The Agency Brief Agency Brief — LETTERS OF MARQUE COLD OPEN "The same founders who supposedly 'never imagined AR-15s' literally wrote into the Constitution a program where private citizens could own warships, cannons, and get paid to hunt America's enemies. But sure, tell me more about how 'weapons of war' are only for the government." THE CORE STORY: CONSTITUTIONAL PIRACY The Power: Article I, Section 8, Clause 11 gives Congress the power to grant "Letters of Marque and Reprisal." This is a government license converting a private citizen into a legal combatant. It authorized the use of privately owned warships, cannons, and small arms to capture enemy vessels for profit. The Intent: The Founders distrusted standing armies. Their solution? Unleash the free market on America's enemies. It wasn't a loophole; it was the strategy. The Reality: This destroys the modern argument that civilians shouldn't own "weapons of war." The Constitution relies on it. FULL HISTORICAL BREAKDOWN Origins: Dates back to medieval times as a way for merchants to recoup losses from foreign thieves. Revolutionary War Usage: Continental Navy: ~60 ships. American Privateers: ~1,700 ships. Result: Private citizens captured ~600 British vessels and supplied the colonies with seized gunpowder and goods. War of 1812: The US Navy was still tiny. Privateers essentially fundamentally were the American naval strategy. Ordinary businessmen up-armored their schooners and decimated British trade routes. The Kill Switch: 1856 Declaration of Paris. European powers banned privateering to protect their massive state navies from scrappy private competition. Fact: The US never signed this treaty, but we eventually complied to fit in with "civilized" nations. Modern Attempt: Following 9/11, Rep. Ron Paul introduced bills to issue Letters of Marque to hunt al-Qaeda. The establishment buried it. They preferred a trillion-dollar occupation over a bounty-hunter approach. FACT CHECK SUMMARY Confirmed: Private citizens owned the 18th-century equivalent of nuclear-armed frigates (cannons/warships) with the blessing of the government. Myth: "Privateering was lawless piracy." Correction: It was highly regulated. "Prize Courts" adjudicated every capture. Lawless behavior was punished by hanging. Missing Context: The State's monopoly on violence is a modern invention. The Founders viewed war as a participatory duty of the armed citizen. Hidden Incentive: Why don't we use it now? An armed populace capable of waging naval war is impossible to oppress. A disarmed populace dependent on the Navy for protection is compliant. The show focuses almost entirely on President Trump's decision to launch a tactical strike on Iran using our B-2 bombers and our massive bunker busters. The mission was called, Operation Midnight Hammer. We cover how the Left is behaving today, versus how they conducted themselves when then President Barack Obama launch massive strikes against at least seven other nations during his two terms. The Democrats only have lies and hypocrisy as their main strategies. The one exception seems to be Sen. John Fetterman (D-PA). Not only did he support the strike, but also rejected calls by fellow Democrat Rep. Alexandria Ocasio-Cortez (D-NY) to impeach Trump over it. In the meantime, Iran is going through some massive performance art at grand scale. But, the net of it is they continue to show us they are led by an evil regime and they would kill everyone if they could. Yet, the Left is sympathizing with Iran in their ongoing effort to keep up with their America Last stance on everything. The one bright spot is Iran's attempt at retaliation, a heavily telegraphed nonsense launch of missiles at a US base in Qatar proves they have nothing. None of their allies are coming to their aid and China has warned them about their threats to close the Straits of Hormuz. Finally, Sen. Majority Leader John Thune (R-SD) claims they will not take any more breaks until they finish and pass the reconciliation bill. I will believe it when I see it happen. Here are my audio remarks from the 2014 LPAC convention held at the Hilton. I have enclosed the written version as well, which is in draft form. Fame & The Founding Fathers' War Power-Marque And Reprisal ©2025  Mike Church We are now officially and simultaneously, illegally at war in Iraq and soon Syria. President Obama declared himself exalted mystic ruler of the U.S. Armed forces: "While I believe I have the authority to carry out this military action without specific congressional authorization, I know that the country will be stronger if we take this course, and our actions will be even more effective...” Effective!? Who is he kidding? The NFL's policy against domestic violence is more effective. The KingDude delivering this speech, 19 September, 2014. The specific “authorization” that was given to President Obama to aid equip the little Jihadi Urban Achievers actually PROHIBITS the President from waging war, yet Obama has proceeded with his “strategy against ISIS”. This “strategy” requires the U.S. military to conduct acts of war in Syria. At first the Obama administration said they would just bomb ISIS back to Mecca over the Syrian's objections. Then they moderated that to say The Obama admin's team was negotiating a deal with Syria to gain permission. Think about that for a moment. The Obama admin is more concerned about obtaining theSyrian regime's permission to wage war than it is the American regime's. So how did we get to never-ending, full scale war that has basically been in effect since the first Iraq invasion of 1991 from a Constitution system that was drafted specifically to try and prevent? Why does no one in Congress, save for Ron Paul, even propose, maybe as a joke, to use letters of marque & reprisal and THEN proceed to full scale war AFTER Congress has proved it was a just war and THEN voted to declare it? In short, the answer is Fame. Francis Bacon the English author described what he called conditores imperiorum. As Bacon put it “Neither can they be secret, and therefore not ef− fectual; but according to the French proverb, Beaucoup de bruit, peu de fruit, Much bruit little fruit. The true marshalling of the degrees of sovereign honor, are these: In the first place are conditores imperiorum, founders of states and common− wealths; such as were Romulus, Cyrus, Caesar, Ottoman, Ismael. “ Plain and simple, it is FAME that drove the Founders to write the Constitution and it is fame that drives President's to grab more power than they were ever granted.  You might wonder if the Founders knew of this vanity and tried to guard against it? As a matter of fact they did. James Madison, Helvidius #4 wrote: “In no part of the constitution is more wisdom to be found, than in the clause which confides the question of war or peace to the legislature, and not to the executive department. Beside the objection to such a mixture to heterogeneous powers, the trust and the temptation would be too great for any one man; not such as nature may offer as the prodigy of many centuries, but such as may be expected in the ordinary successions of magistracy. War is in fact the true nurse of executive aggrandizement. In war, a physical force is to be created; and it is the executive will, which is to direct it. In war, the public treasures are to be unlocked; and it is the executive hand which is to dispense them. In war, the honours and emoluments of office are to be multiplied; and it is the executive patronage under which they are to be enjoyed. It is in war, finally, that laurels are to be gathered; and it is the executive brow they are to encircle.

Goodyear Blimp Resolute  HEADLINE: The only legal pirate ship of the 20th century was the Goodyear blimp by Blake Stilwell  QUESTION: What is a letter of Marque and Reprisal?  International Law -  The Resolute was based in Los Angeles and was used in regular patrols of the Pacific Ocean, searching for Japanese submarines operating along the United States West Coast. Its crews' only armament was small arms, but there was little chance of the airship successfully boarding and capturing a Japanese submarine.
