A New Deal summit for Black men?

(This conversation was originally broadcast on November 29, 2022) The elections last month produced historic results as regards representation of African Americans in the electoral hierarchy of Baltimore City and the state of Maryland. The governor, attorney general, state superintendent of schools and state treasurer are all accomplished Black men. Here in Baltimore City, Black male leaders include the Mayor, the City Council President, the comptroller, the city state's attorney and the police commissioner. This is not to say that Black women have not also risen to positions in which they have shaped the trajectory of Baltimore and the state. The Speaker of the House in Annapolis, Del. Adrienne Jones and Prince George's County Executive Angela Alsobrooks' endorsements of Wes Moore for Governor were considered a considerable boost to his nascent political career. Not too long ago, the Mayor of Baltimore, the State's Attorney, the City Council President, even the head of the Enoch Pratt Library were prominent African American women. In September, the Rev. Kevin Slayton, an activist and preacher who has been involved in politics and policy for years, wrote an op-ed in the Baltimore Sun in which he stated that the representation of African Americans in the halls of power could all be, quote, “the revelation of hopes our ancestors dreamed about.” But for many Black men in America, those dreams are deferred by endemic racism, poverty, and a host of other formidable challenges. But for many Black men, their dreams are dreams deferred.Dr. Slayton has called for a convening of elected Black officials to explore what can be done to help Black men succeed. What would such a convening look like? What could it accomplish? Tom talked about it last month with Rev. Slayton, the senior pastor at Northwood-Appold United Methodist Church, and an adjunct professor at Lancaster Theological Seminary. He joined Tom in Studio A. Dr. Lester Spence joined us as well. He's a professor of Political Science and Africana Studies at Johns Hopkins University, who specializes in the study of black, racial, and urban politics. He spoke with Tom on Zoom. A little later in the show, Tom spoke via Zoom with Congressman Kweisi Mfume. Today on Political Rewind, a Georgia federal judge has blocked nationwide implementation of President Biden's COVID-19 vaccine mandate for employees of federal contractors. Georgia Attorney General Chris Carr was one of the seven state attorney generals who filed for the stay, arguing the administration was overstepping its constitutional authority. The second ranking Republican in the State House says she's backing a bill to prevent students from having access to obscene and inappropriate materials. Republicans in several states have championed similar measures, which many see as a winning issue at the polls next year. And, the conservative editorial page of the Wall Street Journal has posted an editorial criticizing David Perdue for challenging Brian Kemp for the GOP nomination for governor. Monday on Political Rewind: Self-defense was a key argument in the pursuit of acquittal in Kenosha, Wisc., in the trial of Kyle Rittenhouse. Meanwhile in Georgia, defense lawyers in the trial of Gregory and Travis McMichael and William "Roddie" Bryan" also claimed self-defense as closing arguments unfolded on Monday. Both trials have highlighted deep racial and partisan fault lines. Morehouse political science professor Dr. Adrienne Jones said race provides a crucial context for understanding the trials. "We are living in two different worlds, right?" Jones said. "The Black community in the United States is experiencing the police and the vigilante system differently than the majority of people here in the United States. It's historical, in the South in particular." The trials also sparked conversation on gun laws in the United States. Adding to the conversation, an accidentally discharged gun led to panic at Hartsfield-Jackson International Airport this weekend. Officials from the Transportation Security Administration said more guns have been confiscated at Hartsfield-Jackson International Airport than at any other airport in the country so far this year. In other news, the government agency charged with monitoring workplace safety said it is suspending enforcement of the federal vaccine mandate for large businesses. An appeals court had stayed the mandate. What are the consequences for federal enforcement of COVID-related public health policy. Jones has taught in the  Fashion Design department at Pratt for over 25 years. In 2014, Professor Jones conceived and co-curated the landmark exhibition  Black Dress, which honors Black designers and addresses the lack of diversity in the fashion industry. The exhibition was an unprecedented endeavor to coalesce a diverse array of contemporary design styles that inform and educate the New York fashion community, as well as new audiences, on the commemorative work of Black designers. The 2021 Session of the MD General Assembly begins tomorrow.  Today, a preview of the session with the Speaker of the House, Adrienne Jones, who represents the 10th District, in Baltimore County.  Tom recorded his conversation with Speaker Jones (via Zoom audio) on Monday, January 11, 2021, about a half hour before Gov. Larry Hogan held a press conference in which he announced that he will be introducing the RELIEF Act of 2021.  That's a billion-dollar stimulus and tax relief package for individuals and small businesses, which the Governor said he will be introducing as emergency legislation on Wednesday.    Later this week, Tom speaks with Senate President Bill Ferguson, and he'll get his reaction to Gov. Hogan’s proposal at that time. Again, the Governor made his announcement yesterday after Tom's conversation with Speaker Jones.  Speaker Adrienne Jones was first elected to the Maryland House of Delegates in 1998. She'd been a Member, representing the 10th District (Baltimore County) since her vacancy-filling appointment by Gov. Glendening and her swearing-in on October 21, 1997. Del. Jones was elected Speaker of the House  in 2019. In addition, she serves on the House Appropriations Committee and its public safety & administration subcommittee.  She is also a member of the Legislative Black Caucus of Maryland. Roy McGrath resigned Monday as Maryland Gov. Larry Hogan's chief of staff amid turmoil over a six-figure severance package he received from his previous state government job. McGrath officially assumed the role of Hogan's top aide on June 1. The Maryland Environmental Service board of directors approved McGrath's severance in May. The board offered McGrath a year's salary - roughly $233K - plus tuition reimbursement and other perks. Senate President Willam C. "Bill Ferguson IV (D) and House Speaker Adrienne A. Jones (D) released a statement Friday calling for special hearings into McGrath's severance. Though McGrath did not release an official statement, he wrote on Facebook that he "remains focused" on his job, and he decried the report as toxic, partisan politics." The governor and his press officials declined to comment. On Monday, however, McGrath said he was "exiting state service," referring to the latest incident as a "distraction." "For me, this entire topic is simply the sad politics of personal destruction, and right now, we cannot afford unnecessary distractions from the critical work the governor and his team are doing," McGrath said in a statement. Hogan's office released a statement Monday announcing the governor regretfully accepts McGrath's resignation. "It is with regret that I have accepted Roy McGrath's resignation as chief of staff. Roy has been a deeply valued member of our administration, and our state is better for his dedicated service," Hogan said. "I recognize that this was a difficult decision for Roy, but I understand and respect his reasons for making this decision. I have always known Roy to be someone of the highest character, and I wish him well in his future endeavors." Hogan taps Keiffer Mitchell Jr. as Acting Chief  The governor tapped Keiffer J. Mitchell Jr., the administration's chief lobbyist, as his acting chief of staff. Mitchell is widely respected by both sides of the political aisle and established himself as a bipartisan consensus builder. “I am humbled that Governor Hogan has put his trust in me. We have a first-rate team that is working around the clock at such a critical moment in our history. Together, we will continue to change Maryland for the better," Mitchell said in a statement, released by Hogan officials. Both Bill Ferguson and Adrienne Jones released a statement Monday saying that agreed with McGrath's decision to step aside. Hogan's spokesman said McGrath is "not receiving severance from the governor's office," the Sun reported. Protests have focused attention on the fact that people of color have been subjected to unconstitutional police tactics for generations. Baltimore City is under a federal consent decree for that very reason. The Speaker of the Maryland House, Adrienne Jones, has convened a bipartisan work group to study ways to reform law enforcement. In Washington, the House and Senate will be considering federal legislation as well... Last Monday, in a call with US governors, Defense Secretary Mark Esper encouraged state leaders to “dominate the battlespace” when suppressing the violence that occurred during some of the early protests. Hours later, federal police used tear gas and rubber bullets to disperse a peaceful crowd across the street from the White House. Former Defense Secretary James Mattis and other military leaders have denounced Esper and President Trump. Senator Ben Cardin has called for the resignation of Attorney General William Barr, who is said to have ordered the violent response to the peaceful protest.... We begin today with a conversation about police reform. Yesterday in Minneapolis, nine members of the city Council, a veto-proof majority, vowed to completely overhaul the Minneapolis Police Department. City Council President Lisa Bender, told an audience, “Our commitment is to do what is necessary to keep every single member of our community safe. And to tell the truth: that the Minneapolis Police are not doing that. Our commitment is to end the city’s toxic relationship with the Minneapolis Police Department, and to recreate systems of public safety that actually keep us safe.” In an essay in the New York Times about a week ago, co-writer Thenjiwe McHarris of the Movement for Black Lives proposed reducing the powers of the police as the only way to assure the safety of African Americans and other people of color. Are there people other than armed officers who can respond to traffic accidents, non-violent crimes (like passing counterfeit bills), missing children or even mental health emergencies? And for situations that do require a police response, what can be done to reduce the chance that police will abuse their power? We had hoped to speak today with Sam Sinyangwe, a social policy analyst and data scientist, and a co-founder with DeRay Mckesson of Campaign Zero, a national movement aimed at ending police violence and promoting new approaches to law enforcement. Mr. Sinyangwe was unable to join us. Campaign Zero's "8cantwait" project is one of many proposals being advanced for reforming police practices. But more radical activists doubt if such proposals can ever gain a foothold in a policing culture they argue is resistant to change. We welcome your questions and comments on the topic.
