community while waging a larger war against the rest.    We delve into some of the historical shifts in policing largely as a response to radical movements and urban rebellions. We also examine the role of progressive urban governments in maintaining counterinsurgency policing, the impact of neoliberal policies, and the influence of white nationalism in shaping urban governance. Ted and I further explore the concept of counterinsurgency urbanism, showing how it has become central to not just policing but city-making processes in its entirety where supportive and punitive measures are blended in order to maintain control over urban populations. Ted Rutland is an associate professor of geography and urban studies at Concordia University in Montreal. His research explores how capitalism and white supremacy intersect in contemporary urban politics, planning, and policing. He is the author of Displacing Blackness: Planning, Power, and Race in Twentieth-Century Halifax and the co-author (with Maxime Aurélien) of Out to Defend Ourselves: A History of Montreal's First Haitian Street Gang.   This episode was produced and edited by Aidan Elias & Jared Ware. Summary Nounspace is a website builder built on top of a social network that allows users to build customizable websites using crowdsourced building blocks called fidgets. It aims to be the future of social, website builders, browsers, search engines, and music streaming. Nounspace is designed to give people the tools to build their own Everything app. Thanks to its modular fidget architecture, the platform is user-friendly and does not require coding skills.  Nounspace also offers interoperability with Farcaster, allowing users to access their Farcaster account and content within Nounspace. It aims to recreate the customizable and creative experience of MySpace while incorporating Web3 features. Users can create their own spaces (profiles) and customize them using fidgets (components). The team plans to add features like top friends and speculative gaming using the space token.  The user experience is designed to be simple and mobile-friendly, with the possibility of AI customization in the future. The space token serves as a governance and utility token, with potential use cases including buying additional tabs, app store transactions, and tip allowances. As we end our discussion of power, we look more practically at how power manifests in our everyday lives and how we might think about resistance to injustice within this understanding. We think through how social change practitioners engage with, mobilize, and build power in their efforts to build a better world. Having explored a number of theories of power, we look at how these theories might be part of a toolbox that advocates of a more just world can engage with to be more effective. Our guest scholar for this final conversation about power is Dr. Claire Cahen, Assistant Professor of Urban & Environmental Policy at Occidental College. --- Dr. Claire Cahen is an Assistant Professor of Urban & Environmental Policy at Occidental College. She received her B.A. from Pomona College and her Ph.D. in Earth and Environmental Sciences from the Graduate Center at the City University of New York. Her research centers on urban austerity, community development, labor, and racial justice and has been published in journals such as Race, Ethnicity and the City, Antipode, Labor Relations, and Housing Studies. In this episode we interview multiple people who've been involved in the struggle to Stop Cop City and Defend the Forest in Atlanta. What started as a political struggle against an extremely unpopular massive new police training facility has morphed and evolved in many different directions. We welcome Kamau Franklin from Community Movement Builders back to the platform for the third time for this conversation. He brings with him several folks with knowledge of the movement to stop cop city and what has become known as the Defend the Atlanta Forest movement. This is a conversation that touches on modes of liberal city governance and counterinsurgency against radical social movements like the uprisings that took place across the country in the summer of 2020 in response to many instances of police violence including the police lynching of George Floyd and in Atlanta specifically the police execution of Rayshard Brooks as well. Kamau along with Sara, Paul and River discuss some of the current political economy of the greater Atlanta metropolitan area and discuss different phases of the struggle to prevent the political approval and physical construction of the massive police training facility. Along the way we also get into conversations about some of the dynamics coalition which is diverse both in terms of political tendencies and traditions, but also in terms of its racial composition. We talk about of some of the tensions and issues that can arise from these circumstances. And there is some discussion of tactics and strategy as well that is specific to this struggle, which warrant broader consideration contingent of course on the conditions of other struggles. https://apscuhuru.org https://apspuhuru.org https://blackisbackcoalition.org Colonialism is the Cause, Black Power is the Solution "On the morning of January 5, 2022, a fire tore through a row house converted into apartments in the Fairmount neighborhood of Philadelphia, Pennsylvania. Twelve people died, nine of them children, and two others were injured. Eight additional people escaped unharmed." Then "A major fire in a residential apartment building in the Bronx in New York City on Sunday (jan9) left 19 people dead, including 9 children, in what Mayor Eric Adams described as one of the worst fires the city has experienced in modern times. The blaze sent 32 people to hospitals with life-threatening conditions, Daniel Nigro, commissioner of the New York City Fire Department, said earlier Sunday. A total of 63 people were injured." As incidents of colonial violence, together these two fires forced the question of fire and public safety policy in the Black community onto the forefront of national discussion within the Black liberation movement. The Philadelphia "row house" was actually a building to house public housing residents, all of whom were African. The Bronx fire was essentially the same situation, housing designated by the ruling class for African workers. As is the case in all sectors of the capitalist economy, the conditions that led to the deaths in these fires were created entirely by the colonial capitalist ruling class, which has no interest in spending resources on effective fire safety equipment that would prevent fires from becoming dangerous to life and limb. In addition the insurance industry ensures that there will be no material loss to ruling class in fires. In fact, insurance companies offer compensation for the costs incurred in the replacement, repair or reconstruction of a property that was damaged due to fire. The contents are usually covered for at least 50% to 70% of the policy value. As an instrument to perpetuate colonial capitalist production the institution of firefighting in north America shares the same origins as that of the police. "The United States did not have government-run fire departments until around the time of the American Civil War. Prior to this time, private fire brigades competed with one another to be the first to respond to a fire because insurance companies paid brigades to save buildings." This situation was more graphically depicted in a scene in the movie entitled" Gangs of New York", told from the perspective of an Irish working class colonizer. "The municipal police fought the metropolitan police, the metropolitan police fought the street gangs, there were 37 amateur fire brigades. And they all fought each other." It is clear how the origins of the US fire-fighting apparatus can be found in the police and the state, as an institution to protect private property as well as wield fire as a weapon of the colonialist-capitalist system. All "official" firefighters in the first US were white. This month we are introducing a new series -- Consider the Following. A debate series administered to engage principled disagreements throughout the Black left and the sociopolitical Black world. Typically, our pod is predicated upon debunking quantifiable myths (propaganda) said about Black people. However, this series expands beyond fact and fiction to promote a discourse that works to clarify principled disagreements. This series will air every so often in combination with our normal episode format.  The resolution for this month is "Community Control of the Police is Inconsistent with Police Abolition." We were unable to create the debate format we originally had planned due to unforeseen circumstances but we still built a great discussion/debate for our first attempt. The Lindisfarne Tapes are selected recordings of presentations and conversations at the Lindisfarne Fellows' meetings. In March of 2013 William Thompson granted permission to the Schumacher Center for a New Economics to transfer the talks from the old reel-to-reel tapes to digital format so that they could be posted online and shared freely. Once a month, we explore and celebrate the work of poor people's movements, especially in the U.S. We highlight systemic organizing led by women, LGBT folks, and people of color, pushing forward new models for change. This month, co-host Max Rameau joins host Puck Lo and guest Rob Robinson for a conversation on community control of police, land and resources.Max Rameau is an organizer and political theorist with Pan-African Community Action in DC, working on a Community Control Over Police campaign to have local police come under the control of local communities, through a Community Police Control Board. He also works with the Organization for Human Rights and Democracy.Rob Robinson is staff volunteer at National Economic and Social Rights Initiative. After losing his job in 2001, he spent two years homeless on the streets of Miami and ten months in a New York City shelter. He eventually overcame homelessness and has been in the housing movement based in New York City since 2007.
