On February 14, 2018, an active killer attacked the students of Marjory Stoneman Douglas High School in Parkland Florida killing 17 people and wounding another 17 people. The shooter then managed to flee the scene by slipping in with other students. The shooter was apprehended without incident over an hour later. In the months and years that followed this incident there was a firestorm of media coverage and legal actions directed at responding law enforcement agencies not only criticizing their response to the incident but also their failure to intervene with the shooter despite numerous red flags that preexisted the incident. Additionally, a Broward County Sheriff's Office School Resource Officer was charged, but acquitted, of child neglect and culpable negligence. There were also more than 50 civil suits filed resulting in millions of dollars in settlements as well as reassignments and resignations in the responding agencies.My guest today is Chief Clyde Parry. On the day of this incident Clyde was the interim Chief for the neighboring City of Coral Springs Florida and was responsible for setting up the initial incident command post and assuming incident command for the event. Clyde began his law enforcement career with the Derry Borough Police Department near Pittsburgh, Pennsylvania in 1986. In May of 1987 he relocated to Florida and began his career with the Coral Springs Police Department where he worked his way up through the ranks from Patrol Officer to Chief of Police. Clyde was sworn in as the permanent Chief of Coral Springs PD just 19 days after this event. When a cartridge case is recovered from a crime scene, investigators must typically decide whether to swab it for DNA or process it for latent prints. The Broward County Sheriff's Office has developed a promising new technique that involves processing a cartridge case for both DNA and fingerprints, leading to more evidence available in shooting cases. Man, age 29, was taken into custody and accused with vandalizing a monument for victims of a school massacre by placing dead animals on the site. The Broward County Sheriff's Office reports that a crossing guard discovered a dead duck with its chest cavity sliced open on a bench in the Marjory Stoneman Douglas Memorial Garden on July 20. According to reports, a dead raccoon was discovered on a school bench the day after, on July 21, and a deputy found a dead opossum on July 31. The Sheriff's Office claims that on July 30 at around 11 p.m., they used security footage to see a white Nissan with black rims drive up toward the memorial. A male driver was spotted getting out of the car and strolling up to the passenger side. It is said that he visited the memorial before leaving in his car. According to the Sheriff's Office, a deputy observed the identical Nissan on July 31 and conducted a traffic stop. Robert Mondragon, the driver, allegedly informed the deputy that he liked "the metal and blood scent that come from the dead animal" when asked why he had feathers and blood on the front passenger side floorboard of his vehicle. The Sheriff's Office claimed they learned that Mondragon had a "disturbing fixation with mass school shootings" after investigating the incident and discovering that he had purposely placed the dead animals on the memorial for the Parkland school shooting. Reportedly, authorities recovered his phone and discovered images of Mondragon holding the dead duck with its breast cavity cut open and an image of a dead raccoon on the floorboard of his vehicle. Police say that "Mondragon's facial tattoos match those of Tate Langdon, the character from 'American Horror Story' based on the Columbine High School shooting." Authorities searching Mondragon reportedly discovered writings and internet searches related to school shootings, methods for breaching steel doors, mass shootings, pipe bombs, and "slang words for killing officers." Mondragon allegedly followed the identical route that the MSD school shooter did on February 14, 2018—from Marjory Stoneman Douglas School to Walmart—two weeks before the end of the 2021-2022 school year. According to the Sheriff's Office, Mondragon was detained and charged with removing or disfiguring a tomb or monument, violating probation for battery and indecent exposure, and violating a risk protection order. We keep it real with this episode. We chat with retired Sergeant John Kelly of the Broward County Sheriff's Department. John Kelly is a thirty-year veteran of the Broward County Sheriff's Office, one of the largest sheriff's offices in the country. John has been fortunate enough to have worked in and supervised the following units: Patrol, Investigations, K-9, Training, and for the past six years, the Motorcycle Unit. John has been involved in numerous critical incidents during his career. Early on, he was involved in a life changing fight for his life. Fresh out of the academy, John found himself in hand-to-hand combat with an armed, drug dealing, career criminal. This baptism of violence has contributed greatly in shaping John's passion and dedication to winning and realizing that we are responsible for our own survival and success. During his career, John has been tasked with the development and implementation of numerous tactical programs and initiatives. He has had tremendous success in creating a positive and lasting shift in the mindset of those he has stood before. John has received countless awards and honors during his career. The vast majority of those incidents had a recurring theme: John placing himself in harm's way so that others may live, running towards danger, fully aware of the potential consequences. Sergeant Glenn Topping served 25 years on the Broward County Sheriff's Department. He served as a hostage negotiator, bodyguard, organized crime detective and field supervisor. He was even featured in the inaugural season of COPS! All of this AFTER serving an MP in the Army and working security in a well known southern Florida nightclub. Sergeant Topping is a very interesting man with lots of stories to share. We just scratched the surface. He tells his story of a family of shoplifters and funny chase that ensued. We discuss a very unique method of transporting an extremely large person. Sergeant Topping also has a few books available. Two of them are based on his time working as security at the south Florida nightclub and a murder that took place there that affected so many lives. Around 1 pm, the girls walked down the shoreline, a quarter each in hand, toward a beachfront ice cream stand. Neither girl would ever be seen again.
