The South African Association of Freight Forwarders (SAAFF) estimates that the current congestion at South Africa's ports is costing at least R124-million a day in direct and indirect costs. With 96 vessels waiting at anchorage outside the country's commercial ports, CEO Juanita Maree estimates the direct daily costs to be R98-million, comprising both sunk costs and congestion surcharges. The indirect costs associated with impeding the movement of goods valued at about R7-billion, meanwhile, are estimated by SAAFF to be at least R26-million. Transnet has confirmed that the number of vessels waiting outside Durban Container Terminal (DCT) Pier 2, the country's largest container terminal, stood at 16 on November 20 and that the backlog was currently only forecast to be fully cleared by the end of February. The State-owned company also confirmed that during the period of inclement weather in October more than 20 vessels had waited at outer anchorage at Durban for up to 18 days. Maree reports that there has been an improvement at the Cape Town and Port Elizabeth harbours, but that the Durban terminals remain severely delayed, with vessels at anchorage for about nine days. Shipping lines have responded by imposing congestion surcharges and there are also reports that they are diverting South Africa-bound cargo to Port Louis, in Mauritius, which is adding to lead times and imposing additional supply-chain costs, which will ultimately be carried by domestic consumers. Transnet chairperson Andile Sangqu has warned that the problem is complex and cannot be overcome immediately, owing to serious equipment and maintenance backlogs. The group has, however, received permission from the National Treasury to accelerate procurement and Transnet Port Terminals (TPT) is aiming to procure additional rubber-tyred gantries, straddle carriers and ship-to-shore cranes for delivery between April 2023 and April 2025. In addition, it would continue to pursue various private sector partnerships across the port system with a due diligence under way related to a partnership with International Container Terminal Services Incorporated, of the Philippines, which has been named as the preferred bidder for a 25-year joint venture with TPT at DCT Pier 2. Maree says a greater sense of urgency and greater collaboration is required to address the immediate crisis. "We must improve operational efficiency and increase throughput, or else the trade, transport, and logistics industries will continue to curtail desperately needed economic growth for South Africa."

Port and rail parastatal Transnet and government cannot “go it alone” to repair South Africa's strained logistics network, says South African Association of Freight Forwarders (SAAFF) CEO Dr Juanita Maree. “Our current ports and rail model is, at best, archaic compared to international standards, while it also fails the country's socio-economic growth and development goals.” Maree says South Africa “desperately needs” a public-private partnership (PPP) model that will create jobs and attract “much-needed” investment in the logistics sector and the economy. “This is necessary for South Africa Inc.” Maree points out that the rail sector's underperformance in 2022 constrained economic growth by 5.3%, while port inefficiencies cost the economy R46-billion in direct and indirect costs. She notes that the concepts of time and cost are intricately linked in the logistics system, with each additional hour adding costs, while also placing unnecessary strain on the logistics chain. “An improved logistics performance increases the efficiency in trading by reducing the time and cost to trade, which could then result in an increase in the volume of trade, which, ultimately, spills over into economic growth and socio-economic development.” SAAFF believes that the South Africa logistics system needs at least R200-billion in investment. However, the good news is that a rejuvenated system could potentially create 55 000 additional jobs in the rail and ports sectors, while also generating R55-billion in additional tax revenue a year. “It is no longer government or the private sector. It needs to be a collective culture to fight for SA Inc,” says Maree. “Fortunately for SA Inc, a road map is currently being developed by the Operation Vulindlela team in the President's office,” she adds. “Furthermore, considerable progress has been made in advancing joint action between business and government in the transport and logistics space. “We must stabilise and improve operational performance on key trade corridors, mobilising private sector resources and accelerating the implementation of the National Rail Policy to close the capacity gap. “Fortunately, work is underway to immediately align and integrate business efforts into government's Freight Logistics Roadmap and urgently enable the development of work plans, deliverables and timelines, while also integrating the private sector into the recently formed National Logistics Crisis Committee," says Maree.

South Africa lost the opportunity of moving R65.3-billion worth of goods during the recent 11 days of industrial action at the country's ports, says South African Association of Freight Forwarders (SAAFF) CEO Dr Juanita Maree. “Some of that will possibly move later, but the rest is gone – and gone forever.” In contrast to this, the wage increase cost – if adopted across the board for all workers at Transnet – is R1.5-billion. SAAFF represents more than 300 clearing and forwarding agents, accounting for more than 80% of the trade goods moving in and out of South Africa. Maree says there is a need in the country for growing maturity in resolving matters amicably, in a timely and efficient manner, and to strengthen the partnerships between government and strategic stakeholders through early consultation to enable prevention rather than cure, “as risk mitigation is our joint responsibility to the smooth running of our national economy”. “We must learn the stark lessons provided by these operational disasters, or we are going down an endless spiral with the worst possible outcome,” warns Maree. “If goods can't move, the economy stops. And if the economy stops, the impact is hugely negative for anything related to the movement of cargo – including time, cost and service reliability. “With the economy's circular flow, ordinary South Africans will suffer in the end – the very individuals who went on strike against a wage offer way below the inflation figure.” One Day Strike Action = Ten Days Recovery Maree says while SAAFF is” very pleased” that a wage agreement has finally been reached in the ports sector, the association must stress that the hard work only starts now. “According to our consolidated reports, most port terminals are operating at productivity levels that are somewhere between medium and normal. “So, although it might seem that we are making a return to full operational status, we are certainly not there yet,” she emphasises. “In the aftermath, beyond the strike, barring any further destruction, a complete restoration of normal functionality will only happen in early 2023, as the consequences of one day's worth of stoppage have been shown to result in anything up to ten days needed for recovery.” SA Can Do Better South Africa must learn from this experience and adopt better operational practices to improve the country's logistics performance, notes Maree. “We reiterate that this can only be achieved by close collaboration between all the parties – business, labour and government.” Maree proposes a number of solutions to grease the wheels of the South African logistics sector. “We need backup port facilities to evacuate the ports. “We have a high freight demand, therefore, only a multi-modal approach – with all parties operating efficiently – will have a chance of satisfying our demand.” This means South Africa needs a robust functional rail sector, especially when moving goods from the country's ports. The country also needs precise policy alignment to allow for the practical execution of moving goods. “The functioning of the supply chain, nor the economic extent of policies and actions that affect it, is clearly not fully understood by decision-makers,” says Maree. “The government often asks the private sector to assist in picking up the cost, such as increased taxes and levies, but this help must be reciprocated with the private sector's . . . meaningful involvement in operations.” Maree adds that South Africa needs port efficiency to improve in terms of the time, cost, and service reliability involved in moving goods. “This approach must include inter and intra-port competition, and all functions must be overseen by a strong, independent ports regulator.” All role-players are also to be held accountable for their performance, including business, labour and government, notes Maree. This week on Womanity-Women in Unity, in our series on women in medicine, Dr. Amaleya Goneos-Malka talks to Prof Vanessa Steenkamp, the Deputy Dean of Teaching & Learning in the Faculty of Health Sciences at the University of Pretoria. As an active member of scientific organizations she holds among other an executive role as President of the South African Association of Basic and Clinical Pharmacology, President of the Federation of South African Society of Pathology and Vice-President of the Toxicology Society of South Africa. Her remit at the University of Pretoria encompasses 43 departments within Dentistry, Health Care Sciences, Health Systems and Public Health, and the School of Medicine. She emphasises that teaching and learning is an evolving process and institutions aim to equip students with skill sets to help future proof them for jobs which don't yet exist; instilling lifelong learning and embracing technology. We discuss a couple of recent initiatives geared towards the well-being of students. Namely a food parcel project, noting that at least 30% of students are food insecure and the other the UP Sight project which addressed students' vision. We highlight the fact that there are still low levels of women entering STEM (science, technology, engineering, mathematics) and remark on interventions to build a pipeline from school to university to the workplace. We also remark on the underrepresentation of women in leadership roles. Prof. Steenkamp encourages more women to embrace opportunities to rise to the top, urging women to stand together, support each other, join industry networks and participate in mentoring initiatives. The South African Association of Meat Importers and Exporters has called for the urgent removal of trade tariffs on all poultry products. The association fears that the increase in chicken prices will hurt poorer households. Chicken is the most affordable source of protein for the majority of households in South Africa. But, with the ever increasing prices, chicken is slowly becoming a luxury.   However, the South African Poultry Association (Sapa) has rejected calls made to remove all trade tariffs on chicken imports and suspend any new tariff measures in the industry for the next three years. Marine activists and scientists are up in arms over plans by oil giant, Shell, to carry out a seismic survey off the Wild Coast in a search for oil and gas deposits. The tests are due to get underway on the first of December and will last up to 5 months, covering 6,011km² of ocean surface. Internationally recognized as an expert on personality and relationships, he has been cited in books and other publications. A prolific writer and columnist, Leonard has appeared extensively on national and international radio and television and has hosted two of his own radio shows on psychological matters. He is regularly invited to present workshops and talks both locally and internationally. He was the primary psychological commentator on the Oscar Pistorius Trial and during the trial made extensive appearances on radio, TV and in the press.  Leonard has worked in a diverse variety of settings like schools, hospitals, crisis intervention centers and children's homes in his early career.  Leonard is a past chairperson of the South African Association of Marital and Family Therapy. He is an accredited Mediator. He gained extensive experience from being called upon to assess and report on the psychological dynamics in a variety of court cases, many of which contributed to changing the law in South Africa.  Leonard has developed an integrative perspective on personality that draws on insights from many schools of psychology and spiritual thought and tradition integrated into a comprehensive map of personal development. The recent unrest has harmed South Africa's supply chain. The disruptions brought about a loss of trust, reputational damage, decreased investor confidence, and companies choosing to avoid using South Africa's ports, resulting in the loss of jobs and exacerbated the already slow economic growth. If that wasn't enough, a cyberattack on Transnet brought strategic ports in South Africa to a halt resulting in a virtual standstill for 12 days. The South African Association of Freight Forwarders has played an active role in tackling the many challenges that have been wrought upon the industry. SAAFF collaborated with several stakeholders to restore normalcy to the supply chain. Devlyn Govender, Executive for SARS and Other Governmental Agencies at SAAFF, spoke to Radio Islam International, discussed the challenges that arose, the solutions found, and the lesson learnt.

My guest today joins us all the way from Cape Town, South Africa. Robbie Miller AWCF ASF is an accomplished racehorse shoer, competitor, and promoter of the farrier profession in South Africa. He accomplishes this through his joint effort with Robbie Dawson, to set up the South African Association of Professional Farriers, the SAAPF and as an official tester for the Farriers International Testing system FITS. Robbie is a good friend of my mentor and friend, Chris Gregory but you will notice that Robbie becomes good friends with almost everyone he meets. Robbie joined me from his back garden so there is some wind noise that I hope doesn't get too distracting. I quite enjoyed our time together and I hope we can meet in person someday.
