The origin of the term cultural safety (kawa whakaruruhau) was at a nursing education leadership conference held in New Zealand in 1989. At that time there were difficulties in recruiting and retaining Maori nurses. Recognition of the critical link between culture and health outcomes, especially the health disadvantage experienced by Maori people, and the need to build the Maori workforce, led to this powerful concept. Now, it is a term that is growing in its application and its reach across the world.
