Legend Tarver went from graduating with a degree to serving time in federal prison, learning the hard way how choices, survival, and consequence intersect in the criminal justice system. Two weeks into his sentence, he found out his then-girlfriend, Amanda, was pregnant, and the couple endured separation, hardship, and the challenges of incarceration while growing their family. In this episode of the Data Center Frontier Show, DCF Editor-in-Chief Matt Vincent speaks with Ed Nichols, President and CEO of Expanse Energy / RRPT Hydro, and Gregory Tarver, Chief Electrical Engineer, about a new kind of hydropower built for the AI era. RRPT Hydro's piston-driven gravity and buoyancy system generates electricity without dams or flowing rivers—using the downward pull of gravity and the upward lift of buoyancy in sealed cylinders. Once started, the system runs self-sufficiently, producing predictable, zero-emission power. Designed for modular, scalable deployment—from 15 kW to 1 GW—the technology can be installed underground or above ground, enabling data centers to power themselves behind the meter while reducing grid strain and even selling excess energy back to communities. At an estimated Levelized Cost of Energy of $3.50/MWh, RRPT Hydro could dramatically undercut traditional renewables and fossil power. The company is advancing toward commercial readiness (TRL 7–9) and aims to build a 1 MW pilot plant within 12–15 months. Nichols and Tarver describe this moonshot innovation, introduced at the 2025 DCF Trends Summit, as a “Wright Brothers moment” for hydropower—one that could redefine sustainable baseload energy for data centers and beyond. Clay Tarver first came on the radar in the late '80s as the co-founding guitarist for Boston's Bullet LaVolta, a band that mashed up punk grit with hard rock muscle and a little post-punk weirdness. The band burned bright, fast, and called it quits by 1991. Not long after, Tarver hooked up with Matt Sweeney, James Lo, and Scott Marshall in New York to form Chavez, releasing two beloved albums, Gone Glimmering (1995) and Ride the Fader (1996). They went quiet for a while, but never really broke up—2006's Matador compilation Better Days Will Haunt You pulled it all together and gave them a brief second wind. In today's show, we're getting the inside scoop from two photographers who've been fully immersed in these vibrant communities since long before they became a top fashion trend. Separated by a generation in age and with pictures spanning from film to digital, we follow Ron Tarver and Ivan McClellan from their early years in Oklahoma and Kansas, to the urban stables of Northern Philadelphia, the legendary Roy LeBlanc Rodeo in Okmulgee, Oklahoma, and beyond. Guest Bios: Ron Tarver was born and raised in Fort Gibson, Oklahoma, and is now based outside Philadelphia, Pennsylvania. During 32 years as a staffer at The Philadelphia Inquirer, he was nominated for three Pulitzer's and shared the 2012 Pulitzer Prize for public service, in addition to many other accolades. Tarver's photographs have been exhibited internationally. His pictures can be found in private, corporate, and museum collections, and have appeared in major publications both in print and online. In 2004, he co-authored the book We Were There: Voices of African American Veterans, published by Harper Collins, accompanied by a traveling exhibition. A recipient of a 2021 Guggenheim Fellowship and a 2001 Pew Fellowship in the Arts, Tarver has also received funding from the NEA, the Pennsylvania Council on the Arts, and an Independence Foundation Fellowship. He currently serves as Associate Professor of Art at Swarthmore College. His book, The Long Ride Home: Black Cowboys in America was released by George F Thompson Publishers in September. Ivan McClellan is a photojournalist and designer originally from Kansas City, Missouri. These days he calls Portland, Oregon home. His work reveals marginalized aspects of black culture, challenging broad assumptions and myths about racial identity in America. His project Eight Seconds, focuses on elevating narratives about American Black cowboys, and transforming the culture of the American West by ‘re-centering' black women and men back as an integral part of our historical narrative. After initially self-publishing his photos in book form, Eight Seconds: Black Rodeo Culture was released by Damiani books in April 2024. The winner of the 2022 Getty Inclusion grant, McClellan's photos have been presented in and collected by Museums and cultural spaces across the United States. His work has also been featured in ESPN: The Undefeated and Fast Company. As an experience designer for Adobe Lightroom, he has led projects for Nike, Adidas, Disney, and the U.S. National Soccer Team. And most recently, he founded the Eight Seconds Rodeo in 2023.
