O leste da República Democrática do Congo está a ser palco de violentos combates entre os rebeldes do M23, apoiados pelo Ruanda, e o exército regular congolês. Há relatos que dão conta de que partes da cidade de Goma, capital da província do Norte Kivu, estão agora nas mãos deste grupo rebelde. Até ao momento, pelo menos 17 pessoas morreram e quase 400 ficaram feridas. Em entrevista à RFI, Osvaldo Mboco, analista político angolano começa por relatar-nos aquilo que se sabe até ao momento sobre a situação no terreno, defendendo que a comunidade internacional já deveria ter condenado o Ruanda.RFI: O que se sabe até ao momento sobre a situação no terreno?Osvaldo Mboco: O que se sabe é que o M23 tomou de assalto Goma, que é uma das cidades importantes no leste da RDC. Também se sabe que muitos soldados ou militares do exército regular foram capturados pelo M23 e há algumas imagens que ainda são um pouco confusas, que têm a ver com alguns soldados da República Democrática do Congo estarem a ser escoltados pela força regular do exército do Ruanda. Mas é uma imagem muito confusa do ponto de vista de análise e também dos factos. Agora, um outro elemento que é importante é que Angola, a República Democrática do Congo, e também a República do Congo, acabaram retirando desta região os militares que estavam no mecanismo de verificação da trégua que existia, também por segurança, penso eu.Foi decisão de Angola que, segundo notas do país, foi uma acção concertada entre os serviços diplomáticos, quer do Estado angolano, quer com a RDC e quer também com o Ruanda. Está a viver-se um período de muita incerteza ao nível do Leste da República Democrática do Congo. E estas incertezas têm estado a criar um fluxo de refugiados bastante acentuado e também a dificultar a ajuda humanitária. Há uma demonstração clara de força do M23, do ponto de vista de maior capacidade combativa no terreno, comparativamente, ao exército regular, da República Democrática do Congo, e isto remete-nos a algumas reflexões: se o M23 vai simplesmente parar por goma ou se a intenção é também ocupar novas áreas, para além de Goma.RFI: Concretamente, pergunto-lhe qual é o papel estratégico desta que é a principal cidade do Leste da RDC?Osvaldo Mboco: Esta é uma das regiões que possui maior número de recursos minerais da República Democrática do Congo. Logo, se o M23 controla Goma, quer dizer que vai dar início ou vai intensificar as suas acções do contrabando de minérios e, por outro lado, isso dará ao M23 maior recurso financeiro para a aquisição de meios, equipamento bélico, etc. E há aqui uma outra perspetiva que não se fala muito, que talvez seja um pouco arriscada também. É mesmo a intenção do M23 querer controlar Goma e fazer de lá surgir um novo estado. Também pode ser aqui uma nova abordagem, que não é muito clara ainda. RFI: O que é que pode explicar o regresso do M23 a Goma, 12 anos depois de lá ter saído?Osvaldo Mboco: O que pode explicar é que o M23 nunca viu os seus interesses salvaguardados porque eles pretendem negociar directamente com o governo congolês. Não querem que seja negociado do ponto de vista práctico, por uma terceira pessoa ou então por uma terceira entidade. Mas o grande objectivo do M23 é também ocupar um pedaço de terra e não está muito interessado na paz porque a paz acabaria por obrigar a reintegrar alguns militares no exército. Uns iam para a vida civil, outros seriam desmobilizados, etc. E não é este o cenário porque eles percebem que, pela via da guerra, eles conseguem pilhar recursos e também defender os seus interesses económicos.Agora, o regresso está no facto de a comunidade internacional, a República Democrática do Congo, a SADC e a CIAC pensaram que depois do desaparecimento do M23, o M23 seria extinto e teria menos capacidade combativa. Penso que um elemento que nós temos que discutir é como é que o M23 se rearmou. Acho que deve ser o ponto de partida também do debate que nós temos que fazer.O M23 reearmou-se em função de países de trânsito. Ou seja, tem de haver um país de trânsito para chegar o equipamento militar, para ser dado treino, formação, logística, inteligência. E tudo indica que este país de trânsito seja o Ruanda porque o M23, quando se sentiu pressionado pelas forças governamentais, acabou por recuar nas matas do Ruanda. É um sinal mais do que claro que o Ruanda olhou para este cenário porque não me parece que a inteligência do Ruanda não tenha detectado que existia um grupo insurgente nas matas do Ruanda e que este tinha que garantir a integridade territorial. RFI: Não haverá incómodo por parte da comunidade internacional relativamente ao Ruanda, já que o país foi alvo de genocídio, evitando as críticas a Kigali, não obstante as suas repetidas incursões na RDC e o apoio ao M23? Não haverá incómodo por parte da comunidade internacional em de condenar o Ruanda?Osvaldo Mboco: Eu penso que a comunidade internacional já deveria ter dado esse passo, por uma razão muito simples: nós não podemos ter um estado ao nível da região, a nível do mundo, onde existem relatórios das Nações Unidas de peritos que deram conta que altas patentes a nível do Ruanda que apoiam o M23.No ano passado, houve um relatório que dava nota de que 3000 a 4000 soldados do Ruanda estão nas fileiras do M23. É o momento mais do que esperado para que se comece com as sanções a nível do Ruanda. E aqui a comunidade internacional e as grandes potências têm uma responsabilidade acrescida neste momento.O relatório das Nações Unidas é um relatório que não é completo. Não é verdadeiro porque o Ruanda não aceita. O Ruanda tem estado a desafiar uma organização de carácter mundial, que tem estado a fragilizar ainda mais a posição das Nações Unidas. E eu penso que, em função dos vários interesses instalados na República Democrática do Congo, dos franceses, americanos, russos e chineses, era fundamental perceber se esse cenário favorece muito mais esses países ou se este cenário prejudica os interesses dessas grandes potências.Se favorece muito mais os interesses dessas grandes potências, então vamos assistir a um olhar impávido e sereno da comunidade internacional porque percebem que, com o cenário de conflitualidade, eles têm muito mais a ganhar do ponto de vista da exploração do minério, a não ser que seja esse o entendimento que esses estados tenham. RFI: E quem é que poderá ter aqui um papel a desempenhar neste conflito? A SADC, a África de Leste? Na sua opinião, quem é que poderá ter um papel preponderante?Osvaldo Mboco: Ao nível do continente africano, nós temos que olhar para a Conferência Regional dos Grandes Lagos. É importante por uma razão muito simples porque grande parte dos países vizinhos da RDC estão na Conferência Regional dos Grandes Lagos. Logo, é aqui que se consegue traçar estratégias de segurança coletiva, onde se envolve todos os países vizinhos, os nove, porque uma política de boa vizinhança, uma política de segurança colectiva permitirá, até certo ponto, estratégias conjuntas e até, em alguns casos, algumas manobras militares conjuntas também.Então, eu penso que o mecanismo da Região dos Grandes Lagos é um mecanismo extremamente importante para se encontrar a estabilidade na República Democrática do Congo. Mas é fundamental, que a SADC, a CIAC, a União Africana, e as Nações Unidas apoiem aquilo que pode ser as políticas, mecanismos e as estratégias engendradas pela Conferência Regional dos Grandes Lagos para poder fazer face ao que está a acontecer a nível da República Democrática do Congo. RFI: Até que ponto é que a mediação de Angola e também outras mediações, nomeadamente do Quénia, não ficaram comprometidas agora com estes últimos desenvolvimentos no leste da RDC? Osvaldo Mboco: Bem, os processos de mediação normalmente são processos complexos. E, dada a natureza da complexidade do que se vive na República Democrática do Congo, o que eu penso, enquanto angolano, é que Angola, por partilhar uma fronteira vasta com a República Democrática do Congo, deve continuar a mediar e também trazer instrumentos para se encontrar a estabilidade. Claramente que esses avanços do M23 demonstram que a mediação de Angola e do Quénia não têm estado a conhecer os melhores resultados. Tem estado a falhar, mas é importante que se diga também que muitos aspectos aqui discutidos não dependem da mediação.A mediação procura encurtar as diferenças, apresentar propostas e os intervenientes são os principais actores. Esses sim, é que fazem a grande diferença. Mas Angola, por partilhar uma fronteira com a República Democrática do Congo dessa extensão, é importante que Angola esteja na mediação, até por uma questão de interesse do estado angolano.Por uma razão muito simples: porque tudo o que acontece na República Democrática do Congo acaba tendo implicações com o Estado angolano. Daí que eu defenda que a RDC não é uma zona de influência do Estado angolano. Mais do que isso, é o espaço vital.

The New Canaan High School student died over the weekend after police say he was hit by a train. How can we better support student athletes struggling with mental health and effectively hiding it? Welcome to back to another episode of the Meat Grinder, your weekly dose of high school football in Connecticut. Do not adjust your YouTube or Spotify. It is Friday and it is a very special episode of the Meat Grinder. Last week's drop of the Alliance playoff proposal got our gears going, we discussed it amongst ourselves, and then had a lengthy discussion about it with Oxford's Joe Stochmal, a member of the CIAC committee. We also thought about how similar the proposal is to one enacted by Massachusetts a few years ago in how the MIAA, the Massachusetts version of the CIAC, virtually eliminated the state's longstanding Thanksgiving Day football tradition at the expense of expanding the playoffs and starting it in early November. To give us a window into how that went down, we reached out to Danny Ventura, the 30-year veteran high school sports reporter from the Boston Herald for his insights and opinions on how Massachusetts' devaluation of Thanksgiving Day football has gone over. Granted, the CT Football Alliance's proposal suggests moving rivalry games typically held on Thanksgiving to Columbus Day, whereas Massachusetts allows teams to play Thanksgiving Day games in between the MIAA semifinals and championship weekend. But it was still an enlightening conversation all the same. We just couldn't fit it all into this week's regular Meat Grinder without heavy edits. We knew it was coming and here it is. The Alliance brass has interrupted the season with their latest call to remove Thanksgiving Day as Connecticut's crown jewel of sporting events. The idea: Dump a century's worth tradition in favor of a balanaced schedule based on class, 50% more (whyyy??) playoff teams, the ending the season before the wrestling mats get rolled out. A win for 12 schools' winter programs and 24 middling football teams, perhaps. Naturally, our intrepid podcast hosts have their own opinions on this latest move to remove Thanksgiving Day football, and they lay out their pros and cons of this budding tradition of yearly CT high school football playoff ideas. This week's special guest star is none other than JOE STOCHMAL, the only coach Oxford's ever known. His program is 8-0 for the first time and on pace to reach the state playoffs for the first time, even as they head to Jarvis Stadium to face unbeaten NVL rival Ansonia on Thursday night. Stox gives us the lowdown on his program and, as a member of the CIAC football committee, shows us the roadmap on how playoff proposals become CIAC law. He also gives us his personal opinion on the Alliance proposal. It was a weekend of firsts across the state as October drew to a close. Notre Dame-Fairfield is 7-0 after beating Masuk for the first time since 2005. Coming off its first loss of the season, No. 7 West Haven handed No. 4 Newtown its first loss. Shelton, meanwhile, handed No. 6 North Haven its first on-field loss of the season while returning to the top 10 poll for the first time in a month. Up north, Manchester rallied to defeat Berlin 27-21 and is 5-1 for the first time since 2008 (a fact we didn't learn 'til after). Windham rallied to hand Stonington its first loss of the season. Back south, Wilton defeated Darien for the first time since 2007. And FIVE teams simultaneously earned their first victories of the season. Greenwich is still first in the latest GameTimeCT Top 10 football poll, but St. Joseph was the first team to hold the Cards under 30 points since Stamford did it Week 2. (Greenwich still won, 23-9, and might have become the first team to unofficially clinch a CIAC playoff spot. In Preps, Salisbury became the first team to beat Cheshire Academy. Everybody's anxious to see who'll emerge first in the Founders League when Choate and Avon Old Farms meet Saturday. This is also our first week without a guest. Coincidence? Hmm... Today marks the one-year anniversary of losing Lt. Dustin Demonte and Sgt. Alex Hamzy after an ambush attack. We learned about the CT Law Enforcement Memorial Foundation and its work honoring the fallen in our state. We spoke with retired Watertown Police Chief, John Gavallas, who is also the Chairman of the foundation's board of directors. (0:00) An unexpected tragedy happened on a Connecticut high school football field. A 15-year-old player became unresponsive at practice and died later that day. Glenn Lungarini of the CIAC responds to the incident and reiterated the state's focus on student athlete safety. (13:45) According to the Bureau of Labor Statistics, only 20% of people with disabilities, including those with autism, are employed in the US. During National Disability Employment Awareness Month, we highlighted a new Autism Speaks program meant to help people with autism find employment and encourage employers to hire people on the spectrum. Families want to know that when they drop kids off at school in the morning, that the children will return home at the end of the day. We talked about resource officers at schools as well as building safety tools with Westport Police Chief Foti Koskinas. It comes after Westport recently added three more officers to the school security beat in the district. (0:00) Unsportsmanlike conduct is becoming far too normal for student athletes, coaches and fans. Recently, North Haven High School had to forfeit its first football game due to bad behavior in school. Masuk High School's two head football coaches are on leave pending an investigation into complaints against them. Glenn Lungarini of the CIAC talked about the issues we are seeing on and off the field and how the state is responding. (13:28) Weapons, drugs, bullying, social media, you name it…teenagers today are exposed to it and most times, involved in it in some way. So, how do we bridge the conversation gap between parents and their kids? We got perspective from Bethel Superintendent of Schools, Christine Carver. (25:18) The first full week of school in September was plagued with early dismissals for many districts in Connecticut because of hot weather. With many old buildings that have no air conditioning units, taxpayers want to know where their school dollars are going? We talked to Fran Rabinowitz about school building conditions and if the state is figuring out how to improve the problem before next school year. (39:48) Connecticut is still dealing with a bus driver shortage. It comes as we see a couple bus companies in the state starting off the school year with a strike. Welcome back to another episode of The Meat Grinder, your weekly dose of high school football in Connecticut with GameTimeCT's Pete Paguaga and Sean Patrick Bowley. Now that Maloney has snatched the No. 1 banner away from Southington with its thrilling, 31-28, double overtime victory won on the foot of Josh Scaramuzzo, we turn our attention to Week 10 and another showdown between unbeaten teams. This time, it'll be No. 4 West Haven (8-0) playing host to No. 7 Hamden (8-0). While it might not pack the punch of No. 1 v. 2, it's an old District League rivalry resumed this year for supremacy in SCC Tier II, not to mention for a possible home game in the upcoming Class LL playoffs. Joining us this week is, of course, Hamden coach and athletic director Tom Dyer, who has guided Hamden to this recent renaissance of two-consecutive playoff seasons. Dyer, who won a couple of state titles at Hillhouse, talks about his team and what's been behind its 8-0 start. Dyer, who is also a representative on the CIAC's football committee and the coaches association, also has a say in the makeup of how Connecticut conduct its football playoffs. Naturally, given SPB's distain for the recent six-division expansion, we hear from Tom about the philosophy of the decision. Plus, with 2 1/2 weeks of games left before the end of the regular season, we delve into the latest CIAC playoff situation. So join us, won't you?

Gregg Simon was the long-time Athletic Director at Newtown High School and is now doing great work at the CIAC overseeing the administration of HS sports state-wide.
