Often the news covers crises without context. That's especially true when it comes to coverage of the Global South in international media. Our guest this episode, journalist and documentary filmmaker Etant Dupain, gives us a behind-the-headlines look at events in Haiti, his home country. Dupain says that the gangs who control much of the country now are supported by powerful elites. It tells the truth about the historical and current story around the Venezuelan PetriCaribe Oil Alliance scandal in Haiti. PetriCaribe was set up by former Venezuelan president, Hugo Chavez. A program for LAC countries (Haiti joined in 2006) to buy oil through a repayment plan for preferential prices, resell to its oil suppliers at international prices, and use the savings for development projects such as infrastructure, health care, and education. This was a chance for Haiti to invest in itself. However, billions of dollars from the fund were wasted, embezzled, and stolen by those entrusted with it, taking it from those who needed it most. The film amplifies the self-determined grassroots struggle of Haitian activists aka Petrochallengers, who put everything on the line to lead the fight against government corruption, impunity, and state-sanctioned violence. It also follows how politicians and oligarchs have attempted to use gangs to destroy the popular movement. Etant Dupain is a journalist and filmmaker. Plus de 1 500 morts depuis janvier 2024 en Haïti : la situation est cataclysmique, a averti l'ONU cette semaine en déplorant que des « frontières poreuses » facilitent l'approvisionnement des gangs en armes et munitions... Des gangs qui ont uni leurs forces début mars 2024 pour attaquer différents sites stratégiques de Port-au-Prince dans l'idée de renverser le Premier ministre Ariel Henry… Bloqué à Porto Rico, territoire américain, celui-ci a finalement démissionné le 11 mars 2024. Les gangs, eux, ne cessent d'étendre leur emprise sur la capitale dont ils contrôlaient déjà 80%. Résultat : plus de 33 000 personnes ont fui, ces dernières semaines, l'insécurité de Port-au-Prince pour rejoindre les départements du grand Sud, et 5 millions et demi de personnes ont aujourd'hui besoin d'aide humanitaire. Les Occidentaux, eux, évacuent leurs ressortissants.Mercredi 27 mars 2024, le futur Conseil présidentiel de la transition s'est engagé à restaurer « l'ordre public et démocratique » en nommant, « dès son installation », un ou une Première ministre avec qui un gouvernement d'union nationale sera formé. Il a également promis de soulager la souffrance du peuple haïtien, d'organiser des élections libres et de mener des réformes nécessaires pour le progrès d'Haïti.Est-ce un premier pas vers le déblocage de la crise politique ? Comment organiser des élections et mener des réformes dans un tel climat d'insécurité ? Juan Carlos Rodríguez, ingeniero electro-mecánico y miembro del Observatorio Venezolano De Servicios Públicos (OVSP) y Johnny Hidalgo, ingeniero electricista que ha hecho proyectos de electricidad y petróleo en Venezuela y países del Petrocaribe, coinciden en la necesidad de una reforma legal para solucionar las fallas eléctricas del país. Rodríguez explicó que desde el decreto de emergencia del 2010 hasta hoy en día, se ve como se ha ido deteriorando el sistema eléctrico de forma estructural, insistiendo en que sea cual sea el gobierno que venga, hay que tratar el tema de los servicios públicos. «Sin electricidad no se puede tener agua, internet, baja la calidad de vida y afecta la economía. Se ha demostrado, desde la creación de Corpoelec en el 2007, que el monopolio estadal de la electricidad no tiene buenos resultados» añadió. Explicó que hay  que reformar el marco regulatorio para que se permita la entrada de capital nacional e internacional. El ingeniero indicó que reforma del sector eléctrico, pasando por la parte regulatoria, también llega a la expansión del tipo de energías. “Hay que abrir, de forma descentralizada, la posibilidad de que nuevos actores empiecen a hacer parques solares, parques termosolares, eólicos, pero para eso se necesitan empresas privadas que inviertan, para eso se necesita un marco jurídico” acotó. También resaltó que si no comenzamos ahora ese proceso se nos espera una década en discusiones sobre mercados de distribución sólidos El miembro del OVSP recalcó que la generación hidroeléctrica y manejo de cuencas como Caroní, debe ser del estado, pero los sistemas de distribución regional no, señalando que estas le darán un piso mínimo de clientes a las empresas que invertirán en esta distribución. «La parte de generación termoeléctrica perfectamente puede irse segmentando bajo licitación en un periodo relativamente corto de 3-4 años, se podría tener un sistema eléctrico en camino a resolver el tema de la crisis» dijo. Aseguró que sin una reforma del marco legal, se podrían tener unas tarifas en sectores industriales y comerciales que permitirían que Corpoelec tenga un ingreso mayor, ya que el de ahorita es «prácticamente un subsidio». El ingeniero electro-mecánico destacó que en la tarifa residencial si se debe hacer una acorde a la población, aunque enfatizó que para exigir esta mejor tarifa, debe venir una mayor calidad. Alertó que el país pasó de 100 años sin regulaciones, a la reserva de toda la actividad eléctrica generando un problema de estructura «Cuando se crea el mercado desregulado, era tan grande que no se podía delegar en el privado, porque este tendría una cuota de poder tan grande que no haría funcionar el sistema desregulado. Guri se reservó al estado y al hacer esto el modelo no funciona» informó. Hidalgo explicó que las soluciones técnicas están a la orden del día, sin embargo, las soluciones a la crisis energética, incluso cambiar las tarifas, van a pasar por un cambio legal. Indicó que para recuperar el campo termoeléctrico, se necesita de PDVSA, además de volver a tener un Ministerio de Energía que una la parte eléctrica y de petróleo y construya una sola matriz energética.

Nicaragua is a country that is going through many of the same elements of a political crises as Venezuela. The Central American country is ruled by a corrupt dictatorship under a man named Daniel Ortega, who, like his counterpart and close friend Maduro, rigged elections and brutally represses protests to his decades of consolidated rule alongside his wife Rosario Murillo, who serves as the country's vice president. In absolute terms, the repression's 2018 death toll (over 300) is comparable to that of Venezuela, but relative to Nicaragua's much smaller population, it ranks as one of the worst human rights crises Latin America has seen in decades. Much of the political discontent stems from cuts to social security programs that were financed by Venezuelan aid and oil subsidies. For nearly a decade, Nicaragua received billions of dollars from Venezuela a part of the "PetroCaribe" program, a grand-scale project of oil exchanges with countries in Latin America and the Caribbean that ultimately served as a means of patronage for Venezuela to exert influence among allies throughout the hemisphere. As Nicaragua heads towards presidential elections next year, I thought it might be interesting to take a look at the parallels between Nicaragua and Venezuela to determine whether these parallels are by coincidence, or by design. To answer this question, I'm joined in this episode by Ryan Berg, a research follow at the American Enterprise Institute, where he focuses on transnational organized crime and Latin American foreign policy. Before joining AEI, Dr. Berg served as a research consultant at the World Bank, a Fulbright Scholar in Brazil, and a visiting doctoral fellow at the Graduate Institute of International and Development Studies in Geneva, Switzerland. He has also worked in Peru and São Paulo, Brazil. Dr. Berg obtained a PhD and an MPhil in political science and an MSc in global governance and diplomacy from the University of Oxford. Earlier, he obtained a BA in government and theology from Georgetown University. Ryan has been following both Venezuela and Nicaragua very closely. In a November 1797 Letter to the French Directory, Toussaint L'Ouverture writes a warning to the French and its allies in Haiti of any attempts to (re)institute slavery in Saint Domingue: “Do [the forces of reaction] think that men who have been able to enjoy the blessing of liberty will calmly see it snatched away? ... If they had a thousand lives, they would sacrifice them all rather than be forced into slavery again. But no, the same hand which has broken our chains will not enslave us…” Though most reports point to this current iteration of Haitian resistance are being sparked by the Haitian government's announcement that it was going to cease subsidizing gas and diesel, it must not be lost that the current uprising in Haiti is a reverberation of what was started in the late 1700s and early 1800s, but intentionally interrupted over the next few centuries. As a result, this announcement can be better understood as an accelerator that added to the conditions of poverty, which was proliferated by massive corruption involving members of the previous and current government, including the president, Moïse. To date, “journalists, human rights groups, and a state auditing body have all issued hundreds of pages of reports documenting how up to $2 billion from the Venezuelan fuel assistance program PetroCaribe has been diverted into politicians' pockets. According the article, Why Haitians are Protesting En Masse via Jacobin Magazine, as well as other sources, “every day on the air, elected officials sling accusations of kickbacks and graft at one another. In addition to this, last January at the Organization of American States, Haiti voted with the United States against its longtime former benefactor, Venezuela's Nicolás Maduro. According to Haitian human rights advocate Marie Yolène Gilles, this vote was a quid pro quo. Yet, not surprisingly, the US-dominated OAS has yet to meet officially about the Haitian crisis —although there was a secretive and unofficial US-led trip—even though conditions on the ground are pretty close to the circumstances decried in the January resolution on Venezuela. Environmental [neo]Colonialism The conditions in Haiti are a direct product of the continued conditions of colonialism, neoliberal economic policies and an unjust approach to tackling climate change. The environmental degradation, which is exacerbated with each drought and hurricane season, can be traced back to French colonial rule over Haiti when land and forests were abused, rendering large swathes of the country barren and infertile (https://portside.org/2019-10-01/what-really-behind-crisis-haiti). The US approach to the Haitian economy has been predominantly extractive. The country has an estimated $20bn of mineral deposits consistently exploited by US and Canadian corporations. Today, we take another look at the conditions on the ground in Haiti, through a recent conversation between AWNP's Mwiza Munthali and Nicole Phillips . Nicole Philips is an attorney, specializing in human rights and rule of law and professor at the University of the Aristide Foundation law school in Port-au-Prince, Haiti as well as a professor at UC Hastings College of Law at the University of San Francisco. They're asking those who are planning to visit Haiti to reassess if they would like to go. We have also heard that schools, banks and supermarkets have been closed. The present government and the previous government, headed by Michel Martelly, are both from the same political party. The party is said to have been connected to the disappearance of over $4 billion loaned to Haiti from Venezuela as part of the PetroCaribe program. Now, the Haitian people are demanding accountability and are raising concerns about security, given ongoing crackdowns by people said to be associated with the government. Today on Sojourner Truth: We return to our in-depth coverage of the ongoing crisis in Haiti. An official report issued last week implicated Haiti's U.S.-backed president, Jovenel Moise, as participating in the disappearance of billions of PetroCaribe money from Venezuela, meant for use for the Haitian people. Since he became president, resulting from questionable elections reported to be fraudulent, the movement for democracy in Haiti has been pressing in massive nationwide protests for Moise to step down. The Haitian government responded to the protests by encouraging or downright supporting massacres targeting grassroots leaders and communities that initiated protests and have historically been a stronghold of resistance. These include the massacres we have reported on via Sojourner Truth in La Saline. In a five-week period, I made two trips as part of emergency delegations to Haiti to get testimonies from communities under attack, as well as to send a message to the Haitian government that we intend to get the truth out as widely as we can about what's going on. While in Haiti, I interviewed Pasha Vorbe, a member of the executive council of Fanmi Lavalas, the political organization headed by former President Jean Bertrand Aristide and supported by the vast majority of impoverished in Haiti. Venezuelan President Nicolas Maduro has written an open letter to the people of the US. “I forged myself in the heat of popular and union struggles in a Venezuela submerged in exclusion and inequality. I am not a tycoon, I am a worker of reason and heart … rooted in a model of inclusive development and social equality, which was forged by Commander Hugo Chávez since 1998 inspired by the Bolivarian legacy.” He frames this in a socialist historical context of a class struggle. “Your national representatives of Washington want to bring to their borders the same hatred that they planted in Vietnam … The history of the usurpation of power in Venezuela is as false as the weapons of mass destruction in Iraq. It is a false case, but it can have dramatic consequences for our entire region.” What are we to make of this? US President Donald Trump also intends to disturb noble dialogue initiatives promoted by Uruguay and Mexico with the support of CARICOM for a peaceful solution and dialogue in favor of Venezuela. We know that for the good of Venezuela, we have to sit down and talk, because to refuse to dialogue is to choose strength as a way. Keep in mind the words of John F. Kennedy: "Let us never negotiate out of fear. But let us never fear to negotiate." Are those who do not want dialogue afraid of the truth?Thousands of Haitians protest corruption and rising living costs. At least two people died and 14 police officers were injured Thursday, police said, as thousands of Haitians protested against rampant inflation and demanded the resignation of President Jovenel Moise on the two-year anniversary of his inauguration. "For two years, Jovenel has promised to fill our plates. But I can't eat lies," protester Josue Louis-Jeune said in the capital of Port-au-Prince, banging a metal plate with a spoon. As Haitians reel from 15 percent inflation over the past two years, a sharp drop in the value of the gourde — the national currency — against the US dollar has only intensified price increases on mostly imported everyday essentials. Unlike the October 17 and November 18 anti-corruption protests, however, where demonstrators demanded an accounting of $2 billion in allegedly misused money from Venezuela's PetroCaribe oil program, Thursday's demonstrations mostly centered on the economic malaise that has been gripping the country and led to some bakeries and other stores shuttering their doors earlier in the week in disgust.Also, it's Friday: that means its panel time, as my panelists discuss the major stories of the week. A second accuser comes out against embattled Virginia Lieutenant Governor Justin Fairfax. Fairfax is denying the latest sexual assault allegation made against him. He issued a statement through his spokesperson that claims it is demonstrably false. He said he has never forced himself on anyone. He is calling for a full investigation into the allegations, because he believes it will show that he is telling the truth. He said this is an obvious and vicious smear campaign against him, and he will not resign. Lawyers for Meredith Watson sent a letter to Virginia lawmakers today claiming Fairfax raped her in 2000 when they were both students at Duke University. She claims she immediately told friends about the rape after it happened. The National Enquirer's parent company, American Media Inc., says it will "thoroughly investigate" blackmail allegations made by Amazon CEO and Washington Post owner Jeff Bezos, who said yesterday that the Enquirer threatened to publish intimate pictures of him unless he backed off an investigation of the tabloid. The Haitian Revolution has often been described as the largest and most successful slave rebellion in the Western Hemisphere. However, this dominant narrative must be critiqued, specifically the notion of-slave rebellion. This frame of conceptualization masks the clear fact that to frame it as a slave rebellion, misses the deep and clear idea that it was a people who was thrust in a global system of various forms of enslavement which attempted to dehumanize whole communities of people, who freed themselves. The fact is, the reason the Haitian Revolution was successful is because of the African human agency of peoples who understood strategy, military and environmental, who possessed a clear cosmological and ontological understanding of human freedom... C. L. R. James argues that critically examining the Haitian Revolution as an exemplar of true revolution...The implications of the Haitian Revolution, specifically on the Africana world are further described by Kwame Ture when he argues that... In 1825, Haiti was forced to pay France $22 billion at literal gunpoint following France's establishment of a naval blockade of the newly freed island nation. Moreover, as Haiti struggled to get out from under this crippling debt, the United States was repeatedly involved in destabilizing the country, economically and politically. Haiti was still under a mountain of debt when hit by the devastating 2010 earthquake. Following the disaster, Haiti was primarily forgiven of its obligations but curiously had to borrow roughly $2.6 billion despite worldwide charity efforts to support rebuilding projects. Currently and over the course of months, particularly since April, Haitian citizens have taken to the streets, expressing their historically rooted, contemporarily manifested frustrations with elite and governmental mismanagement of funds and overt corruption. These include, a mass protest held on October 17. On November 18th, Haitians mobilized a nation-wide general strike and demonstrations—another important historical date, as it was on this day in 1803 when Haitians defeated France at the Battle of Vertieres which led to the country's independence in January 1804. With the recent uprisings, which a number of people have been killed and wounded by the police, Haitians are demanding a complete transparent investigation of the PetroCaribe scandal and the resignation of President Moïse, a clear path to address the economic problems and an immediate roll back of austerity measures. PetroCaribe is the Venezuelan subsidized energy program provided to Haiti to assist in rebuilding efforts following the January 2010 earthquake that devastated the country. Today, we explore the historical circumstances and international context surrounding the recent uprisings with Ms. Nicole Phillips, Esq., who is currently a professor at the University of the Aristide Foundation law school in Port-au-Prince, as well as an adjunct professor at UC Hastings College of Law in San Francisco. Ms. Phillips was formerly Staff Attorney, at the Institute for Justice & Democracy in Haiti (IJDH). Trump strongly defended the use of the gas, indeed he lied saying several border patrol agents were badly injured by the migrants. Tear gas is considered a chemical weapon under international law. Le format change un peu pour cette deuxième saison, toujours court, mais il y aura des invité-e-s et vu ma situation géographique on naviguera entre Paris et Haïti ( parfois New-York).  Le thême n'est plus choisi en fonction des question CuriousCat ( trop redondant).
