This episode stems from my love of the movie The Wiz. Watching it over and over as a kid I did not realize that Miss One, the Good Witch of the North, is a numbers runner. And, I definitely did not know that numbers running is a real part of gambling and Black history. As a Black woman running numbers in a fictionalized version of Harlem, Miss One unlocks a lot about the real characters behind Harlem's numbers racket in the early to mid 20th century. One of those characters is Stephanie St. Clair. St. Clair was a numbers queen who captivated the media in her fight against police corruption and White racketeers in Harlem. In this episode of the Construction Record podcast, Daily Commercial New and Journal of Commerce national managing editor Vince Versace speaks to Carpenters District Council of Ontario president Mike Yorke and Millwright Regional Council of Ontario political director Chris Sutton about the construction industry's underground economy and their efforts to fight tax fraud. Yorke cited research by the Ontario Construction Secretariat that found $1.8 billion to $3 billion in revenue has been lost to tax fraud due primarily to misclassification of workers as independent contractors. The problem spans North America and Yorke said the current push marks the third year of the campaign. Sutton said the Millwrights and Carpenters unions aim to engage the public and despite the dampening effects of COVID-19 he said their organizations remain resolute and will amplify their concerns as Ontario and Canada recover from the pandemic. Yorke and Sutton also stressed the importance of education not only the public and their own members but also the federal and provincial government and offer potential solutions to the fraud problem. Many people view the informal sector as corrupt, illegal, and detrimental to the country’s economic well-being. The reality, of course, is more complex. In fact, some argue that the informal sector is the backbone of Pakistan’s economy. In this episode, Uzair Younus talks to Dr. Ali Kemal about Pakistan's informal sector and its implications on the country's economy. Dr. Kemal is an Economic Policy Advisor at the SDG Support Unit, Ministry of Planning Development and Reform. He has co-authored a detailed analysis of Pakistan’s informal economy in a paper titled “Exploring the Determinants of Underground Economy of Pakistan” which was published by the Pakistan Institute of Development Economics. There are over six thousands disused gold, chrome, diamond and platinum mines across South Africa that have created a thriving underground economy. One mining expert believes the illegal underground mining industry supports thousands of people above ground in small mining towns like Welkom where at least 34 "zama zamas" were killed in an underground explosion last week. Wits University anthropologist Prof. Robert Thornton, who specialises in studying illegal mining, says illegal mining has a very big impact on the economies of mining towns. Millions of rands in sex, food and alcohol is being traded in secret underground cities.

Sex Workers, Psychics and Number Runners: Black Women in New York City's Underground Economy, (University of Illinois Press, 2016) offers a colorful look at the lives of black urban women who worked and lived in the space between the legitimate and illegal economy. Her subjects are women not previously considered in histories of the working class: mothers, single ladies, churchwomen, hustlers, and partygoers who worked in the underground economy. Motivated by many factors, they sought economic autonomy, to provide for their families, or individual pleasure and fulfillment. The underground economy offered women a break from middle class respectability and opportunities to forge complex identities of self-sufficiency and an escape from the confines of New Negro womanhood. Working outside the wage system in illegal gaming, sex work or as supernatural consultants, they experienced the dangers and thrill of illicit trade, and challenged black progressive crusaders and promoters of racial uplift. As entrepreneurs and cultural produces, they reinforced and reconfigured the race, gender and class hierarchies of black urban life.
