CSIS's Ryan Berg joins the podcast to discuss the U.S. strategic interests in the Panama Canal, competition with China and potential outcomes.
In this episode of the ChinaPower Podcast, Dr. Ryan Berg joins us to discuss China's relations with Latin America. Dr. Berg discusses both Chinese and U.S. interests in the region, emphasizing that while the U.S. has tended to approach the region with “strategic neglect,” China seems to view Latin America as highly important in terms of both its strategic and economic goals. Dr. Berg explains his view that President Xi is personally invested in the region and believes it holds high economic complementarity to the Chinese economy, specifically in relation to China's Belt and Road Imitative (BRI). Dr. Berg notes that although the U.S. is still the preferred security partner among Latin American countries, China is becoming more competitive in this space and is viewed among many countries as providing more opportunities, specifically in the economic realm. Dr. Berg also discusses the public opinion of China in Latin America, noting that China's image has not fully recovered since its decline during COVID-19, and describes the U.S. efforts to not only warn Latin American countries of the risks of investment and economic deals with China but also the US attempt to compete with China as the preferred economic partner. Dr. Berg provides insights on President Xi's most recent trip to the region for the APEC Leader's Summit, specifically discussing his inauguration of a new massive port in Peru, and other ways Xi seemed to overshadow President Biden. Finally, Dr. Berg discusses some of the concerns surrounding China's growing presence in the region and suggestions for U.S. policymakers. Dr. Ryan C. Berg is director of the Americas Program and head of the Future of Venezuela Initiative at the Center for Strategic and International Studies. He is also an adjunct professor at the Catholic University of America and a course coordinator at the United States Foreign Service Institute. His research focuses on U.S.-Latin America relations, strategic competition and defense policy, authoritarian regimes, armed conflict and transnational organized crime, and trade and development issues. Previously, Dr. Berg was a research fellow at the American Enterprise Institute, where he helped lead its Latin America Studies Program, as well as visiting research fellow at the University of Oxford's Changing Character of War Programme. Dr. Berg was a Fulbright scholar in Brazil and is a Council on Foreign Relations Term Member.

The Zones of Employment and Economic Development (ZEDEs) in Honduras have already proved effective in attracting foreign capital and importing socioeconomic institutions for prosperity. For Ryan Berg, senior fellow for the Americas Program at the Center for Strategic and International Studies (CSIS), ZEDEs also offer diplomatic leverage for the United States to counteract Chinese expansion in the region. China is garnering economic power in Central America with a significant presence in Salvadoran trade zones. Berg opines US officials should pay more attention to ZEDEs and their geopolitical potential. As the head of the Future of Venezuela Initiative, Berg explains how CSIS also contributes to the fight for democracy in Venezuela. Geographically speaking, the United States is in an enviable position. We have strong relationships with the neighbors to our North and South, oceans to the East and West, and a region that's largely democratic. While this allows most of the foreign policy discussion to concentrate on regions further afield, such as the Middle East and Asia, we cannot afford to overlook problems in the Western Hemisphere, particularly those emanating from Venezuela's political crisis. On this episode of the podcast, Rep. Gallagher is joined by Ryan Berg, a Research Fellow at AEI whose focus is on transnational organized crime, narco trafficking, and illicit networks. Ryan, a fellow Wisconsinite and expert in Latin American foreign policy, helps analyze the growing threats posed by the Maduro regime in Venezuela and why, from drug trafficking to the Coronavirus, we should be paying more attention to what's happening in Latin America. Nicaragua is a country that is going through many of the same elements of a political crises as Venezuela. The Central American country is ruled by a corrupt dictatorship under a man named Daniel Ortega, who, like his counterpart and close friend Maduro, rigged elections and brutally represses protests to his decades of consolidated rule alongside his wife Rosario Murillo, who serves as the country's vice president. In absolute terms, the repression's 2018 death toll (over 300) is comparable to that of Venezuela, but relative to Nicaragua's much smaller population, it ranks as one of the worst human rights crises Latin America has seen in decades. Much of the political discontent stems from cuts to social security programs that were financed by Venezuelan aid and oil subsidies. For nearly a decade, Nicaragua received billions of dollars from Venezuela a part of the "PetroCaribe" program, a grand-scale project of oil exchanges with countries in Latin America and the Caribbean that ultimately served as a means of patronage for Venezuela to exert influence among allies throughout the hemisphere. As Nicaragua heads towards presidential elections next year, I thought it might be interesting to take a look at the parallels between Nicaragua and Venezuela to determine whether these parallels are by coincidence, or by design. To answer this question, I'm joined in this episode by Ryan Berg, a research follow at the American Enterprise Institute, where he focuses on transnational organized crime and Latin American foreign policy. Before joining AEI, Dr. Berg served as a research consultant at the World Bank, a Fulbright Scholar in Brazil, and a visiting doctoral fellow at the Graduate Institute of International and Development Studies in Geneva, Switzerland. He has also worked in Peru and São Paulo, Brazil. Dr. Berg obtained a PhD and an MPhil in political science and an MSc in global governance and diplomacy from the University of Oxford. Earlier, he obtained a BA in government and theology from Georgetown University. Ryan has been following both Venezuela and Nicaragua very closely. In this episode, he provides a crash course on the political crisis in Nicaragua, points out some of the parallels between Nicaragua and Venezuela, and recommendations that the United States and international community should consider ahead of presidential elections set to be held next year.
