In 1999 in the wake of the Kosovo conflict Gilbert Achcar published a book titled 'The New Cold War: The World After Kosovo'. At the time, describing tensions between the United States, Russia and China in terms of "a cold war" seemed to many to be outlandish hyperbole, or very premature at best. Now, of course the use of the term to describe the global situation is increasingly commonplace, but if we are indeed in a cold war - the question arises - when did it begin? Should it be dated in Russia's case to the 2008 Georgia war, in China to the rise of Xi Jinping and the repression in Hong Kong - or do we need to think back much further? In today's episode Gilbert Achcar joins the show to discuss his new book, 'The New Cold War: The US, Russia and China - From Kosovo to Ukraine', in which he builds upon his earlier work to argue that the current situation is rooted in events and key decisions made during the 1990s, including the devastating collapse of the Russian economy, the failure to create a new security architecture in Europe after the end of the cold war, and in increasing US-China tensions over Taiwan and other security matters, which were obscured by the deepening economic integration of the two states at the time. In the following interview we discuss these topics, as well as why Gilbert thinks its appropriate to describe Vladimir Putin's regime as neofascist, why recognising NATO enlargement as being a vector for Russian nationalism does not in any way justify the invasion of Ukraine, and we also talked about what Gilbert thinks a more just international order might look like.

They begin with an overview of Southeast Asia's experience during and following the Cold War and discuss the region's desire to avoid a re-division into blocs. They explore how regional states are seeking to preserve strategic ambiguity in their international relations and diversify their economic partnerships to avoid becoming highly dependent on any one great power. They then consider the effects a conflict in Taiwan would have on regional states' autonomy and probable reactions if conflict were to occur, as well as regional perspectives on the prospects for major U.S.-China decoupling and associated vulnerabilities. The conservation concludes by exploring space for multipolar cooperation in the region among small and middle powers, how they have prioritized deep connections with each other, and how this in turn allows them to enter into robust security or economic relationships with major powers while also preserving the perception of autonomy in the eyes of their peers.

Today I am speaking with Benjamin Allison, who is a PhD student in History and a Graduate Fellow at the Clements Center for National Security at the University of Texas at Austin, specializing in 20th century US foreign relations, especially vis-á-vis the Middle East and Russia. He is the lead author of the forthcoming book Die in Your Rage: The Logic of Violence in Jihadist Insurgency with Samuel S. Stanton. A graduate of Kent State University his master's thesis examined American relations with a group of rejectionist Arabs, known as the Steadfastness and Confrontation Front, during and after the Camp David peace process. He argues that the peace process and the coming of the Second Cold War were intimately connected, and hopes to continue this research for his dissertation, using Russian- and Arabic-language sources to paint a fuller picture of the transnational and international dimensions of this critical juncture in modern history. In addition to his historical work, Benjamin dabbles in political science methods. He is currently drafting an invited policy paper on protecting American bridges, tunnels, and dams from terrorist attacks for Harvard's Belfer Center, and is working on several political science and history articles, focusing on proxy wars, the ethics of coding terrorism data, and more.

Key longtermist figures advancing export controls and hawkish policies against China include former Google CEO Eric Schmidt (through Schmidt Futures and the longtermist political fund Future Forward PAC), former congressional candidate and FHI researcher Carrick Flynn, as well as other longtermists in key positions at Gerogetown Center for Security and Emerging Technology and the RAND Corporation. Export controls have failed to limit China's AI research, but have wrought havoc on global supply chains and seen as protectionist in some circles. That appears to be Chinese Communist dictator Xi Jinping' recipe as he inexorably ratchets up the temperature in his new Cold War in the Pacific. Xi is pursuing a 21st Century version of General MacArthur's successful “island-hopping” campaign in World War II. Only where the U.S military was then liberating places like Guadalcanal in the Solomons, the Chinese are seeking to enslave them. The frog-boiling intensified when the Solomons' prime minister unilaterally agreed to the stationing of Chinese “police” in his country. Other examples include the CCP's: aggressive confrontations with the Philippine coast guard; threats against Japanese territory; and intensifying intrusions into Taiwan's air and sea space. Economic historian Chris Miller joins Rep. Crenshaw to talk about one of the most important battles of the 21st century: control of silicon chip manufacturing.
