On this week's episode of Parsing Immigration Policy, Jessica Vaughan, director of policy studies at the Center for Immigration Studies, joins us to discuss what states and other local jurisdictions can do to combat illegal immigration in wake of the Biden administration's refusal to enforce immigration laws. Vaughan joins us from the Western States Sheriffs' Association convention in Reno, Nev.Vaughan provides suggestions to states and localities on policies and laws that can be implemented to remove illegal aliens from their jurisdictions and make their communities less attractive to illegal aliens. It's important for these jurisdictions to take action now to push back on what is happening on the federal level, but it's also important if we get a new administration that takes immigration enforcement seriously. As Vaughan explains, the federal government can't properly enforce the immigration law without cooperation from state and local governments.Certain states have passed state laws that combat illegal immigration. In Texas, the state legislature passed a law that would make illegal immigration to their state a crime, but the law has temporarily been put on hold by the Supreme Court. Vaughan urges states to go after the criminal infrastructure of illegal immigration, like what Florida did by passing tough anti-smuggling legislation.At the end of the episode, Vaughan shares what she has heard firsthand from sheriffs on how illegal immigration is impacting their communities. They are united in their concerns over public safety and upset that Biden has yet to meet with a sheriff. Ardalan Enamored first by traditional Iranian music and classic jazz and rock, Ardalan's taste began to transform with his childhood years spent moving back and forth from Iran and California. “Mr. Spock.” Call it beginner's luck, or more likely, a sign of what was to come–in2010, Ardalan shared one of his earliest studio explorations with Justin Martin, which became the foundation for the breakout hit. “Mr. Spock,” in its bizarre and booty-shaking glory, has been accredited as one of the “tracks that made Dirtybird famous,” helping to define the label's now darling reputation as a trusted source of ridiculous, off-the-wall dance floor bangers. Since, he continued to translate his deep-rooted connection to the dance floor in the studio with remixes on Toy Tonics, Play It Down, Yoshitoshi, and Dirtybird. T Williams West London's T.Williams is one of those people, having accomplished a full sweep of merited recognition over the years. Emerging onto the house scene in 2010, T.Williams instantly marked himself as a breakthrough artist with a difference; his unique take on house music turning heads. Far from a newcomer, his path as a musical artist started in the grime scene as Dread.D. Signed at the tender age of 17 with grime anthem Invasion on Jon E Cash's Black Ops label, Williams went on to have mass success in the grime and bass world selling thousands of singles worldwide. After a five-year reign, Williams found himself veering towards the world of house music. releasing solo works on his imprint Local Action and Pattern with remixes for Maya Jane Coles, Ben Westbeech and Skream. The end of 2011 saw Williams nominated for ‘Best Breakthrough DJ' by DJ Mag, ‘DJ Stars of 2012' by Time Out and featured in The Guardian. Two relationships came to the forefront in 2012 that propelled Williams to greater heights. The first was his weekly show on legendary London station, Rinse FM and the second, Williams' relationship with label PMR through his remix of Javeon McCarthy's ‘Lost Time'. The remix was named Record of the Week by BBC Radio 1 and supported by tastemakers Annie Mac and Fearne Cotton. From here T. signed to the label exclusively releasing his debut EP for the label in September 2012, and in the process receiving further support from BBC Radio 1. Further remixes of Mikky Ekko, Wretch 32 and Lianne La Havas followed suit, as well as his biggest to date - Disclosure's ‘Latch'. Powering dancefloors across the globe. The GACD Superior Professional Support award was presented to Tixie Fowler of the Gwinnett County Conservation District. Legislation is a key avenue advocates use to effect change for animals, but there isn't much research about how to choose tractable issues and lobby for them successfully. Nonprofit research organization Faunalytics has released a new study which found evidence that local laws can be an effective way to implement animal welfare protections, and could lead to great success at the state level. Read the full study here:/ Background Municipal ordinances can be an effective way to create animal protection laws at the local level, and could lead to great success at the state level. Passing laws at the local level allows people to help animals in their communities, while providing a model for other cities and jurisdictions. Local laws can also create momentum for statewide initiatives, which demonstrates a state's strong commitment to protecting animals. The goal of this project was to look at whether local laws have laid the groundwork for laws at the state level of government, as a potential avenue for change. This study aimed to determine whether there is evidence that local animal laws have been or could influence state laws. And secondarily, whether case law has influenced state legislation. To this end, we reviewed legal materials relating to animal welfare in the United States. The scope of this review included legislation and case law from the past twenty years, related to a range of animal welfare topics. Our primary focus was on farmed animal issues, but with consideration given to other issues that are similar and potentially generalizable. Our goals were to identify any trends and provide recommendations to advocates based on previous attempts to broaden the scope of animal welfare laws. Research Team The project's lead author was Precious Hose (Elisabeth Haub School of Law at Pace University). Dr. Jo Anderson (Faunalytics) reviewed and oversaw the work. Conclusion Successes & Challenges Local laws can sometimes create meaningful change at the state level. Success is far from guaranteed, but this review found evidence of states taking into account local laws and resolutions during discussion of bills on animal topics including battery cages, gestation crates, veal crates, foie gras, and meat reduction. Some of those attempts failed, but they suggest that at the bare minimum, states will generally consider local examples, even outside of their own state. This research encompassing all fifty U.S. states found evidence suggesting that when similar laws are widely adopted across multiple municipalities, it appears to increase the chances of passing related state laws. In the strongest example, over 400 municipalities passed their own ordinances banning puppy mill sales and the widespread support from many municipalities supported five states passing statewide bans on puppy mill sales within the past six years. The biggest barrier to creating change from the ground up is state preemption of local laws. While existing preemptions—which are particularly common for laws around animal farming—pose a major hindrance to progress, the worst-case scenario is for opponents of animal protection fight back against legislation by bringing a state bill to preempt pro-animal local ordinances, as occurred in the case of Puppies 'N Love v. City of Phoenix, 2017. Some opponents may also bring lawsuits against the city enforcing the ordinance. While this is a concerning possible outcome to consider, we found that it is a relatively rare outcome to date, having occurred in only four examples we reviewed.
