Here's an important reminder: I advise against relying solely on the Procurement Technical Assistance Center (PTAC) for help with government contracts, as PTAC may not assist startup businesses that have been in operation for less than two years. Ceļojumu sezona nav beigusies, tāpēc Patērētāju tiesību aizsardzības centrs aicina uzmanīties no krāpnieciskiem tūrisma piedāvājumiem. Kā atpazīt īstu piedāvājumu no krāpšanas, to noskaidrosim raidījumā Kā labāk dzīvot. Skaidro Patērētāju tiesību aizsardzības centra pārstāve Sanita Gertmane, portāla "BalticTravelnews" direktors Aivars Mackevičs un tūrisma operatora "Novatours" pārdošanas vadītāja Liāna Pudule. Ierakstā uzklausām "AlidaTūrs" valdes locekli Juri Cīruli. Daudzi ceļotāji tūrisma ceļazīmes iegādājas internetā. Juris Cīrulis stāsta par kādu krāpniecības gadījumu, kas notika, apmaksājot ceļojuma rēķinu kādā "Facebook" profilā. Krāpniecība nebija saistīta ar Jura Cīruļa pārstāvēto uzņēmumu, viņš skaidro, kam jāpievērš uzmanība, iegādājoties ceļojumu internetā. "Problēma lielā mērā atkristu, ja katram būtu savs ceļojumu aģents. Ja ne ikdienišķiem braucieniem, tad lielākiem, kam tērē tūkstoti un vairāk eiro," uzskata Aivars Mackevičs. Visi raidījuma viesi mudina pārbaudīt informāciju un izvērtēt katru pirkumu, ko veic internetā, it sevišķi, ja komunikācija ir ar sociālo mediju starpniecību. "Viena no stabilākajām vērtībām komunikācijai ir e-pasts, jo uz to vienmēr var atsaukties. Tas paliek atmiņā," norāda Aivars Mackevičs. "Attiecībā uz sociālajiem tīkliem, tur kontu var izdzēst, visa informācija, kas tika nodota, var pazust." Viņš atzīst, ka uzņēmumiem jāveido saziņai ar klientiem e-pasts ar savu nosaukumu, nevar komunikācijā izmantot gmail vai kādu citu. Tas arī krāpniekiem paver lielākas iespējas. "Ja man atnāk no pazīstamas tūrisma firmas e-pasts, bet tas ir gmail, tas ir pirmais signāls, kaut kas nav kārtībā, jo katra normāla tūrisma firma ir ar savu domēnu," norāda Aivars Mackevičs. "Ja tu piedāvā savu produktu no uzņēmuma, te jābūt e-pastam ar tā uzņēmuma domēnu [nosaukumu]. Ja tā nav, tas liecina par neprofesionalitāti." Ceļojumu aģentiem būtu jāpievērš uzmanība komunikācijas kvalitātei. Tāpat viņš norāda, ka svarīgi ir tūroperatoriem norādīt savu bankas kontu, lai klienti var pārbaudīt.

Gada nogale tradicionāli ir lielāku un mazāku pirkumu laiks un daļa no tiem tiek veikti interneta veikalos. Attālinātai pirkšanai ir savi plusi un mīnusi. Par virtuālās iepirkšanās riskiem un ieguvumiem saruna raidījumā Kā labāk dzīvot. Studijā Patērētāju tiesību aizsardzības centra direktore Baiba Vītoliņa un CERT.LV kiberdrošības eksperts Kārlis Svilāns. "Kā reālajā dzīvē, arī interneta veikalos ir brīnišķīgas vietas, kur iepirkties un šaubīgākās vietas, kur iepirkties. Cilvēkam jāatšķir. Jācenšas ar kritisko domāšanu pieiet šai vietņu vērtēšanai, kur iegādājamies, kur atstājam naudu, kā maksājam. Tad arī viss būtu kārtībā," atzīst Baiba Vītoliņa. Kaspars Svilāns iesaka interneta veikalu izvēlē uzticēties draugu un paziņu ieteikumiem. "Liekas, ka daudzi cilvēki neņem vērā, ka tā jau ir tāda prakse, kā ikdienā, ka daudzi veikali ieguvuši reputāciju savām precēm, ja cilvēki runā par to preci vai veikalu. Ja tu uzzini no drauga vai paziņas, ka nopirku šādu preci no šī veikala, tas ir kā kvalitātes standarts, ka cilvēki runā par šo preci," uzskata Kārlis Svilāns. "To var pielīdzināt interneta veikaliem, viens no ātrākiem veidiem, kā uzzināt, ka tas ir īsts interneta veikals, ka mums ir draugs vai paziņa, kas pasūtinājis tur produktu, saņēmi un ir apmierināts ar to produktu. Tad mēs iegūstam lielāku ticamību, ka tas nav krāpniecības veikals." Patērētāju tiesību aizsardzības centrs (PTAC) un Eiropas patērētāju informēšanas centrs uzsācis informatīvi izglītojošu kampaņu "Veiksmīga iepirkšanās tiešsaistē – izaicinājumi patērētājiem". Kampaņas mērķis – informēt un izglītot patērētājus par viņu tiesībām un pienākumiem saistībā ar iepirkšanos internetā, lai pirkumi būtu veiksmīgi, izgaismot biežāk pieļautās kļūdas, iepērkoties interneta vidē, kā arī uzsvērt priekšrocības, ko nodrošina iepirkšanās ES iekšējā tirgū. Saskaņā ar PTAC datiem,- 2023. gada astoņos mēnešos no par precēm saņemtajās sūdzīibās 284 gadījumos no 735 iesniegumiem, iegādes vide bijusi internets,- biežāk pieļautās kļūdas iepērkoties interneta vidē: interneta veikala izvēle pēc lētākās preces cenas, nepārliecinās par paša veikala drošumu, tikai pēc problēmu rašanās tiek meklētas atsauksmes un sūdzības par konkrēto tirgotāju, nepārliecinās par preču piegādes termiņu u.c. Par interneta veikaliem sūdzības PTAC lielākoties ir par nepiegādātām precēm, nenotikušiem pasākumiem, kā arī atteikuma tiesību un arī kvalitātes jautājumos. "Atteikuma tiesības ir raksturīgākās un viens no strīdiem ir, ka cilvēki diemžēl, bet mēdz izmēģināt preces un tā pa nopietno izmēģināt. To tomēr nevajadzētu darīt. Vispārējs princips, ka mājās izmēģināt atteikuma tiesību laikā preci var tikpat, cik tu to varētu veikalā,"skaidro Baiba Vītoliņa. "Tas nenozīmē, ka tev vajadzētu ar putekļu sūcēju iztīrīt māju, tas nenozīmē, ka tev vajadzētu izspiest ar sulu spiedi biešu sulu, kura atstāj... Principā vērtība pēc tam nav vairs tai precei īsti, nav ko brīnīties, ka paprasa 50% cenas atmaksu vai vēl vairāk. Tas ir strīds, kas būtu risināms tiesā, cik īsti precei vērtība ir pēc tam. Principā cilvēkiem jāsaprot, ka viņam ir atbildība par vērtības samazināšanos atteikuma perioda laikā. Nav jāpaņem kleita uz kāzām un pēc  divām nedēļām jāsūta atpakaļ. Tā nav normāla prakse. Saskaņā ar Eiropas direktīvu, cilvēkam netiek noņemtas atteikuma tiesības, bet viņam jāatlīdzina zaudējumi komersantam."

Dr. Joshua Liao is the Associate Professor of Medicine and and Associate Chair for Health Systems in the Department of Medicine among other positions he holds at The University of Washington. He is also the founder and director of the Value and Systems Science Lab at UW which aims to bring value into payment and care delivery models. Lastly, he advises policy makers through a number of avenues, including service on the US department of Health and Human Services through his role on PTAC (the physician focused payment model advisory technical committee). In this episode, we discover the depths of payment for medical services, how preventive services and care might be promoted within a value based payment model, and how to make healthcare more equitable and accessible for those in need.
