Po mnoha letech zaběhnutého režimu agendu přesunula z Úřadu vlády pod ministerstvo zdravotnictví. Jaký dopad bude mít změna v praxi? Hostem Ptám se já byl expert na závislosti, bývalý národní protidrogový koordinátor Jindřich Vobořil. Vedoucí Úřadu vlády Tünde Bartha uzavřela koncem minulého týdne formální převod expertů a agend závislostí, duševního zdraví, lidských práv a rovnosti žen a mužů ze Strakovy akademie s jednotlivými ministerstvy. Odboráři Úřadu vlády na protest vstoupili do jednodenní stávky a vyzvali k přehodnocení kroku. Před přesunem důrazně varují také mnozí odborníci, včetně bývalého protidrogového koordinátora Jindřicha Vobořila. Jen v agendě závislostí podle něj končí 30 procent pracovníků, se kterými úřad dál nepočítá. Premiér Andrej Babiš (ANO) reagoval, že ho stávka na Úřadu vlády mrzí a je z ní zklamán. Zdůraznil, že dlouhodobě podporuje adiktologické služby. Přesun agend na ministerstvo tuto podporu podle něj ještě posílí. Zároveň odmítl, že by bylo fungování těchto služeb v ohrožení. „Tohle je obří agenda navíc. Ministr zdravotnictví by se tomu musel věnovat každý den, aby tohle mohl posunout. Bylo to tam, nefungovalo to tam. Několikrát jsme se to tam snažili znovu přesunout a vždycky jsme to vrátili zpátky,“ upozornil v Ptám se já Jindřich Vobořil, který zastával pozici národního protidrogového koordinátora v letech 2010 až 2018 a poté 2022 až 2024. „Rozmlouval jsem to několika vládám. Už jsem jednou seděl i na ministerstvu práce a sociálních věcí někde ve sklepě, tam byly pasti na potkany. To byla tehdy Sobotkova vláda. Tak jsme si to také odříkali a zase mě přesunuli zpátky na Úřad vlády,“ uvedl expert s tím, že podobnou situaci už zažil také s Andrejem Babišem v roce 2018 za jeho předchozí vlády. Protidrogová agenda se i tehdy nakonec vrátila do Strakovy akademie.  Babiš ale nyní prohlašuje, že na přesunu trvá. A argumentuje tím, že jeho kabinet „odmítá liberální prodrogovou politiku minulé garnitury“. „Rétorika lidovců, kterou převzala tato vláda, o prodrogovém koordinátorovi proti mě běžela ve chvíli, kdy jsem řešil konopí a kdy jsem v nějaké chvilce řekl, že se jednou ukáže, že prohibice nebude funkční. Já se přece zabývám celá léta léčbou, abstinenční léčbou a pomocí lidem, řeším jejich děti. Tak myslím, že si zasloužím spíš státní vyznamenání, ne takovou pohanu,“ řekl s lehkou nadsázkou Vobořil.Zároveň dodal, že kdyby vláda stála o jeho pohled, je ochoten se zapojit. „Mně na tom záleží. Nechci se vracet do role národního koordinátora, nechci být státním úředníkem, ale kdykoliv se rád připojím do nějaké spolupráce.“Co budou změny znamenat? Bez ohledu na protesty expertů i odborářů dokončila vedoucí Úřadu vlády Tünde Bartha přesuny lidskoprávních a protidrogových agend na ministerstva. „Dochází k tomu v kontextu diskuze o regulaci psychoaktivních látek a kratomu, což je jeden z posledních projevů moderní české drogové politiky. Je to pozoruhodná publikace, za kterou pozoruhodný slovenský autor Emil Páleš obdržel od českého spolku skeptiků cenu Bludný balvan. Konkrétně to bylo „za objev andělů, nad nímž odborní oponenti ztratili dech a církev je v rozpacích“. Inspirační zdroj ministra kultury jsme si dovolili trochu rozebrat a došli k závěru, že se jím mnoho z jeho dnešního působení vysvětluje. Věnujeme se také rozsudku nad SPD v kauze „chirurgové z dovozu“, u jejíhož zrodu byla spoluautorka Podpásovky Martina Machová. Víte třeba, že jeden z poslanců SPD chtěl skutečně lékaře z arabských zemí do Česka dovážet, a až když mu „domluvil“ Tomia Okamura, začal volat, že svůj nápad kdykoli popře? A podpásovka týdne patří Tünde Bartha, která v rámci likvidace agend na Úřadu vlády nezáměrně prozradila, že vláda Andreje Babiše má minimálně jednoho úplně zbytečného ministra. Výtah Respektu: V jednání o přesunu agendy lidských práv a závislostí z úřadu vlády pod několik ministerstev se nechystají změny a je definitivně rozhodnuto. Zkraje týdne to řekl premiér Andrej Babiš z ANO. Experti a expertky přitom předkládali jiné návrhy a kritizovali, že vládní změny přišly nečekaně a bez jakýchkoliv dat a analýz, které by prokázaly, že by agendy měly být efektivnější. Podle kritiků návrhu, se kterým přišel předseda vlády a šéfka úřadu vlády Tünde Bartha, by tak mohl být výrazně ohrožen chod agend, v horším případě by to mohlo znamenat jejich likvidaci. Bylo to jako blesk z čistého nebe. Na pořadu jednání české vlády minulé pondělí se ten bod vůbec nenacházel. Pak se najednou vynořil a všichni pro něj povinně hlasovali – osm rad vlády, pět oddělení a tři odbory byly přemístěny pod čtyři ministerstva.Na téhle restrukturalizaci není zajímavé, že proběhla, ale především jak proběhla. Nejvíce překvapeni byli špičkoví představitelé hnutí ANO, jako předsedkyně poslaneckého klubu Malá nebo místopředseda Poslanecké sněmovny Nacher. Tento případ ilustruje způsob, jak dochází uvnitř vlády k důležitým rozhodnutím. Je to sice koaliční většina několika stran, ale kromě ní má Andrej Babiš ještě jednu, jakýsi vnitřní kruh.V jeho čele stojí manažerka Agrofertu Tünde Bartha. V minulých měsících vyšla o této dámě řada článků, v nichž byla oceňována její pracovitost. Fajn, jejich autoři však neodpověděli na základní otázky: Jak je možné, že šéfka Úřadu vlády v posledních měsících reprezentuje Českou republiku na různých úrovních, přestože k tomu nemá demokratický mandát? Není vzhledem ke svým vazbám na úzkou skupinu maďarských politiků kolem Viktora Orbána bezpečnostním rizikem? Nenachází se vzhledem ke svému angažmá v různých firmách holdingu Agrofert ve střetu zájmů? A konečně: ke komu cítí primární loajalitu?Její působení na české politické scéně by odpovídalo něčemu mezi vicepremiérkou a zmocněnkyní vlády pro orbanizaci české politiky. Tato dáma má všechny parametry ruského proroka Grigorije Rasputina, který pobýval na carském dvoře krátce před pádem monarchie. Tehdejší carské šlechtě pil krev tím, že manipuloval ruskou politikou ve jménu nezřetelných zájmů. Nakonec byl odstraněn, ale pád monarchie Romanovců tím carská šlechta neodvrátila. Jak to bude u nás?Evidentní je, že jsme svědky tunelování parlamentarismu, protože vláda zneužívá tzv. poslaneckých návrhů zákona, které obcházejí zákonný proces připomínkového řízení k jednotlivým zákonům. A jak to dopadne? A co na to Jan Tleskač?

Jak dlouho vydrží ubrečená ministryně Mrázová, která ze sebe dělala málem sociální případ, přičemž se na Instagramu chlubila dovolenými v Brazílii, Japonsku či na Srí Lance? Na to všechno odpovíme. A samozřejmě vyhlásíme podpásovku týdne. Tentokrát patří samotnému Andreji Babišovi za neuvěřitelný výrok o dětech, které vinou státu zůstaly před branami maturitních oborů středních škol.

Málokomu důvěřuje současný český premiér tolik jako právě jí. Tünde Bartha byla vedoucí úřadu vlády už v dobách prvního kabinetu Andreje Babiše, nyní její vliv ještě vzrostl. Mnohdy po Babišově boku přitom zastiňuje i ty, kdo by podle protokolu měli být vidět. Nejde ale jen o ni. By using the age-old idea of 'cosmos'--the order of the world--to foreground ideas of a good order and chaos, reciprocity and more-than-human agency, this book interrogates the Anthropocene in Australia, focusing on notions of colonisation, farming, mining, bioethics, technology, environmental justice and sovereignty. It offers 'cosmological readings' of a diverse range of authors--Indigenous and non-Indigenous--as a challenge to the Anthropocene's decline-narrative. As a result, it reactivates 'cosmos' as an ethical vision and a transculturally important counter-concept to the Anthropocene.
