Vigneault discusses Canada's relationship with Mexico, the dangers associated with conflicts in South Asia, including the current conflict between Pakistan and India, and how best to secure critical infrastructure, sensitive technologies, and intellectual property from hostile countries such as China. ABOUT THE SPEAKERS David Vigneault is the former director of the Canadian Security Intelligence Service, also known as CSIS. Under his leadership, CSIS elevated awareness of vulnerabilities in sectors critical to Canadian innovation and sovereignty—ranging from biopharmaceuticals and artificial intelligence to aerospace and quantum computing. Prior to CSIS, Vigneault served as Assistant Secretary to the Cabinet for Security and Intelligence in the Privy Council Office. He also held roles in the Canada Border Services Agency, the Communications Security Establishment, and the Department of National Defence. In August 2024, Vigneault joined Strider Technologies—a U.S.-based strategic intelligence firm—where he guides security strategy across public and private sector domains. H.R. McMaster is the Fouad and Michelle Ajami Senior Fellow at the Hoover Institution, Stanford University. He is also the Bernard and Susan Liautaud Fellow at the Freeman Spogli Institute and lecturer at Stanford University's Graduate School of Business. He was the 25th assistant to the president for National Security Affairs. Upon graduation from the United States Military Academy in 1984, McMaster served as a commissioned officer in the United States Army for thirty-four years before retiring as a Lieutenant General in June 2018.

In 1974, I started with an American financial services multinational as a credit manager trainee eventually becoming a Branch Manager in several branches in Ottawa and Eastern Ontario. I was then recruited in 1977 by Canada's oldest bank (that predates Canada by a half century), where I was given outstanding training in banking, economics and management by British bankers. I was employed at the BMO Main Office Branch (4thlargest in all Canada at that time) at 144 Wellington and Sparks opposite Parliament Hill and beside the National Press Club (Parliament subsequently acquired, refurbished and renamed the branch as Sir John A. Macdonald Building for Parliament Hill receptions). As Loan and Mortgage Manager in my mid 20s, I dealt with cabinet ministers in the Trudeau Government, Senators, MPs, national journalists, Supreme Court judges, deputy ministers, national NGOs and staff of embassies including the Chinese and USSR Ambassadors, as well as national institutions such as the Bank of Canada. And in that capacity throughout those years, I evaluatedpersonal and corporate financial statements and lent millions and millions of dollars in demand loans, consumer loans, mortgage loans and business loans.  After completing my entire undergraduate degree on a part time basis in the evenings over 10 years while employed full time, I resigned from the bank to enroll full time in a master's degree in public policy in 1982 at Carleton University. However, I completed the second year of the master's degree full time in evenings in 1983-84 as I accepted a position as a full time policy analyst with Canada Post Corporation in Corporate Finance and Banking, Head Office. Upon graduation in 1984, I resigned from Canada Post to enroll in the PhD program in the public policy stream at Carleton University graduating in 1989. My 850 page PhD thesis was titled: The Canadian Post Office: Origins, growth and decay of the state postal function, 1765-1981. While completing my PhD, I was employed for one summer in 1985 in the Privy Council Office, Machinery of Government.Shortly after starting with the Sprott School on a tenure track in 1988, the Berlin Wall came down in October 1989. Then in 1990-91, Carleton University School of Business was awarded $3 million by Foreign Affairs Canada to establish a Canadian Business School in Poland at theprestigious Central School for Planning and Statistics – later renamed the Warsaw School of Economics. In April 1991, I became the first western professor to teach in a university in a former communist country under an OECD country funded business management program. I have continued to teach at Warsaw School of Economics (in the EMBA since 1997) where I have had a bird's eye view of the remarkable transformation of Poland from an impoverished, corrupt centralizedsocialist economy managed by the elite nomenklatura to a remarkably vibrant prosperous decentralized democratic country in transition.Since 1990, I have taught approximately 100 times across the Atlantic or Pacific Oceans, mostly in EMBA programs, in many different countries ranging from Poland to Russia to Iran to Ukraine to Cuba to Romania to Slovenia to Latvia to Czech to Argentina to Croatiato Mexico and after 1997 in China – always inAmerican or Canadian universities in partnership with a local university. I taught a number of times for the University of Washington (Seattle) with ASEBUSS in Bucharest, Romania; Katz Graduate School U Pittsburg in Prague; SUNY Buffalo with Riga Business School, Latvia; Carnegie-Mellon with IMI-Kiev, Ukraine; Carleton Sprott School with Qeshm Institute in Qeshm and Tehran, Iran; University of Ottawa in Hong Kong; Carleton Sprott School with Donghua University in Shanghai; UQAM at Warsaw School of Economics; Kozminski Academy of Entrepreneurship, Warsaw; Czech Management Center, Prague; IEDC, Bled, Slovenia; Zagreb, Croatia.These extensive international teaching experiencesover a third of a century, provided a much deeper understanding of non-western, often authoritarian, frequently deeply corrupt, state centrally planned or administered countries sometimes transitioning to western, rule of law, decentralized economies and societies.From 1996-98, I was appointed as Supervisor of the Bachelor of International Business in the Sprott School to address significant structural issues that emerged after this innovative new program had been operational for 2 years. In 2007, I was appointed as Chair of the MBA Restructuring Committee that led to the replacement of the former thesis based master's degree with a brand new professional MBA degree. We benchmarked key competitor MBA programs and completed extensive consultation with all relevant stakeholders that led to the proposed new structure including 50 new MBA graduate courses. I was then appointed the new MBA Director from 2007-2010 to implement the new program including staffing 50 new MBA courses with permanent faculty and contract instructors.I completed two sabbaticals in the USA: at American University in Washington DC in 1995 and Cal State Monterey Bay one hour south of Silicon Valley from 2001-2003. I am presently a member of the Carleton University Board of Governors, 2016-2019. I am also a member of the Sprott School MBA Committee, Carleton University EURUS Advisory Board and the Carleton University Graduate Appeal Committee since 2010.During the past 50 years, in addition to visiting every Canadian province, I completed road trips through 43 of 50 US states and visited 8 of 14 US Presidential libraries. I have visited most West, Central and East European countries including living for 2 years each at RCAF 3 Wing, Zweibrucken, West Germany andRCAF 1 Wing, Marville France in the mid 1950s (where my father flew F-86 Sabre jets and later F-104 Starfighter jets).Over the years, I appeared extensively in the media including CBC, CTV and Global National News, CBC TV On the Money weekly on The Roundup, and Power and Politics and CBC Radio Syndication. I am a weekly regular on CFRA Rob Snow program and Sirius-National Post Radio as well as the Corus Radio Networkin Toronto. Over the last 10 years, I published 45 Op-Eds in the Globe and Mail, New York Times, National Post, Financial Post and Ottawa Citizen concerning contemporary public policy issues as well as research monographs for the Macdonald-Laurier Institute concerning Canada Post, supply management, alternative payment instruments, deficits and the retirement income system.Since 2008, I appeared by invitation before House of Commons and Senate finance, banking, industry and trade committees 25 times concerning public policy debates. Ambassador Deborah Lyons (BA'71, DLitt'15) is a diplomat with 21 years of professional experience in political affairs, international cooperation and economic development. Her most recent assignment was as Special Representative and Head of the United Nations Assistance Mission in Afghanistan, having served prior to that as Ambassador of Canada to Israel and before that as Ambassador to the Islamic Republic of Afghanistan. Ms. Lyons has held several senior positions with Canada's Department of Global Affairs, including as Deputy Ambassador at the Embassy of Canada in Washington, Assistant Deputy Minister for Strategic Policy and Planning and Chief Strategist, and directorships covering commercial relations, international finance and technology. She has also worked with Canada's Department of Natural Resources and Privy Council Office and owned and managed an environmental consulting firm. How much do the Liberals know about their own carbon footprint? As it turns out, the answer is pretty much nothing. The same crowd that can speak with absolute certainty about the amount of carbon tax you need to pay to keep the global temperature from rising beyond 1.5 degrees from pre-industrial times has no interest in tabulating their own greenhouse gas emissions. We learned today through a series of government responses to Opposition order paper questions that the same furious attention paid to the tailpipe of your SUV has not ever been paid to the jet engine of Trudeau's Challenger fleet. https://twitter.com/TrueNorthCentre/status/1577780670385954816?s=20&t=hLy6iwQZRUG7hcBrvmMfMQ Conservative MP Garnett Genuis (my own MP) discovered that the Privy Council Office has never run the numbers on Trudeau's carbon footprint for his work or personal travel. Then fellow Conservative MP Gerard Deltell found out that Environment and Climate Change Canada has not calculated the carbon footprint to send an army of Canadian delegates to last year's UN climate change conference in Sharm El-Shaikh, Egypt. They don't even try to tack these things. We do, however, know these high-flying hypocrites have spent at least $622,000 on flights to the Egyptian resort town — and that number is expected to rise. An order paper question by another Conservative member of Parliament, Clifford Small, revealed that for any liquefied natural gas project to go ahead in Canada, the company proposing it must calculate the greenhouse gas emissions of the project and also the fuel source it promises to offset. However, as first reported by True North, the Alberta government has come out swinging, saying that they may use the Sovereignty Act for the first time to oppose it. Plus, a firearms group is pointing out that after denying his government's latest firearms ban would affect hunters, Prime Minister Justin Trudeau has conceded it does exactly that. And despite Trudeau's assertion that he was never briefed about the Chinese government interfering in Canada's electoral system, it was revealed that an unredacted Privy Council Office document warned the government about Chinese operations in Canada in February 2020. The Government of Canada hired an entire new “sub group” of public servants to investigate Canada's economy and develop a plan to take Canada's economy into the future. The group has been named “Canada Beyond 150”. The group is supported and promoted by existing public sector monoliths such as The Privy Council Office and Policy Horizons Canada. One would think that if tax payers, knowingly or unknowingly, invested $100's of millions of dollars onto planning for our countries economic future, we certainly could do better then producing a roadmap which is nothing more than a flagrant roadmap to communism. You have got to give our civil servants some credit though, they did provide us the courtesy of rebranding communism to something much more palatable. Today we call communism the “access economy” and the Government of Canada is extremely proud of themselves for this accomplishment.The Canadian Government seems determined to create an environment with soaring inflation and debt. Of course expecting a free market capitalist approach to solving these problems would simply be too much to expect from our public servants. Instead a plan specifically focussed around state ownership of the means of production and land/real estate, and simply renting access to such services to the citizens represents a much more “equitable” approach to our government.Citizens access to assets and services is to be solely determined based on ones social credit scores, which are presumably defined by the same government deciding which class of assets you will be permitted access to. So, freedom of speech is to be replaced with a social credit score, which in turn will determine your “class” of citizenship and the level of assets you will have access to.Linkages between ownership and social status are unstable, inequitable and of course racist. Earning what you generate is not longer desirable or equitable or fair. As such, the government will now determine which class of assets you are entitled to, based on variables like group identity along with your assigned social credit score.Home ownership and other wealth is to be distributed based on a complex array of equity and diversity and inclusion formula.You will own nothing, and you will be happy...Ladies and gentlemen, I present you Canada's communism *cough* Canada's “access economy This is a public episode. Meanwhile, Prime Minister Justin Trudeau has come out saying that the country has an "excellent" governor general and that there is no desire for Ottawa to look into ousting her at this time. Thomas Quiggin, (M.A, C.D.)i an ex-military intelligence analyst, a court qualified expert on terrorism (criminal court and Federal Court) and is also a court expert on “intelligence collection and evidence” (Federal Court). He was a Senior Fellow at S. Rajaratnam School of International Studies at the Nanyang Technological University, Singapore. He has 30 plus years of practical intelligence experience including the Royal Canadian Mounted Police, the Bank of Canada, the Canadian Armed Forces, the United Nations Protection Force in Yugoslavia, Citizenship and Immigration Canada (War Crimes), the International War Crimes Tribunal for the former Yugoslavia (The Hague), and the Privy Council Office of Canada. He was also a qualified arms control inspector for the Conventional Forces in Europe Treaty and the Vienna Document. El Paso mass shooting (suspect Patrick Crusius admits targeting Mexicans). And remarkable experience at Dallas airport. From Gillam, Manitoba, from where he has been reporting for Global News, we're joined by GN reporter Joe Scarpelli. Gun violence and societal violence is a public health issue. So declares Dr. Gary Slutkin, epidemiologist, former hea of the World Health Organization's Intervention Development Unit and Professor of Epidemiology and Interventional Health at the University of Illinois/Chicago School of Public Health. Dr. Slutkin is the founder of the international NGO Cure Violence launched in one of the most violent sections of Chicago and saw shootings reduced 67% in its first year.  The Cure Violence program has been adopted internationally (including in Canada - Halifax and Alberta). The federal Liberals have named their candidate to oppose now independent MP and former Liberal attorney general and Minister of Justice Jody Wilson-Raybould in the riding of Vancouver-Granville.  The Liberals candidate will be Taleeb Noormohamed, a previous Liberal candidate in a different Vancouver riding (he lost). Seriously, couldn't we do better than this??? The Tenors??!! Bill 66 passed in April. This is a piece of legislation that allows municipalities and school boards etc to break the decades long practice of giving the same construction companies being awarded big contracts because of their affiliation with certain trade unions. In Toronto alone--allowing competition would free up to 400 million in one year. Ontario Finance Minister Vic Fedeli will not commit to legislating an end to the -doing-nothing-will-they controversial Hwy. 407 lease, despite defending that tactic to break a contract with The Beer Store. Fedeli was asked if his government would be prepared to use legislation to back out of the 407 contract which sold the highway in 1999 for $3.1 billion. Doug Ford hates this deal. It is an awful deal--Should they look at getting out of it?  Despite the Liberal government's vow to crack down on ultra wealthy tax cheats, the CBC learns that the CRA has been making deals with a number of tax dodgers who used the now-infamous Isle of Man scheme to hide their money.. The scheme enabled clients to dodge tens of millions of dollars in taxes in Canada by making it look as if multimillionaires had given away their fortunes to anonymous overseas shell companies and get their investment income back as tax-free gifts.  Canadian Prime Minister Justin Trudeau hosted VP Pence today and raised concerns about what he called a “backsliding” on women's rights in the United States. Pence is one of the most prominent American abortion opponents. And when the question about abortion was asked it was 50 shades of awkward. This was nothing more than a stunt to play politics to his base? But embarrassing Pence isn't in our best interest? Meanwhile, Disney is weighing in… is this something a private company should concern itself with? Disney likely to stop filming in Georgia if abortion law takes effect. We learn that the Privy Council Office disclosed it conducted confidential polling related to an out-of-court settlement with SNC-Lavalin Group Inc. months before Liberal aides sought a deal with the company. Ipsos washired to do the polling for one million dollars...and the issue polled very badly--- most participants felt like corporate criminals could buy their way out of prosecution, that it was an issue fairness of the justice system when dealing with the rich and powerful. And yet,the Trudeau gov tried to quietly ram it through anyway.

One month in, no solutions, no real answers, no single timeline, no media focus, no point. Remember when the headlines screamed "illegal interference"? Well, since Jody Wilson-Raybould told committee flat-out that no laws were broken in her view, the revenue generators didn't drop it, they just switched to "improper". Remember when Michael Wernick was a "Liberal party hack"? Oops, it was Harper who brought him into the Federal government, lauded him for rock-solid ethics and that reputation on the Hill still holds. Remember when it must have been Gerry Butts who was overstepping and carrying out the evil agenda? A question - how many of Harper's Short Pants Brigade ever resigned over the myriad of overstepping in that PMO? That's right - zero. Politics makes impossible bedfellows when the enemy of my enemy is my new friend. I hope Elizabeth May regrets some of her recent statements that ignore convention, tradition and practice. Who exactly is this Charlie Angus? Not going to say anything regarding Lisa Raitt, Michael Cooper and Pierre Polievre because they have no shame when soundbites are involved. From illegality, to impropriety, to misogyny, to racism all of corporate media's efforts moving the goalposts have done scant little to move the public as national polling shows. Never mind the night and day difference in coverage between Quebec and the Rest of Canada. Postmedia, anyone? Now it's gone to the "SNC-Lavalin is evil, so never mind the details of what happened just take the light off Jody of Arc". And what of the former Minister's performance at Justice? Why did she order staff to sit on a report to Privy Council? Remember that Ministerial Letter? Results show this was not an over-achieving minister by that measurement. Let's get back to relevant facts, please.

In this episode, we take a look at the RFPs that were submitted for the Canadian Surface Combatant (CSC) program and with the North Korea threat, Canada has set aside two bunkers at military bases.    Show Notes:  The Navantia Team  The Navantia team has made an announcement of the submission of its proposal.  The team, which is led by Navantia is comprised of Saab Australia which will deliver the Combat Systems Integrator (CSI) and CEA Technologies to provide other key elements of the proposed solution.  The team's solution is based on “the proven F-105 frigate design” for the Spanish Navy. This design coupled with capabilities of key Canadian companies will provide a ship that is ideally suited to Canada's requirement, according to the press release.  Navantia has a history of providing modifications of this design for many navies including the Norwegian Navy and, most recently, the Royal Australian Navy (RAN).    Canada's Combat Ship Team has announced the delivery of its proposal  Comprising of BAE Systems, CAE, Lockheed Martin Canada, L3 Technologies, MDA and Ultra Electronics, Canada's Combat Ship Team's proposal is focused on the “Canadian doctrine” according to Rosemary Chapdelaine, Vice President and General Manager at Lockheed Martin Canada Rotary and Missions Systems (RMS).  The team which is headed by Lockheed Martin Canada is offering “the most advanced and modern” warship design from BAE Systems – the Type 26 Global Combat Ship – along with innovations from other leading companies in Canada. Lockheed Martin Canada will provide its world-renowned Canadian-developed combat management system, the CMS 330 to integrate with the Type 26.  Due to the North Korean threat Canada has open up two bunkers  The Privy Council Office, drafted an agreement with National Defence a year ago to open up bunkers on two military bases should the National Capital Region become "unviable," according to documents obtained by CBC News under access to information legislation.  Defence Minister Harjit Sajjan was asked Wednesday what would happen should a missile land in Canada.   "When it comes to any type of foreign threats, we take them extremely seriously," he said. "We've been looking at North Korea right from the beginning when I was given this portfolio. I am very mindful of the country's missile testing that they have been doing. We believe that the diplomatic solution is the way to go, because I think that there is hope for it."
