2024 was a mixed year, with some stellar announcements like Tata Group's gigafactory investment offset by the cancellation of Phase 2 of HS2 and a budget black hole to pay for, but an Industrial Strategy may give the industry the long-term stability it needs. This article is by Will Stirling The Chancellor Rachel Reeves received a boost a week before her Autumn Budget when the IMF revised its forecast for UK growth this year to 1.1% (up from 0.7% in July) and 1.5% in 2025 – the biggest upward revision for any advanced country. It's a sign of better things to come, and 2024 was not a banner year in manufacturing, more one defined by steady stability, yet it still notched up a few memorable headlines for British industry. Spiralling costs meant the previous Tory government cancelled Phase 2 of HS2 from Birmingham to Manchester, affecting hundreds of supply chain companies, which the new Labour government partly blamed for the cost overruns. The Secretary of State for Transport Louise Haigh launched an independent review to ensure lessons will be learned and the costs for HS2 are controlled. The cost of Phase 1, London to Birmingham, is expected to reach £66bn. Covid and the semiconductor-shortage-affected UK automotive sector got a fillip in February when Agratas, the battery division of Tata Group, confirmed a new £4bn battery gigafactory in Somerset. It was a relief for the car sector to see the UK stall on the global league table for gigafactory capacity, a key metric for car plant investment. While carmaking recovered strongly in 2023 after semiconductor supply returned, it is slowing down. By August, the UK had manufactured 522,833 cars, down 8.5% on production at the same point in 2023 when ythe figure was 571,671. Interestingly, year-to-date vehicles for the domestic UK market had increased by 12%, but exports, representing over 84% of all car production, were down 13.6%. The production of electric cars, including hybrids (EVs), fell by 26%. Automotive business group SMMT said this decline is expected to be reversed in the longer term as new models come on stream. Massive manufacturer discounting saved car sales in Europe in September, pushing BEV sales to 56,387 registrations. Siemens opened its new train factory in Goole, Humberside, in October and announced a further £40m in addition to the £200 investment in the Goole Rail Village, which will now bring up to 1,000 new jobs to the region, as well as around 1,700 supply chain job opportunities. In addition to maintaining the bogies from Siemens' 572 trains running in the UK, it will also include new production lines for assembling bogies for new trains, which will be the first for Siemens in the UK. Aerospace is battling delivery rate challenges: after Covid, orders poured in, and the industry is pulling on all levers to find ways to go above ‘Rate 60' into the consistent 80s or even 90 aircraft per month to reduce long delivery times. Ninety commercial aircraft were delivered in August, the highest in that month of the year since 2018. But that's not the whole story. While the global backlog of aircraft on order is 15,651 planes according to the industry group ADS - an extraordinary number - aircraft orders in the year-to-date are two-thirds behind 2023 levels. Perhaps it was a sign that Brexit was the past. The FA appointed Thomas Tuchel as the senior men's coach, causing gossip as the first German coach of the England football team. A week later, Britain and Germany signed a government-described “landmark' defence agreement to boost security, investment, and jobs. German defence giant Rheinmetall will build a new factory in the UK to make barrels for artillery guns, and German marine surveillance aircraft will supply patrols from RAF Lossiemouth. The factory will need British steel and will create 400 jobs. It's the first defence pact with Germany of this scale, although both countries already collaborate on making armoured vehicles, for example. In October, BAE Systems Maritime launched the sixth Astute class submarine, Agamemnon. Attention will soon switch to the multi-billion AUKUS submarine (SSN-A) programme, where the boats will be built in the UK and Australia. Fhaheen Khan, senior economist at Make UK says “Manufacturers this year experienced the most stable period of business conditions in almost a decade, despite still facing higher costs, tight interest rates and skills shortages.” While it could be seen as a year of two halves – the first six months boasting strong production, order books and investment intentions, and the second looking far more mixed due to an inevitable domestic market slowdown –manufacturers remain buoyant in their expectations.” h Accountants and business advisors are expecting more investment in the economy in 2025, following several years where major events and inflation have made business conditions that could be generally described as ‘sh*t'. Fhaheen Khan thinks the new 10-year industrial strategy is an important milestone in achieving economic growth, although some seasoned business leaders will say they have heard it all before. It's hard to remember, but the UK has had at least four official industrial strategies since the 2008/9 recession: in 2009 (Mandelson), 2012 (Vince Cable), 2017 (Greg Clark) and now in 2024. Khan says “It's highly encouraging that advanced manufacturing will be a key sector driving that growth, and the Industrial Strategy Council will help lay the pipework needed to modernise UK industry through the wide adoption of AI, computing, and techniques like 3D printing.” Of particular relevance to MTD readers, the numbers show that industries specialising in producing capital equipment like machinery, electronics and metal fabricators have experienced a positive year. This is due to strong exports to the US and the EU as many Western countries are investing in the kit to modernise their manufacturing – for example, the US's Inflation Reduction Act and, one could say, on the wave of ‘Make America Great Again'. Khan says “These subsectors have much to look forward to in 2025 as economic conditions stabilise further, inflation cools, and interest rates are loosened." The manufacturing technology expo MACH 2024 organisers said visitors were up 6% on the previous show and reported a good vibe. Greg Capp, sales director at EDM machinery firm Sodi-Tech, said: “Footfall has been the best in a long time. On Day One, we had enough enquiries for the next six months.” Overall, investment in manufacturing in 2023 (last full year) is up by 4% on 2022, from £40.24bn to £41.8m, and economists expect this to rise in 2024. Despite the numbers and late positivity, on the ground, some manufacturing machinery vendors and subcontractors report a frustrating year where the anticipated rush of orders failed to materialise. That flat confidence from 2022-2023 seemed to be overspilled into the year's first half. Andrea Wilson at deep hole drilling and boring engineering company Hone-All Precision says “2024 has been a challenging and varied year for most businesses. “Uncertainty and political instability have created conditions that have not been beneficial to business and have created barriers to growth. “The creation of the 10-year Industrial Strategy will hopefully give business and investors the confidence they have been lacking the last few years.” The new industrial strategy focuses on eight sectors: advanced manufacturing, clean energy industries, creative industries, defence, digital and technologies, financial services, life sciences, and professional and business services. High-tech, hard-tech, high-potential companies can benefit hugely from close government support. The top two sectors in the strategy are advanced manufacturing and clean energy industries. “Tokamak Energy does both!” says David Kingham, the executive vice chairman and a co-founder. He says that the company that designs, manufactures and operates a plant for nuclear fusion to generate power aims to accelerate the development of fusion energy, the most valuable technology of the 21st Century. “We were delighted to see the new consultation on the Industrial Strategy. A company like Tokamak Energy, with over 250 employees and global ambitions, can grow rapidly if we have consistent strong backing from the government.” The company has had spectacular success in recent years with the record-breaking ST40 high field compact spherical tokamak – which reached 100 million degrees Celsius plasma ion temperature, the threshold needed for commercial fusion energy. Its high-temperature superconducting (HTS) magnet development has also set records for magnetic field strength at a temperature of 20,000C. David says: “Our industrial strategy is to pursue fusion energy by assembling consortia around our core technologies to provide the complimentary capabilities necessary for the development and deployment of fusion. This will require major investment by governments and consortium partners, but the prize is the elusive goal of commercial fusion energy. The fastest achievable timeline for fusion is 10 years to a 50MW pilot plant, a goal set by the US Department of Energy milestone-driven fusion development program. “So a bold, consistent industrial strategy from the Government could enable the UK to have its fusion “cake” in the long term and “eat” the economic benefits of the magnet spin-off technology in the short to medium term.” In the supply chain, companies like Hone-All Precision want long-term stability, vision, and potential targeted support through programmes unafraid of ‘picking winners' that have previously blighted attempts to assist the industry within state aid rules. Managing Director Andrea Wilson says “The new Labour government must commit to long term strategic thinking and investment decisions, and the newly formed Industrial Council will hopefully achieve this.” “The council's success will be increased dramatically if it's informed by business leaders, owners, and most importantly, if it includes SME representation. The outcome of these two positive moves will hopefully result in us seeing the confidence and stability we all need to thrive.” Machine tool and machinery suppliers need orders, and for that, their customers need confidence to buy. Adrian Haller, managing director of Bruderer UK, a leading manufacturer of precision high-speed presses says “The UK has a fantastic opportunity in advanced engineering, and we have so many brilliant companies – at all levels of the supply chain – that are prospering despite the lack of a coherent Government strategy to support the sector.” “This isn't tubthumping; this is what we see every day when our sales engineers and installers commission precision high-speed Bruderer presses on shop floors across the country. Imagine what we could do if we had a long-term Industrial Strategy that focuses on our strengths and invests in them? And I don't mean the odd grant here and there. It needs to be substantial and flow down to SMEs – that is the critical bit. For industry to become more efficient, an area to improve is the education of manufacturing engineers about new, ‘smart' technology. Mark Weymouth, MD of PLUS Automation and UK representative for Contrinex and Satron, who runs a popular LinkedIn newsletter says “There's a pervading tendency for engineers to buy and commission what they know and not look at new, better plant and equipment that can raise productivity.” While PLUS Automation is in its fourth year of growth, many food and liquid process manufacturers are not explaining this technology to their site engineers. He says “The UK is about seven years behind mainland Europe in adopting many process technologies.” Although the increase in employers' national insurance payments may dampen this optimism, the indicators are that this new strategy for industry will help businesses, especially those in advanced manufacturing areas.

Back in March 2024 friend of the podcast Catriona Riddell gave a lecture at UCL's Bartlett School of Planning that she called ‘Strategic Planning in England - Where did we go so wrong?'. Sam Stafford couldn't be there that night, but Catriona shared her slides on LinkedIn and they read to Sam almost like a ‘Brief History of Planning 2010-2024', which he thought a good subject for an episode. As well as Catriona, who was Director of Planning at the South East England Regional Assembly when the Coalition Government came to power in 2010, Sam approached another friend of podcast, Steve Quartermain, Chief Planner between 2008 and 2020, who was also keen to be involved. Sam felt though that a political perspective on things was also needed so he approached Greg Clark. Greg was appointed Director of Policy for the Conservative Party in 2001 before being elected as MP for Royal Tunbridge Wells in 2005. He has held a number of senior Government roles, including, and of most relevance to planners, Minister for Decentralisation and Cities within the Department for Communities and Local Government between May 2010 and September 2012 and Secretary of State for CLG between May 2015 and July 2016. Greg was also briefly Secretary of State for Levelling Up, Housing and Communities between July 2022 and September 2022. Greg, pleasingly, was also keen to be involved, and the four of them finally got together at Soho Radio Studios in early October 2024. There were many, many topics of possible conversation in Sam's notes for the recording. They did not actually get to the latter part of the 2010-2024 period, so they did not get to, for example, the Standard Method, the 2020 White Paper, and the Theresa Villiers / LURB amendments brouhaha, but that was because they ended up dwelling on arguably the big three topics of that 2010-2024 period, which are the revocation of the Regional Strategies, Localism and the NPPF. They did also touch, right at the end of the conversation, on permitted development rights. This week (ok not really this week), we are locked in and sounding out Niall Farrell ahead of his much anticipated BBC documentary ‘The Four Rules Of The Poker Kings' directed by BAFTA-winning filmmaker Greg Clark! The film was pushed back from its original April release date, as was this episode, hence a few anachronistic references to the Irish Open! In what is nonetheless a belter of an episode, the lads preview the documentary with exclusive clips from Niall's poker adventures in 2021/2022. Before they all get to that though, there is some talk about the Irish Open Leaderboard (AKA the Firaldo Cup) which was coincidentally won by our host David Lappin and another Niall Farrell idea ~ a Hendon Mob flag inspired ‘Amazing Race'. The conversation then moves onto the documentary and how it captures both sides of the poker life. Niall on the felt wins are shown alongside his losses and, maybe most importantly, against the backdrop of family life. Jill and Tom talked briefly about the eclipse that was taking place during the recording of this week's episode. The conversation turned to the news that Tesla will not be producing the long-promised Model 2, a small electric vehicle with a base price of around $25,000. In other news, the hosts discussed the sudden decline in large pickup-truck sales, a thing which Jill believes is temporary, and not a harbinger of economic weakness. Jill shared her impressions of the 2024 Alfa Romeo Stelvio Quadrifoglio, a vehicle which the hosts agree is best suited for performance-loving extroverts. Jill noted that the Stelvio is very fast, and that the Verde Montreal (green) color of her test car is not for the faint of heart. In the second segment Tom and Jill welcome Greg Clark, Vice President of Ineos Automotive of the Americas to the show. Greg talked about the Ineos Grenadier, an off-road SUV, which is now on sale in the States. The Grenadier was designed to be an homage to the original Land Rover Defender, and is built for severe rock-crawling activity. Greg talked about the process by which Ineos was able to bring a vehicle to market in less than three years. Greg also discussed the Ineos Quartermaster, a Grenadier-based pickup truck arriving in Ineos dealerships later this year. In the last segment, Jill is subjected to Tom's “Mitsubishi or Golf Club” quiz. Jill's quiz winning streak may be in jeopardy. After the Quiz Tom talked about the 2024 GMC Sierra AT4X he is currently driving. Tom is generally impressed, and had a few things to say about the diesel engine his truck is equipped with.

The final video from our 2023 ISIR series is a brilliant interview with Professor Greg Clark, one of the most important hereditarian scholars. We mainly talk about Greg's groundbreaking study published in June: The inheritance of social status: England, 1600 to 2022. It's worth quoting at length: There is widespread belief across the social sciences in the ability of social interventions and social institutions to significantly influence rates of social mobility. In England, 1600 to 2022, we see considerable change in social institutions across time. Half the population was illiterate in 1800, and not until 1880 was compulsory primary education introduced. Progressively after this, educational provision and other social supports for poorer families expanded greatly. The paper shows, however, that these interventions did not change in any measurable way the strong familial persistence of social status across generations. Greg is a Danish National Research Foundation Professor in Economics at Southern Denmark University (Odense), as well as a Chair at the Danish Institute for Advanced Study. He's also a Visiting Professor in the Economic History Department at LSE. This year, he became a Distinguished Professor Emeritus at the University of California, Davis. Last month a company in San Francisco called OpenAi released an artificial intelligence system called GPT-4 - a successor to its hugely popular AI chatbot ChatGPT. The latest version can respond to images, write captions and descriptions - processing up to 25,000 words at a time. Researchers claim GPT-4 shows “sparks of artificial general intelligence” - in other words it can match or exceed human capabilities in tasks a person can do. But there are concerns this latest technology could be used to spread disinformation alongside worries over privacy, jobs and even society itself if more rules aren't quickly introduced. Key figures in the tech industry - including Tesla's CEO, Elon Musk, and Apple's co-founder Steve Wozniak - have signed an open letter asking for a pause on “giant AI experiments” so that policymakers can catch up. There are potentially wide-ranging benefits to these advances. In recently published guidance on the responsible use of AI, the UK government described it as one of the "technologies of tomorrow” contributing £3.7bn ($5.6bn) to the UK economy last year alone. So what might the social impact of these increasingly powerful AI systems be? If greater regulation is needed, who is responsible? And, if we don't control it, is there a chance that one day these machines will outsmart and replace us? If you missed it, here’s a teaser:With Pride still marching along this month, a reader writes:You frequently cover the takeover of the gay rights movement by transgender ideology, and how that can be at odds with the sex-based rights our generation fought for. I want to share a glimpse that I got at another under-discussed appropriation of the movement that’s significantly less threatening, but still leaves me feeling a bit out in the cold as a gay man: Pride going mainstream.I live in a small Midwestern exurb that recently began hosting its own Pride parade. This is not a small event — the banners go up well before June and stick around much of the summer, and it draws a crowd on par with our largest town festivals. I’ve generally avoided it, assuming it would be chock full of pink-and-blue flags and wanting to spare myself the political frustration. I also figured that a Pride parade in a town like mine indicated how unnecessary Pride parades have become.But this year I found out my (straight) brother was bringing his family, including my very young nieces and nephews. I wanted to see the kids, and I hoped my presence might provide some contrast to whatever left-wing antics they saw there. I was also curious how a Pride parade could possibly be family friendly enough for elementary school kids.Long story short, the whole thing was incredibly anodyne. I saw a couple drag queens and exactly one trans flag, but otherwise you would think it was a parade to celebrate rainbows. There were a few other older gay men wandering around, looking as awkward as I was. I had been worried about how to explain things to the kids, but I don’t think they even realized there was any connection to myself or my husband — they were in it mainly to catch candy. I don’t even recall seeing the words “rights” or “equality” mentioned. The messages were along the lines of “Be Yourself” and “Love Wins!”Afterwards, I learned that this event had been founded not by a homosexual, nor by a trans person, but rather by someone’s mother. Her daughter came out to her (I’m not even sure as what) and the mother decided she needed to show her daughter she was loved no matter what. And it all suddenly made sense. This was what a well-meaning mom wants to see when she sees gay pride. Be yourself! Love wins!I don’t want to say this kind of thing should stop. It was a nice enough time, and I don’t disagree with the message. But, I do wish more people understood exactly how unrooted “Pride” has become from the gay culture that started it and the reasons it was necessary. As I explained to my own mother afterwards, I don’t know of any man who had ever been imprisoned or assaulted just for loving another man. It was always about sex, and it’s still about sex. We just can’t mention that at Pride anymore, I guess.I suspect a great deal of this is a function of getting what we asked for — and the consequences of that taking root. Pride now is for straights as much as for gays — just as all the old super-gay events — like the High Heel Drag Race for Halloween in DC - went from being broken up by the cops (in my adult lifetime) to being packed with countless young straight women trying to be cool — and parents and all the letters of the alphabet. I’m made uncomfortable by some of this mass cultural appropriation — but that’s just my nostalgia for an era which I’m glad is now gone. We need to take yes for an answer, and as I wrote nearly 20 years ago, a very distinctive gay culture will end because of it.If you missed last week’s pod with David Goodhart, here’s a primer:This listener enjoyed the episode:On the conversation with David Goodhart, I want to chime in about your argument that one of the great contributions of Christianity, historically, has been reminding smart people that they aren’t any better than anyone else — and might indeed be worse, because of the arrogance and ambition that often accompanies that trait. It reminded me of a seminal moment in my childhood. I was 10, and I had just lost the regional spelling bee in a hard-fought match in which the last kid and I went several rounds before I made an error that he capitalized on. I turned to shake his hand. My dad told me later that night, “When you shook that boy’s hand, I don’t think I’ve ever been prouder of you. You showed graciousness in a bitter moment, and it’s one of the hardest things to learn to do. I’m never going to be proud that you’re smart. That was a genetic luck of the draw and you had no more to do with it than you did with having brown hair or being a little scrawny. But how you responded is your character, and I DO care about that, and I am immensely proud of you.”I think the fact that that was a consistent message at home when I was getting a lot of accolades at school probably made me marginally less unbearable than I would have been otherwise. I should say that my family is Southern Baptist; our faith was part of the warp and woof of daily life and the lens through which my parents interpreted life and what was worthy and valuable. Being smart was nice, but not nearly as important as being kind and generous and forgiving. I’m very grateful to have been raised like that.Me too. Another listener also took the convo personally:I’m so grateful for your episode with David Goodhart, which covered a topic that is both intensely personal and professionally important to me. My father is one of seven children of an Italian immigrant who was a short-haul truck driver. He almost flunked out of high school and only finished because his father threatened to kick his ass if he didn’t. Talking to my dad, any highly educated person would instantly dismiss his opinions and observations. But he wouldn’t care. After high school he started his own business — a car repair and towing company. After 40 years he retired with one million dollars, having bought our family home outright and having sent both my sister and myself to college, and me to law school.  Yes, he did this through hard work and persistence, but he also did it through extremely competent business management and strategic savvy. He survived the shutdown of a local mine (70% of his business at the time), the recessions and gas shortages of the 1970's, cyclical recessions and more.  You don’t do that unless you know how to identify risks and opportunities and exploit them to your own advantage. If that isn’t intelligence, I don’t know what is.  I myself work at a talent firm. My job entails creating a business model to help move junior enlisted veterans without college degrees into good-paying jobs with our skilled-manufacturing clients. It’s been fascinating to talk to companies who are still resistant to paying living wages at entry-level positions in the face of literally one million-plus competing job openings. I agree with Goodhart that reality is going to force a lot of rethinking about the value of labor of all kinds. It may take a while, but we are already seeing a few companies that are all-in on paying enough to attract this talent. They are far less nervous about the future.Thank you for this episode, and please find more guests who want to discuss this topic: How to recognize and reward everyone’s strengths, and how to measure success in new ways.  Another listener recommends a guest:I’d love to see you interview Greg Clark, economic historian at UC Davis. His work on the heritability of social status is fascinating. Using surname data from England, he’s found that social status is strongly heritable but that it drifts back to the mean over many generations. So everyone’s ancestors will be elite or downtrodden eventually, but it might take 400 years. The key factor is assortative marriage and mating. Even before women had careers and got educations, you could predict the type of person a woman would marry by looking at the social status of her brother. Clark has shown how the same phenomenon exists in Scandinavia, China, etc. Most interestingly the data show that although income inequality is less in Scandinavian countries because of redistribution, educational and other achievements like admission to scientific societies, it’s just as unequal as other countries. They also show that even communist revolutions in China and Hungary didn’t prevent people with high social status names from reasserting dominance within a generation or two.Twin studies and data where unexpected parental deaths happen show that the differences can’t be environmental. It’s just amazing and totally under reported for obvious reasons, but I do think this data will blow the lid off our current debate. It’s also great that Clark’s data is about white English people and doesn’t involve race at its core.
