Keir Starmer has said that “nothing less than the complete re-wiring of the British state” is needed for the public sector – and in particular the civil service – to deliver the government's agenda. So what should this transformation look like – and how can it be made to last?   As the government's former lead Non-Executive Director, Michael Jary CBE worked closely with the Chancellor of the Duchy of Lancaster, the Cabinet Secretary, the Civil Service Chief Operating Officer, as well as other senior civil servants across government, and has an unparalleled view on what works in Whitehall – and beyond – and what needs to change. In the new book, Navajo Nation police are on high alert when a U.S. Cabinet Secretary schedules an unprecedented trip to the little Navajo town of Shiprock, New Mexico. The visit coincides with a plan to resume uranium mining along the Navajo Nation border. Tensions around the official's arrival escalate when the body of a stranger is found nearby. Is it coincidence that a cult with a propensity for violence arrives at a private camp outside Shiprock the same week to celebrate the summer solstice?Anne Hillerman was approached several years ago by Robert Redford and George R.R. Keir Starmer is preparing to give his big reset speech on Thursday. But the more interesting address is perhaps the one he gave last night at the annual Lord Mayor's Banquet, where the Prime Minister gave his first major speech on foreign policy. The most interesting passage saw Starmer reject the notion that Britain will need to pick sides between the US and the EU under the looming Trump presidency – particularly in the event of a trade war. How long can No. 10 afford to keep their foreign policy preferences ambiguous?  Also on the podcast, Sir Chris Wormald has been announced as the successor to Simon Case as Cabinet Secretary, in another example of Labour prizing experience when it comes to senior civil service roles. Is he a smart pick, given the questions about his performance at the Department of Health and Social Care and his frequent appearances at the Covid inquiry? Oscar Edmondson speaks to James Heale and Jill Rutter, senior research fellow at UK in a Changing Europe and a former civil servant. Produced by Oscar Edmondson.

The budget for agriculture in Scotland comes from the UK Government - but as of two weeks ago, it's no longer ring fenced. The change has attracted criticism from farming groups. But the DEFRA Secretary, Steve Reed, has defended the decision, saying his Government believes in devolution, and that comes with the power to decide where money is spent. We hear from Scotland's Rural Affairs Cabinet Secretary, Mairi Gougeon.A change to the Suckler Support Scheme in Scotland aims to reduce greenhouse gas emissions by making calf production more intensive. It's being introduced as part of the country's new Agriculture Act, and it's rooted in the idea that more efficient beef farming means less carbon and less methane. Some beef farmers, however, fear it could have an impact on animal welfare as well as some farm incomes. And "Farmer Time" is an initiative set up by Cambridgeshire farmer, Tom Martin, which connects teachers with farmers, so children can have regular catch ups with a farmer. So far ten thousand pupils have enjoyed lessons enhanced by their own ‘class farmer' through a live video-link and the initiative is one of our three finalists in the "Farming for the Future" category of this year's BBC Food and Farming Awards.Presented by Caz Graham Produced by Heather Simons

Mike's Minute: We will never not be jealous of people with money

The Mike Hosking Breakfast

I was going to suggest we are petty, but I have been saved by the Brits. They are having a couple of debates over money. One is involving a woman called Sue Gray, who has quit, and the other is over the role of Cabinet Secretary, which is the country's top civil servant, a job which is currently vacant given the incumbent stepped down for health reasons. As it turned out, Sue Gray was earning more than the Prime Minister which, for reasons I'm not entirely sure about, needed to be turned into a scrap. There are plenty of civil servants here who earn more than the Prime Minister and we don't seem to have a problem with it. But it appears we don't like it if the Prime Minister is a bit wealthy. But I'll come back to that. The Cabinet Secretary in Britain is paid $200,000 a year and a bloke called Lord Gus O'Donnell, who used to do it, is busy running a campaign arguing it's grossly underpaid. As for Ms Gray, she was on $170,000 a year while the Prime Minister is on $166,000. When this was revealed she became a distraction, so she quit. Ironically, she has a new job that no one seems to understand, which is one of the ironies of this whole jealousy driven nonsense. Would you rather a person in a high-performing role got more in a job you understand, or they get less in a job you have no idea just what it is they do? The fact they may or may not do anything is beside the point, right? Which brings us back to the current Prime Minister here, who because he sold a couple of rentals, is clearly far too wealthy so we need a good b*tch about that as well. The fact the National Party Prime Minister before him was a mile more wealthy again never really seemed to bother anyone, so maybe it's the post Covid / Cost of Living angst that got so many so upset. If you want something to exercise yourself with, how about the Prime Minister who ran the country into the ground then scarpered to write a book and wander the speaking circuit, creaming it by making money from her ineptitude and our subsequent economic misfortune. What's worse? A civil servant working God-knows how many hours for $200,000, a Prime Minister on $484,000 but with a couple of properties he made money on, or a fly-by-nighter who came second in one election, locked us down for the second, buggered it up in record fashion and then fled to make a fortune telling people how kind she is. Some people and jobs are worth the money. Some aren't. But jealousy is a wasted emotion. See omnystudio.com/listener for privacy information.

Wales' new Cabinet Secretary for Climate Change and Rural Affairs says his first job it to listen to farmers. It comes after unrest and large protests in Wales by farmers, angry about the Welsh Government's approach to farming. In particular, the way its tacking TB in cattle, stricter rules on pollution and the Sustainable Farming Scheme, which will replace EU subsides in Wales and requires farmers to plant trees on 10% of their land. We put their concerns to Huw Irranca-Davies.The UK Government has admitted that it unlawfully issued some licences for releasing game birds last year. The campaign group Wild Justice challenged the licences granted in the Deben Estuary in Suffolk and Breckland in Norfolk. While DEFRA concedes that it didn't follow Natural England's advice and that the assessment it carried out wasn't in line with the rules – it strongly refutes Wild Justice's claim that the decisions 'were tainted with the appearance of bias'.And we visit a farm in Herefordshire where they rear tens of thousands of worms to sell for live bird feed, for improving the soil, and for composting.Presented by Charlotte Smith Produced for BBC Audio in Bristol by Heather Simons

After farmers held protest against post-Brexit agricultural policy in Wales, is the new Welsh Cabinet Secretary for Climate Change and Rural Affairs ready for the challenge? In his first interview for the programme, Anna Hill asks him about the 10% tree policy, how they plan to tackle bovine TB and whether they're doing enough to clean up Welsh rivers. The Government has published its long awaited River Wye Action Plan, which includes the doubling of grants for farm slurry stores and up to £35 million worth of funding for poultry manure combustors. Campaigners say the river is in an ‘ecological death spiral' and blame the spreading of manure from intensive chicken farming onto fields in the catchment, resulting in pollution going into the river. Research led by Lancaster University showed that 70% of the excess phosphate in the Wye, comes from agricultural waste. And many farms have ventured into retail and hospitality in the hope of selling some of their produce direct to customers. We visit a farm which has gone one step further, and as well as having a farm shop, butchery and cafe, it also rents farm buildings to other small businesses.Presented by Anna Hill Produced for BBC Audio in Bristol by Heather Simons

Farmers in Scotland want to see cuts to the Holyrood agriculture budget reversed and an extra billion pounds worth of funding to farmers across the country from the UK Government. Both issues were raised yesterday at the NFU Scotland conference that's taking place just now in Glasgow. National Farmers Union Scotland members are expecting to be joined by First Minister Humza Yousaf this morning. He'll be joined by Scotland's Cabinet Secretary for Rural Affairs, Mairi Gougeon, for what may well be a rather heated question-and-answer session. Conservationists say more should be done to preserve and restore Britain's temperate rainforests. These ancient woodlands have a mild and damp climate and support species like mosses and lichens. They may once have covered about a fifth of Britain but now just fragments of the forest remain. In December the Government pledged £750,000 for research but campaigners say more needs to be done. These days it's rare to get eggs delivered. But if you live in the village of Sibford Ferris near Banbury you could get your eggs delivered by goat. All this week we're hearing about working animals. Sue Sabin has been running an egg round for the last fourteen years with Alan, her pack-goat. Presented by Caz Graham and produced by Beatrice Fenton.
