This week on TCR Express we do a deep dive on the federal budget with digital media editor Warren Frey speaking with Journal of Commerce staff writer Russell Hixson and Daily Commercial News staff writers Angela Gismondi and Don Wall about what they covered as deputy prime minister and finance minister Chrystia Freeland unveiled her plans for Canada's economy last week in the House of Commons. Russell detailed how the budget addressed strengthening British Columbia's supply chains given how they were adversely affected by disastrous flooding and landslides last year, as well as funding for de-risking of domestic mineral extraction. He also noted there was little talk of fossil fuel projects and a heavy concentration on green energy initiatives. Angela concentrated on talking to national associations for their reaction to the budget and said the government's financial plan got both positive and negative takes from the Canadian Construction Association, Canada's Building Trades, and the Mechanical Contractors Association of Canada. Don focused on housing, including the federal government's plan for tying access to infrastructure funding to housing delivery and plans for supply chain infrastructure funding, and also detailed some of his discussions with industry stakeholders and their thoughts on the budget. This week on the Construction Record podcast, digital media editor Warren Frey and national managing editor Vince Versace take a look at the broad strokes of the 2022 federal budget released on April 7 by Deputy prime minister and finance minister Chrystia Freeland. Versace termed it a “building blocks” budget where money was committed to projects but more with an eye towards growth and less as a showcase for specific projects. The government committed $8 billion in new spending towards defence, $4 billion over five years towards affordable housing as well as pledging to crack down on speculators and instituting a temporary ban on foreign buyers of Canadian residential property. The government is also continuing its commitments towards climate change with $2.6 billion over five years to finance a new investment tax credit for businesses that spend money on carbon capture, utilization and storage and a plan to extend incentives and expand eligibility for programs to get Canadians to buy electric vehicles at a cost of $1.7 billion over five years. The parties were charged with criminal negligence causing death after Samuel Fitzpatrick was struck and killed by a boulder in 2009. According to the BC Prosecution Service, the loss of a critical witness and changes in testimony caused the Crown's case against Kiewit for the death to collapse. Russell goes in-depth on his reporting over the years as the case developed to its recent conclusion, and Vince gives perspective on the Westray disaster and subsequent legislation, as well as the tragic Toronto swing stage accident in 2009 and how that case concluded. Vince also cites articles  from Daily Commercial News columnist and labour and employment lawyer Norm Keith, who has written extensively on occupational health and safety law. In this episode of the Construction Record podcast, Daily Commercial New and Journal of Commerce national managing editor Vince Versace speaks to Carpenters District Council of Ontario president Mike Yorke and Millwright Regional Council of Ontario political director Chris Sutton about the construction industry's underground economy and their efforts to fight tax fraud. Yorke cited research by the Ontario Construction Secretariat that found $1.8 billion to $3 billion in revenue has been lost to tax fraud due primarily to misclassification of workers as independent contractors. The problem spans North America and Yorke said the current push marks the third year of the campaign. In this special episode of the Construction Record podcast, Daily Commercial News and Journal of Commerce national managing editor Vince Versace speaks with Residential and Civil Construction Alliance of Ontario (RCCAO) executive director Nadia Todorova and chair Peter Smith about the upcoming Ontario budget due March 24. Topics covered in the pre-budget chat include a dip in infrastructure tenders, the growing revenue deficit for major metropolitan transit systems and stresses on construction employment as the economy was battered by COVID-19 over the previous year. Smith said contractors with large backlogs by summer 2020 were in good shape but those looking for projects were “starting to get nervous” with many bids on public projects that normally wouldn't attract such interest. Those working on long-term projects have less to worry about but other contractors may feel “stranded,” he said. Smith pointed out that during the 2008-09 financial crisis, the federal government stepped up with infrastructure funding but many municipalities didn't have a priority list. The problem now, he said, is that municipalities know what the priority projects are but they don't have the funding to execute on them. Todorova said the funding doesn't have to be immediate but assurances it will be available will be a strong sign to the industry that the construction season won't be lost. Weyandt says the goal of his podcast is to put the spotlight on innovation and innovators in the industry which he says has not marketed its accomplishments as effectively as it could. Both Vince and Todd agree the pandemic has had one positive effect on the industry in that digital adoption has skyrocketed as the industry was forced to move towards new ways to communicate and manage projects. Todd also pointed out while there will be some movement back to old practices once the pandemic over, it will be met with resistance since new digital methodologies have been proven to work. COVID-19 also forced people to confront ongoing events through a level playing field, Todd said, and because they were going through the same unprecedented situation they could tackle it together. Campbell also explained how he and others in the labour movement highlighted the contributions of Black men in the construction industry going back t the 1960s and 70s. Dawns stressed the importance of seeing Black people in the industry not only in terms of the skilled trades but also in positions of leadership. We started this podcast as a look at the weekly news happening in the construction industry and over the years we've grown and developed our show into a more long-form and narratively focused experience. In this episode of the Construction Record podcast, Daily Commercial News and Journal of Commerce national managing editor Vince Versace speaks with electrician and Kickass Careers Ambassador Shannon Tymosko.  Tymosko began in the trades in 2018 after completing a co-op program to become a machinist and then entering the YWCA Hamilton Electrical Pre-Apprenticeship program. She has since apprenticed with the International Brotherhood of Electrical Workers Local 105 and is an ambassador for KickAss Careers, an organization whose mission is to promote careers in the skilled trades to students and those who are underrepresented in the construction industry. Tymosko explained why it's important to speak to younger students in order to raise awareness of the opportunities in the trades and the changing nature of an industry where women are finding more positions than ever before. She also focuses on the problems and challenges facing young people looking to enter the industry including a lack of basic skills at the high school level that hampers some from entering apprenticeships or even conceiving of a career in the trades. Tymosko also addresses working with KickAss Careers founder Jamie McMillan who has worked as a journeyman ironworker since 2002 and who has been a mentor to Tymosko and other women working in the skilled trades. In this week's episode, Daily Commercial News and Journal of Commerce national managing editor Vince Versace speaks with ConstructConnect chief economist Alex Carrick about the economic trends that will shape both construction and the wider economy in 2021. Carrick is optimistic about the economic prospects for 2021 because of the emergence of vaccines to combat the COVID-19 pandemic which has ravaged both the Canadian and global economies. Once enough of the population is immunized the economy will regain steam, he said. Carrick also cited the stark rise of savings rates due to people continuing to work but simply not having anywhere to spend their money as many economic sectors slowed down or closed. As restrictions ease, pent-up demand will mean people will travel, go out to eat and spend money again. Commodity prices might also push upward because of renewed interest in infrastructure projects. Some of the spending will go towards new data centres, 5G networks and other information technology, but other commodities should also rise. This will both affect the cost of construction and push forward capital spending for owners of resources projects in a way Carrick says we haven't seen in a decade. DCN-JOC News Services

Vince has recorded a special introduction to address the issue and keep you as up to date as possible on the situation. We also cover a new report from the Conference Board of Canada funded by the Canadian LNG Alliance looking at the economic benefits of liquified natural gas and the Independent Contractors and Businesses Association's recent set of site tours in the wake of the COVID-19 pandemic. Bird Construction and Stuart Olson also announced that Bird is purchasing the Calgary-based firm for $95 million and we go into the deal and its effects on the industry. He recently wrote a story about a B.C. couple who are using 3D printers to create PPE for hospitals and small businesses and he has another upcoming story about Saskatchewan construction associations working together to raise money for the province's food banks in light of a surge in demand as COVID-19 affects the economy. This week Daily Commercial News and Journal of Commerce national managing editor Vince Versace, digital media editor Warren Frey and staff writer Russell Hixson all report in from their respective home offices (or in Warren's case, a backyard in East Vancouver) to talk about the industry's continued work as the COVID-19 pandemic continues to change our lives in ways big and small. One of the main things we noted was that while construction had to deal with the initial steps of the pandemic, there hasn't been a substantial slowdown in work in either Ontario or British Columbia, and the industry seems poised to continue building and contributing to the economy as it reopens. The government has also announced it will stream infrastructure funding towards projects affected by COVID-19, and industry reaction in B.C. is generally favorable though stakeholders caution there's more that needs to be done. Russell also talks about stories he's working on about how occupational health and safety will take center stage in future as people adapt to the new reality of a post-pandemic world, and Vince points out while there are playbooks for health and safety and inspections, this was unexplored territory and there will be a chance for introspection and a mountain of data on hand to examine in the months ahead. On this episode of the Construction Record Podcast, Daily Commercial News and Journal of Commerce national managing editor Vince Versace, digital media editor Warren Frey and staff writer Russell Hixson look at the continued effects of COVID-19 on the construction industry in both western Canada and Ontario. Vince and Russell highlight how construction associations have come together in British Columbia regardless of their individual ideologies to adapt the industry to new norms of social distancing and determining what work counts as “essential” and what doesn't. The situation in Ontario is more fluid and nuanced, with requests for clarity from some stakeholders as Ontario moves to contain the pandemic. Warren virtually attended the Canadian Association of Petroleum Producers online conference last week, and the major conclusion reached by many speakers was that even though the oil and gas industry is facing both a pandemic and an oil price crash, it has come to “expect the unexpected.” Some energy producers pointed out that while the industry has adapted to downturns before, there may be little fat to trim to deal with the current crisis, and Russell points out that an Alberta work camp has recently experienced an COVID outbreak. Qualifications based selection being implemented in four pilot projects was a significant issue for engineers and others including John Gamble of ACEC, and the Trans Mountain pipeline as highlighted by Canadian Construction Association president Mary Van Buren. Arlene Dunn of the Canadian Building Trades Unions cited the work done by the federal government and federal minister of employment, workforce development and labour Patty Hajdu in addressing barriers to entry for apprentices and the Canadian Training Credit. Vince also looked at how Doug Ford's government affected the industry, including the dissolution of the Ontario College of Trades and the passing of Bill 66, which closed a loophole allowing some municipalities to be listed as construction employers. Vince also mentioned our upcoming presence at the ConExpo construction conference in Las Vegas in March, the largest construction conference in North America and where we'll be putting out episodes of the podcast early next year. This week on the Construction Record Podcast, Journal of Commerce staff writer Russell Hixson and digital media editor Warren Frey take a look at a recent survey that ranked Vancouver as the most expensive city in Canada for building expenses, as well as the 14th most expensive city at a global level. Daily Commercial News and Journal of Commerce managing editor Vince Versace also has a segment where he looks into changes at Infrastructure Ontario and reaction from the Ontario construction industry to those changes, particularly the Ontario General Contractors Association. Vince also speaks to an upcoming podcast award on the Construction Junkie site and our plan to nominate this very podcast! Stay tuned for more information on that in weeks to come. Warren also has an interview with Skills Canada director of programs Michelle Skelley about the Trade and Technology Conference for Women, held concurrently with the Skills Canada competition in Abbotsford, B.C. We also have an interview with Matthew Claudel, the head of civic innovation at the Massachusetts Institute of Technology's Design X office. On this week's Construction Record podcast, national editor Vince Versace and daily editor Lindsey Cole do a deep dive on the oncoming changes headed for both municipalities and construction companies once Bill 66 in Ontario takes effect. One of the big changes is the possibility of municipalities no longer being regarded as construction employers, which could have significant impacts across the provine and especially in Toronto. Vince and Lindsey also point out stakeholder opinions are by no means unified, with some in favour of Bill 66 as a way to add competition, and others saying the new rules will lead to a bigger ‘underground' economy. Vince also points to the ongoing battle in western Canada between the wood and cement industries, with some criticism from the cement industry about the British Columbia government's approval of 12-storey wood structures. We also have the first of a two-part interview series with Andy Manahan, the executive director of the Residential and Civil Construction Alliance of Ontario about the current and upcoming issues affecting his organization.
