NASA is planning to decommission the International Space Station by the end of 2030. The ISS, which began operations in 2000, is reaching the end of its lifespan and has become costly to maintain. NASA selected SpaceX to construct a vehicle that would “de-orbit” the football field-sized station, pushing it down into the atmosphere where it'll burn up safely over the Pacific ocean.So what comes next? So far, NASA has awarded contracts to private companies including Axiom Space, Blue Origin, Northrup Grumman, and Starlab to support the research and development for commercial space stations which would help facilitate future research in orbit, among their own space tourism offerings. Next year, NASA will certify one or more of these companies to build at least one space station, where it'll then become one of many customers to purchase services from the new facilities.Loren Grush, space reporter at Bloomberg News, joins Host Ira Flatow to discuss who's in the running and how future space stations could differ from the one we know today. Israel to field the Iron Bean air defense system.Iron Beam systems will be integrated into the network of Israeli air defense weapons within a year, the Israeli Ministry of Defense said on Monday. Rafael is the main developer of the Iron Beam system, and Elbit supplies the laser cannon for it.6. NATO Secretary General: N. In this episode of his "Thinking Out Loud" series, Double D discusses the hollowing out the the United States Military Industrial Complex, as well as how the U.S. Military and its defense contractors are riddled by corruption.Opening the video, Double D touches on rising tensions between the United States, Russia, and China. He views these tensions through the lens of the new Cold War, and suggests that despite the U.S. potential for power projection around the world, industrial and systemic trends in the U.S. may show that U.S. military might is not as all-encompassing as may be believed.Double D reads excerpts from an article from "Foreign Affairs" which examines the decades long trend of the hollowing out of the U.S. War Industry. He analyzes how in the past, war production was handled by Government Owned-Government Operated or GOGO plants, and that the U.S. used a vast bureaucracy to handle production and to pursue oversight for private contractors. He shows how gradually this system was dismantled, and the doors were thrown open for private investment, leading to today, where 88% of all military procurements are commercial.Moving on, Double D examines the rise of the Big Five Defense Contractors, Boeing, Raytheon, Northrup-Grumman, Lockheed-Martin, and General Dynamics. He shows how over a series of wars, these corporations were able to conglomerate in to massive entities that are responsible for the vast majority of domestic defense procurements. He shows how, through this process, these war corporations were also able to buy up what little oversight remained in defense contracting, establishing ties between the corporations and the highest points of power within the U.S. military apparatus. He also shows how defense contractors have forsaken practical production contractors for implements such as rifles, artillery shells, and ammunition, favoring instead experimental weapons systems which are tied to an endless reserve of government R and D dollars.Double D also examines the process of deindustrialization and offshoring of defense production. Highlighting the fact that only three plants manufacture military planes, only five plants produce missile systems, and only one plant had produced the black powder necessary for ammunition production until it exploded several years back. He shows how the contemporary U.S. Military is completely dependent on off shore production and foreign contractors. He also analyzes how the United States no longer has the skilled labor pool necessary to produce weapons of mass death, citing the reality that higher education as well as skill certification is locked behind a paywall that most Americans are unable to bypass; he contrasts this present day situation to the 1950's, where the U.S. government heavily subsidized education in the fields of science and technology.Moving on, Double D examines the culture of corruption that exists within the U.S. military itself. He cites several examples of theft and fraud that persisted through the Iraq and Afghanistan Wars. He quotes a veteran who covers military corruption who said: "The amount of theft going on is worse than when I was a young soldier in Vietnam." Double D suggests that a culture of gangsterism, as well as the inefficiency and bottomless well of dollars which exists in the military, have created an organization where corruption has become the norm.Double D also examines the long history of Defense Contractors being involved in fraud and negligence. He cites examples from the Securities and Exchanges Commission, including cases against Halliburton, 3M, Boeing, and many more. He shows how the modern day military industrial complex has become another example of a gamified economic system, where efficiency and cost to value production no longer matter, having seemingly been replaced by a culture of graft and profit by any means necessary.Double D rounds off the video by suggesting that these trends sig

Justin was born and raised in Emporia VA and moved to the Outer Banks NC during high school. Joined the Marine Corps straight out and went into Air traffic control. Did that till I got out in 2017 for 5 years never deployed and stayed in NC the whole time. Met my wife during this time. Decided to stay in the area when I got out and wanted to stay in the aviation field. Picked up some odd jobs until I got on with Northrup Grumman working on the F35 for a little bit. Then got a job with the federal government with Defense Logistics Agency and have been moving around within them since. The Middle East is in turmoil. The hope and promise of the 2011 Arab Spring are now a distant memory. The toppling of the decrepit Mubarak regime in Egypt was greeted by many Egyptians with joy. But that elation didn't last long. Since 2014, Egypt is ruled by General Abdel Fattah al-Sisi. Sisi has changed his uniform for an Armani suit. If you criticize him and his regime you can easily land up in jail or worse. There is something like 60,000 political prisoners in Egypt. In terms of freedom of the press, Egypt ranks 168th out of 180 countries. That doesn't seem to bother Washington. Cairo is a major recipient of U.S. aid and is a lucrative market for Lockheed Martin, Raytheon and Northrup Grumman weapons sales. In addition to his full-time job as a data analyst at Northrup Grumman in Baltimore, Justin Falcinelli is spending considerable time working to affect change as a member of the College Football Players Association. As a member of Clemson's football team from 2015 to 2018, and the starting center on the team that smacked Alabama 44-16 for the national title, Falcinelli has a deep understanding of how big and profitable college football has become. He also believes athletes should have a bigger share of the revenues that are currently being spent on skyrocketing salaries for coaches. The thrust of Falcinelli's efforts is to secure long-term health care for college athletes. In his mind, that's the least that big-time athletics can do for players who often face lifelong health issues after playing a violent game. Falcinelli also looks back to the amazing run he was able to be a part of, when Clemson rose from pretty good to perennially great. In the 2018 CFP semifinal against Notre Dame, Falcinelli suffered what ended up being a serious ankle injury. He pushed through as the Tigers' offensive line protected Trevor Lawrence and allowed for the Tigers to slice apart the Crimson Tide's defense. Falcinelli graduated from Clemson with a degree in management and then earned his MBA.

August 4th, 2022, was one of the most active launch days in recent memory. The Talking Space Team attempts to check all the boxes bringing a little insight into each one, including some launch audio from the Mighty AtalsV that carried the SIBRSGEO 6 into orbit and the scream of the Falcon 9 as it took South Korea's KPLO probe to the Moon. We briefly discuss some debris left from a Chinese rocket that showered down on the Philippines and some flotsam from the SpaceX Crew-1 Trunk that impacted an Australian sheep paddock. The war in Ukraine has impacted everything for the worse. The repercussions have been felt far and wide, and the space sector has not been immune. The Northrup Grumman Antares 230 launch vehicle is another victim of the war; the fabrication shop for its core stage located in Ukraine was destroyed. With only enough parts to assemble two more rockets, Northrup Grumman has a plan for a domestic version of Antares, which will take an unusual alliance of a bold new corporate venture and an old lion ready to learn new tricks. Speaking of Russia, is Roscosmos leaving the International Space Station Partnership like the mainstream media is saying? We provide real context around the story. Artemis -1, the first launch of a new program to return humans to the Moon, create a sustainable presence there, and move on to Mars, is set for an August 29th launch attempt. We discuss the mission objectives for this first flight, the non-human crew, and the implications for this test flight. Dr. Kat Robeson brings a NASA JPL article to our attention concerning the Antarctic Ice Shelf and the loss of mass it may have experienced. We also mention that on the day we recorded ( August 11th ), operational control of the Landsat 9 Earth Observation Satellite was turned over to the US Geological Survey from NASA. Holton was elected in 1969 as the first Republican governor of the 20th Century, though he would later endorse Democratic candidates for statewide office. Holton was born in Big Stone Gap in 1923 and died at his home in Kilmarnock yesterday. (Wikipedia) While in office, Holton and his wife sent their children to public schools. Governor Ralph Northam noted that in a statement yesterday. “If you want to know what American strength looks like, look at the famous photographs of Governor Holton—smiling, as he walked his children to Richmond’s public schools during the tensest moments of desegregation,” Northam said. “He faced down Virginia’s demons and enabled this Commonwealth to look ahead.”In the most recent letter, we took a look at campaign finance for local candidates in Albemarle County, Charlottesville, and Nelson County. Election day is just a few days away. Today let’s look at House of Delegates races. Albemarle County currently has four different districts within it boundaries. Let’s start with the 25th House District, which stretches from Albemarle into Augusta and Rockingham Counties. Democrat Jennifer Kitchen is challenging incumbent Republican Chris Runion. Kitchen began the October reporting period with $108,930 on hand, raised an additional $29,673, and spent $37,189. Runion began October with $77,655, raised an additional $37,837, spent $39,320 in cash, and recorded $16,314 in in-kind donated expenses. The 57th District includes all of Charlottesville and some of Albemarle. Incumbent Democrat Sally Hudson began October with $29,158 on hand, raised $24,469, spent $7,482 in cash, and recorded $2,499 in in-kind expenses. Hudson’s Republican challenger, Philip Hamilton, began the month with $2,917 in the bank. He raised $495 and spend $1,468. The 58th District consists of eastern Albemarle, all of Greene County, and parts of Fluvanna and Rockingham counties. Incumbent Republican Rob Bell began October with $354,466 in the bank and raised $89,293 in the first three weeks of the month. Bell’s campaign spent $164,137 during the period and recorded $21,435 in expenses. Bell’s challenger is Democrat Sara Ratcliffe. Ratcliffe began October with $14,035 in the bank and raised $48,668 in the period. She spent $28,618 in cash and marked $24,928 in in-kind expenses. Southern Albemarle is within the 59th District, which also includes portions of Appomattox, Buckingham, Nelson, and Campbell counties. Republican Matt Fariss is the incumbent and he began the month with $29,671 in the bank. His campaign raised $18,285 in the period and spent $38,201 in the first three weeks. Farris had $9,755 in the bank on October 21.His Democratic challenger Ben Moses began the month with $84,215 and raised an additional $102,505. Moses spent $76,789 in cash and recorded $61,231 in in-kind expenses. Moses has raised $603,138.01 during the campaign. (report)Independent Louis Scicli began October with $207, raised no money, and spent no money. Before the passage of the Clean Water Act in 1972, it would be commonplace for factories to discharge pollutants into rivers and streams without any consideration of the effect of the natural world. Nearly fifty years later, there is a system of permits and regulations in place to improve water quality. The Rivanna Water and Sewer Authority is working with certain industries in the community to pre-treat industrial waste before effluent is released into the ecosystem. Patricia Defibaugh is the laboratory manager for the RWSA.“The purpose of this program is to protect the sewer system and wastewater treatment plants through limits on industrial waste discharges,” Defibaugh said. “This is a requirement of the [U.S. Environmental Protection Agency] and the Virginia Department of Environmental Quality.” This is part of the Virginia Pollutant Discharge Elimination System and an annual report is due to the DEQ by the end of every January. The goal is to remove as many fats, oils, greases as well as metals, nutrients, and acidity as possible by working with industries who create those waste products. “The ones we’re concerned with are the significant industrial user, and that’s either a categorial user which is metal finishing, or semiconductor manufacturers,” Defibaugh said. “Or non-categorical which discharge more than 25,000 gallons per day or had a potential to adversely affect our treatment processes.”The types of businesses of concern include restaurants, breweries, wineries, dentists, and dry cleaners. None of the breweries connected to urban water exceed the 25,000 gallon threshold. Gary O’Connell, executive director of the Albemarle County Service Authority, said there is a program that seeks to remove cooking oil from the wastewater process. “There’s an active [fats, oil, and grease] program that goes on,” O’Connell said. “I know in our case it’s about 260 grease traps that we inspect.On the more industrial level, the RWSA has three companies that are in the pretreatment program. These are Virginia Diodes, Mikro, and Northrup Grumman. For more information on this topic, visit Henrico County’s Industrial Pretreatment Program. PFAS concernsFifty years after the Clean Water Act, there are concerns about other pollutants that are not easily seen. In 2020, the Virginia General Assembly passed legislation requiring the Virginia Department of Health to study the level of polyfluorinated substances in drinking water (PFAS). These are chemical byproducts of the processes used to make non-stick cooking utensils, fire-fighting foam, food packaging, and other uses They are known as “forever chemicals” because they do not break down. The health effects are being studied. (CDC fact-sheet on PFAS). The industrial pretreatment work will be used to help identify the scope of the problem. “DEQ is going to be sending out a survey to Rivanna’s significant industrial users to confirm their use and manufacture of PFAS compounds,” Defibaugh said. Yesterday, the DEQ announced that elevated levels of PFAS have been found in the Chickahominy River. They found out from a report from the Newport News Waterworks (NNWW) and now the DEQ will work with the VDH to further study the issue. “NNWW is continuing to monitor source waters in coordination with state agencies and has assured residents that the water it provides to its customers is safe to drink and has consistently shown PFAS levels well below the lifetime health advisory from the U.S. Environmental Protection Agency (EPA),” reads the press release. Last week, the EPA announced a national strategy will be undertaken to confront the PFAS problem. “EPA’s Roadmap is centered on three guiding strategies: Increase investments in research, leverage authorities to take action now to restrict PFAS chemicals from being released into the environment, and accelerate the cleanup of PFAS contamination,” reads a press release from that initiative. Email us! this episode is brought to you by Weather Guard lightning tech at weatherguard we support design engineers and make lightning protection easy you're listening to the struck podcast i'm Dan Blewett i'm Allen hall and here on struck we talk about everything aviation aerospace engineering and lightning protection Transcript: Northrup Grumman Model 437 & Boeing 737 Max 10 Wheel Engineering Alright welcome back to the struck aerospace engineering podcast i'm your co-host dan blewett on today's episode a lot of policy news coming out of the u.s so the biden administration has put a bunch of awards out there are there's clean air and cleaner fuel there's a big push for improving some of that efficiency and reducing carbon emissions you know getting sustainable airline fuel developed all these sort of things so the byte administration is pushing a lot of money out to the faa and other agencies to end to some large aerospace companies themselves to help to develop some of these technologies so we'll talk through a bunch of the implications there uh in our engineering segment we're going to talk about northrop grumman's new uh model of an autonomous aircraft that's got some serious speed um possibly used for future drone missions uh the boeing 737 max's extending wheels which are really unique and interesting and we'll talk a little bit about a 2 megawatt electric motor from right so let's start allen with the faa so biden has you know the administration has earmarked some money to the faa and as part of their clean program they're doling a lot of this out to general electric aviation honeywell pratt whitney boeing roar delta techops gk and aerospace mds coding and america's phoenix they're all working on different projects to meet some of these standards for co2 emissions you know hoping to reduce that to by about 20 percent uh nox uh emissions by 70 and noise as well also particular particulate matter so give me some of your perspective on this obviously you know reducing emissions is difficult um and you've talked a bunch at length in the past about how maybe the airlines should be not quite in the same boat as you know transport other other forms of transportation yeah so the by the administration essentially handing out checks to some larger aerospace companies is kind of unique uh and they can do it under the veil of a lot of different uh projects at the moment and the obvious one for them is uh clean air right so they i think this is sort of indicative of a larger problem that's going on that the airline industry in general has been has been in a financial hurt and they've been asking congress for some relief for at least a year maybe a little bit longer now and they're starting to get in the in different forms uh so there's been several hundred million dollars over a half a billion dollars doled out so far and i think more is yet to come now you know you kind of wonder if ge and honeywell weren't already on some of these tasks uh particularly ge you know gets been pushing cleaner skies for a long time and and they've been doing a lot of work internally forever so this is not unusual for them but i think it's just a a a unique way of trying to get funding to these companies and i i think the bigger scope is at what point will the abide administration start to realize that they need to get the airline industry going and pumping ...

We start off the conversation with the notion of “truth”, what is it and who holds it. In this regard, Brian and I agree that neither he or I are the holders of the truth when it comes to people, leadership, and followership – and that we both are skeptical of people who claim to be the holders of the truth when it comes to topics which are nuanced and contextual. After obtaining an AAS in Metrology and then a BA in Physics, and having considered signing up for the nuclear Navy, he was commissioned as a 2nd Lieutenant in the United States Marine Corps where he served for fifteen years as an Aircraft Maintenance Officer, primarily with F/A-18 Aircraft. Highlights of his career include three carrier deployments, a two-year exchange tour with the Royal Australian Air Force, Quality Assurance Officer for the US Atlantic Fleet, and Aircraft Maintenance Officer for the largest squadron in the Marine Corps. The conversation continues to his transition out of the Marine Corps, to civilian life and the various companies he worked at the roles he held; and with each incarnation having increased responsibility and authority and his leadership skills matured and where honed. The experiences, stories, and insights gained that Brian shares through his civilian career hold a lot of wisdom and is a particularly good listen. And he shares details of his books; why he wrote them, who he wrote them for, what he hopes people gain from their reading them, and experiences of the writing process itself. One of the key elements on my American Lean Weekday podcast is the weekly interviews that I conduct with companies on their Lean Journey. These companies are from various industries and are all different sizes. I have interviewed leaders from family-owned businesses to multi-national organizations. This week is a little different, I share the mic with James, a buyer at a Multi-National Fortune 100 company. He shares inside secrets on supplying a Fortune 100 company. James is unique in that he worked with both a supplier to Fortune 100 companies and is now a buyer from the same supplier base. He has been on both sides of the equation. Some key points: As a supplier, they grew from 3M to 16M and used their Lean journey as a sales tool. Their customers included Boeing, Northrup Grumman, Woodward, and other large Primes. These Primes were looking for systems and processes that would improve OTD, quality, and price. They were expecting improvements in operations as well as office processes like accounting. Primes are looking for suppliers that can handle terms of 60-120 days. They want suppliers that are flexible and can handle re-schedules in today's environment. They want suppliers that can communicate in a concise manner. Suppliers that can take on a large amount of work and separate themselves from others are key. Key Tips:1. Have a website that is brief and includes your equipment, approvals, is current and correct! Supplying a Fortune 100 company means you need to constantly update your website. 2. Share your Lean journey. Include before and after pictures. Be vocal about the improvements that you have made! 3. As a company, your ROI will be greater if you bring in outside consultants to guide you on your journey. They will reduce your learning curve! Robert Hinson (USAF, Lt. General (Ret), Executive Director of The National Strategic Research Institute (NSRI) at the University of Nebraska, joins Innovators to talk about how he leads NSRI and how UARCs function to protect the nation from a myriad of growing global threats. Hinson joined the University of Nebraska on August 1, 2012, following a nine-year foray into the private sector — as a vice president with defense contractor Northrup Grumman. Hinson’s mission at the university: Establish an academic research center that could serve as a beachhead in the always-fierce battle for military research dollars. The upshot: the National Strategic Research Institute (NSRI), which has, by most any measure, met the university’s lofty expectations. Since its launch eight years ago, NSRI has completed more than 110 projects for the U.S. military, yielding some $176 million in revenue. In 2019, revenue was up a staggering 52 percent from the previous year. Norris Tie is the CEO of Exosonic, a California-based startup that is developing a low sonic boom supersonic passenger aircraft. Norris holds an engineering degree from UCLA, an MBA from Stanford, and before starting Exosonic worked on supersonic aircraft at Northrup Grumman, Virgin Galactic and Lockheed Martin Skunk Works. What differentiates Exosonic from other upstarts in the reviving supersonic aircraft space is that the company is specifically focusing on reducing the intensity of sonic booms. Current regulation forbids supersonic flights across America to minimise noise pollution; a restriction which significantly limited the routes that the first supersonic airliner, the Concorde, could fly. To soften sonic booms, Exosonic is using a concept and technology originally pioneered by NASA known as shaped sonic booms. As a first step, Exosonic has partnered with the US Air Force to develop a supersonic executive transport aircraft that will provide US leaders and diplomats rapid transportation around the world. One of the key elements on my American Lean Weekday podcast is the weekly interviews that I conduct with companies on their Lean Journey. These companies are from various industries and are all different sizes. I have interviewed leaders from family-owned businesses to multi-national organizations. This week is a little different, I share the mic with James, a buyer at a Multi-National Fortune 100 company. He shares inside secrets on supplying a Fortune 100 company. James is unique in that he worked with both a supplier to Fortune 100 companies and is now a buyer from the same supplier base. He has been on both sides of the equation. Some key points: As a supplier, they grew from 3M to 16M and used their Lean journey as a sales tool. Their customers included Boeing, Northrup Grumman, Woodward, and other large Primes. These Primes were looking for systems and processes that would improve OTD, quality, and price. They were expecting improvements in operations as well as office processes like accounting. Primes are looking for suppliers that can handle terms of 60-120 days. They want suppliers that are flexible and can handle re-schedules in today's environment. They want suppliers that can communicate in a concise manner. Suppliers that can take on a large amount of work and separate themselves from others are key. Key Tips:1. Have a website that is brief and includes your equipment, approvals, is current and correct! Supplying a Fortune 100 company means you need to constantly update your website. 2. Share your Lean journey. Include before and after pictures. Be vocal about the improvements that you have made! 3. As a company, your ROI will be greater if you bring in outside consultants to guide you on your journey. They will reduce your learning curve! Following its Pluto encounter in 2015, NASA’s New Horizons spacecraft was pushing on into the Kuiper Belt, aiming toward an object known originally as 2014 MU69, when space scientists and the public decided it needed a new name. Shortly before the New Horizons encounter on January 1, 2019, they chose the name Ultima Thule. Then a reporter at Newsweek pointed out that the Nazi party had used the phrase Ultima Thule to refer to the mythical homeland of the Aryan people. The term apparently remains in use by modern so-called alt-right groups. Now the object has a new name yet again. The name is now Arrokoth, which means sky in the Powhatan and Algonquian languages. The name was chosen based on the local Native American culture in Maryland, where the New Horizons mission control center is based. Arrokoth is roughly 19 miles long, or about 1/60th the diameter of Pluto. A wealth of data from New Horizons’ encounter with Arrokoth is still being sent back from the spacecraft to Earth for analysis. Scientists used New Horizons’ cameras to glimpse its strange, double-lobed shape, indicating a possible gentle collision of two objects long ago. Arrokoth also appears to be covered in methane or nitrogen ice, giving it a red tinge. Tuesday this week is the 50th anniversary of the second crewed lunar landing, Apollo 12. There were a number of unplanned events that occurred during the mission – like lightning strikes during launch – but one of the least spoken of is the tiny art gallery left on the moon called Moon Museum. A tiny ceramic wafer, .75x.5 inches, was etched with six artworks and attached to one of the legs of the lunar lander by a Northrup Grumman engineer who worked on that lander. The six artworks by Robert Rauchenberg(a line), David Novros(black square), John Chamberlain(circuitry template), Claes Oldenberg(geometric Mickey Mouse), Andy Warhol(initials) and Forrest Myers(CG intersecting pattern), were etched onto either 16 or 20 chips by an engineer at Bell labs. The project was coordinated by Myers who wanted to bring send the tiny piece to the moon with NASA’s approval. Myers tried repeatedly to get NASA’s approval. They never said ‘No’, but never said yes either. Turned out the Bell Labs engineer knew a NG employee working on the lander who was willing to affix the chip inside an access panel on one of the lander legs. Two days before launch, the still unnamed engineer sent a telegram to Myers confirming the chip was placed. The other 15 etched chips were given to people involved in this clandestine project. Fresh off its recent transit of the sun, Mercury is now visible in the Eastern pre-dawn sky from 5 – 6 a.m. along with the brighter Mars; Mercury is below, to the left. The moon drops through passing them Friday and Saturday. Venus now joins Jupiter and Saturn in the west 30 minutes after sunset. My guest today is Mike Gold, Vice President, Regulatory and Policy at Maxar Technologies. For this podcast we’re going to talk to Mike about his other role. That of Chair of NASA’s Advisory Council Regulatory and Policy Issues Committee. The committee was created in the summer of 2018 to look at how NASA could further commercialize its activities. Mike is one of 15 members, mostly from industry, that meet several times a year including with NASA’s other Advisory Council committees. Committee members include long time space players such as Northrup Grumman and Lockheed Martin to new space companies SpaceX and Blue Origin to name a few. In its first meeting last November the committee published its first observations, findings, and recommendations. The committee tackled a board range of ideas from export controls, intellectual property, supporting space-based commercial development, private sector habitats, logos, advertising, astronaut endorsements and space research. In July, a sniper, later identified as Micah Xavier Johnson, opened fire at a march against fatal police shootings, held in downtown Dallas, Texas, killing 5 police officers and wounding many others. After a 45 minute gun battle and hours of negotiation with the sniper, who was holed up in a parking garage, Dallas Police Chief David Brown gave an order to his SWAT team to come up with a plan to end the mayhem before more police officers were killed. This led to the use of as robot, the Remotec Androx Mark V A-1, manufactured by Northrup Grumman and a pound of C-4 explosive, which was sent in eventually killing the sniper. This episode is a mash-up of the State of the Union and the 2014 budget. We compare the impression President Obama gave us about what to expect for this upcoming year with the reality of what was funded in the last-minute and little-examined budget which he signed into law just two weeks before the speech. Information Presented in this Episode The following quotes are from the 2014 State of the Union. Let's compare them to what was in the budget which he recently signed into law: The 2014 Budget (H.R. 3547) "Last month, thanks to the work of Democrats and Republicans, Congress finally produced a budget that undoes some of last year's severe cuts to priorities like education. Nobody got every-thing they wanted, and we can still do more to invest in this country's future while bringing down our deficit in a balanced way, but the budget com-promise should leave us freer to focus on creating new jobs, not creating new crises." - President Obama The budget should have been done by September 30, 2013. This new law puts all 12 appropriations bills into one big monster law. The bill was put on the House's schedule on January 13th at 8pm and was passed on January 15. The budget is 1,582 pages long. The budget was attached as an amendment to H.R. 3547, the bill extending the insurance program for commercial space flight which was highlighted in episode CD058. The insurance program was originally extended for a year; the budget bill extended it until 2017.) Fossil Fuels "Now, one of the biggest factors in bringing more jobs back is our commitment to American energy. The all-of- the-above energy strategy I announced a few years ago is working, and today, America is closer to energy independence than we have been in decades. One of the reasons why is natural gas. If extracted safely, it is the bridge fuel that can power our economy with less of the carbon pollution that causes climate change. Businesses plan to in-vest almost $100 billion in new factories that use natural gas. I will cut red tape to help States get those factories built and put folks to work, and this Congress can help by putting people to work building fueling stations that shift more cars and trucks from foreign oil to American natural gas." - President Obama (Division G - Section 108) The Interior Secretary will set up Internet program for oil and gas leasing. Lip Service to Fracking Water Poisoning "Meanwhile, my administration will keep working with the industry to sustain production and job growth while strengthening protection of our air, our water, and our communities." (Explanatory Statement) Prohibits more than $6 million for a joint research effort by the EPA and USGS into hydraulic fracturing that aims "to address the health, safety, and environmental risks of shale gas extraction." Solar "It is not just oil and natural gas pro-duction that's booming. We are becom-ing a global leader in solar, too. Every 4 minutes, another American home or business goes solar, every panel pounded into place by a worker whose job cannot be outsourced. Let's con-tinue that progress with a smarter tax policy that stops giving $4 billion a year to fossil fuel industries that don't need it so that we can invest more in fuels of the future that do." - President Obama Solar will receive $257 million in 2014. (Explanatory Statement) Energy Efficiency & Renewable Energy = $1.7 billion, about half of what was requested (Wind & Solar = 20% of budget at $345 million) Fossil Fuel Research and Development will get $562 million, $142 million more than requested Only time the word 'solar' appears in the budget, the law prohibits the Department of Interior from processing a grant or lease for a commercial scale solar project on public land in the Mojave Desert (Division G - Section 116) Money is given to the Air Force to upgrade the heating at Kaiserslautern Military Community in Germany and forces the little town to use United States coal as the power source, even though the power comes from German municipal sources. Climate Change - Flood Preparation [caption id="" align="alignright" width="340"] FEMA/Bill Brown[/caption] "Taken together, our energy policy is creating jobs and leading to a cleaner, safer planet. Over the past 8 years, the United States has reduced our total carbon pollution more than any other nation on Earth. But we have to act with more urgency because a changing climate is already harming Western communities struggling with drought and coastal cities dealing with floods." - President Obama Authorizes $1.6 billion for a maximum of 4 new Army Corps of Engineers construction projects. One has to be for environmental restoration, the other three are for navigation OR flood and storm damage reduction, which means that it is possible that none of these projects will be for storm damage reduction. (Division D) Authorizes $28 million for preparation for floods, hurricanes, and other natural disasters. (Division D) and $154 million for flood plain mapping and management. (Division F) Disaster Relief Fund will receive $6.2 billion. (Division E) Reduces money available for weatherization programs that were part of the stimulus bill and also changes eligibility to make it harder to get; the law prohibits the Department of Energy from paying employees who enforce the changes made by the stimulus. (Section 308, Division D) Prohibits enforcement of energy efficiency standards for light bulbs. (Section 322, Division D) Prohibits money to be used to pay the salary of the Assistant to the President for Energy and Climate Change (Section 621, Division E) New Carbon Standards "That's why I directed my administration to work with States, utilities, and others to set new standards on the amount of carbon pollution our power plants are allowed to dump into the air." -President Obama No money can go towards a regulation for, among other things, carbon dioxide and methane caused by livestock production.(Division G - Section 420) No money can go towards a rule requiring mandatory reporting of greenhouse gas emissions of manure management systems. (Division G - Section 421) No money can go towards implementing regulations on high-carbon intensity projects of the Export-Import bank that would prohibit any coal-fired or "other power-generation project" in USAID (poor, indebted countries) that would "provide affordable electricity" or increase US exports or jobs. (Division K - Section 7081) Immigration "Finally, if we are serious about economic growth, it is time to heed the call of business leaders, labor leaders, faith leaders, and law enforcement and fix our broken immigration system. Republicans and Democrats in the Sen-ate have acted. I know that Members of both parties in the House want to do the same." - President Obama Republicans discussed immigration on their three day " bayside retreat", specifically a border fence, but didn't mention immigration in their letter to President Obama. Detention: Must have at least 34,000 detention beds (Division F) Federal Prison Industries, Incorporated (UNICOR) has 83 factories, which pay their prisoner slaves between $0.23 and $1.15 per hour, which manufacture all kinds of things and provide services, including call center services than can be purchased by the private sector. (Division F - Section 558) No money can be spent on a public advocate in Immigration & Customs Enforcement. (Division F - Section 566) Prohibits a border crossing fee. Gun Control "Citizenship means standing up for the lives that gun violence steals from us each day. I have seen the courage of parents, students, pastors, and police officers all over this country who say ‘‘we are not afraid,'' and I intend to keep trying, with or without Congress, to help stop more tragedies from visiting innocent Americans in our movie theaters, in our shopping malls, or schools like Sandy Hook." - President Obama (Division H - Section 217) No money may be used to advocate or promote gun control. Afghanistan "With Afghan forces now in the lead for their own security, our troops have moved to a support role. Together with our allies, we will complete our mission there by the end of this year, and America's longest war will finally be over. - President Obama None of the money can be used to "establish any military installation or base for the purpose of providing for the permanent stationing of US Armed Forces in Afghanistan" (Division C - Section 9007) No money for new construction projects (Division C - Section 9016) "After 2014, we will support a unified Afghanistan as it takes responsibility for its own future. If the Afghan Government signs a security agreement that we have negotiated, a small force of Americans could remain in Afghanistan with NATO allies to carry out two narrow missions: training and assisting Afghan forces, and counter-terrorism operations to pursue any remnants of al Qaeda. For while our relationship with Afghanistan will change, one thing will not: our resolve that terrorists do not launch attacks against our country." - President Obama Iraq "When I took office, nearly 180,000 Americans were serving in Iraq and Afghanistan. Today, all our troops are out of Iraq." - President Obama None of the money can be used to "establish any military installation or base for the purpose of providing for the permanent stationing of US Armed Forces in Iraq" or "to exercise United States control of any oil resource of Iraq" (Division C - Section 9007) $209 million to support "United States government transition activities" (Division C - Section 9012) which includes security assistance, facilities renovation and construction, training of Iraqi troops and counter-terrorism personnel. Orders a report from DoD and the Secretary of State for their plan to transfer "training activities that they determine are needed after the end of fiscal year 2014 to existing or new contracts for the sale of defense articles or defense services" $250 million for "democracy programs" "Building Democracy" "From Tunisia to Burma, we are sup-porting those who are willing to do the hard work of building democracy." - President Obama No money can be used by the IRS to "target citizens of the US for exercising any right guaranteed under the First Amendment to the Constitution of the United States." (Division E - Section 107) No money can be used by the IRS to "target groups for regulatory scrutiny based on their ideological beliefs." (Division E - Section 108) No money can be used to require any company with a government contract or requesting a government contract to disclose political contributions to candidates or committees (political action committees) or payments made towards political advertising. (Division E - Section 735) Syria "In Syria, we'll support the opposition that rejects the agenda of terrorist networks." - President Obama "None of the funds made available by this Act may be used in contravention of the War Powers Resolution." (Division C-Section 8117) which says the President needs to declare war within 60 days AFTER he starts one. He doesn't have to do this at all if he has an Authorization for the Use of Military Force. Funds for Iraq can be used in Syria "to support international efforts to promote regional security"(Division K - Section 7041) Funds for the State Department can be used to "establish governance in Syria that is representative, inclusive and accountable", and to "counter extremist ideologies" (Division K - Section 7041) Drones "America must move off a permanent war footing. That's why I have imposed prudent limits on the use of drones, for we will not be safer if people abroad believe we strike within their countries without regard for the consequence." - President Obama Latest drone strike was three days ago in Somalia. Guantanamo Bay "And with the Afghan war ending, this needs to be the year Congress lifts the remaining restrictions on detainee transfers and we close the prison at Guantanamo Bay." -President Obama Can't use money to transfer anyone into the United States from Guantanamo Bay, but can upgrade and repair Guantanamo Bay (Division C - Section 8110)(Division F -Section 537) Israel-Palestine "As we speak, American diplomacy is supporting Israelis and Palestinians as they engage in the difficult but necessary talks to end the conflict there; to achieve dignity and an independent state for Palestinians, and lasting peace and security for the State of Israel—a Jewish State that knows America will always be at their side." - President Obama $3.1 billion for Israel's military. (Division K) Prohibits money for Palestine, unless they become a state. (Section 7040 - Division K) 10th Deployment [caption id="" align="alignright" width="302"] U.S. Army Ranger Sgt. First Class Cory Remsburg at the 2014 State of the Union Address[/caption] "I first met Cory Remsburg, a proud Army Ranger, at Omaha Beach on the 65th anniversary of D-day. Along with some of his fellow Rangers, he walked me through the program. He was a strong, impressive young man with an easy manner. He was sharp as a tack. We joked around and took pictures, and I told him to stay in touch. A few months later, on his 10th deployment, Cory was nearly killed by a massive roadside bomb in Afghanistan. His comrades found him in a canal, face down, under water, shrapnel in his brain." - President Obama The budget cancels the pension cut from December's budget agreement for people who are disabled, like Cory. The cut remains for anyone lucky enough to escape the military uninjured. The cuts start December 1, 2015. Procurement Over $92 is going toward procurement - the buying of stuff for the military. Every single category allowed our money to pay for expansion of private plants, including the land, to pay for equipment, appliances, and tools in those private plants and pay the layaway payments for contractor-owned equipment. (Division C) Air Force must spend the money it's given for the RQ-4B Global Hawk drones, the drones the Air Force wants to put into storage (Division C-Section 8118). RQ-4 Global Hawks drones are manufactured by Northrup Grumman; Northrup Grumman manufacturers the drones in Buck McKeon's district; Buck McKeon is Chairman of the House Armed Services Committee; the House Armed Services Committee is in charge of Defense money. Northrup Grumman is Buck McKeon top contributor since the last election: Will Work Around Congress "What I offer tonight is a set of concrete, practical proposals to speed up growth, strengthen the middle class, and build new ladders of opportunity into the middle class. Some require congressional action, and I am eager to work with all of you; but America does not stand still, and neither will I, so wherever and whenever I can take steps without legislation to expand opportunity for more American families, that is what I am going to do." - President Obama Minimum Wage "Today, the Federal minimum wage is worth about 20 percent less than it was when Ronald Reagan first stood here. TOM HARKIN and GEORGE MILLER have a bill to fix that by lifting the minimum wage to $10.10. It is easy to remember— 10, 10. This will help families. It will give businesses customers with more money to spend. It does not involve any new bureaucratic program. So join the rest of the country. Say ‘‘yes.'' Give America a raise. Give them a raise." - President Obama Retirement "That is why tomorrow, I will direct the Treasury to create a new way for working Americans to start their own retirement savings: MyRA. It is a new savings bond that encourages folks to build a nest egg. MyRA guarantees a decent return with no risk of losing what you put in."- President Obama NSA Spying "That's why, working with this Congress, I will reform our surveil-lance programs, because the vital work of our intelligence community depends on public confidence, here and abroad, that the privacy of ordinary people is not being violated." -President Obama "Information pertaining to United States persons shall only be handled in accordance with protections provided in the Fourth Amendment of the United States Constitution as implemented through Executive Order 12333" (Division C- Section 8079). Executive Order 12333 was created during the Reagan administration and updated several times, notably by George W. Bush when his administration started his Total Information Awareness program. One way they appear to be authorizing and funding NSA spying: Money "shall be available for the inter-agency funding of national security and emergency preparedness telecommunications initiatives which benefit multiple Federal departments, agencies, or entities, as provided by Executive Order 13618" (Division E -Section 711). Executive Order 13618 orders the Defense Secretary to "provide, operate, and maintain communication services and facilities adequate to execute responsibilities consistent with Executive Order 12333 of December 4, 1981, as amended." "No money can be used by any Federal Agency to collect "personally identifiable information" relating to our access or use of any website. There are exceptions which include voluntary submissions of personally identifiable information, actions taken for law enforcement, regulatory, or supervisory purposes, in accordance with applicable law, and actions taken to protect the rights or property of the Internet provider. (Division E - Section 725) TPP "Over the past 5 years, my administration has made more loans to small business owners than any other, and when 98 percent of our exporters are small businesses, new trade partner-ships with Europe and the Asia-Pacific will help them create even more jobs." - President Obama Our tax money will be allowed to be used to advertise for "United States" corporations overseas. Prohibits the trade representative from seeking "the removal by any foreign country of restrictions on the marketing of tobacco or tobacco products" (Division B - Section 509). Prohibits the use of text from the US-Singapore, US-Australia, & Morocco Free Trade Agreement which granted strict patent rights to industry. The Morocco FTA forced both countries to allow patents on plants, animals, and surgical procedures and including that in the TPP is now illegal. (Division B - Section 519) Not Mentioned By President Obama But In The Budget Torture "None of the funds made available in this Act shall be used in any way whatsoever to support or justify the use of torture by any official or contract employee of the United States Government." (Division B - Section 516) Food Safety and Inspection Service Will get $1 billion for 148 full time inspectors... for the entire country. (Division A) Abortion Federal money can't pay for abortions unless the life of the mother is in danger or if she was the victim of rape and/or incest. (Division B - Section 202-103 )(Division E - Section 613-614)(Division H - Section 506-507)(Division K-Section 7018 ) This includes prisoners. Contraceptives Government health care that provides for prescription drugs must include birth control (Division E - Section 726) Propaganda Prohibits funding for propaganda inside the United States that isn't already authorized by Congress (Division B - Section 501) (Division E - Section 718)(Division K - Section 7055) Marijuana No money can be used to "enact or carry out and law, rule, or regulation to legalize or otherwise reduce penalties associated with the possession, use, or distribution of… any tetrahydrocannabinols derivative" (Division E- Section 809) No money can be used to promote the legalization of any drug, except when there is "significant medical evidence of a therapeutic advantage to the use of such drug" (Division H-Section 509 ) Public Health No money can go towards sterile needles for junkies. We take a close look at the Violence Against Women Act re-authorization as the President signs it into law. We also look at the continuing resolution passed by the House, which funds defense while leaving the rest of the government in chaos. S. 47: Violence Against Women Re-Authorization Act of 2013... Was signed by the President! This one is law. President Obama signs VAWA on March 7, 2013 Definition Changes Adds stalking and date rape to the list of offenses. Includes cyber stalking in the definition of stalking. Replaces "spouses" with "parties' Indian Affairs Adds "sex trafficking" and "stalking" to eligible grant programs for Indian women Allows Indian tribes to have jurisdiction over domestic violence crimes unless neither the victim or defendant are Indians. Includes D.C., Indian tribes, and Puerto Rico in the grant funding (decreases funding) Immigrants Allows children to stay in U.S. on their victimized parent's U Visa even if they turn 21 while the VISA is pending New Programs Grants for training programs for law enforcement and medical personnel Funding for pro-bono legal assistance for victims Protects the confidentiality of child victims of domestic violence or sexual assault Protects students from violence stemming from their immigrant status and gender identity Grants for elder abuse training; Defines "elder" as someone over the age of 50 Prevents victims from being evicted from public housing because they were involved in a domestic violence incident, however, the violent person can be evicted. Public housing authorities will need to transfer victims to new housing if their safety is at risk and they request the transfer. Orders an audit of unprocessed DNA evidence for sexual assault crimes that haven't passed the statute of limitations. Program ends 12/31/18. Prohibits any lobbying activity in relation to DNA audit grants and prohibits violators from receiving a grant for at least 5 years. 6 months after President Obama signs the bill, DHS has to publish final standards for the punishment of sexual assault in immigrant prisons, including private prisons. Prevents marriage brokers from providing information on minors Penalty Changes Penalty for assault with intent to murder is limited to 20 years and a fine Penalty for assault by attempted suffocation limited to 10 years and a fine… suffocation is regardless of intent or visible injury Report Comptroller General of the United States will issue a report to Congress in two years on the use of foreign labor contractors by U.S. employers. It will include the role of labor recruiters that provide low-wage foreigners to companies, the effectiveness of current regulators enforcement of laws already on the books, describe the jobs the foreigners are doing and how many of them are here, and identify abuses of foreigners including use of fees and debts. Funding Deletes ‘‘non- profit, non-governmental victim services or-ganizations,'' or "non-profit, private" programs and replaces it with ‘‘victim service providers, staff from population specific organizations,' in a couple of sections; but not all. Prohibits grants from going to non-profits with offshore tax havens Prohibits more than $20,000 of grant money from going towards conferences Vast majority of funding going DOWN Human Trafficking Title 12: Secretary of State will establish a fund (amount unknown) to give to foreign governments to prevent human trafficking. Orders them to come up with a strategy and suggest ways for oversight; very broad. Qualifying gov'ts need to have high prevalence of trafficking and a "demonstrated political motivation" to address it. Funding can be terminated if State determines the country is doing things contrary to our national interest or doesn't "adhere to it's responsibilities" under the agreement. Issues four grants up to $2 million each for combatting sex trafficking of minors. One of the grants needs to go to a small state with less than 5 million people. Most of the money needs to go towards residential care of minor victims of sex trafficking. Overhead can't exceed 3%. Recipients need to match the grant for every year they get the gov't money and their match percentage goes up every year the grant is renewed, topping out at 50% on their third year. Program good for four years. Decreases funding by half, from 20 to 10 million for law enforcement grants for trafficking. Increases funding for victims in other countries from 12.5 million to 14.5 million/year H.R. 933: House Continuing Resolution Right now, we are in the middle of two crisis': The sequester is one, an unfunded government that would have to shut down on March 27th is the other. This bill does nothing to solve the sequester. In fact, it expressly keeps it in place. Two of the 12 appropriations categories are funded until the end of the year in the responsible appropriations way in this bill. The other 10 are funded as a continuing resolution, that keeps the funding at old chaotic levels. The House did real work on the Defense appropriations; the Senate is going to change everything on the domestic side as this bill has a real chance of becoming law. In the defense section of the bill, I looked at what items were dramatically over-funded in comparison to what was requested by President Obama and the military. Fighter Jets Boeing F/A-18E/F fighter jets would be given $605 million more than was requested for 11 new airplanes. Boeing/Northrup EA-18G Growler fighter jets are the electronic warfare version of the Boeing F/A-18E/F. They would be given $45 million for 15 new aircraft. Budget request from the military for this item: $0. $0 request, given $45 million for 15 new aircraft Ships/Submarines General Dynamics Virginia Class nuclear submarines would be given $778 million more than requested. These submarines are built in two locations, which makes the submarines more expensive but the program is designed to keep both shipyards in operation. Location #1: General Dynamics Electric Boat in Groton, CT. The Representative in Groton, CT is Joe Courtney; his top campaign contributors are General Dynamics and Northrup Grumman. Location #2: Newport News Shipbuilding & Drydock Company. The Representative in Newport News, VA is Rob Wittman; he is on the Armed Services Committee & his top campaign contributor is Northrup Grumman. --- Northrup Grumman LPD-17 naval ship would be constructed at Huntington Ingalls Industries in Newport News, VA for $263 million. Budget request for this item: $0. The Representative in Newport News, VA is Rob Wittman; he sits on the Armed Services Committee and his top campaign contributor is Northrup Grumman. --- A DDG-51 Destroyer would be ordered for $1 billion. Budget request: $0. --- Lockheed Martin KC-130J aerial refueling planes would be given $130 million more than requested for 2 additional planes. --- Lockheed HC-130J Coast Guard search & rescue planes would be given $126 million more than requested for 2 extra planes. --- Lockheed MC-130J Special Forces transport planes also given $126 million more than requested for 2 extra planes. --- C-130 planes are manufactured in Marietta, GA and Lockheed brags that it's "the longest continuously operating aircraft production line in history." The Representative in Marietta, GA is Phil Gingrey. Phil Gingrey's second largest campaign contributor is Lockheed Martin. --- C-27J cargo aircraft, manufactured by an Italian company but whose engines and systems are produced by Lockheed Martin, would be given $138 million. Budget request: $0. Drones Northrup Grumman RQ-4 Global Hawk surveillance drones would be given $107 million more than requested in order to increase the fleet to 21 drones. Pentagon was unimpressed with the RQ-4 Global Hawk's performance after deploying them to Japan after the earthquake/tsunami and after they were used in Libya. March 2012: Air Force announced they will put the 14 Global Hawks they already have into storage, and 4 under construction would go directing into the "bone-yard" Northrup launched a multimedia campaign to block the cuts. Global Hawk's are produced in Palmdale, CA. The Representative for that district is Buck McKeon, Chairman of the Armed Services Committee. Missile Defense Systems Raytheon's Patriot missile defense system would be given $300 million more than requested to increase the program. --- Aegis ballistic missile defense system would be over-funded by $189 million to buy 17 additional Raytheon SM-3 interceptors, which are ship-based missile interceptors designed to shoot down short & intermediate range ballistic missiles and have been used to shoot down satellites. Israel [caption id="" align="alignright" width="360"] Emanuel Yellin[/caption] Israel's Iron Dome missile defense system would be given $211 million. Budget request: $0. Iron Dome manufactured by a Israel-owned defense technology company, but U.S. is trying to get a co-production deal like they have on their other missile defense system which is co-produced by Boeing Upper tier/Arrow programs are the "other" missile defense programs partnered with Boeing. David's sling is a third missile defense system for Israel that partners with Raytheon. The Upper Tier/Arrow and David's Sling missile programs together were given $169 million more than requested. Total in unrequested money given to Israel for missile defense: $380 million. Miscellaneous Appropriations Advanced hypersonic weapon program which "aims to develop a system to deliver a precision conventional weapon strike anywhere in the world within one hour" overfunded by $90 million. --- Defense Rapid Innovation Fund, which is supposed to funnel Department of Defense contracts to small businesses was given $250 million. Budget Request: $0. --- $5+ billion for the Afghanistan security forces (all of it requested). --- "Miscellaneous equipment" would be given to every branch of the military. Total = $1.5 billion.
