On an unseasonably chilly morning of June 3, 1990, a man tapped on the door of an unfamiliar car parked in front of his home in Milwaukee, Wisconsin. Through the window, he could see a blonde woman in the passenger seat slumped over toward the driver's side of the car. He assumed she was drunk and passed out, but when he opened the car door to wake her up, he quickly realized that she was dead. Rattled, he quickly closed the door and immediately called the police. The woman was later identified as 21-year-old Beth Buege. Born and raised in Milwaukee she worked in a jewelry store and was an aspiring model. More than 30 years later, her killer has never been caught. And her family still seeks justice. Today, we are speaking with Patrick O'Donnell. Patrick O'Donnell is a retired police sergeant with 25 years experience with the city of Milwaukee Police Department. During his police career he worked exclusively on the street in patrol, and he participated and supervised different special units (anti-gang unit, licensed premise unit, violent crime task force, and armed robbery unit). He is now the author of nine books, including the police procedurals Cops and Writers reference guides. His last four books in the Brew City Blues series are collaborations with Michael Anderle and is now working solo on another crime fiction series.Patrick hosts the popular Cops and Writers Podcast. O'Donnell's Cops and Writers Facebook group that is 7,000 members strong has members of law enforcement from around the globe answering crime writer's police procedural questions. In episode two of our National Case Closed Project: Supporting Best Practices in Investigation season, Just Science sat down with Fabio Sanchez, Crime Gun Intelligence Sergeant at the City of Miami Police Department, Yaneisy Delgado, Intelligence Analyst at the Miami-Dade Police Department, and Kevin Armbruster, retired Lieutenant with the Milwaukee Police Department, to discuss how their agencies utilize ballistics evidence and cross-agency collaboration to improve gun violence investigations in the greater Miami area. When a fatal or non-fatal shooting occurs, investigators can submit ballistics evidence to the National Integrated Ballistics Information Network, or NIBIN, which will generate potential associations with other firearm cases in the area. Law enforcement agencies in Miami, Florida have developed best practices for utilizing NIBIN and other information-sharing techniques to drastically reduce gun violence rates in one of the largest metropolitan areas in the United States. Listen along as Fabio, Yaneisy, and Kevin describe their agencies' methods for quickly and effectively entering data into NIBIN, using social media and other analyses to track patterns in case evidence, and the importance of information sharing and collaboration for preventing gun violence. On today's show I will be chatting with one of my former colleagues and friend, Lt. William Walsh! Lieutenant Walsh joined the Milwaukee Police Department in 1993. He started in patrol and worked in one of the busiest and most dangerous districts in the city, and perhaps the country! During his distinguished twenty-seven-year career, he went on promoted to sergeant being a supervisor for the tactical enforcement unit (SWAT), an instructor at the police academy, an investigator in the internal affairs division (IAD), and then promoted again to lieutenant where he finished his career supervising the sergeants and police officers at district five late shift, where he began his police career. The good lieutenant is now teaching at Blackhawk Technical College and writing novels. In the late hours of July 22, 1991, Detective Patrick "Pat" Kennedy of the Milwaukee Police Department was asked to respond to a possible homicide. Little did he know that he would soon be delving into the dark mind of one of America's most notorious serial killers, the "Milwaukee Cannibal" Jeffrey Dahmer. As the media clamored for details, Kennedy spent the next six weeks, sixteen hours a day, locked in an interrogation room with Dahmer. There the 31-year-old killer described in lurid detail how he lured several young men to his apartment where he strangled, sexually assaulted, dismembered, and in some cases, cannibalized his victims. On April 3, 2022, 36-year-old Ryan Withee was asked to leave the sober living house where he had been staying in Milwaukee, Wisconsin. The next day, another resident at the sober living house saw Ryan leaving the house on foot with his belongings. At 1:10 am on April 5, a message was sent from Ryan's Facebook account to his friend via Facebook messenger indicating he needed help. Later that day, the same resident found Ryan's backpack at the sober living house. Then, Ryan's cell phone was located approximately a mile from the facility. Clues began to trickle in once residents reviewed the security cameras. Nearly a year later, Ryan is still missing. Captain Sheronda Grant is a proud Milwaukee native who grew up in the 53206 area. Shortly after graduating from Hamilton High School, she was hired by the Milwaukee Police Department as a police aide in 2001. After graduating from the Police Academy, she was assigned to District 4 as a patrol officer. As an officer, Captain Grant became a state-certified law enforcement instructor trained in Professional Communications, Defense and Arrest Tactics, Emergency Vehicle Operations, and Vehicle Contacts. She also became a field training officer, specialized in undercover operations, and at one point was the sole recruiting officer for the entire Milwaukee Police Department. In January 2014, Captain Grant was promoted to the rank of a police sergeant and has been assigned to District 5, the Internal Affairs Division, the Police Academy, and the Office of the Chief as the agency's Spokesperson. In 2020, she was promoted to lieutenant and assigned to District 3. In December 2021, she was reassigned to District 5 as the Acting Captain, and on February 18, 2022, she was promoted to Captain and remained at District 5. Captain Grant holds a Master's Degree in Organizational Leadership and Quality and a Bachelor's Degree in Criminal Justice, both from Marian University. She graduated from the International Association of Chiefs of Police (IACP) - Leadership in Police Organizations. She has attended various FBI LEEDA courses, earned several training certificates, and graduated from Northwestern University's School of Police Staff and Command - Class 518. She is a member of the National Organization of Black Law Enforcement Executives, IACP, and is a former President of the League of Martin. Captain Grant believes that diversity in law enforcement is essential, therefore, she works to encourage more African Americans, other minorities, and women to join the law enforcement profession. The Milwaukee Police Department responded to more than 1,300 calls for service at 34 Milwaukee Public Schools high schools in the 2021-'22 school year, an average of 7.2 calls every school day. Many were for serious crimes including “battery,” “reckless vehicle,” “sexual assault,” “subject with gun” and “shots fired.” Yet the Milwaukee Public Schools Board of Directors refuses to put resource officers back into the schools. Joniah was last seen around 2:30 p.m. on June 23, 2022, near the intersection of East Reservoir Avenue and Buffum Street in Milwaukee. The National Center for Missing and Exploited Children (NCMEC) is assisting the family of Joniah Walker and has released footage of Joniah leaving her home the day she disappeared, Joniah is seen carrying a large green hiking backpack. The NCMEC also issued an “urgent alert” for Joniah on their social media accounts. Alexis Patterson walked to school on May 3, 2002, but she never made it into the building. Her school didn't notify her parents of the seven-year-old's absence, so no one knew she was missing until school let out that afternoon. Her frantic parents, Ayanna and LaRon Bourgeois called Milwaukee Police, and a search began. But despite being only seven years old, Alexis was treated as a runaway. It would be over a week before police publicly said that they suspected foul play in her disappearance. As the days turned into months, which turned into years, the hope of finding Alexis alive diminished for many– but not her mother. She believes that her daughter is out there somewhere. And in 2016, it seemed she was proven right, when an Ohio man came to her and said that he knew Alexis. You may know her as “the other missing girl.” On May 3, 2002, seven-year-old Alexis Patterson walked the half a block to Hi-Mount Elementary School in Milwaukee, Wisconsin, accompanied by her step-father, LaRon Bourgeois. LaRon left Alexis at the crosswalk, as the crossing guard accompanied her across the street to school. But when the final bell rang that afternoon, Alexis Patterson wasn't among the children to rush out of school and head home. She was never seen again. While the little girl's disappearance was big news in Milwaukee, the news was soon overshadowed by that of another missing girl: Elizabeth Smart. Seven-year old Alexis Patterson is walked to school by her stepfather, who claims that he last sees her crossing the street and heading in the direction of the school playground. Even though numerous students report seeing Alexis crying on the playground that day, she never attends any of her classes and is eventually reported missing. Over the years, investigators explore a number of potential leads and direct some suspicion towards Alexis' family, but there are no conclusive answers about what happened to her. Was Alexis Patterson the victim of a stranger abduction or do the real answers lie closer to home? For 21 years, a serial killer terrorized a north side neighborhood in Milwaukee, often times working right under the nose of the Milwaukee Police Department. Suspected of killing at least 10 women, ultimately convicted of 7, Walter E. Ellis stalked those living in the seedy underbelly of the Cream City, preying on those often most vulnerable, struggling themselves to make a life. Beginning in 1986, young women began turning up murdered in numerous abandoned properties, most of them strangled, in a two mile radius in north Milwaukee, leading to the residents of the area to suspect a serial killer was on the loose. Unwilling to endorse the one-killer theory, police struggled to crack the case, leading to accusations of not taking it seriously, as the majority of the victims were African-American and usually suspected of being sex workers. As DNA technology advanced, and a task force was formed, police began to hone in on a suspect, one which had been in their midst for decades, working with them as an informant, incarcerated numerous times, and repeatedly given leniency for unknown reasons. Scott and Mickey discuss this story which entails missed opportunities by the Milwaukee Police Department, Department of Corrections, Department of Justice, and the state legislature which could have curtailed these murders from happening and literally saved lives, along with the larger social and economic issues at play which helped create a monster like Walter E. Parker-Bell fired a .40 caliber semiautomatic pistol three times inside the station — injuring no one — after he asked an officer working the front counter for information relating to Keishon Thomas, 20, who died in a holding cell at the same facility two days earlier, the complaint said.
John DiTrapani rose to prominence within the Milwaukee Mafia in the early 1950s. He was considered to be one of the “Young Turks”, which also included Jack Enea and Frank LaGalbo, who had angled to take over leadership from Milwaukee Mafia boss John Alioto. Under Alioto's rule, the muscling of gamblers and legitimate businesses stopped, but internal dissent continued. DiTrapani spread the word that he would pay for “hits” in order to get the leadership role. This would lead to his eventual death, Enea's death, and cause LaGalbo to lose stature and to transfer his mafia membership. John DiTrapani was murdered outside the LaTosca Cafe around midnight on the night of March 17, 1954. His bullet-riddled body was found behind the wheel of his light blue 1952 Cadillac sedan at 425 North Van Buren Street in Milwaukee. Frank LaGalbo would later tell an informant that DiTrapani was killed because he tipped off police that the Chicago Outfit was behind a gambling deal that took a large sum of money from oil baron Robert Roman. This alleged motive was never proven, and the murder remains unprosecuted to this day. The murder was no doubt a mob hit, and it was the catalyst that caused the Milwaukee Police Department to look into the Milwaukee Mafia and Milwaukee's Italian-related crime more closely than ever before. The investigation uncovered a lot of information about the Milwaukee Mafia and John DiTrapani's involvement. It also found that DiTrapani was shady in his private life, too.
