Video version https://vimeo.com/492486581 About the Podcast Today I invite Brian Strobel, VP of Corporate Quality at Sierra Nevada Corporation (the aerospace company, not the beer guys) and author of the upcoming book, “Pursuing Excellence: A Values-Based, Systems Approach to Help Companies Become More Resilient” (2021), in addition to his previous book, “Leading Change from Within: A Road Map to Help Middle Managers Affect Lasting Change” (2015). We start off the conversation with the notion of “truth”, what is it and who holds it.  In this regard, Brian and I agree that neither he or I are the holders of the truth when it comes to people, leadership, and followership – and that we both are skeptical of people who claim to be the holders of the truth when it comes to topics which are nuanced and contextual. After obtaining an AAS in Metrology and then a BA in Physics, and having considered signing up for the nuclear Navy, he was commissioned as a 2nd Lieutenant in the United States Marine Corps where he served for fifteen years as an Aircraft Maintenance Officer, primarily with F/A-18 Aircraft.  Highlights of his career include three carrier deployments, a two-year exchange tour with the Royal Australian Air Force, Quality Assurance Officer for the US Atlantic Fleet, and Aircraft Maintenance Officer for the largest squadron in the Marine Corps. The conversation continues to his transition out of the Marine Corps, to civilian life and the various companies he worked at the roles he held; and with each incarnation having increased responsibility and authority and his leadership skills matured and where honed.  The experiences, stories, and insights gained that Brian shares through his civilian career hold a lot of wisdom and is a particularly good listen. And he shares details of his books; why he wrote them, who he wrote them for, what he hopes people gain from their reading them, and experiences of the writing process itself.  So if anyone is thinking about becoming an author, there is some good guidance here. About Brian Strobel Brian has been leading people in operational environments for nearly thirty years.  His initial academic pursuits trained him to be a physicist, but life had other plans.  He’s served in roles from leading large-scale military operations to leading change across large companies and is certified as a trainer for Situational Leadership, a Professional Coach, a Lean Six Sigma Green Belt, and a Manager of Quality/Organizational Excellence. Brian’s professional career started as a 2nd Lieutenant in the United States Marine Corps where he served for 15 years as an Aircraft Maintenance Officer, primarily with F/A-18 Aircraft.  Following the Marines, he worked at various companies serving the Department of Defense including; Harris Corporation, Northrup Grumman, and L3 Technologies before landing his current role at Sierra Nevada Corporation.  Within each company, and in changing companies, the roles Brian held increasingly had more responsibility. He is the author of “Leading Change from Within: A Road Map to Help Middle Managers Affect Lasting Change” (available on Amazon) published in 2015.  And his latest book is “Pursuing Excellence: A Values-Based, Systems Approach to Help Companies Become More Resilient” whose website is here and is due to be released in February of 2021 and available on Amazon. In this episode: We meet Bill Gattle, the President of Space Systems for L3Harris Technologies, Space and Airborne Systems Segment, which covers an extensive portfolio of solutions in intelligence, surveillance, small satellites, electronic warfare, and avionics. Previously, Bill was President of Space and Intelligence Systems for Harris Corporation prior to their merger with L3 Technologies last year. He is also a board member of the Space Foundation, the University of Florida’s Dean’s Advisory Board, and the Astronauts Memorial Foundation. In this episode, Bill explains what inspired him to go into the space industry in 1987, some of the early projects he worked on, lessons learned in the Harris Corporation-L3 Technologies merger, the growing importance of small satellites, protecting our assets in space, how the creation of the Space Force is changing the space industry, as well as his thoughts on mentorship and the skills that companies like L3Harris will look for in their future employees.  In discussing the steps teachers should take to get their students interested in the STEM workforce of the future, Bill said, “It used to be that we’d have a wonderment about space, so we’d just love the aspect of learning about it. The Canadian Surface Combatant (CSC) project was talked about and debated for a number of years. Today, the contract has been awarded and work will commence in the early 2020s with an expected delivery of the first of 15 ships by mid-2020s. In February 2019, the Government of Canada confirmed that the bid from Lockheed Martin Canada has been selected for the design of CSC, which is based on the BAE Systems Type 26 Global Combat Ship. The competition is fierce for prime contractors. As a result, there are companies that are building relationships with these prime contractors in hopes of receiving a subcontract. Many small businesses have gotten into government contracting by utilizing this method. The goal of today’s episode is to introduce you to subcontracting. So let’s get on with it. What is a Subcontractor? A prime contractor is the one that received the contract from the government. A prime contractor is the point of contact on this contract and deals directly with the customer. Whereas, a subcontractor participates with the prime contractor to help complete the project for the client. As a subcontractor your contract is with the prime contractor. Simple enough! Consequently, depending on the contract a subcontractor plan may be required. Subcontracting Plan Federal contracts may require a subcontracting plan. When they do, the prime contractor must hire subcontractors. When is a subcontracting plan required? Well, that depends on the contract value and type of work being performed. Large prime contractors with contracts for goods and/or services other than construction, valued greater than $700,000 must establish subcontracting plans and goals for subcontracting with small businesses. For those prime contractors in the construction industry they will require subcontracting plans when the contract is greater than $1.5 Million. What does this mean to you? Next, we are going to list the steps to streamline the process of becoming a subcontractor. In short, just follow these steps to get ready to become a subcontractor. Step 1. Get Your Official Paperwork in Order 1. To protect your personal assets from liability you must structure your entity correctly. 2. DUNS Registration. This is your business credit score. 3. Register in the System for Award Management (SAM.GOV). This registration is free, and it is essential for being paid by the government and government contractors.   After your paperwork is in order go to step 2. Step 2. Research Agencies and Prime contractor directories for subcontracting needs. Now that your paperwork is in order it is time to research prime contractors and find opportunities within our niche. Many federal agencies have Subcontracting Opportunity Directories that you can review. The U.S. Small Business Administration has a database called SubNet which allows large prime contractors to post opportunities for small businesses to serve as subcontractors. I have known many small businesses that have used this system to find prime contractors. General Services Administration (GSA) has a subcontracting directory for small businesses that are looking for subcontracting opportunities with prime contractors. The directory lists large business prime contractors that are required to have subcontracting plans and goals for subcontracting with small businesses. The Department of Defense (DoD) has a similar directory for large prime contractors that small businesses can use to find subcontracting opportunities. We have listed a few resources to help you get started finding subcontracting opportunities. Let us know if you find more. In the meantime, use the websites above to get started. They have even gone out of their way to make it easy for you to find these opportunities. Don't wait start using these listings now. After you have completed step 2 move on to step 3. Step 3. Attend Outreach Events Now that step 2 has been completed it is time to find outreach events to attend. Many prime contractors will hold outreach events, publish notice of sources sought, or solicitation for subcontract work. To start, you will need to create a Capability Statement to share with government contracting officers and prime government contractors. Don’t know what a Capability Statement is or how to write one? See our video here. Where are these events held? These events are held all over the country. See the list below for events that you may want to attend if you cannot locate one close to you. To find more opportunities use Federal Business Opportunities and search special notices. Lots of time the government will list opportunities there. 1. GCO Consulting Group is an SDVOSB that holds events in the Washington DC metro area. 2. Solvability is a government contracting consulting firm which holds annual events in Florida GovCon Summit. 3. AFCEA West connects military and government leaders with industry professionals. 4. National 8(a) Association Small Business Conference brings together small, minority and 8(a) businesses and offers educational sessions and resources.   After you have completed this step go on to step 4. Step 4. Research Prime Contractor Websites Prime contractors know that they cannot win a government contract unless they have a pool of subcontractors that they can refer to. Therefore, most large prime contractors’ websites contain information for potential subcontractors. These websites will explain how to register with the large prime contractor and the types of small businesses they are looking for.  Below are a few prime contractor websites for you. Please note that these prime contractors are not listed in any order. You will need to spend some time and find prime contractors within your geographical area. Once you have your registered on the website it would be a good idea to start building a relationship with the procurement person within the company. Call and setup a meeting to introduce yourself and discuss your capabilities with them. Give them a copy of your Capability Statement. Remember to follow up after the meeting and continually after the meeting. After you have been to some meetings it is time to go to the next step. Step 5. Prepare your administrative and accounting requirements for being a subcontractor. Before you start work as a subcontractor you will need to ensure that you are familiar with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and other acronyms that the government uses. Even though you are not the prime contractor you need to understand what is required of you. • You will need to become familiar with the rules and regulations associated with government contracting. For example, FAR Subpart 19.7 The Small Business Subcontracting Program and DFARS Subpart 219.7 (Remember DFARS is the supplement to the FAR for DoD). Also, you will need to get up to speed on FAR Part 44 Subcontracting Policies and Procedures. • Explore training opportunities with SBA, DoD or PTAC. SBA has online and in class training opportunities available. For online opportunities go here. For in class opportunities see your local SBA office. • Have you established internal financial controls and are they in compliance with Generally Acceptable Accounting Practices (GAAP)? If you do not know please contact your accountant. If you don’t have an accountant, then you will need to get one. It is advisable to have a good accountant, and attorney that you can reach out too. Don't think of these professionals as an expense but rather there are part of your team. The same goes for your bonding agent. • Will your company need a loan if awarded a contract? Look at financing options BEFORE you need one. It is better to have funding available before you need it.   Once you have completed this section it is time to make sure you know your correct set-aside. After you finish the above steps move on. What is Your Business Ownership Status? What percentage of the business do you own? Is it greater than or equal to 51%? Why do I ask? Because in order to qualify for set-aside’s you will have to declare your ownership percentage. If you do not own at least 51% or more of a company than you cannot claim that status. Also certain certifications require that you be certified by SBA. For example, you cannot claim the 8(a) or HUBZone status unless SBA has issued that status to you. Why does this matter in subcontracting? Because government agencies will define goals for their contractors for specific types of set-asides for certain certifications. The certifications include, but are not limited to 8(a) BD companies, HUBZone companies, Service-Disabled Veteran-Owned Small Business, and Woman-Owned Small Business. In other articles we discussed each of these set-asides in detail. If you are not familiar with them check out our other articles. It is important to make sure that you claim the correct set-aside for your business. If you misrepresent yourself, the government can take action against you. Or worse, you could be suspended or debarred from government contracts.  Now that you have declared your set-aside status it is time to move on. Do I need any documents as a Subcontractor? Do I need to have a license? The prime contractor and the industry in which you are in will determine the documents. A license will be needed if you are seeking subcontract work that otherwise requires state or federal licensing. If you are not sure that your business requires a license check with your State's Division of Occupational and Professional Licensing. In addition, to the documents mentioned in step 1. Other documentation you will need to consider creating include: • A Capability Statement. This is a marketing document that will be required as a prime or subcontractor. • Proof of General Liability Insurance Coverage. The amount required will be dependent on the industry. Your company may also be required to obtain bonding. This is industry specific. If you are in the construction industry you will need bonding. Why would bonding be required? Doesn't the prime contractor take care of the bond? Your prime contractor may require that you bond your portion of the job. This is especially true if a large portion of the work to be performed is by one subcontractor. • Proposal Documentation to submit to the Prime Contractor. For more information see FAR 15.404-3.   Small Business Financing Because the government pays prime contractors after invoicing, it is necessary for subcontractors to have access to enough financing to cover the period between beginning the work and receiving the invoice payments. You could be required to demonstrate the availability of financing prior to being award a subcontract as part of showing the financial sustainability of your business. You can obtain a financial capability letter from a lender. By the way, if you are having difficulty obtaining financing, consider using SBA’s 7a loan program. Three months into his new job as the Group President of MDA in Canada and Mike Greenley is very busy shaping the 49 year old company to the realities of today, including ways to spur growth in a tough domestic market. MDA, once the parent company of several business units in the U.S., is now one of four business units in the larger U.S. based Maxar Technologies which it created. The other business units are SSL, DigitalGlobe and Radiant Solutions. Being a player in the the defence and space sector in the U.S. brings unique challenges due to security issues. To grow the company MDA became Maxar. Greenley assumed his new role on January 15 of this year. Greenley is an industry veteran having worked 22 years at companies such as Greenley & Associates (his own company), CAE, General Dynamics and most recently L3 Technologies in Burlington, Ontario where he was Sector President. In this wide ranging interview, we discuss some of the changes Greenley has made since he came on board and the challenges in growing the business in Canada.

In this episode, we take a look at the RFPs that were submitted for the Canadian Surface Combatant (CSC) program and with the North Korea threat, Canada has set aside two bunkers at military bases.    Show Notes:  The Navantia Team  The Navantia team has made an announcement of the submission of its proposal.  The team, which is led by Navantia is comprised of Saab Australia which will deliver the Combat Systems Integrator (CSI) and CEA Technologies to provide other key elements of the proposed solution.  The team's solution is based on “the proven F-105 frigate design” for the Spanish Navy. This design coupled with capabilities of key Canadian companies will provide a ship that is ideally suited to Canada's requirement, according to the press release.  Navantia has a history of providing modifications of this design for many navies including the Norwegian Navy and, most recently, the Royal Australian Navy (RAN).    Canada's Combat Ship Team has announced the delivery of its proposal  Comprising of BAE Systems, CAE, Lockheed Martin Canada, L3 Technologies, MDA and Ultra Electronics, Canada's Combat Ship Team's proposal is focused on the “Canadian doctrine” according to Rosemary Chapdelaine, Vice President and General Manager at Lockheed Martin Canada Rotary and Missions Systems (RMS).  The team which is headed by Lockheed Martin Canada is offering “the most advanced and modern” warship design from BAE Systems – the Type 26 Global Combat Ship – along with innovations from other leading companies in Canada. Lockheed Martin Canada will provide its world-renowned Canadian-developed combat management system, the CMS 330 to integrate with the Type 26.  Due to the North Korean threat Canada has open up two bunkers  The Privy Council Office, drafted an agreement with National Defence a year ago to open up bunkers on two military bases should the National Capital Region become "unviable," according to documents obtained by CBC News under access to information legislation.  Defence Minister Harjit Sajjan was asked Wednesday what would happen should a missile land in Canada.   "When it comes to any type of foreign threats, we take them extremely seriously," he said. "We've been looking at North Korea right from the beginning when I was given this portfolio. I am very mindful of the country's missile testing that they have been doing. We believe that the diplomatic solution is the way to go, because I think that there is hope for it."

These are the stories we'll talk about on this edition of the Vanguard Radio. But first, CAF faces a class action suit…. +++ Former Royal Canadian Navy member Nicola Peffer is on a mission. She's seeking to change the culture of sexual harassment and abuse in the military. And she's filing a class action suit against the CAF, which the lawyer representing her believes will embolden hundreds of other former and current military members who suffered sexual harassment and abuse to join. The 34-year-old former sailor served onboard frigates in Esquimalt near Victoria B.C. She left the force in 2012, after the military rejected her complaints of unwanted sexual advances by her superior. Peffer said she faced retaliation and professional repercussions after refusing to comply with the sexual demands of one of her superiors. “When I arrived, I learned the culture was not one of camaraderie, at least for women or LGBTQ members,” Peffer said in a phone interview. “The culture was one of fear and intimidation. The culture was one of abuse, discrimination, bullying, and harassment. The culture was of sexual assault.” Her allegations have yet to be proven in court. DND said it is aware of the planned legal action and is reviewing its options. This is only the second class action suit linked to sexual misconduct in the military. Last month, Glynis Rogers, a former CAF member from Nova Scotia, filed a statement of claim against Ottawa before the Nova Scotia Supreme Court. She claims she was subjected to sexual orientation-based discrimination, bullying and harassment during training and during her time as a regular member of the armed forces. Rogers, who joined the service in 2006, said that female CAF members were often called names and treated as inferior members of the military. If the case proceeds, it could include other women who claim to have suffered similar treatment in the military.   Peffer and Rogers' statement of claims underscore a 2015 StatsCan survey which indicates that 960 members of the were victims assault involving fellow military members in the workplace. More than 43,000 responses were collected representing 53 per cent of the CAF population. The survey was only released this November. Unwanted sexual touching was the most common form of sexual assault, reported by 1.5 per cent (or 840) regular force members. 79 per cent members of the regular forces saw, heard, or were personally targeted by sexualized behaviour in the military workplace or involving military members, DND employees, or contractors. Women in the regular force were more likely than men to be sexually assaulted (4.8 per cent versus 1.2 per cent) in the twelve months preceding the survey. Some of these incidents occurred even after the CDS Gen. Jonathan Vance had given an order for such behavior to stop. These recent developments are important because they bring home the gravity and insidious impact of this highly sexualized and abusive culture in the military and its members. When you have nearly 1,000 employees admitting to be sexually victimized – your organization has a problem. To be fair, the CDS has made efforts to deal with the situation. Op Honour, which was launched by the CDS last year, has resulted in 30 CAF members being punished and 97 investigations into other cases of inappropriate behavior are underway. In the period of April to July 2016, a total of 148 incidents of harmful sexual behaviour were reported to the chain of command. But there are still doubts as to whether the message is getting through. The 148 reported incidents are far overshadowed by the 960 individuals who reported being victims of sexual assault in the StatsCan survey. Why are fewer people coming forward to formally report these incidents? What barriers could be preventing them? Are whistleblowers and victims afraid of reprisal? What protections could be provided to them? How much buy-in from officers if Op Honour getting? Perhaps, we will get the answers to these questions through the class action lawsuits of Peffer and Rogers. +++ It was with sadness that Vanguard reported the demise of Capt. Thomas McQueen of the Royal Canadian Air Force. Capt. McQueen was killed Nov 28th when his CF-18 fighter jet crashed at the Cold Lake Air Weapons Range in Saskatchewan. He had been flying on a regular training mission. McQueen had been in the RCAF since 2006, Cold Lake is known as the busiest fighter training base in Canada providing training for all Canadian Forces pilots. The air weapons range covers almost 30,000 square kilometres spanning the provinces of Alberta and Saskatchewan. The crash is currently investigated. ++++ In November, the Liberals announced its plan to buy 18 F/A18 Super Hornet jets from Boeing as an “interim purchase” to address its immediate fighter jet “capability gap.” It was a controversial announcement since the purchase was being done even before the Federal Government had initiated its competition for the CF-18 replacement program. And appears to have placed Boeing at an advantageous position over its rivals – primarily Lockheed Martin which is proposing the F-35 Lighting II fighter jet. At least L-3 Communications was happy to announce early this month that it has memorandum of agreement with Boeing on the production and support service for the aerospace company's Super Hornet fighter aircraft. L-3 MAS is one of more than 560 Boeing suppliers across Canada. The MOU comes at a time when L-3 MAS is celebrating its 30th anniversary of providing integrated technical support for the RCAF's current fleet of CF-18 Hornets. L-3 MAS was awarded on October 31, 1986, an ITS contract for the CF-18 Hornet, a platform that was first produced by McDonnell Douglas before the company merged with Boeing in 1996. One more thing, L-3 has undergone a branding transformation. Effective December 31, 2016, the company will be known as L3 Technologies, Inc. +++ Well, that's it for this week's show.
