As at 13 April, South Australia has 43 lives lost this year on the roads compared to 21 this time last year. This is the worst start to lives lost on SA roads in over 10 years. This number is off the back of last year where 71 lives were lost which is the lowest recorded in the history of lives lost since statistics have been stored.Whilst a motor vehicle crash can occur anywhere, we have seen a number of these crashes which have resulted in life altering injuries or worse fatal consequences occur in the regional areas.Since January 2022, we have seen an increase of 13.5% in Search and Rescue tasking's in those areas. This is due to people not preparing appropriately and not planning trips to these areas appropriately.SA Police have allocated resources for over 1000 hours in these searches and this comes at a considerable cost for what can ordinarily be avoided. The police aircraft has been deployed 46 times over this period as well.In this segment, we hear from Senior Sergeant Brian Kitto, Highway Patrol Co-ordinator with Traffic Services Branch and Senior Sergeant Angus McFarlane, Operations Manager Aircraft Services on all things road safety. SA Police have launched two new brochures on holiday/road safety and remote travel safety, and ask that people “Plan, Prepare and Prevent” before they travel, and take the tips that are provided in these brochures into account when planning a holiday to these regions.

'Big Brother' battle develops in Salisbury, but Liberal senator distances himself from flyers SA Police critical of protesters at council meetings diverting officers from fighting crime Last year, the Adelaide City Council voted unanimously not to include facial recognition technology in new security cameras being installed across the CBD. The council had written to SA Police asking if they could delay using facial recognition technology if it was installed in city cameras until safeguards measures were in place, but police indicated they would likely still use the technology. Attorney-General Kyam Maher told parliament in July that CCTV vision collected by one agency could not be used for another purpose "unless the agency has reason to suspect that unlawful activity has been, is being or may be engaged in". Commissioner Stevens on Wednesday said there was no facial recognition in use in council CCTV networks that alert police if a person appears on CCTV on the street but they can put images through their system to check them against a database of faces. "Their whole idea of a Big Brother thing is really quite ridiculous," Salisbury Mayor Gillian Aldridge told ABC Radio "It's a program to increase your safety and that includes the ability for US to know what your needs are, and that's not invading your privacy with anything at all." By January 1986 internal unrest in South Africa that had started in 1984 was in full swing – with the security forces hard pressed to cope. The SA Police were largely responsible for dealing with the ANC and PAC internally, although the SADF was going to get much more involved later. The unrest would barely calm down before the SADF was involved in a much bigger war in southern Angola, while special ops were increasing against the ANC MK targets in countries other than Angola during this period. The South African military establishment had drawn clear lines between what they regarded as terror activities and politically motivated unrest that was violent. This is an important distinction and had a bearing on how they'd conduct some of their external attacks on ANC cadres. Terror was defined by the SADF as actions conducted by infiltrators who committed political murders, lay mines on roads, and blew up substations and other infrastructure. Unrest was burning down schools and government buildings, barricading streets, large groups of people on streets who'd attack others, sometimes including the terrifying necklace killing technique which was a car tire filled with fuel thrown around the neck of a victim. IN Ovamboland, SWAPOs armed wing PLAN stepped up attacks on administrative officials. IN March 1986 South African President PW Botha proposed in parliament that Resolution 435 be implemented by August, but wanted the Cubans to withdraw from Angola first. In fact, the opposite was going on as we know. Back in Angola, Russian general Konstantin Kurochkin who was a veteran of Moscow's failed push into Afghanistan had instituted his own set of changes. We heard about some last episode, the improved Russian weapon systems, new aircraft, artillery, anti-aircraft and missile systems. As these built up, the SADF began to focus its attention on FAPLAs logistics and weak points. One of these was the port of Namibe in southern Angola. It lay almost directly due west of the Mavinga and Cuito Cuanavale towns. So the Recces were ordered to Namibe and Lobito to try and find out what kind of equipment was being collected, and to report back on any possible targets. After a thorough debriefing, it was decided that an attack on Namibe was feasible. There were vessels in the harbour that could be mined, this would kill two birds with one stone. If the Recces could sink a number of these ships, then the quayside would be virtually unusable. They'd also go after the fuel depot. Eventually, in May 1986, the SADF gave the warning order for Operation Drosdy planning to go ahead. Pretoria had given up on the latest round of negotiations.

Some of our South African Police officers live with the fear of being attacked by criminals at their police stations. One such police station is in Devon, east of Johannesburg, which has allegedly been locking it's gates at 6 o'clock every evening, for fear of being attacked by thugs. That fear, however, became a reality this week when three armed men, who pretended to be hijack victims, attacked the station and stole 10 firearms. Police spokesperson Athlenda Mathe confirmed that the Employee Health and Wellness (EHW) unit had been deployed to the station to provide psycho-social services to affected officers. The Devon police robbery is however not an isolated incident.  A group of heavily armed robbers stormed Malamulele police station in Limpopo in November 2021 and made off with firearms and ammunition. Just last month, Grootvlei police station, near the small Mpumalanga mining town of Balfour, was also robbed of firearms. There have been similar reported incidents in the Western Cape and other provinces. To delve deeper into this disturbing issue, which is the subject of our Sunday Morning Discussion, we spoke to  by Richard Mamabolo, spokesperson for The Police and Prisons Civil Rights Union (POPCRU) AND Professor Hendrik Lochner, Crime and Police Expert with Unisa's Department of Police Practices

DECADES-OLD MYSTERY OF SOMERTON MAN SOLVED - A TRUE CRIME AND COKE QUICKIE The Tamám Shud case, also known as the Mystery of the Somerton Man, is a partially solved case of an unidentified man found dead on 1 December 1948 on The Somerton Park beach, just south of Adelaide South Australia. The case is named after the Persian  phrase tamám shud, meaning "is over" or "is finished", which was printed on a scrap of paper found months later in the fob pocket of the man's trousers. The scrap had been torn from the final page of a copy of Rubaiyat of Omar Khayyam, authored by 12th century poet Omar Khayyam Tamám was misspelt as Tamán in many early reports, and this error has often been repeated, leading to confusion about the name in the media. Following a public appeal by police, the book from which the page had been torn was located. On the inside back cover, detectives read through indentations left from previous handwriting – a local telephone number, another unidentified number, and text that resembled a coded message. The text has not been deciphered or interpreted in a way that satisfies authorities on the case. The case has been considered, since the early stages of the police investigation, "one of Australia's most profound mysteries". There has been intense speculation ever since regarding the identity of the victim, the cause of his death, and the events leading up to it. Public interest in the case remains significant for several reasons: the death occurred at a time of heightened international tensions following the beginning of the Cold War; the apparent involvement of a secret code; the possible use of an undetectable poison; and the inability of authorities to identify the dead man. In addition to intense public interest in Australia during the late 1940s and early 1950s, the case also attracted international attention. South Australia Police consulted their counterparts overseas and distributed information about the dead man internationally, in an effort to identify him. International circulation of a photograph of the man and details of his fingerprints yielded no positive identification. For example, in the United States, the Federal Bureau of Investigation was unable to match the dead man's fingerprint with prints taken from files of domestic criminals. Scotland Yard was also asked to assist with the case, but could not offer any insights. In recent years, additional evidence has emerged, including an old identification card possibly identifying the Somerton Man as one H. C. Reynolds and an ongoing DNA analysis of hair roots found on the plaster bust. On 19 May 2021, after a series of requests, the body was exhumed for analysis. Police stated that the remains were in "reasonable" condition and were optimistic about the prospect of DNA recovery. On 26 July 2022, Adelaide University professor Derek Abbott claimed that DNA evidence from hair samples removed from his death mask had proven the man to be Carl "Charles" Webb, born on November 16, 1905, in Footscray, in Melbourne, to Richard August Webb and Eliza Amelia Morris Grace; however, SA Police have not yet verified this claim. SA Police could use Adelaide city facial recognition technology, despite being asked not to Kmart, Bunnings and The Good Guys using facial recognition technology in stores Major Australian retailers Kmart, Bunnings and The Good Guys are using facial recognition technology in stores, raising concerns among privacy experts. The use of this developing technology, which captures and stores unique biometric information such as facial features (known as a 'faceprint'), would come as news to most customers. South Australia Police has indicated it will use the facial recognition capability of new security cameras being installed in Adelaide, despite being asked not to by the Adelaide City Council. Last year, the council — noting concerns about the lack of legal safeguards for facial recognition — voted to ask police to provide a formal undertaking to delay its use of that feature with the new cameras until new laws are passed. "We are comfortable funding the CCTV camera upgrades," Deputy Mayor Arman Abrahimzadeh said. "We know that these upgrades are necessary for public safety and we've sought an assurance from SA Police to assure us that that facial recognition component won't be turned on until such time that legislation is in place." However, SA Police are yet to agree and, in a statement, told the ABC the technology would be useful. "Facial recognition technology can significantly speed up investigations by automating the viewing of large volumes of vision, a painstaking task for investigators. This is just my opinion. This is episode 8 and we’re dealing with the period in the early 1970s as the border war began to escalate - and the first death of an SADF soldier inside Angola. The Portuguese had fought a ten year war in Angola by early 1970 which was showing some signs of success until the rug was pulled out from the local military and security forces because of a military coup in Lisbon. The South Africans support for the Portuguese in Angola had escalated through the 1960s and by 1968 the South Africans began providing Alouette III helicopters with crews to the Portuguese Air Force. Meanwhile in April 1973, the SA Defence Force assumed responsibility for border protection of South West Africa from the SA Police who had struggled to maintain control in the face of increased insurgency by the South West African People’s Organisation’s armed wing, PLAN. SWA Command consisted of Windhoek, Grootfontein and Walvis Bay which was commanded at that time by Colonel Ian Gleeson. Officer commanding SWA was Jannie Geldenhuys, a person we’re going to hear a great deal about in this series. Apart from the permanent Force members and a few national servicemen at Grootfontein and Walvis Bay, there were also part-time soldiers known as the Citizen Force of 24 Brigade and others in what was known as the local Commando Force. There were unusual characters in these forces such as Colonel Koot Theron and the members of Commandant Hans Heinrich Otto Denk’s 112 Commando Squadron which had its own light aircraft as a spotter plane. The concept of local armed militia was a long tradition in South Africa’s frontier communities.

This is episode 7 and the political pressure is building when it comes to the United Nations and South West African independence. At the time that South Africa had started a series of show trials under the Terrorism and Suppression of Communism Act in 1967 for SWAPO members, the UN Council for South West Africa was drawing up a timetable for the territories independence supposedly set for 1968. What really happened on the ground was that SWAPOs armed wing, the People’s Liberation Army of Namibia or PLAN changed their focus from northern incursions into Ovamboland to the eastern finger of the Caprivi Strip. That was after the South Africans had crushed the first attempts at setting up a base at Ongulumbwashe as we hear last episode. Follow up PLAN insurgency was also defeated and a new strategy was needed. The local population in the Caprivi vascillated however. They did not at least initially, take too kindly to outsiders, mainly Ovambos, pressurising their leaders to support the struggle for independence. As I explained the chief PLAN commander Tobias Nayeko was killed in an intense firefight on a barge on the Zambezi River in 1968, and by March of that year, 160 insurgents were behind bars. After concerted action by the SA Police who were still in command of operations, the Caprivi Strip insurgency quietened down for a few months. But soon violence escalated and the Pretoria government realised it was time for the SA Defence Force to take control.

Australia's chief legal officer Attorney-General Christian Porter has revealed he is the man at the centre of a historical rape allegation involving a 16-year-old girl in Sydney in 1988, an allegation he emphatically denies. After seven days of headlines over the shocking claims, Mr Porter today chose to relinquish his anonymity and categorically deny the allegations. Mr Porter has never been charged and police have confirmed that the matter is “closed”.Mr Porter, 49, made the statement after consulting defamation lawyers. The woman was an award-winning debater who met him when she represented South Australia on a state debating team as a teenager. In an unsworn statement she claimed the incident happened in 1988 after a night of drinking and dancing in Kings Cross. At the time, she was 16 years old. Mr Porter was 17.The claims were circulated last week in an anonymous dossier circulated to police and political leaders including Prime Minister Scott Morrison, former Prime Minister Malcolm Turnbull and Greens Senator Sarah Hanson-Young.The woman who made the claim died in June 2020 after taking her own life in Adelaide, having approached police in 2019. Her family are believed to remain adamant they do not want her identified. On Tuesday, NSW police confirmed they will not proceed with an investigation.“NSW Police have since sought legal advice in relation to these matters,'' a spokesman said.“Based on information provided to NSW Police, there is insufficient admissible evidence to proceed.“As such, NSW Police Force has determined the matter is now closed.”The Prime Minister has previously revealed the Liberal minister at the centre of the allegation, who at that stage had not been identified, “vigorously” denies the allegations. But former Prime Minister Malcolm Turnbull said on Tuesday that the minister must now “out himself” in respect for his colleagues and the country.“He should out himself and he should provide a comprehensive statement,” he said.“He should describe when he knew the woman, how he knew the woman, what dealings he had with the woman after the event. We need to know what he knew about the complaint and when he knew about it.“Frankly, it's not good enough for the Prime Minister to say ‘Oh, it's a matter for police'. The Prime Minister cannot outsource his responsibility for composing his ministry to the police.“He should require the minister to speak up. He owes it to his colleagues and the country.”The NSW police investigation into the Adelaide woman's claims was paused by her just days before her suicide. However, SA Police are going through evidentiary material relating to her death to ensure all the documentation is sent to a coronial enquiry. On Monday, Mr Morrison said he first heard about an anonymous letter to him detailing the claims last week and spoke to the minister and the AFP commissioner that same night. The Prime Minister also revealed he had been “briefed” on the unsubstantiated rape allegations against the minister but that he had not read the document or the woman's own words.“Did I raise it? Yes, I did. And he vigorously and completely denied the allegations. So that means there is a proper process now for it to follow,'' Mr Morrison said.“It is the police, in a country where you're governed by the rule of law, that determine the veracity of any allegations of this nature,'' he said.Asked if he believed the minister's denials Mr Morrison said that was a matter for the police.Lawyer Michael Bradley, who acted for the woman before her death, has called for an independent political inquiry into the matter.“It's a very unusual and unfortunate situation,” Mr Bradley said.

Former Prime Minister Malcolm Turnbull has raised concerns over the death of the woman who accused a serving Liberal of a historical rape, revealing he has “questions in my own mind” over how she died.Demanding the minister “out himself” in respect for his colleagues and the country, Mr Turnbull said it was untenable for the man to remain in the ministry.Despite the woman having made previous attempts on her own life in the years leading up to the suicide, Mr Turnbull admits it's “counterintuitive” but is now calling for a full coronial inquiry and police investigation.“All I know is that she is dead. It certainly has been reported in the media as a suicide. I have a question mark in my own mind about the timing of it because it seems counter intuitive,'' he said.“There is an allegation of a rape, a horrific rape,'' Mr Turnbull said.“The complainant woman alleged that the man, who is now a cabinet minister, brutally raped her in 1988. She went to the NSW Police with a lawyer.“And then, in 2020, just as she was about to sign the final witness statement … she takes her own life. She does so in the week that Dyson Heydon's conduct is exposed in a report done by the High Court.“Now it's said that she suicided. Did she?”Scott Morrison on Monday revealed the Liberal minister accused of rape, who has not been identified, “vigorously” denies the allegations and categorically refutes that he ever raped the Adelaide woman when she was a 16-year-old teenager.Mr Turnbull told ABC's Radio National that there needed to be an investigation and the minister needed to “reveal himself.”“He should out himself and he should provide a comprehensive statement,'' he said.“He should describe when he knew the woman, how he knew the woman, what dealings he had with the woman after the event. We need to know what he knew about the complaint and when he knew about it.“Frankly, it's not good enough for the Prime Minister to say “Oh, it's a matter for police” The Prime Minister cannot outsource his responsibility for composing his ministry to the police.”“He should require the minister to speak up. He owes it to his colleagues and the country.”Mr Turnbull said the matter needed to be brought to a head before Parliament“It is impossible for him to function in that cabinet,'' he said.“I mean are we seriously going to have a question time where the opposition asks every single minister whether they are the minister in the complaint,'' he said.“It's not tenable. This minister has to have the courage … to out himself.”Prime Minister Scott Morrison says the minister involved in the allegations categorically denies they are true. Picture: Jenny Evans/Getty ImagesSource:Getty ImagesMr Turnbull made no suggestion of who might be involved in her death if it wasn't suicide but is calling for police and the coroner to examine the matter. The complainant wrote to Mr Turnbull about the rape claims in 2019 and he urged her to go to police.Legal sources in South Australia have told news.com.au that a coronial inquiry cannot be conducted into the woman's death in Adelaide until police had completed their own investigations. While there is no active investigation into her rape claims – it was paused by her just days before her suicide – the AFP, SA Police and NSW Police are going through the material provided by her and friends who were with her on the night of the alleged rape to ensure all the documentation goes to the correct authorities.NSW Police have told news.com.au that although rare, it is possible to conduct a rape investigation when the victim is dead. It would be done on a “case-by-case” basis and the prospects of anyone being charged, let alone convicted, is regarded as slim.
